Consultation – we work with our in-house consultation team to ensure major schemes and infrastructure have the right level of consultation from project inception.

Design and improvement – our experience includes the feasibility, preliminary and detailed design of highways, junctions and multi-modal schemes, including signal-controlled facilities, sustainable transport infrastructure, traffic calming, signing and road markings.

Environmental assessment – we undertake environmental impact assessment (EIA) for a wide variety of clients and project types, including major infrastructure projects and new development schemes.

Feasibility and masterplanning – we identify and understand the viability of a site from a transport perspective and provide innovative and sustainable solutions.

Microsimulation modelling – we use this valuable tool for clients to test and demonstrate the implications of development to local authorities and the general public.

Monitoring and evaluation – we evaluate scheme impacts through combined data analysis including surveys, interviews and recorded measurements.

Planning appeals and expert witness – we work with the client as an integral part of the inquiry team to ensure that a robust and coherent case is put forward.

Planning conditions – we advise and negotiate planning conditions, S106 and S278 agreements on behalf of clients.

Policy and strategy – we work with clients to prepare transport related strategy and policy documents including parking, air quality and impacts of technology.

Traffic management plans (TMPs) – we produce TMPs which consider the requirements for the delivery of a development or event, including effects on roads and public rights of way and the need for closures or diversion, highway directional signing, parking restrictions and provision.

Transport assessments – we have extensive experience of scoping, policy interpretation, capacity assessment, infrastructure design and mitigation for a wide variety of clients and schemes.

Travel plans – either development or voluntarily led, we ensure documents consider all modes and can be monitored effectively. We can also undertake travel plan surveys.

Improving the sustainable people moving capacity of the

road network in Oxfordshire

Improving sustainable access to Headington

This project aims to improve bus priority and cycle facilities along a 6.5km section of the road network through the urban area of Headington, to the east of Oxford. The study involved a detailed review of the existing highway network, with junction simulation modelling of 15 road links and junctions. Various conceptual design options were then developed, which were tested using an assessment matrix developed by the Amec Foster Wheeler team. The aim is to improve the overall traffic moving capacity of the network whilst balancing the needs of all road users.

Amec Foster Wheeler was appointed to undertake the Stage Two preliminary and detailed highway design based on the feasibility design, which has been taken forward to construction.

Bus lanes on A40 to support a Park & Ride Proposal

Amec Foster Wheeler was commissioned to develop concept design proposals for bus priority along the A40 between Eynsham and Dukes Cut to the west of Oxford. This involved appraisal of the A40 study corridor, coordination of numerous surveys and desktop studies, refinement of design options, the commissioning and review of VISSIM modelling work (conducted as part of the scheme appraisal process), leading liaison with stakeholders, extensive internal coordination with the project team to address design and environmental issues, and attendance at public consultation events.

North West Coast Connections Project

Amec Foster Wheeler is experienced in development consent order (DCO) projects, particularly in relation to power transmission. This includes the North West Coast Connections scheme for National Grid, which is a major upgrade of electricity infrastructure in the north west of England involving a 22km tunnel under Morecombe Bay, 140km of new power corridor and five new / upgraded substations.

The scheme is a nationally significant infrastructure project (NSIP) and is currently in the process of production of all analysis and documentation to submit the DCO. The project has focused on the development of several documents to support the applications including the construction traffic management plan, transport assessment, public rights of way management plan and EIA chapters, as well as various technical reports.

Amec Foster Wheeler has been providing advice in terms of securing the requisite consents, discussions with statutory authorities and discussions with National Grid’s legal team.

Aberdeen Energy from Waste Plant – Aberdeen City Council

Working with Aberdeen City Council, Amec Foster Wheeler provided design, town planning, highways and transport services, environmental assessment and a host of other multi-disciplinary services to the project.

This scheme will provide Aberdeen and the wider area with a means of converting their waste into energy. A planning application, including a transport statement and other supporting documentation was submitted to Aberdeen City Council and was approved in late 2016.

Guernsey Waste Transfer Station – States of Guernsey Government

Working with States of Guernsey Government (Trading Assets), Amec Foster Wheeler provided design, town planning, highways and transport, landscape architecture, environmental assessment and various multidisciplinary services.

This scheme will provide Guernsey with a means of managing their household and commercial waste without using the current landfill. A planning application, including a transport assessment (TA) and other supporting documentation was submitted to Guernsey and was approved with no objections in 2016. As part of the TA, an island-wide study was made of all waste vehicle movements which enabled an accurate estimate of future waste travel patterns.

Supporting the Ministry of Defence with UK estate rationalisation Unlocking development in Whitehill and Bordon

Defence Infrastructure Organisation (DIO) engaged Amec Foster Wheeler to produce masterplans and technical assessments to support a Hybrid Planning Application (HPA) for the re-development of the Technical Training Facilities at Bordon Garrison in Whitehill and Bordon, Hampshire. The team consisted of urban designers, masterplanners, transport planners, engineers, environmentalists, ecologists, and energy and sustainability consultants.

The Whitehill and Bordon Garrison redevelopment comprises a mix of 2,400 houses, 10,000m2 employment, new town centre, secondary school, primary school, community uses and open space. A new relief road through the development site, promoted by the County forms an important element of the overall regeneration strategy for the Whitehill and Bordon area.

We have been retained by DIO’s development partner (Dorchester Taylor Wimpey) to continue to offer further transport planning and engineering advice regarding the site as it comes forward to the delivery stage.

Residential-led development applications

Land at Myton, Warwick – Europa Way Consortium Amec Foster Wheeler provided planning and technical advice to support an outline planning application for a residential-led mixed use scheme for up to 735 dwellings on the edge of Warwick. The application was submitted in July 2014 and planning permission was formally granted later that year.

The transport assessment scope was defined through consultation with Warwickshire County Council and included the use of their strategic S-Paramics transport model. Through an iterative process, impacts on highway capacity at key junctions were identified and a package of junction improvement measures designed and tested for three key junctions, ensuring development traffic could be accommodated without detriment to existing road users. The testing included both standalone modelling using a combination of Junctions 8 and LinSig, as well as strategic model testing. All designs were subject to swept path analysis to ensure that designs were both pragmatic and met standards. In addition, a new signal controlled site access was designed, tested and subject to a stage one road safety audit. The design included a new signal controlled pedestrian crossing.

Chilton Woods, Sudbury – Suffolk County CouncilAmec Foster Wheeler acted as transport technical lead for a major outline planning application at Sudbury, comprising 1,100 homes, 20ha business park, primary school and extensive community woodland. Extensive negotiations were held with the highway authority and their consultants to discuss the approach to assessing the transport implications of the development, effects resulting from development phasing, and trigger points for investment and improvement measures.

A new signal controlled junction with pedestrian crossing facilities will be provided, which will tie-in with an extensive network of pedestrian and cycle routes that connect to the town centre and enable sustainable access opportunities to be maximised. In addition, a dedicated bus service will route into the site, thereby complementing existing services and helping to further promote travel by non-car modes.
