Profile of the University

Since its founding in June 2003, The University of Cambodia (UC) has become one of the leading and most reputable higher education institutions in Cambodia. It is an intellectual community where students learn how to explore their curiosities, create and share knowledge, refine and challenge ideas, promote greater understanding, and serve their families and communities. The rigorous and supportive learning environment at UC fosters open and constructive dialogue and promotes strong critical, analytical, and creative thinking skills among students, while preparing them to address the increasingly complex issues in society and discover meaning in their own lives through offering innovative undergraduate, graduate and professional courses. The University recognizes the need to train and nurture a new generation of highly capable young thinkers who contribute to the intellectual, economic and social development of Cambodia, and who lead with values, integrity and compassion. The aforementioned values of the University are reflected in its pair of mottoes, “In Pursuit of Knowledge, Wisdom” and “Building Tomorrow’s Leaders.”

The University of Cambodia is a private university that offers a range of degrees including Associate, Bachelor, Master, and Doctoral programs. All Colleges and Schools are officially recognized by the Royal Government of Cambodia (RGC), the Ministry of Education, Youth and Sport (MoEYS), and the Accreditation Committee of Cambodia (ACC). In addition, UC is also a member of the Cambodian Higher Education Association (CHEA). Currently, the University operates six colleges and two schools: the College of Arts, Humanities and Languages, the College of Education, the College of Law, the College of Social Sciences, and the College of Science and Technology and College of Media and Communication, and Techo Sen School of Government and International Relations (TSS) and School of Business (former College of Management). In 2013, UC opened the Khmer based program called the Khmer Track with the understanding that not all students may be confident in learning another language. The content and the quality of the programs remains the same; the only difference is that the courses are taught in the medium of Khmer, instead of English. International Track students must complete our rigorous Intensive English Program (IEP), known as the Fastrax Program, conducted through our Center for English Studies (CES), which offers a variety of English courses, before entering their degree program. The IEP program teaches students all they need to know to be proficient in English in an academic setting, including essay writing, organizational and time management skills, research and referencing, and critical thinking skills. CES offers numerous other courses both for those who wish to continue their studies at UC and those who simply want to improve their English in a fun setting with qualified instructors. For example, CES offers ESL courses for those who want to learn the language at a slower rate, and ESP courses for those who wish to learn terminology and vocabulary related to a specific profession or area of study. In addition, the UC Academic Foundation Department (AFD) helps new BA students transition into university learning through its Foundation Year Program which covers a variety of academic disciplines, including

mathematics, science and technology, English language and writing, and social science, among others. All teaching faculty and management staff are selected among the best and brightest in their respective fields. UC attracts qualified and innovative employees locally and internationally, and is proud to host a culturally diverse faculty and staff.

The University is constantly striving to improve itself, and adjust to the needs of the current economic and educational environment. The University also plans to launch a number of short course/certificate programs which will be available through all colleges, schools and centers, in an effort to provide much needed training to individuals who are unable to enroll in a full degree program. These courses are intended to provide additional training in any given field, to enhance one’s professional skills, to improve upon skills needed for a given position, or to improve foreign language use in general or for a specific scope of work.

The University is home to numerous centers which each focus on an important aspect of academic culture. Launched in 2014, the ASEAN Study Center (ASC) serves as a policy and academic think tank, conducting research for publication, and engaging in discussion on specific issues related to ASEAN. The center also serves as a resource for UC students to learn more about ASEAN members, and future integration through the ASEAN library. In 2013, the University expanded the Institute for Research and Advanced Studies (IRAS), which works in conjunction with UC faculty to conduct diverse research projects year round. The University officially launched the Student Development Center (SDC) in late 2014, which serves students with academic counseling, skills development, study abroad opportunities, and provides alumni services. The Council for Research and Creativity (CRC) was created with the overall aim to contribute to knowledge and capacity building across all sectors, including scholarly inquiry into scientific, social, political, technological, and industrial issues. The University also creates a number of publications every year, including the quarterly UC Bulletin, and the Cambodian Journal of International Studies (CJIS), former Journal of Cambodian Studies. In addition to its Centers and Institutes, the University boasts one of the country's and region’s most prominent think tanks, the Asia Economic Forum (AEF).

The University of Cambodia campus is located on more than 3 hectares of land in Phnom Penh. The university building, was completed in December 2015, is able to accommodate over 10,000 students. The building hosts one of the nation’s largest libraries, the Toshu Fukami Library. In addition, the University boasts the innovative Toshu Fukami e-library, which provides students with access to computers, internet, and the most up to date e-resources. In addition, students can access a large online library database with links to virtual libraries from universities across the globe. The University has upgraded its multi-media language lab with all new computers programmed with access to language learning programs such as Rosetta Stone.

The University is invested in producing well-rounded students, and encourages students to participate in student organizations, social work, internships, and competitions. In fact, UC has one of the most active and developed student organizations in the country, with UC Student Federation (UCSF), UC Student Senate (UCSS) members organizing successful university-wide functions that include educational, social, cultural, and community service activities. The UC Debate Club (UCDC) is another leading student organization on campus. It is one of the most successful university debate organizations in Cambodia, winning first place numerous times throughout the years in national debate competitions. If interested in social work, students are encouraged to join The University of Cambodia Cambodian Red Cross Youth (UCCRCY) (recognized by the Cambodian Red Cross), to help improve the lives of vulnerable people throughout Cambodia. UC has introduced the UC Sports Club, which consists of a football team and an athletic team; both teams have participated in various match

including friendly and competitive national level matches. In addition to the numerous student organizations available to UC students, the University provides an abundance of internship opportunities in various fields including research, journalism, IT, office work, and web design.

Alumni constitute another vital component of the UC community. As the number of UC alumni grows with every graduating class, so too does their contribution to the workforce, and society—contributions which make the University very proud. UC alumni have gone on to become leading professionals in the business and legal community, government officials in various Ministries, and leaders in prominent NGOs, among many other successful professions. In addition, countless UC alumni have received prestigious scholarship awards to continue their education abroad. The University supports the development of alumni and celebrates their successes through the UC Alumni Association (UCAA). In addition to providing alumni with a professional network of peers, the organization connects them back to UC, and encourages them to contribute to the student body through professional workshops, lectures, alumni reunion, and networking opportunities.

Because of both the limited resources available locally and the worldwide trend towards globalization, the University has established and continues to establish formal partnerships with prominent universities in the region and elsewhere, as well as with local and regional institutions. It has signed Memoranda of Understanding (MOUs) with universities in the United States, Thailand, India, Indonesia, Malaysia, Israel, the Republic of Korea, China, and Japan to strengthen international collaboration in research, academia, and intercultural understanding. UC has also established links with local and international organizations and associations, including the United Nations Development Program (UNDP), the Asia Foundation, the European Union (EU), the People Health Development Association (PHD), the Worldwide Support for Development (WSD), the Cambodian Institute for Cooperation and Peace (CICP), Association of Southeast Asian Institutions of Higher Learning (ASAIHL), and the International Foundation for Arts and Culture (IFAC), among others. These partnerships provide the UC community with access to outstanding professional and educational networks and resources through increased opportunities for the exchange of experiences, and ideas. Since 2004, UC has conferred honorary degrees to 39 exceptionally distinguished persons, including nine Nobel laureates in 2009 and 2010, to honor their contributions to a specific field or to society in general.

To continue to support and contribute with the Royal Government of Cambodia in reducing poverty and socio-economic development, to date the University has awarded 3,550 scholarships, covering full tuition to the highest achieving students. This year Semester 1 of the Academic Year 2016-2017, The University of Cambodia had offered another 551 scholarships (full-tuition fee scholarships) to study in Associate’s, Bachelor’s, Master’s and Doctoral programs.

The School of Graduate Studies oversees 24 Master of Arts degrees across 5 Colleges and 2 Schools, and 12 Doctoral degrees. The Masters degrees include 2 in Arts, Humanities and Languages, an MA each in Education and Law, 8 Master of Business Administration degrees in the School of Business, 3 Masters Degrees in Social Sciences, 3 Master of Science degrees in Science and Technology, and 6 Masters degrees in the Techo Sen School of Government and International Relations. The UC Doctoral degrees include Doctorates in Education, Law, Business and Social Sciences. These higher degrees help implement the University’s mission to become the region’s leading university.

The School of Graduate Studies not only helps to administer graduate degrees, but the School also provides personal assistance to achieve the highest possible standards, as well as leadership and mentoring. The School believes that success is a way of thinking, and that higher degrees are an exciting opportunity to explore new ideas and new possibilities with other high achievers. ProfileIn a world engaged upon the process of globalization, it is easy to forget that the building blocks of what we see around us tend to be our cultures, histories, arts and literatures. Preserving an understanding of these subjects is vitally important, if we are to continue to value cultural diversity and retain our essential humanity. The disciplines in the College of Arts, Humanities and Languages have been a traditional cornerstone of higher education in all of the world’s civilizations. Gaining an appreciation of the Arts, Humanities and Languages, either in general terms, or through the study of one specific academic area, helps us understand our present circumstances. Subjects such as literature and culture are essential in understanding our modern situation and challenges, helping us to understand problems and identify solutions, based on solid and well thought out principles. ProfileThe College of Education (CoE) is one of the oldest and most prestigious colleges at The University of Cambodia. The College offers both undergraduate and graduate programs in educational science, curriculum design and instruction, and educational administration. Graduates of the CoE have been employed in many fields in governmental ministries/ institutions, schools, higher education institutions, and local and international organizations. ProfileCollege of Science and Technology (CoST) has witnessed remarkable developments since its initiation in 2003. In 2007, there were only 7 faculty members, 2 labs, and only a handful of students. At the present time, we have 17 outstanding and highly distinguished faculty members and 4 Labs. Additionally, over the growing years of the College of CoST, the college has lashed and continuously lashing partnership with major and leading Computer Science and IT Industries to provide direct and extensive exposure and practical experience for our students. All these accomplishments resulted in graduating very successful and highly distinguished dynamic students.

Profile The College of Social Sciences (CoSS) was established at the same time as The University of Cambodia in 2003. With its six well-known areas of specializations, the college has trained and actively contributed to human resource development. College of Media and Communications

ProfileThe University of Cambodia established the College of Media and Communications (CMC) is to respond to respond to the needs and demands of students, and the labor market as well as the trends of higher education and the expansion of Bachelor’s Programs to be more diverse and broader. The College of Media and Communications and its Bachelor’s Degree Programs has just been approved officially by the Ministry of Education, Youth and Sport (MoEYS), the Royal Government of Cambodia through the issuance of a declaration (Prakas), Prakas on the Approval of College of Media and Communications (Prakas No.689) on March 10, 2015. CMC has best supporting facilities for faculties and students to be used, that is Southeast Asia Television and Radio Stations. CMC was established in the only university in the country that has its own media and communications systems to support teaching and learning practice of students in the fields of media and communications

mass media in the context of a broader education in current affairs and related fields as part of a number of different Bachelor’s programs.

Techo Sen School of Government and International Relations

ProfileThe Techo Sen School of Government and International Relations (TSS) (Techo Sen School), as an integral part of The University of Cambodia, is dedicated to the development and training of leaders and researchers to work in  Cambodia, ASEAN and international organizations. Graduates of the School can find productive careers in the civil and diplomatic services, domestic and multinational corporations, and regional and international organizations like the ASEAN Secretariat, Asian Development Bank, The World Bank, The International Monetary Fund and the United Nations and its agencies.

Techo Sen School provides international standard, graduate level, non-partisan education and research. Its programs and research initiatives are designed for carefully chosen and highly motivated candidates who are starting their careers or have advanced to positions of higher responsibility in their chosen vocations. As a learning-centered institution, the School provides a unique and challenging educational environment which blends theory and practice with critical thinking and research skills for strategic and sound public policy and corporate decision making. Center for English StudiesProfileThe Center for English Studies (CES) is one of the leading centers of The University of Cambodia (UC). CES was founded in 2003 when UC was formally launched by Dr. Kao Kim Hourn, the President.

Skills and Career Development Center Profile The Skills and Career Development Center (SCDC) is a student-centered department that provides personalized “high-touch” service to every student who visits either by appointment or as a walk-in. The SCDC facilitates growth, wellness and development of the student as he/she takes full advantage of his or her college experience and the Center promotes student learning and development both inside and outside the classroom. Each year, SCDC sponsors hundreds of programs, services and activities created to engage students’ bodies, souls and spirits. These programs include, but are not limited to, public speaking classes, student orientations, CV and cover letter writing, interview preparation workshops, scholarship application assistance, study abroad assistance, mentoring programs, and volunteer/internship opportunities. The ASEAN Study Center

Profile

Cambodia joined the Association of Southeast Asian Nations (ASEAN) on 30 April 1999. Since then, Cambodia has held ASEAN Chairmanship twice, once in 2002 and again in 2012. In facilitating the country’s integration into the ASEAN Economic Community to be realized on 31st December 2015, The University of Cambodia (UC), one of the leading excellent higher education institutions in Cambodia, established the ASEAN Study Center (ASC) being officially endorsed by the Ministry of Education, Youth and Sports of Cambodia on 15th

January 2014. The ASC serves as a policy and academic think tank, conducting research studies and exchanging dialogues on issues related to ASEAN, and enhancing the balanced and integrated development of the three ASEAN Communities, including Political-Security Community, Economic Community and Socio-Cultural Community. Significantly, the Center encourages efforts to promote greater ASEAN awareness in Cambodia, thus contributing to the country’s deep integration into the ASEAN community, and gain support for the ASEAN related projects.

VisionTo be the ASEAN Center of Excellence in the pursuit of the University of Cambodia’s life-long learning academic institution as the top quality academy in South East Asia and Asia.

Structure

The ASEAN Study Center shall comprise three supporting units: the Unit for Administration and Publication; the Unit for Study and Research; and the Unit for Project Development, Coordination and Management. The ASC is headed and governed by a Director and management team, and it is supported by the Advisory Board.

Council for Research and Creativity

Profile The Council for Research and Creativity (CRC) is a coordinating body of stakeholders whose purpose is to encourage individuals and groups with a University connection to become actively involved in innovative and informative research, especially with regard to Cambodia’s continuing development as a nation and as a member of the regional and global community. The overall aim of the CRC is to contribute to knowledge and capacity building across all sectors, including scholarly inquiry into scientific, social, political, gender, technological, and industrial issues. The Council strives to promote an appreciation and understanding for research; build the capacity in research and analytical thinking in the UC community; support original and creative research activities; become a forum where UC intellectuals can network and exchange ideas with others; mentor students to undertake research; inspire faculty and staff to conduct research; and encourage a wide range of publications in all forms.

Membership

Members of the CRC include the President of The University of Cambodia; the Vice President for Research, Development, and Policies; the Vice President for Academic Affairs; the Vice President for Operations; the Deans for Graduate Studies and Undergraduate Studies; the Deans and Associate Deans of the Schools and Colleges; and representatives of the Institute for Research and Advanced Studies (IRAS), ASEAN Studies Center and the Board of Trustees. CRC manages the publication of the Cambodian Journal of International Studies, which contains a variety of articles, interviews, and book reviews from multiple sources, including various faculty members, full-time staff members, graduate students, undergraduate students, and members of the UC community.

Profile

The Institute for Research and Advanced Studies (IRAS) plays an active role in supporting useful and productive research at The University of Cambodia, and thereby promotes the image of the University as a center of excellence in research. IRAS develops the research strategy of The University of Cambodia, within the framework approved by the Committee and set out in the Strategic Plan, and shall keep under review the research activities of The University of Cambodia in order to encourage and facilitate research of the highest quality. It also oversees and promotes the development and integration of The University of Cambodia knowledge exchange and impact strategy with its commitment to research excellence.

HONORARY DOCTORAL DEGREE RECIPIENTS IN 2016

Citation of Professor Din Merican

Due to his outstanding service to tertiary education in Cambodia and in particular, to graduate students, The University of Cambodia would like to award Professor Din Merican an Honorary Doctorate in International Relations. Prof. Din Merican has had a long-standing history with the nation of Cambodia, and the experience he has brought to the study of International Relations in Cambodia is part of a career which encompasses a wide diversity of achievements in both the diplomatic and corporate world. He has connected Malaysians, Cambodians, and millions of others through his personal blog, which is devoured by those who share his passion for international relations; it has received over 20 million hits. This year he was awarded the Dean’s Award for Services to the George Washington School of Business at Georgia Washington University, and he currently serves as the Associate Dean at the Techo Sen School of Government and International Relations at The University of Cambodia.

Prof. Din Merican has a Bachelor of Arts Degree with Honours in Economics from The University of Malaya, Kuala Lumpur, Malaysia from 1963. In 1970, he graduated from The George Washington School of Business, The George Washington University, Washington D.C., USA with a Master’s Degree in Business Administration in Finance and International Business (with distinction). He was the Best Graduate Student in International Business for the Graduating Class of 1970. In I989 he attended the well-known Advanced Management Programme at INSEAD (The European Business School), Fontainebleau, France.

Over the years, Prof. Din Merican served in many positions in both the public and private sectors. He began his career in 1964 at the Malaysian Foreign Ministry as Assistant Secretary (Political) in charge of Southeast Asia (covering Indonesia, Cambodia, Laos, Philippines, Thailand and Burma) and military intelligence. This is where he established his relationship with Cambodia, and quickly realized that Cambodia captured both his attention and imagination.

Professor Merican’s corporate achievements span multiple senior management positions in Malaysia, Singapore and Indonesia. However, it is as an academic who loves ideas and research, and who supports students in their quest for knowledge, that The University of Cambodia would like to honor Professor Din Merican.

In 1992 he cofounded the British International School of Phnom Penh.  He was appointed Senior Research Fellow at the Cambodian Institute of Cooperation and Peace as Assistant to H.E. Dr. Kao Kim Hourn in 1996 (a position he held until 2013).

He was Senior Research Fellow of Penang Institute (then known as SERI); he is an Advisory Board Member of The Center for Public Policy Studies of The Sunway Group and Associate Fellow at the Malaysian Institute of Economic Research.

Prof. Din Merican returned to Cambodia in 2014 to help start the Techo Sen School of Government and International Relations, where he has dedicated his time and attention to helping graduate students grow professionally and personally. He founded the Horticulture Club at The University of Cambodia, which beautifies the campus and ensures that students and faculty take responsibility for maintaining a high level of cleanliness. His dynamic presence has made him a popular character at the University, and one whom everyone greatly respects. Prof. Din Merican has inspired countless individuals, both here at The University of Cambodia and the larger region, with his dedication to ASEAN and promoting peace, stability, transparency, and development.

Therefore, The University of Cambodia has great pleasure in honoring a fellow academic and visionary with this Honorary Doctorate in International Relations.

The University of Cambodia is honored to announce a new award for the most influential, dynamic people who have not only supported The University of Cambodia, but also the country at large. This award, entitled the UC Distinguished Fellow Award, is presented to an individual who holds a strong commitment to advancing society, including supporting vulnerable groups and marginalized communities.

As leaders of the community, these distinguished fellows have accomplished impressive works both professionally and personally. They have attained a high level of distinction and achievement through scholarship, research, teaching, creative contributions to the arts, and/or service to society. They exhibit a high degree of character and integrity, and serve as role models to students, faculty, and staff at The University of Cambodia. They exhibit relentless support for The University of Cambodia through a variety of means including but not limited to donations, teaching, research exchange, networking, joint-programs, and training.

In addition to their dedicated support to achieving the mission and vision of The University of Cambodia, distinguished fellows exhibit an impressive commitment to bettering society, promoting peace and fostering sustainable development. They provide valuable contributions to society through social work and aligning their business, educational, and artistic endeavors with the sustainable development efforts of the regional community.

This year’s recipient is Dr. Rikhi Thakral, Executive Director of the Thakral Group of Companies. Dr. Thakral has been instrumental in the realization of the mission and vision of The University of Cambodia by consistently supporting the University since its founding. He has supported many students by funding the UC Vision-100 Scholarships, which have provided scholarships to one hundred deserving students. The scholarships provided by Dr. Thakral have supported students with high financial-need, thus allowing them to attend university when it would have otherwise been impossible. In providing these opportunities for Cambodia’s youth, Dr. Thakral has successfully contributed to the development of human resources in Cambodia, which is of the highest importance to the Royal Government of Cambodia.

Dr. Thakral and his charitable organization, the In-Sewa Foundation, have positively affected more than 50,000 children in Southeast Asia through emergency aid relief, monthly support to blind centers and orphanages, the building of schools and drinking filtration systems in rural villages, and the funding of scholarships for needy and/or disabled students. Dr. Thakral has received many honors within Cambodia including numerous awards from The Cambodian Red Cross for his incredibly generous donations, an Honorary Doctorate in Humanities from The University of Cambodia for his relentless support to vulnerable communities, the Grand Cross of the Royal Order of Monisaraphon awarded to him by Samdech Techo Prime Minister Hun Sen, and the “Royal Order of Sahametrei” with the rank of Mohasereiwath by the Royal Decree of His Majesty King Norodom Sihamoni.

In response to his relentless support for The University of Cambodia, the Kingdom of Cambodia and the region at large, we are honored to present him with The University of Cambodia’s first ever UC Distinguished Fellow Award. Dr. Thakral, we wish you luck and prosperity in all your future endeavors, and look forward to many more years of continued collaboration and friendship.
