In 1948 John Livingston was director of the Political ActionDepartment, and Roy Reuther was his administrative assistant. Mr.Reuther became director in early 1949, and Ralph Showalter was hisassistant. There were two other members working in the main office -Edward Tonat and Salome Williams, who was the secretary. When RalphShowalter left in June, 1952, he was replaced by Edward Purdy. InJuly, 1956, William Dodds joined the staff as assistant coordinator.In 1955 the name of the department was changed to the Political ActionCommittee, but there was no re-organization until August, 1957, whenthe name was changed to the Citizenship Department. For convenience ofdescription, the Citizenship Department files are in a separatecollection.

Boxes 1-5.
Correspondence, press releases, reports, financial records, reportsfrom UAW regional representatives, publicity material, clippings andhandwritten notes. These records pertain to the general electioncampaign of 1948, and most of the material relates to U.S.Congressional campaigns. The records were created while Roy Reuther wasthe administrative assistant to John Livingston, who was director ofthe Political Action Department. The records are divided into twosections - Office Files which are arranged alphabetically, and UAWRegions, which are arranged numerically. To assist the researcher, thefolder entries provide information about the geographical location ofthe regions. (For space purposes, some of the states within a givenregion are abbreviated. Those states which are abbreviated are ones inwhich the UAW did not actively engage in election activity.) At the endof each region, there are folders labeled election campaigns andcorrespondence with Congressmen. These records consist mostly ofcorrespondence relating to U.S. Congressional elections. Most of therecords in this series are dated 1948. A few of the records are dated1947 and 1949. Because these records cover a limited time period, nodates are listed on the folder entries. Most of the records in thisseries relate to the role of the UAW in Congressional elections withineach region, and this topic is well documented.

Correspondence, reports, press releases, financial statements,handwritten notes, and clippings. Most of these records consist ofcorrespondence with staff members of the departments, and to aid theresearcher, there are secondary folder entries which indicate the namesof the staff members. There is a large amount of correspondence withWilliam Oliver of the Fair Employment Practices department and with PaulSifton of the Legislative department. Much of the correspondence withEmil Mazey relates to election campaign contributions. Civil rightslegislation and its enforcement, Kohler boycott, fund raising campaignsfor Congressional elections and the visit of Roy Reuther to theInternational Confederation of Free Trade Unions' World Congress, July,1957, are topics which are particularly well-documented.

Correspondence, reports, press releases, financial statements,handwritten notes and clippings. Most of these records consistof correspondence with staff members of the regions, and to assistthe researcher, there are secondary entries which indicate the namesof the staff members. There are some other records relating to citizenshipcouncils, and local unions. With the exception of Michigan, thereare records relating to election campaigns and to correspondencewith U.S. Congressmen about their campaigns. These recordsare in folders which are placed at the end of each region. Therecords concerning congressional elections in Michigan are found inseries ten. The records of series five are arranged numerically bynumber of region. The staff members are listed first and the othercategories - citizenship councils, local unions, and elections andcorrespondence with congressmen are listed next. To assist theresearcher, the folder entries provide information about thegeographical location of the regions. For space purposes, some ofthe states within a given region are abbreviated. Most of those stateswhich are abbreviated are ones in which the UAW did not activelyengage in election activity. Most of the records in this seriesrelate to the role of the UAW in congressional elections within eachregion, and this topic is well documented. There is a large amountof material concerning a factional conflict in local union 12, Toledo,Ohio, and an investigation into the business affairs of Richard Gosser,who was a member of this local union and a vice-president of theInternational UAW. The factional conflict and the Gosser investigationoccurred in 1950.

These records relate to various state andcongressional elections, and correspondence with candidates abouttheir campaigns is included. Since the records are arranged by dateof election, some folders may contain records which are dated theyear before or the year after the election. Some of thecorrespondence in folders labeled 1950 elections, for example, isactually dated 1948 or 1949. Because this collection containsrecords dated until August 15, 1957, the records of the 1957 springprimary election are included in this series. All of the recordsrelating to the 1958 elections are in the Citizenship DepartmentCollection. The records of section two relate to campaign issues,and they are arranged alphabetically. There is a large amount ofdocumentation on the governor elections, on voter registration inWayne County, on fair employment practices legislation, onunemployment compensation legislation, and on proposals toreapportion state legislative districts.
