Future Aerial ISR (AISR) Functions and Capabilities Must Become More Agile and Responsive to Keep Up with the Accelerated Rate/Pace of Change from Near Peer (A2AD), Violent Extremist Organizations (VEO) and Other Threats. To this End, We Must:

Employ Aerial ISR Capabilities That Enable Seamless Operation in Full Spectrum Warfare (SIGINT/CYBER/EW).

Increase Our Use of High Level Automation Systems to Facilitate Unattended Analysis of Aerial ISR PED in Order to Reduce Analyst & Linguist Workloads While Still Improving Performance and Speed of Information.

Optimize Army Aerial ISR Requirements, Acquisition, Resourcing and Force Management Processes to Rapidly Develop and Operationalize Emerging Technologies.

Incorporate Operational Agility to Rapidly Transition to and from Traditional Military and Non-Military Missions in Highly Contested (A2AD) and Complex Urban/Non-Urban (VEO) Environments.

Improve Current Aerial ISR Platform Survivability and Stand-Off Capabilities in an A2AD Environments. Continue to Explore Optionally Piloted Vehicles (OPV) and Autonomous Aerial Platforms and Sensors Capable of Operating Both Close to the Target and at Significant Stand-Off.

• Our Aerial ISR Units & System Simultaneously (Perpetually) Operate Out of Multiple Austere (Mature/Un-Mature) Geographically Dispersed/Diverse Locations with Personnel (BoG) Restrictions and Often Straining Supply Chains

• The Low Density/High Demand for Army Aerial ISR Preclude Prolong Heavy Depot Modernization or Upgrade• Continued Use of Quick Reaction Capabilities to Respond to Urgent/Critical Needs and Inform Current/Future PoR

• Platforms & Sensors• Size, Weight and Power (SWaP) Constraint Limiting Current Aerial ISR Platform Performance and Endurance• Better Predictive Maintenance & Sustainment System Software to Increase Platform/System Readiness • Minimize the Use of SIGINT/CYBER/EW Sensor “Box” Solutions and Maximize Use of Software Defined Radios
