rime and domestic violence are just

    someof the reasons twoBlackheath li-

quor outlets have been denied to ex-

tend their trading hours on Sundays.

The Mfuleni police indicated that com-

plaints of domestic violence and other

crimes usually increase on Sundays in are-

as where liquor stores are trading.

For this reason a decision to not have the

two Blackheath stores extend their liquor

trading hours on Sundays from 11:00 to

18:00 have been refused by councillors at

a subcouncil 21 meeting held last week.

Ward 14 councillor, Bert van Dalen, said

in principle he is against the trade of li-

quor on Sundays and that he supports the

    polices request.

In a report handed to the council, Colonel

    Luyanda Damoyi, station commander at

the Mfuleni police station, said there was

a trend of an increase in violent crimes like

    assault, domestic violence and robberies

    over weekends.

He added: If liquor outlets were closed

on Sundays there would be a minimum ac-

cessibility to alcohol by community mem-

bers in the Mfuleni police precinct.

Both outlets are located in an industrial

    area near residential homes.

    Majidie Abrahams, PR councillor, last

week recommended that the council ap-

plies the same rules to all liquor traders,

not just those near residential areas.

Abrahamswas referring to a trader locat-

ed in a mall and who has have submitted

    a similar application.

    The same rules should apply.

People who drink alcohol will travel to

    that store, he said.

He added: If we apply this rule to one

store, it should apply to all. If people want

alcohol, they will go to any lengths.

    Liquor stores: no Sunday trade

Hijackings in the Kleinvlei police pre-

cinct have decreased over the past few

    months.

    Earlier this year TygerBurger reported

on the spate of hijackings tormenting the

    areas of TuscanyGlen andMalibuVillage

in Blue Downs, which fall under the pre-

cinct. This week, however, Colonel Ver-

    nonBester, station commander of theKle-

invlei police, said the picture has changed

    somewhat.

Over the past few years, our station

precinct has been bombardedwith a spate

of hijackings reported to the police, espe-

cially in the greater Blue Downs area in-

    cludingareas suchasMalibuVillage,Tus-

cany Glen and Old Faure Road.

    High police visibility with roadblocks

    and communitymobilisation through the

police and community police forum part-

nership led to a significant decrease in

    these crime patterns, Bester said.

He said hijackings have recently been

displaced to areas in sector 4 which in-

    clude Stratford Green.

You can commit crime, but at the end

of the day, you will be caught.

It is a reality. . . when you commit

crime, you make mistakes, and this will

    get you caught, Bester explained.

He added: These sort of criminals

should face the full might of the law.

Bester said there was a possibility that

these groups, who have been targeting

residents in their areas, could be involved

in a series of other cases across the city.

    RICHARD ROBERTS

    @richardjohn_rj

    A

group of activists against women and

child abuse picketed outside the Blue

    Downs Magistrates Court last week

opposing the bail of an alleged serial rapist.

The women gathered outside court on

Wednesday 18 November where child rape

    suspectXolaniGwabeni (27) appeared earli-

    er that day.

We want an end to women and child

rapes, that is important to us.

We want to live in a safer South Africa,

that is why we are here. . . to support the

mothers, Violet Mnyimba, a member of

    the Eerste River non-government organisa-

    tion Community Women Action (CWA),

    said outside court.

She said their aimwas to unite all women

of Cape Town and South Africa.

We must stand together, then we will

have a safer South Africa, she added.

Gwabeni is being charged with rape. He

appeared on Wednesday in criminal court-

room 3 for a bail application.

    According to community leaders he

raped three children under the age of 6

    years in September this year.

    Gwabeni allegedly lured the children

from the streets in Bardale nearMfuleni in-

to a nearby bush by promising them sweats

    and chips.

The mothers of the victims told Tyger-

Burger that they are all heartbroken about

what happened to their children. One of the

women broke out in tears when she de-

scribed the events on the day as it unfolded.

My child was playing in the park when

    the man approached her.

When I heard what had happened I felt

    bad.He chokedher and threatenedherwith

a knife before he penetrated her with his

fingers, she said before tearing up.

I hope he goes to jail for the rest of his

    life, another mother said.

A thirdmother saidher daughter still suf-

fers and continues to have sleepless nights.

    Michael Snyman,Area 2 committeemem-

ber where the attacks took place, supported

    the mothers.

We feel that this is becoming too much,

that our children in our communities are

victims of such crimes is unacceptable, he

    said.

The matter is being investigated by the

polices special unit for family violence,

    child protection and sexual assault.

    Warrant OfficerMartino Plaatjies, inves-

tigating officer, said during the court pro-

ceeding on Wednesday morning that he

would not recommend that the suspect be

released on bail. He said the suspect was

linked with a similar case reported in Har-

are, Khayelitsha in which a 3-year-old was

    the victim.

The community wanted to take the mat-

ter into their own hands, Plaatjies told

    magistrate Schearlton Cloete.

The court case was postponed until 3 Feb-

    ruary 2016.

    Gwabeni remains in custody.

    woman was been seriously injured

after she allegedly lost control of her

    vehiclewhich rolled before slamming

    into a stationary vehicle.

    The accident happened early Sunday

    morning inVanRiebeeckRoad, Kuils River

metres away from the police station.

Captain Isaac van Niekerk, Kuils River

    police spokesperson, confirmed the inci-

    dent.

A vehicle knocked into a stationary ve-

hicle after the driver lost control. The vehi-

cle that was knocked then slammed into a

    business building, he said.

A security company and liquor store op-

    erate from the building.

Liezl Moodie, spokesperson for the City

of Cape Towns Fire and Rescue Services,

said they responded to the accident at 02:01.

    Our resources were dispatched from

Kuils River and the Belhar fire stations.

Upon arrival the officer reported two

motor vehicles involved in a collision.

An adult female was seriously injured

and transported to hospital by the emergen-

cy services, Moodie said. The woman was

said to be seriously injured, but in a stable

    condition.

The local security company Bassett Bur-

glar Alarms said on its Facebook communi-

ty page that a response officer patrolling the

area at the time also attended the scene.

A young lady driver fell asleep behind

the wheel of her vehicle and collided into

a local security company vehicle, they re-

    ported.

The fire brigade, according to Bassett,

had to use their rescue equipment to get the

    woman out of her vehicle.

    South African swimmer Achmat Hassiem,

    Silver Swimming Academy.

The talk is presented on Tuesday 1 Decem-

ber in the hall of the Bellville High School

    from 19:00 to 20:30.

Hassiem competed at the 2008 Summer

Paralympics, as well as the 2012 Summer

    Paralympics in London.

In 2006 his right leg was severed by a four-

    and-a-half-metre long great white shark

while he was training for lifesaving exams

at Muizenberg beach with his brother. The

lower part of his leg was amputated.

    Ruyterwacht woman lost her baby

and her partner within hours apart

after the child was stillborn and the

childs father died onhisway to collect her

    at the hospital.

The woman lost the full-term infant in

    Tygerberg Hospital. When her boyfriend

wanted to fetch her, he was without trans-

    port andneeded a lift, saidCaptainFienie

    Nimb, Bellville police spokesperson.

His friend then took a different friends

car without his permission and drove to

pick up the babys father, she said.

The point is, the driver did not have

permission touse the friends car.He came

from Kuils River in his friends black

    BMW.

On theirway to the hospital, at theBell-

ville public swimming pools in Voortrek-

ker Road, the driver lost control of the ve-

hicle and drove over the curb. The car

    rolled three times, Nimb said.

The incident happened around 14:00 on

    Saturday.

The childs father was seriously injured

and the driver of the BMW ran off, Nimb

    said.

The driver ran from the scene, but a

witness identified him to a traffic officer,

who caught him and handed him over to

    the Bellville shift members.

The childs father was taken to the hos-

pital, but died within 20 minutes of his ar-

    rival, Nimb said.

Charges of culpable homicide and ob-

struction of justice were brought against

the driver after he claimed it was not he

who had driven the car, Nimb said.

The driver appeared in court on Tues-

    day.

The written-off BMW was taken to the

    Bellville police station,where the accident

    damage is evident.

This is a really, really tragic event. The

woman is with her mother, recuperating

at home. She is still very shocked, Nimb

    said.

    An additional complication added itself

to this tragedy: There is currently a lot

of hassle to get the deceased fathers body

released for burial. He is from Zambia and

the driver is from the DRC, Nimb said.

The deceased also used a different

    name in Ruyterwacht.

The owner of the car is from Stellen-

bosch andwas storing the car inKuils Riv-

er at the house of a mutual friend of his

    and the driver.

This is what remains of the black BMW that

was involved in a crash on Saturday in

tions, DFA plays a much more im-

    portant role in the community

when it comes to the youth.

Most of their students start with

    their outreach programmes in Gu-

    gulethu, Nyanga, Langa, Khayelit-

sha and Delft where they attend

    free classes in school classrooms

    once or twice a week.

    The outreach program is really

for kids who want to do something

for fun, some of them might be

keen to go on, and thats why we

    create the specialised pro-

    grammes.

Children audition to get into the

specialised classes in ballet or con-

    temporary dance. These students

are brought by bus to DFAs Athlo-

    nedance studiowhere they train in

    one of three custom-built studios.

DFA also started a bridging pro-

gram for senior students who have

    finished matric about three years

ago. It is open to students from the

greater Cape Town area and sees

them train from 09:30 to 16:00 every

day where they work on a reper-

    toire and sometimes perform at

    corporate events.

The organisation has a close re-

    lationship with the Cape Academy

of Performing Arts where seven of

their students are doing a three-

    year musical theatre course. Two

of their students from that pro-

    gramare nowdancing internation-

    ally.

    ManyofDFAs dancershave also

    goneon towork forCapeTownCity

Ballet. Over the last 24 years,

    theyve produced about 50 dancers

whohave gone to dance all over the

    world.

I think this is where DFA is so

    wonderful and so vitally impor-

    tant, Philip says.

    The organisation gives dancers

who would not be able to afford

    training the opportunity to pursue

    a professional dancing career.

Some of DFAs students are with

them from the age of six to 21 and

    besides their dance training, the

    children also learn life skills.

Its a lifeline for them on every

    level.

Philip says being able to watch

    the students growashumanbeings

    and develop confidence is wonder-

ful. Many of the children they

    teach come from disadvantaged

    and harsh backgrounds and Phi-

lip says dancing is often a form of

    therapy for them.

    He says their school teachers

    have also indicated their concen-

    tration spans become longer when

    they are dancing.

    It teaches them discipline and

    gives them structure, which is

    something many of the children

dont get at home, he says.

I think the kids feel that they

are in a safe space. The children de-

    velop self-respect, self-worth and

start taking ownership for their ac-

tions. Of course not everyone is go-

ing to become a dancer, but you al-

so need to think about building au-

    diences for the future.

    The organisation needs to raise

about R5 million a year to be able

    to provide their training.

While they do get some funding

    from a German organisation,

which also send two volunteers a

    year, the Department of Cultural

    Affairs,TheNationalArtsCouncil,

private funds and trusts and occa-

    sionally the National Lottery, they

    usuallyhavea shortfall ofR3mthat

    they need to raise themselves.

    While preparations are in full

swing for their show at Springfield

    Convent Centenary Hall in Wyn-

berg on Saturday 5 December, they

still need a little more financial

help to get the production on stage.

    Theyve launched a Thundafund

    campaign (www.thundafund.com/

imibulelo) with a range of rewards

    in exchange for donations.

People who would like to assist

    DFA could also consider becoming

a Friend of Dance for All by mak-

ing monthly donations via a debit

    order.

If we could get 5 000 friends, we

wouldnt have to worry so much

    about getting other funding.

    Philip also welcomes volunteers

    whowould be interested in helping

    with anything frommarketing and

    publicity to fund-raising.

He says when one sees the lives

that are changed and the talent at

Dance for All, he feels more people

    should consider supporting the or-

    ganisation.

V Tickets for the shows at Springfield

    Pay up, deadbeat dads!

This was the very strong message sent by

the Department of Justice and Constitution-

al Development (DOJCD) when it recently

awarded large sums of money to the former

partners of parents who defaulted on child

    maintenance.

The process was started during Womens

Month in August when justice, crime pre-

    vention and security cluster departments

engaged with thousands of women from

across the length and breadth of this prov-

    ince.

Women from as far afield as Knysna in the

Southern Cape to Clanwilliam on the West

Coast and from Nyanga in the Metro made

their voices heard, said advocate Hishaam

    Mohamed from the DOJCD.

A common thread expressed by these

    women through DOJCD partner organisa-

tions and NGOs was that drastic improve-

ment was needed where the child mainte-

nance systemwas concerned, in order to en-

sure that the best interest of minor children

    was protected, he said.

We are painfully aware of the challenges

facing single mothers who are dependent on

maintenance to ensure the well-being of

    their children.

The message received through the inter-

action with the community was clear: de-

faulters of child maintenance must be

    brought to book, he added.

As the 16 Days of Activism (against wom-

en and child abuse) loom, the department

identified maintenance services as a key

    strategic objective.

One of the key elements of the DOJCDs

turnaround strategy on maintenance is to

    ensure that untraced maintenance benefici-

aries are traced and paid the maintenance

money due to them, through the Operation

    Isondlo campaign, he said.

Operation Isondlo is one of the DOJCDs

initiatives and aims to ensure that children

are adequately supported by both their par-

    ents.

To this effect, Operating Isondlo has seen

justice in the form of hundreds of thousands

of rands paid out to beneficiaries.

One of the ways in which it did this, was

through the attachment of the pensions of

the defaulters of at least 49 maintenance de-

    faulters.

This had a value ofmore than R2.5 million

for the period April to 10 November. Of this,

more than R1.670 m has already been paid

out to beneficiaries, effected by the mainte-

    nance court.

One of the beneficiaries include Chantal

    Michaels from Strandfontein. She was

awardedR3 000 permonth and an additional

R300 towards arrears in maintenance fees

    for her two minor children.

    Thecomplainant applied for futuremain-

tenance on 31 August and a final order was

granted for the amount of R175 572.46, Mo-

    hamed said.

Gillian Samuels from Simons Town was

awarded an amount of R115 000, ordered to

be paid out from her childrens fathers pen-

    sion fund for future maintenance.

    Sizeka Dyantyi from Milnerton was

awarded R36 000 for her children.

Marianna Coetzee from the Bellville area

applied for arrear maintenance in Septem-

ber in respect of her minor children for an

    amount of R129 328.

In March the DOJCD identified 1 078 out-

    standingwarrants of arrest formaintenance

    defaulters.

As at the end of October, we have execut-

    ed 391 warrants, Mohamed said.

    These total almost R3.4 million.

To date, there are 687 (from 1 078) out-

    standing warrants totaling on average

R3.4 million, which we will be executing

during the 16 Days of Activism campaign,

    this quarter, he said.

    The Top Twenty maintenance defaulters

    collectively owe R1 229 149.

Mohamed said of 94 beneficiaries that

could not be traced, his department has

    found 75, and paid out R99 422.

A total of 19 beneficiaries must still be

    traced.

    n beplanningsfase van twee jaar

gaan die bou van n nuwe wisselaar

    bydiekruisingvandieR300 enBotte-

    larypad in Januarie 2016 begin.

Die projek beloof nie net om die huidige

verkeerswurggreep in die streek te verlig

nie, maar ook om ontwikkelingsgroei in

die area te bevorder, het Eric Foster, paaie-

    ingenieur, by n grondeienaarskonferensie

in Brackenfell ges. Die konferensie het

    verlede Dinsdag by die Kuilsrivier-gholf-

    klub in Brackenfell-Suid plaasgevind.

Die doel hiervanwas om inwoners te laat

deelneem aan n gesprek oor toekomstige

    ontwikkeling en toeganklikheid vir die

area. Dit is deur Marian Nieuwoudt, wyk-

    raadslid van Brackenfell, aangebied.

Die projek van R42 miljoen, wat gesa-

    mentlikdeurdieStadKaapstad enverskeie

    ontwikkelingskonsortiums befonds word,

sal volgens Foster teen Maart 2017 voltooi

wees. Volgens hom sal verkeersvloei op

    paaie soos Okavangoweg en Brackenfell-

    boulevard aansienlik verminder, omdat

toegang tot dieN1 via die R300makliker sal

wees.

spreek, s Foster.

twee dekades n agterstand ontwikkel in

    Alcohol breath testing was performed

on 1 262 drivers and 18 were arrested. The

highest breath alcohol reading was record-

ed in Vredenburg. At 1,21 mg of alcohol/

1 000 ml of blood, this is five times the legal

    limit of 0,24 mg/ 1 000 ml, says Africa.

In addition, a total of 8 114 vehicles were

screened for speeding and 766 speeding of-

in the amount of R202 800 were issued for

    various traffic violations ranging from

driver fitness violations to vehicle fitness

    infringements of the law.

The simple fact is that alcohol and roads

Kyoko Morgan, founding director of the NPO Origami for Africa, with some of the children

from Wesbank at the Kirstenbosch Botanical Gardens during the workshop.

    RICHARD ROBERTS

    @richardjohn_rj

    A

group of young children from the

    gang-ridden area Wesbank were re-

cently taken on a trip to the Kirsten-

bosch Botanical Gardens where they all

    participated in an origami workshop.

Origami is the Japanese art of folding pa-

per andhas been taught to several boys and

girls in Wesbank thanks to the involve-

ment of Kyoko Morgan, founding director

of a Cape Town-based NPO, Origami For

    Africa.

Kyoko has been teaching origami to the

local youth for almost a year.

In July this year TygerBurger reported

on the group of children teaching origami

to foreign students at the South African

    Museum in Cape Town.

This time around some of themwere giv-

en the opportunity to display their skills

    at Kirstenbosch, Kyoko said.

A total of 17 children and two teachers

fromWesbankwent to teach origami at the

Cape Orchid Show held at the Kirsten-

    bosch Botanical Gardens, Kyoko said.

The children have been learning origa-

mi with Origami for Africa at the Primary

School Wesbank No. 1 for nearly a year or

more and it was a great opportunity for

them to show off their skills, Kyoko ex-

    plained.

Kyoko, who moved from Japan to South

Africa as an adult, said she was ap-

proached by the Cape Orchid Society to ex-

hibit origami orchids and teach origami at

    the show.

In exchange the children received free

entry into this beautiful botanical garden

which is a well-known destination for

many tourists, yet not many local people

    haveanaccess to theCapeOrchidSociety,

    she said.

The society also prepared a verynice pic-

nic packet for all the children, she added.

The children taught origami to many of

the visitors, including the Japanese consul

general, Mitsuru Murase, and his wife,

Chizuru, as well as the wife of the consul

general of Romania in Cape Town, Cosmi-

na Ionescu and her friend, Madalina Bath-

ia, the owner of the local brand Wild Olive

Members of the Citys Ghost Squad am-

bushed and subsequently arrested two drag

racers on Sunday night, after camera foot-

age alerted the squad of illegal races in Sti-

    kland.

The squad members were notified by the

    local Stikland City Improvement District

(CID) after the CIDs cameras picked up the

    motorists in La Belle Road.

The CIDs control officers spotted themo-

    torists assembling and immediately called

it in to the police and traffic officials while

monitoring the situation, says Gene Loh-

rentz, media liaison for Geocentric, the

    company that manages the CID.

It happened just after 22:00 last night

(Sunday). We were quite fortunate that,

after contacting police and the City, the

Ghost Squad and traffic officials arrived

very, very quickly it was less than 20 min-

    utes later, he said.

To the surprise of the racers, La Belle

Road was blocked off on both sides by the

    squads vehicles.

    The arrests followed shortly.

We cant say how many people were ar-

rested the officialswerent giving out such

    information at the time.

He said drag racers usually congregate

either at the Sasol or BP garage and from

    there proceed to race.

Obviously now with our cameras we

have evidentiary footage of racing, but also

registration numbers of the vehicles in-

volved. We record them as they do their

thing and provide all the information to the

    traffic authorities, Lohrentz said.

    Maxine Jordaan, Traffic Services spokes-

person, confirmed the officers had arrested

two drivers of a VW Golf and Honda Bal-

lade respectively for reckless and or negli-

gent driving as well as participating in an

illegal street race on a public road without

the permission from theMEC for transport.

The driver of the Honda Ballade, a 25-

year-old male, was also charged with pos-

session of drugs as well as resisting arrest,

    Jordaan said.

They appeared in the Bellville Magis-

trates Court, most likely on Monday or

    Tuesday.

    erste River residents have beenwarned

to be vigilant over the upcoming festive

season when criminals are highly ac-

    tive.

Police warned residents to be aware of

their safety and look after their belongings.

Eerste River has been hit by several inci-

    dents of housebreakings which motivated

    Captain Florina Muller, police spokesper-

son, to issue a series of safety tips for resi-

    dents to follow.

    She recommends residents install fences

around their houses, rather than build big

    walls. Fences provide improved visibility.

The primary aim of a fence is to make ac-

cess or intrusion difficult, she says.

Security gates with sturdy locks in front

of each door leading outside as well as bur-

glar proofing covering all windows are rec-

    ommended, Muller says.

    Other precautions include installing an

alarm system, an intercom system between

the home and gate and a panic button.

A healthy relationship with your neigh-

bours is also recommended, Muller says.

If you leave your house during the holi-

days, inform your neighbours and leave a

contact number with them, she says.

Muller said dogs serve as a deterrent.

Also ensure that you lock away all tools

like spades, axes and ladders, because can

be used as weapons to attack you.

Residents are encouraged to join their lo-

cal neighbourhoodwatch structures in a bid

    to help fight crime.

Muller informed senior citizens last week

to be careful with their money over the fes-

    tive season.

    She spoke to several elderlymenandwom-

en during a breakfast held on Thursday

morning at a local church hall in the area

where safety tips were given. Here residents

were warned against scammers and fraud-

sters who prey on the elderly.

We also reminded them to be careful who

they allow inside their house or on their

property rather make sure you know the

person you ask to help you clean your yard

or tidy your house, she says.

Do not employ casual workers like do-

mestic workers or gardeners without any

references and contact numbers, she adds.

    She concludes: Identify relatively safe

places in your house as refuge like the bath-

room, toilet and store room and lock it from

where you can call the emergency number

of the police or your neighbours, who can al-

so call the police in case you panic.

V To report a crime or criminal activity, contact

    08600 10111 or 10111.

    Entrepreneurship in theWesternCape is set

to receive a major boost with free business

    development workshops at several venues.

    Two-day business development work-

shopswill be offered in six venues across the

    province, including Moorreesburg from 30

November to 1 December, Caledon from 2 to

3 December and Worcester from 8 to 9 De-

    cember.

Other venues to follow include Beaufort

West, George and Bellville early in 2016.

These workshops are aimed at enhancing

entrepreneurial skills in the province and

are part of an initiative to further the prov-

inces goal of job creation for economic

growth, according to a statement from the

centre for applied entrepreneurship at USB

    Executive Development (USB-ED).

    The initiative follows collaboration be-

tween the Western Cape department of eco-

nomic development and tourism and the

USB-ED, which is the public company of the

    University of Stellenbosch.
