UGANDA INSTITUTION OF PROFESSIONAL
ENGINEERS
Every year, Uganda Institution of Professional Engineers
among other activities, organises an annual dinner aimed
at bringing together Engineers and professionals to share
experience and propagate networking opportunities within
the profession. This year, the institution organized its
Annual Dinner and awards ceremony on the 25th
November 2016 at Hotel Africana under the theme
“creating awareness of the role of engineering
professionals in achieving the Sustainable Development
Goals, with a focus on Innovation, Industry and
infrastructure.”
This year’s annual dinner was organized by UIPE
Kampala Branch together with UIPE secretariat. In his
speech, Eng. Dr. Mark Henry Rubarenzya; the Chairman,
UIPE Kampala Branch noted that raising our profile as
engineers can best be achieved by embracing and
harnessing the numerous opportunities available today,
especially in the areas of Innovation, Industry and
infrastructure.
The guest of honour was H.E Ambassador Dónal Cronin,
the Ireland Ambassador to Uganda. Other invited guests
included the Minister of state for works and transport,
Hon. Bagiire Aggrey, Eng. Hillary Onek, the minister for
disaster preparedness and Eng. Bagonza Samson the chief
engineer from the ministry of works and transport among
other dignitaries.

In his speech, Mr. Cronin informed participants that in
the recent past some parts of Uganda have faced
diverse effects of climate change with some parts of
the Country facing severe draught leading to loss of
food crops and livestock. He requested engineers to
come in handy to advise government on alternative
ways of watering the crops and providing water to the
livestock. Through these interventions, the role of an
engineer cannot be ignored if we are to achieve the
Sustainable Development Goals.
The president welcomed participants to the dinner and
thanked Kampala Branch as well as the organizing committee
for the tireless effort they put in to ensure the success of this
event. On a sad note, she informed participants that during
the year 2016 alone, the engineering fraternity has lost four
engineers and members of the Institution and a minute of
silence was observed. The fallen engineers were;

3. Eng. Kisubi Baiita
4. Eng. Christopher Azuba
She informed participants that this year has also registered
quite remarkable achievements. The new Council being
chaired by the very first female President came into office in
April 2016. She informed members that in June, 2016 we
held the 21st National Technology Conference under the
theme, ‘Project Management in Developing Countries’. This
conference was held at Kampala Serena, Hotel and attracted
quite a huge number of participants both from Uganda and
the Region. The membership of the Institution has also
continued to grow over the years though much more effort is
needed especially in bringing in more ladies whose numbers
remain very low.

Presentation at the dinner
In his presentation, Dr. Tusubira informed participants
that the basic infrastructure like roads, information and
communication technologies, sanitation, electrical power
and water remains scarce in many developing countries.
Approximately 1 to 1.15 billion people do not have access
to reliable phone services. 2.5 billion People worldwide
lack access to basic sanitation and almost 800 million lack
access to water. In developing countries, barely 30 per
cent of agricultural production undergoes industrial
processing.
Dr. Tusubira noted the following notable solutions on how
the above issue can be resolved and these were;
Establishing standards and promote regulations that ensure
company projects and initiatives are sustainably
managed; Collaborate with NGOs and the public sector to
help promote sustainable growth within developing
countries; Thinking about how industry impacts on your
life and well-being and use social media to push for
policymakers to prioritize the SDGs.

Presidential Citation Awards
Two engineers received the Presidential Citation Awards
which consisted of a plaque prize and a certificate, for
recognition of their distinguished contribution to the
advancement of engineering profession in Uganda. This
Presidential Citation is given by UIPE at the Prerogative
of the President. These were; Eng. Dr. Harrison
Mutikanga and Dr. Robinah Kulabako. This function was
presided over by Eng. Dr. Abel Katahoire.
Eng. Dr. Harrison Mutikanga
Eng. Dr. Mutikanga is a registered Civil Engineer with 20
years’ experience in utility operations and management.
He specializes in performance management, business plan
development, non-revenue water management, and
infrastructure asset management. He has served as the
General Manager for National Water and Sewerage
Corporation (NWSC) – Kampala; and as a part-time
Senior Lecturer at Uganda Christian University, Mukono
in the Civil and Environmental Engineering Department.
He is currently the CEO of Uganda Electricity Generation
Company Limited.
Eng. Dr. Mutikanga has keen interest in research and his
research interests are in the areas of strategic asset
management, transformational leadership and change
management, utility reforms and productivity,
performance evaluation and benchmarking, and multi-
criteria decision analysis. He has published over 15 papers
in peer-reviewed journals and international conference
proceedings.

University in the College of Engineering Design Art &
Technology (CEDAT), Department of Civil and
Environmental Engineering. She holds a PhD

Technical Licentiate Degree in Environmental
Engineering (KTH, Stockholm, Sweden), MSc
Environmental Engineering (University of Manchester,
UK), BSc Civil Engineering (Makerere University.

First Call for Papers and Posters
The 22st Annual National Technology Conference
and Exhibition (NTC2017) will take place from 27-28
April 2017.
Stakeholder Management: A key to success of
Engineering Projects
The NTC is the regular forum for dissemination and
sharing of engineering knowledge, innovations, or
solutions, and promotion of science. It attracts over 200
participants providing an excellent opportunity to the
engineering fraternity and Uganda Institution of
Professional Engineers (UIPE) for exchanging ideas.
Due to the wide range of issues discussed, the
conference is of interest to engineers, consultants,
educational institutions, industrialists, manufacturers,
economists, development specialists, government
bodies, students, and society.
Guidelines for Presenters: Submit abstracts by email
to [email protected] addressing the NTC2017 theme
“Stakeholder Management: A key to success of
Engineering Projects” and subthemes including, but
not limited to:
1. Stakeholder Empowerment,
2. Managing Expectations,
3. Effective Communication,
4. Cost Management,
5. Project Post-handover,
6. Team Management
Abstracts should be Word documents, in 12-point Times
New Roman font, not exceeding one (1) A4 page.
Presenters are welcome to submit full papers not
exceeding eight (8) pages together with the abstract.
Papers and posters may be research papers, reports, case
studies, etc. The papers and posters will be peer-
reviewed, and selected abstracts and papers published in
the NTC Conference Proceedings. Exhibitors may
contact the UIPE Secretariat for more information.
