HIGHLIGHTS OF DISASTER RESPONSE ACTIONS

1. Activation of Response Cluster Operations Center on October 15, 2016

2. Response Cluster Teams composed of DSWD CO QRT headed by

Director Carlos Padolina and OCD Central Office headed by A/Sec.

Rodolfo M. Santillan were deployed to Region II on October 19, 2016;

3. Inter-Cluster Contingency Planning for Eagle Claw was conducted on

October 19, 2016 at 9:00PM presided by Col. Edwin Sadang and

Director Felino O. Castro, V;

4. Developed the TY Lawin Disaster Response Situation Map available

online at http://dromic.dswd.gov.ph

5. NDRRMC Disaster Operations Caravan for Regions 1 and CAR will

leave Camp Aguinaldo at 6:00AM of October 21, 2016

6. Conducted an Aerial Reconnaissance in Region I, II and CAR headed

by Secretary Taguiwalo, Undersecretary Jalad, Undersecretary

Cabrera, Usec. Bayugo and cluster member heads on October 21,

2016.

FOOD AND NON-FOOD ITEMS CLUSTER

DSWD 1. The Central Office (CO), affected Field Offices (FOs) and National Resource Operations

Center (NROC) have a total stockpile and standby funds amounting to ₱1,101,336,177.36 with breakdown as follows:

a. Standby fund of ₱745,729,683.18to include the available Quick Response Fund in the

amount of ₱723,119,508.87; and,

b. Stockpile of 297,566 family food packs (₱109,923,954.91) and other relief

commodities costing ₱245,685,539.27.

Ten (10) field staff on standby in Isabela ready for deployment within 24 hours and additional 20 more staff on standby teams as reliever, if needed.

Prepositioned assorted/relief items to the affected areas such as rice, canned, goods, noodles, water, etc. generated from its member companies.

50 Solar lamps and kits from PruLife

2 GenSets and 50 Solar Lamps from Meralco.

450 relief bags from PLDT

594 mats and 287 sack-cloth for temporary shelter from Syngenta

200 bed sheets and duvets from Dusit Thani

9,453 water bottles donated by Manila Water, Coke Foundation and Maynilad Philippine Red Cross (PRC)

Will deploy non-food items composed of hygiene kits, plastic mats, mosquito nets, 20liter Jerry can, and blankets good for 1,000 families in Isabela and Cagayan areas.

Will deploy 1 unit "meals on wheels" van to Isabela and Cagayan while 4 other units based in Manila are already on standby.

Activation of Child Protection Working Groups (CPWF) in Region 1 and CAR

Women’s NGO Partners trained in Gender-based Violence (GBV) Watch group members are also on standby and ready to deploy to affected areas.

DSWD Central Office QRT deployed a team of 5 staffs to Region II augmented in the Disaster Response Operations

Five hundred sixty-two (562) National Level Quick Response Team (QRT) members are on standby ready for deployment.

A total of 1,544 staff in 18 regions comprise the QRTs including Social Welfare and Development Teams (SWADTs) and Provincial/Municipal Action Teams (P/MATs).

The Department has trained personnel on Psychosocial Support Processing, Family Evacuation Preparedness and Camp Coordination and Camp Management, Inventory and Warehouse Management, Disaster Response Communications and Information Management.

Organized and trained private volunteers and those organized and trained through the DSWD Bayanihang Bayan Registry of Volunteers on rapid assessment, relief distribution, camp management, stress debriefing, and among others are on standby and ready for mobilization and deployment.

Parent leaders of Pantawid Pamilya are ready as force multipliers on humanitarian response operations nationwide (except Batanes).

DSWD Rapid Emergency Telecommunications Teams (RETTs) are on standby and ready for mobilization and deployment.

were activated and on standby alert • Satellite Phone System at all OCDROs are on standby alert • Directed the OCDROs to utilize the Mobile Application “Batingaw” for information

dissemination and status updates • Disseminated warning information about Typhoon LAWIN (HAIMA) to general public through

telecommunication companies using the cell broadcast system. • Provided Thuraya load credit on OCD CAR satellite phone units • Established contact to Lal-lo, Cagayan through satellite phone from OCD II

DFA received an email from HandiCap International extending its help for the for the affected families.

The non-partisan organization is closely working with the Philippine Embassy in Washington DC and is willing to extend assistance to the country if needed.

DFA is still on stand-by and awaits for the President’s call for International Humanitarian Assistance

DFA recommends to Regional Consular Office in the affected Regions I, II and CAR to waive the passport appointments and allow for walk-in;

The authentication of process for Foreign Service Posts be waived in the affected areas

DFA instructed to document and report offers of international humanitarian assistance to NDRRMC

Response Clusters are requested to document gaps in resources for possible requests from the international community.

Offers are to be matched with request for international humanitarian assistance by national government agencies. Matching of requests and offers to be done with the Philippine Humanitarian Assistance Registry being operated by OCD.

Acceptance of offers of assistance depends on call for international humanitarian assistance by the President.

PIHARC (OSS) members have been instructed to be on standby alert for possible activation.

NDRRMC is reminded of chain of requests need to be followed - barangay - municipal - provincial - regional - national - clusters.

PIHAC also notes that the principle to exhaust all national resources before seeking international humanitarian assistance should be exercised

Reminder to all LGUs again to channel all offers of international humanitarian assistance (in country and abroad) through channels, particularly through NDRRMC and Response clusters.

DFA - UNIO coordinating with UNHCT on coordination with NDRRMC on activities of UN agencies.

Avoid unwarranted reports/ criticisms of unheeded requests for assistance being broadcast to the international community by forwarding resource gaps through proper channels for action or remedial measures.

In times of emergencies, it must be noted that DFA augments NDRRMC/OCD’s coordination resources particularly with international stakeholders with its networks, institutional knowledge as head of the PIHAC. (For DFA’s attention)
