1 - INTRODUCTION

Following the UK referendum on 23rd June 2016 the concept of “Brexit” and what it could

mean to the UK has been much debated. All sectors in the UK, including sport and physical

activity, benefit from EU funding.

To study the potential impact of Brexit on sport in the UK it is useful to analyse current

levels of EU funding. This report shows, as much as possible, the extent of EU funding to the

UK sport sector, focussing on the Erasmus+ programme.

2 - ERASMUS+

Erasmus+ is the European Union programme for education, training, youth and sport. It runs

for seven years, from 2014 to 2020. It is open to education, training, youth and sport

organisations across all sectors of lifelong learning, including school education, further and

higher education, adult education and the sport and youth sectors.

The funding for Erasmus+ over the seven years is €14.7 billion broken down as shown in the

following image1.

Erasmus+ is structured around five actions:

Key Action 1 Mobility of Individuals

Key Action 2 Cooperation for Innovation and Exchange of Good Practices

Key Action 3 Support for Policy Reform

Jean-Monnet Support and funding to academic institutions to promote excellence in

European integration studies in higher education

Sport Support actions that result in the development, transfer, and

implementation of innovative ideas and practices in sport at a

European, national, regional and local level

3 - SPORT IN ERASMUS+

The Sport Chapter in the Erasmus+ Programme aims to support European partnerships in

sport to pursue the following objectives:

� To tackle cross-border threats to the integrity of sport, such as doping, match fixing

and violence, as well as all kinds of intolerance and discrimination;

� To promote and support good governance in sport and dual careers of athletes;

� To promote voluntary activities in sport, together with social inclusion, equal

opportunities and awareness of the importance of health-enhancing physical activity,

through increased participation in, and equal access to sport for all.

The sport chapter is worth 1.8% of the total budget which corresponds to €264.6 million

(approx. £226 million) over the seven year period.

Sport projects are expected to result in the development, transfer and/or implementation of

innovative practices at European, national, but also at regional and local levels and to

contribute to the development of a European dimension of sport.

It is important to note that funding in the Sport Chapter is only available for organisations

operating in sport. However all other Key Actions and funding streams are ALSO available to

sport based organisations.

Therefore sport organisations can bid for projects in the Sport Chapter and also they are fully

eligible to be funded in projects in other areas such as vocational education and training,

schools, higher education and youth. Indeed the budget allocated to these areas is much

higher than that allocated solely to sport in the Sport Chapter.


4 - CENTRALISED AND DECENTRALISED PROJECTS

Centralised projects are funded directly from Brussels through the European Agency

(Education and Culture Executive Agency).

Decentralised projects are funded through each EU Member State, in the UK through the UK

National Agency (jointly managed through British Council and Ecorys UK).

5 - UK SPORT ORGANISATIONS PARTICIPATING IN ERASMUS+ THROUGH

DECENTRALISED PROJECTS2

Key Action 1 is a decentralised fund that relates to providing opportunities for individuals to

improve their skills, enhance their employability and gain cultural awareness. Often this can

relate to mobility – the opportunity to study abroad.

In 2015 (Deadline 4 March) in the area of vocational education and training 50 UK

organisations were funded in the sport and physical activity sector with funding of

€4,069,747.00

In 2015 (Deadlines 4 February) in the area of youth 5 UK organisations were funded in the

sport and physical activity sector with funding of € 181,060.00

Key Action 2 is about enabling organisations to work together in order to improve their

provision for learners and share innovative practices. Under Key Action 2 organisations can

apply for funding to work in partnership with organisations from other participating

countries.

In 2014 (Deadline 30 April) in the area of vocational education and training one UK based

project received funding of €377,523.00

In 2015 in the area of youth one UK based project received funding of €207,461.00

In 2016 in the area of youth one UK based project received funding of €218,014.00

Within these projects there are partners from several countries who are all funded from the

project budget for their role in the project.

In addition to receiving decentralised Erasmus+ funds through the UK national agency as

project leader, UK sport organisations are also eligible, within this type of transnational

project, to be partners in projects led from any other EU Member State.


One example of this is the S2A project to develop the skills of sport administrators led by

EOSE and submitted through the French National Agency. Within this project EOSE Services

and the University of Chester are UK based partners.

It is extremely difficult to research how many sport projects have UK sport organisations as

partners that are funded through the national agency in other member states as there are

no easily searchable databases of projects in English for most countries.

58 UK organisations are currently being funded through Erasmus+ Sport projects from the

2014 and 2015 calls.

In 2015 Erasmus+ Sport funded projects Collaborative Partnerships related to the EU Sport

Guidelines there were 19 projects with total EU grants awarded of €7,783,165.74. 10 of the

19 projects had at least one UK partner with one being led by a UK organisation as the

coordinator.

In 2015 Erasmus+ Sport funded projects Collaborative Projects related to Other Topics there

were 21 projects with total EU grants awarded of €7,900,844.14. 12 of the 21 projects had

at least one UK partner with two being led by UK organisations as coordinator.

The list of 2016 successful projects for funding has not been published yet.

NOTE: the only publicly available information is the total grant for each project and whether

there is a UK partner. As the budget for each partner is not accessible, it is impossible to

know what allocation of the project budget has gone to the UK organisation.

Further research could include contacting the European Commission who would hold the

per-partner budget, or contacting UK partner organisations and asking them to divulge their

allocation of the project budget.

7 - FINANCIAL VALUE OF PARTICIPATION IN ERASMUS+

It is very difficult to put an exact figure on the amount of Erasmus+ funding is received by

sport organisations in the UK. For Key Action 1 projects which focus on mobility we know

the funding to the UK sport organisations was around €4 million in 2015, and around €2

million so far in 2016.

For other projects the total funding for a project is available but the exact funding within the

project for the UK organisations is not publicly available.

Within the sport chapter we know the funding is around €15 million each year and UK

partners receive a proportion of this. Further research would have to take place with the

participating organisations to learn the exact amount.

Based on the information we have available the best we can estimate is to say sport in the

UK benefits from Erasmus+ funding to the tune of several million pounds per year.

The unknown amounts of funding to UK organisations within collaborative partnership

projects makes it harder to put a more exact figure on it without further research.

8 - NON-FINANCIAL BENEFITS TO SPORT IN THE UK

In addition to the project funding, perhaps the real benefit of the Erasmus+ programme to

sport in the UK is the opportunity for individuals and organisations to learn and share from

experiences and joint working with sport organisations in Europe.

Many thousands of young people, particularly on apprenticeships, have benefitted from

mobility projects where they can train and learn abroad.


Collaborative partnerships between organisations across Europe which include UK

organisations develop knowledge and capacity in areas including vocational education and

youth work.

In the area of sport collaborative partnerships focus on priorities of the EU in good

governance, match fixing, health enhancing physical activity, anti-doping and grassroots

sport – it is clearly beneficial for UK organisations to learn, share and collaborate in these

areas.

9 - ADVICE TO UK ORGANISATIONS FOLLOWING REFERENDUM

There will be some uncertainty in the UK about the status of current and future funding

applications. Some statements have been made to reassure those currently working within

the programme or preparing bids.

The Erasmus+ UK website posted this statement on 28 June 20164:

There is no immediate change to the UK’s participation in the Erasmus+ programme

following the EU referendum result and the UK National Agency will continue to

manage and deliver the programme across the UK.

All participants and beneficiaries should continue with their Erasmus+ funded

activities and preparation for the published application deadlines in 2016 and 2017.

This position is supported by the statement from Jo Johnson, Minister of State for

Universities and Science, published on 28 June 2016, the extract on Erasmus+ stated:

The referendum result does not affect students studying in the EU, beneficiaries of

Erasmus+ or those considering applying in 2017. The UK’s future access to the

Erasmus+ programme will be determined as a part of wider discussions with the EU.

More broadly, existing UK students studying in the EU, and those looking to start in

the next academic year, will continue to be subject to current arrangements

The website of the European Commission relating to Erasmus+ states:

According to the Treaties which the United Kingdom has ratified, EU law continues to

apply to the full to and in the United Kingdom until it is no longer a Member. This

therefore also applies to the projects financed through the Erasmus+ programme.

10 - POSSIBLE POST-BREXIT FUTURE PARTICIPATION

While negotiations would determine the nature of UK participation in EU funding

programmes, we can look at the current position of other non-EU countries5.

Erasmus+ is open to a number of countries across Europe and beyond. UK organisations

receive Erasmus+ funding to work with partners in other countries to deliver their projects.

These countries are referred to as participating countries and are divided into two groups:

� Programme Countries

� Partner Countries

Programme Countries include all the Member States of the EU, plus Non-EU Programme

Countries of Macedonia, Iceland, Norway, Liechtenstein and Turkey.

All Programme Countries can fully take part in all Erasmus+ actions.

Partner countries include Switzerland, and also Albania, Bosnia and Herzegovina, Kosovo,

Montenegro, Serbia, Armenia, Azerbaijan, Belarus, Georgia, Moldova, Territory of Ukraine

as recognised by international law, Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco,

Palestine, Syria, Tunisia, Territory of Russia as recognised by international law.

Partner Countries can take part in certain Actions under Erasmus+, subject to specific

criteria or conditions.

All other countries in the world are able to participate in some Actions under Erasmus+ but

only under certain circumstances.

Under any arrangements the UK should still be able to benefit from Erasmus+ funding, but

the ability to lead projects and full access to the programme could be curtailed post Brexit,

depending on the negotiations and the designation of the UK in these categories.

11 - OTHER FUNDING PROGRAMMES

Erasmus+ is just one funding programme of the EU. There are larger funds available through

“Structural funds” which include the European Social Fund (ESF) and European Regional

Development Fund (ERDF). ESF is related to employment opportunities and skills. The main

objective of the ERDF is to support the projects and activities which reduce the economic

disparity within the member states of the EU.

The UK allocations for structural funds 2014 -2020 is €10.8 billion6.

ESF and ERDF funding can be on a larger scale than Erasmus+. ERDF can include funding for

facilities.

In the sport and physical activity sector the website of the Welsh Government states that

ERDF funding was used between 2007 and 2013 for the National Sailing Academy in Pwllheli

(£4.3m) and the redevelopment of Ponty Lido (£3m).

The Sport and Recreation Alliance has also reported on ERDF funding in a submission to

Government: 7

The following examples illustrate the value of some of the projects that the ERDF has funded in the UK and Europe. The Alliance believes that sport should be more widely recognised for the crucial role that it can play in regional development and hopes to see funding granted to more and more similar projects in the years to come:

� The National Indoor BMX centre in Manchester was completed in 2011 and was co-financed with ERDF money. Together with the Manchester Velodrome it forms the National Cycling Centre, which is a fantastic facility for both local residents and world-class athletes alike. Further ERDF funds have been used to improve transport links and infrastructure in the surrounding area to make the facilities more accessible to the local community.

� A company based in Cornwall which designs and manufactures innovative and interactive youth sports and exercise equipment has expanded into international markets with ERDF support. The company now employs a number of people from the local area which would not have been possible with the ERDF funding.

� The Sporting Chance Initiative helps Scottish businesses with less than 250 employees to develop new products and services for sports markets. With the help of ERDF funding it provides up-to-date market information and access to world class expertise, research and facilities in Higher Education, as well as funding to assist with research projects.

These are just examples, research with the appropriate agencies could determine the

current level of funding within EU structural funds for the sport and physical activity sector

in the UK.

12 - CONCLUSION

This report provides details a range of EU funded projects in sport and physical activity

where there are UK partners and funded bodies within the Erasmus+ programme. Further

research with participating organisations could determine the exact financial value to UK

sport. There are clearly financial and non-financial benefits to sport in the UK from taking

part in the programme.

The nature of the UK’s future participation in Erasmus+ funding will be subject to Brexit

negotiations. This report also highlights the types of projects which the sport sector may

wish to seek to be funded nationally if EU funding opportunities are reduced following

Brexit negotiations and final settlement.
