DISABILITIES: EMPOWERMENT FOR PEOPLE OF ALL ABILITIES
The invisible challengeGARY VAN DYK
@gvdcapejazz
The International Day of persons withdisabilities was celebrated locally withorganisations meeting to make their
voices heard.“Inclusion matters: Access and empower-
ment for people of all abilities” was thetheme that was endorsed last Thursday toobserve this year’s event. The themewas launchedby theUnitedNa-
tions for 2015 to draw attention on the situa-tion of people with invisible disabilitiessuchasmental health andpsychosocial disa-bilities, intellectual disabilities as well as
hearing (and visual) impairments. To give prominence to the day locally, a
disability resource fair was held at the Bish-op Lavis rehabilitation centre where thepublic could access information, productsand services.LorenzoWilliams, chairpersonof thenew-
ly formed Bishop Lavis disability organisa-tion, was very happy about this awarenessprogramme and said that the formation ofthis organisation was to unify the voices ofthe disabled in the area.“Wewill be having regularmeetingwhere
we will be discussing their needs,” he said.“Our focuswill include our rights to acces-
sible environments as well as education and
training.”Some sobering facts about disability are
that 20%of theworld’s poor are disabled; thepercentage of children with disabilities notattending school is between 65 to 85% insome African countries; the mortality forchildren with disabilities may be as high as80% and inmany low-income andmiddle-in-come countries, only 5 to 15% of people withdisabilities who require assistive devicesand technology such as hearing aids, haveaccess to them (UN, 2015).Dr Diane Bell, director of academic affairs
at USB executive development and memberof thePresidentialworkinggroupondisabil-ity said that the InternationalDayof persons
with disabilities, a United Nations sanc-tioned day, has been celebrated since 1992as a means to promote an understandingof people with disability and to encouragesupport for their dignity, rights and well-be-ing.“The main driver is to work towards en-
suring an inclusive and accessible societyfor all,” she said.“Considering that approximately one bil-
lion people worldwide have some form ofdisability and are faced with many challen-ges which prevent them from enjoying ac-cess to society on an equal basis with others, this is an important initiative..

“People with disabilities are often deniedfull access to education, employment, trans-portation as well as social and political par-ticipation. This is in essence an infringe-ment of their basic human rights and actionneeds to be taken in order to correct this sit-uation.”
This international initiative provides forthree sub-themes, being making cities in-clusiveandaccessible for all, improvingdis-
ability data and statistics and to includepeople with invisible disabilities (such asmental and psychosocial disabilities) in so-ciety and development.
In Uitsig the disabled group from that ar-ea thatmeets at theUitsigCivicCentrewenton a short march to raise awareness for theinitiative.
Vanessa Baadjies, chairperson of the or-ganisation, said that they also concentrated
on raising awareness of the rights of the dis-abled in the area.
“We always strive to make people awareof the rights of the disabled,” she said.
“There are still too many incidents in ourcommunities where the disabled are abusedby their families and we want to make themaware of their rights. Police must also actstrongly to help these people when they re-port the crimes to them.”

Aman admitted to the Tygerberg hos-pital trauma unit with bleeding pri-vate parts last Monday had to wait
more than 60 hours before he was seen bya specialist. Most of this time, says Zipho Langa (22)
from Philippi, was spent on a chair in thewaiting areawhile he had severe stomachcramps and bled after an injury at work.“I was scared that I might bleed right
through my jeans. I kept thinking aboutthe consequences (of the injury),” he says.Langa sayshe sawa lot of people coming
in with stab- and gunshot wounds, whohad to sit on chairs also while waiting tobe tended to.After two nights on a chair in the waitingarea, he was taken for scans and was al-
lowed to sleep in a bed between 01:00 and06:00 before he had to hand it over to an-other patient. On Thursday he saw a urol-ogist, was taken to theatre, fitted with acatheter and discharged.Langa says he is better now, despite go-
ing home with an infection.According to Laticia Pienaar, spokes-
person of Tygerberg hospital, the TraumaUnit saw close to 100 cases on the particu-lar evening.“These patients ranged from minor in-
juries to critically ill patients. Accordingto the SATS (the triage system) all pa-tients presented to the traumaunit will beassessed and those who are triaged redand orange will have preference overthose triagedyellowandgreen.Langawastriaged as yellow and his condition wasnot life threatening,” she says.Pienaar says resources have to be di-
rected to those who require lifesaving in-tervention. This makes it impossible foreveryone in this unit to have a bed.“Langa arrived at the trauma section at
approximately 20:40. He was triaged byournursing personnel at 20:45 and seenbya trauma doctor at 21:15.“Because of the type of injury, he re-
quired specialised imaging testing beforehe could be referred to the specialist doc-tor. Due to large influx of patients requir-ing emergency care, it was impossible todo all special investigative tests in quicksuccession,” she says.Pienaar says all the investigations are
now in place for further management.Langa says since being discharged, he
has seen his local doctor who prescribedantibiotics for the infection. He says hehas a follow-up appointmentwith theTyg-erberg urologist in January.

In with the new, out with the old. This oldadage rang especially true when The Set-tlersHigh principal RichardDaly recent-
ly passed the baton to a worthy successor. At his farewell assembly onTuesday 1De-
cember, Daly officially inaugurated Sher-een Gallie as The Settlers’ new principal.Gallie is currently serving her last days
before the December school holidays as thedeputy head of Fairmont High. One of the prominent messages shared
was that change was inevitable. This is nomean feat for Daly, the longest servingteacher in the history of the school, with anincredible 37 years of service.“Mr Daly contributed greatly to the use
of technology in the school environmentand saw the erection of theWebster Audito-rium, Daly Walkway, Astro Turf and thecampus development,” said a school pressclub member, Jaimey-Ann Dyers.“Head prefects Ruth Jantjies and Vivek
Abraham spoke fondly of Daly’s passion for
inclusivity, be it for The Settlers to be anopen school during the apartheid years orallowing all learners, despite their physicalimpediments, to reap the benefits of the ho-listic education that The Settlers offers.”Dalywas then awarded anhonours blazer
from the new prefects for 2016 – the school’shighest award given to a prestigious recipi-ent, after which three learners – TanakaBento, Neena Adams and Keanu Jansen –performed an original song while a slide-show showing Daly’s evolution at theschool was shown. In his speech, Daly asked the school to up-
hold the traditions and ethos of the school. He asked learners to give their best in allthat they do and become leaders.Daly handed Gallie her own academic
gown as well as the school’s traditionalKhoi gown, while head prefects of 2015,Keenan Jacobs and Christine Ile, handedher the flag of theAfricanUnion, whichwillnow be displayed on the The Settlers’ prem-ises.Gallie also received the original key used
to open the school building.

The Vision 2000 skills project inDelft is celebrating an earlyChristmas present from SABreweries. When representatives fromSABpopped around to the homeof chairperson Deon Britz lastweek, they could see first handwhy their donation of two newindustrial sewing machineswould be put to good use.The place was a hive of activi-ty as the organisation was busycompleting orders for theirwork that has become soughtafter in the industry after start-ing up earlier this year.Britz was very excited withthe second donation from thecompany.“Thismeanswewill be able toemploy 10 more unemployedwomen from the community,”he said.“We have a big contract thatwill provide for the payment ofsalaries to the women, bringingour workforce up to 28 womenwho will be able to put food onthe table for their children.”Britz also pointed out thatthey have been working on im-portant partnerships in the in-dustry to improve and expandtheir activities.“We are busy with CPUT/Technology Station: Clothing &
Textiles and Clotex to help uswith our training needs in thenew year.“Within the new year wewould also like tomove into ourbuilding and to employ morewomen from our communities.“We are very happy that SABhas once again donatedmachin-ery to our project.”Rowan Dunne from SAB Cor-porate Affairs said that theywere very impressed with theactivities of the project.“This year our focus has beensocio-economic developmentprogrammes that focus on jobcreation, income generationand skills development,” hesaid.“Since our initial investmentlast year intoVision 2002, the or-ganisation has demonstratedthat they are using the ma-chines effectively and that theyare capable of obtaining con-tracts from clothing retailers.“They are becoming a sustaina-ble organisation which gener-ates its own income, enableswomen from Delft working onthe project to earn an incomeand possibly find permanentemployment.“It therefore only makessense that we are part of thenext step to ensure that Vision2002 can become a self-sustain-ing community benefit organi-sation.”

Passing the Counselling and Social De-velopment Centre in Bishop Lavis onSaturday you may have thought that
there some serious battles were fought. You would have been mistaken because
the centre was abuzz with women eager tolearn the techniques of self protection.
Facilitating the event was MargaretNeethling who also does regular self-de-fence classes there during the week.
“Despite the sweltering heat the womentook the training seriously and under theguidance of Sanette Smit, the chief in-structor and her Stay Safe team of experi-enced self defence instructors, the womenlearned how to punch, poke, kick and fightback in the event of an attack to the throator a grab from behind,” she said.
“We would like to thank the sponsorsthat enabled the Stay Safe team to presentthe workshop to the participants at no cost.
“These include Taylor Window Blinds,Remax and Liqiourice & Lime as well aspersonal donations from friends. Some 359 confiscated taxis are current-ly crammed into the City of CapeTown’s taxi pound which has been
filled to capacity sinceSeptember this year.According to city ward councillors in
Brackenfell and Kraaifontein the situationis untenable as it prevents effective polic-ing on one of the area’s busiest main taxiroutes, being Old Paarl Road, where illegaltaxis could not be confiscated.
Traffic official Stanley Opperman in-formed the councillors of this state of af-fairs when they questioned the traffic en-forcement statistics for the month of Sep-tember – it reflected a zero for taxiimpoundments for the period.
Countless reports of lawless taxi driverson this specific route are received on aweekly basis.
To address the problem, the City willhence hold monthly auctions as well as ex-panding their vehicle storage facilities.
“Auctions require various logistical ar-rangements including verifying a vehicle’sstatus with the South African Police Ser-vice andwhether it can be sold on auction.”
Vehicles that are deemed to be unsafe tobe allowed on the road are crushed.
No space forthese taxis

KILLARNEY: CLASSIC 9HOUR WITH INTERNATIONAL STARS
Sarel back at Killarney
Three of the exotic cars from a previous endurance race earlier in the year will be in action again on Saturday. PHOTO: DAVE COLINS
The news that double world sports carchampion Jan Lammers is beingteamedwithSouthAfrican legendSar-
el van der Merwe and Dr Greg Mills in aG55Ginetta in theAfrica 9-Hour endurancerace atKillarney onSaturday, has given theevent prime international status. With probably more competitive experi-
ence than any visiting driver since thenorthern suburbs circuit was opened in1960, the Dutch veteran has proven over theyears that he is more of a top class mara-thon runner than a sprinter. The result has been that although he
spent many seasons in Formula 1 with less-er known teams like Shadow, ATS, Ensignand the ill-fated Theodore squad, his great-est successes have been in long distancesports car events. As Sarel van derMerwe is also a previous
Daytona 24-Hour winner (1984), Lammersremarked when asked that although he hasnever had Supervan as a co-driver, theyhave competed against one another on sev-eral occasions.Themost notable of these was at LeMans
in 1988 when Jan drove the winning Jaguarand Sarel was at the wheel of one of thePorsches that was not far behind. On Saturday the fastest cars at Killarney
are going to have to completemore than 300laps at maximum speed.Pit stops will have to be made for driver
changes, new tyres and refueling. In addition, whileFormula 1 cars are only
stationary for a few seconds, less experi-enced crews without the specialised equip-ment could be kept busy for several min-utes.The main opposition for the Lammers/
Van der Merwe/Mills Ginetta is likely tocome from Charl and Harry Arangies in
their Ferrari F360 and a sleek Juno SS3 inthe hands of local champions Francis Car-ruthers and Nick Adcock. The field includes entries that vary from
powerful V8s to 1.8 Golfs and a lone 1600ccToyota Corolla, ensuring that the front run-ners are going have to negotiate periods oftraffic congestion. As the race will only start at noon, part
of the race will be run in the dark for morethan an hour and – possibly more discon-certing – driving straight into the settingsun on certain sections of the track.
