The announcement was made last week by Hector Elliot, head of ministry, Department of Transport and Public Works. Elliot made men- tion of this during an on-site visit and progress report by Minister Robin Carlisle of the CCTV camera system at the White Road level- crossing in Retreat on Internation- al Level-Crossing Awareness Day (ILCAD) celebrated on Thursday 7 June. According to Elliot, drivers in the province using level-crossings are still ignoring stop signs, flashing lights and even booms. The purpose of this camera system would be to record these offences and bring of- fenders to book. The system in Retreat is a pilot project, the first of its kind in the country, and Elliot says that should this prove to be an effective safety measure at this crossing, it would also be implemented at the Buttskop level-crossing in Black- heath. Replying to how the department will evaluate the success of the sys- tem, Elliot said: “We will compare the number of boom violations to previous periods, which will pro- vide a good indicator of if people are taking the protection measures at the crossing seriously. “We will also track the summons- es that we issue and see if they de- cline in number over time. Finally we can analyse the footage itself and see if we are getting better com- pliance.” Driver behaviour and lawless- ness at the Buttskop level-crossing were brought under the spotlight when 10 children lost their lives on 25 August 2010, during an horrific train and taxi accident. Jacob Humphreys, driver of the taxi, who has since been convicted of 10 charges of murder and four of attempted murder has been sen- tenced to 20 years. He has appealed his sentence and is currently in the process of application for bail. His bail hearing is scheduled for Wednesday 13 June at the Cape High Court. At the time of the incident wit- nesses reported that he had ignored the lowered booms. The system in Retreat is a pilotproject, the first of its kind in thecountry, and Elliot says that shouldthis prove to be an effective safetymeasure at this crossing, it wouldalso be implemented at theButtskop level-crossing in Black-heath.

Replying to how the departmentwill evaluate the success of the sys-

tem, Elliot said: “We will comparethe number of boom violations toprevious periods, which will pro-vide a good indicator of if people aretaking the protection measures atthe crossing seriously.

“We will also track the summons-es that we issue and see if they de-cline in number over time. Finallywe can analyse the footage itselfand see if we are getting better com-pliance.”

The City of Cape Town’s fire andrescue service urges all resi-dents to take precautions to pre-vent fire break-outs during thewinter months.

Since the beginning of the year 1508 structural fire incidents havebeen dealt with (448 informal struc-tures and 514 formal houses). Firesare mainly caused due to careless-

ness and cigarettes, candles, cook-ingappliances andelectric blanketscan all be very lethal.

Three specialised off-road water/foam tankers have been added tothe fire and rescue fleet so firefight-

ers can gain access to fires in infor-mal areas much quicker. These ve-hicles also use less water than con-ventional fire engines.

The service also makes use of astate-of-the-art camera system

which detects possible fires towhich the response vehicles arethen dispatched.

The cameras are also capable offocusing in on fires and determin-ing whether additional vehicles are

required. Vehicles can then be dis-patched before the first vehicle ar-rives at the incident. Cameras havebeen installed in Khayelitsha(9SAI, Military Base), Cape TownInternational Airport, Muizenberg,Tygerberg Hill, Cape Town Har-bour’s port control building and Pa-pegaaiberg in Stellenbosch. Capetonians are urged to exerciseextreme caution during the verycold and wet conditions that haveset in last week and that we will of-ten see throughout the wintermonths.

. Keep a careful eye on openflames and extinguish fires (includ-

ing candles, lamps, gas heaters andparaffin stoves) before going to bed.

Residents can reduce their floodrisk by implementing the followingmeasures:

. Check that the drainage facili-ties on your property are in goodworking order.

. Check for dead and burnt treesthat could fall onto the property,

and notify the authorities if there isa danger.

. Listen to weather warnings.

. Check the terms of your insur-ance policy with regard to flood andmud damage.

City’s winter tips for a safer season

Community members of Kleinvlei wereencouraged by the City of Cape Town onWednesday to make use of their commu-nity hall for any community activities.

Active community members of Kleinvleishowed up to hear how they could utilisetheir community centre to its full potential.

“I am making Kleinvlei do things that ithas never done before. I want you to knowthat this civic is yours.

“It won’t stand as a white ele-phant, we will use it,” said PastWilliam Leukes

He encouraged communitymembers further by tellingthem that they all have anequal opportunity to use thehall.

Hands of Hope, an organisa-tion that caters for seniors wasalso present and gave more in-formation about themselves tothe community. They also en-couraged members of the com-munity to join their organisa-tion. Hands of hope are in thehall every Monday and keepthe elderly occupied with phys-ical exercise. They also engage

the elderly in creative activities such as cro-cheting, knitting, and making toilet paperholders.

The city also invited the youth to make useof the community hall for any activities theymight have to build up the community.

“We are the future and we should take itin mind as what we do today influences ourtomorrow,” said Leukes.

Sy vertel dat wyn ’n lewendigeding is endat die smaakmet tydver-ander ... en dat wyn met respek be-handel moet word. “Wanneer wynaan wisselende temperature bloot-gestel word, gaan dit seerkry,” ver-tel sy. “Dit help nie jou wynrak islangs die yskas of die tuimeldroërnie. Agtien grade Celcius is die ide-ale temperatuur.”

Humiditeit is ook baie belangriken die wyn moet plat lê sodat diekurk nat bly. “Kurk is ’n natuurlikeproduk wat asemhaal. Die suurstofbind met komponente in die wyn,wat help met die smaak. The Cape Town office of the South AfricanFootball Association (SAFA) has been forcedto delay the start of the Coca Cola Cup dueto a backlog of player registration cards.

Several clubs, across all the local footballassociations (LFA) affiliated to SAFA CapeTown, are yet to receive registration cardsfor some or all of their players, despite sub-mitting the forms they are required to andpaying the fees before the start of the seasonin April.

The tournament was set to start on Sundaybut SAFA Cape Town was forced to postponeit until Sunday 24 June. This was to allow forplayer registration to be completed as anyplayers without cards would not have beenallowed to compete.

Norman Arendse, president of SAFA CapeTown, says that the backlog of registrationcards has been worse this year due to thehosting of the 8-Nations U-20 Championship.

“What was happening, virtually for threeweeks, is that the people in the office wereengaged in organising the 8-Nations tourna-ment,” said Arendse.

“So a lot of people in the office were work-ing on the tournament. People know that,they were told that there is a backlog.”

The Cape Town Tygerberg, Cape Districtand Mitchells Plain LFAs – three of the larg-est associations affiliated to SAFA CapeTown – are some of the hardest hit by the de-lays.

All still have several clubs who have notreceived their registration cards, but theproblem has not prevented any clubs fromfielding players or playing games.

However, players without registrationcards will be prevented from playing ingames or tournaments involving teams fromdifferent LFAs, such as the Coca Cola Cup.

Arendse says SAFA Cape Town staff willalso be working overtime to ensure that thebacklog is cleared in time.
