OFFICIATING CRITERIA
• Complete online registration.• Submit registration fee ($45.00-$90.00).• Can only proceed one level above previous year.• Must pass a 100 question open book test.• Need to attend and complete a USA Hockey seminar (3-7 hours).• Must pass specific level closed book test.• Have to complete level specific online training modules (4-6 hours).• Must complete SafeSport training every two years (1.5 hours).
REFEREE TRAINING/EVALUATIONS• There are four levels of USA Hockey - 1,2,3 and 4. Level 1 being the
newest, less established official, and Level 4 being officials that do National Tournaments, Olympics, etc.• Our goal is to do at least one USA evaluation on all officials per season
and many on ice evaluations as well.• We have a number of events that we use for training in the early part
of the season (Princeton, Prep League, and others).• We take video of our officials to point out ways to improve. About
90% of our officials were video taped last season.
NEW D-10 RULES EJ Rule/Cool Down Rule
• For the coach or player that gets too emotional during a game but hasn’t earned a GM.
• Rule is designed to allow the player/coach to cool down while not getting a more stringent penalty.
• When a player/coach receives three EJ’s in one season, they will need to meet with the D-10 disciplinary committee.
• Report all EJ’s to the Supervisor of Officials.
• Supervisor of officials is responsible for managing EJ penalties!
Two Game Misconducts
• When a coach receives his second Game Misconduct in a season, they will not be able to participate in any way with the team until they have met with the D-10 disciplinary committee. Meeting should be held within 5 days of last infraction.
• If this rule is ignored it will be an automatic suspension until further notice from District 10!
Multiple Bench minors on team
• When a team’s coaching staff gets 4 bench minors for disciplinary reasons (too many players doesn’t count toward the 4 infractions) during a season they must meet with the D-10 disciplinary committee.
• League coordinators are responsible for managing bench minor penalties!
MINNESOTA HOCKEY RULES
If spectator conduct becomes so abusive that, in the referee(s) opinion, it is distracting from the game, the referee will stop play and:1. Ask the coaches to control their spectator.2. Ask the coach to request specified individual(s) to leave the arena.Failure of a coach to cooperate with a referee’s request within 2 minutes will result in a bench minor penalty and a warning from the referee that after an additional 2 minutes , the game will be suspended.
• Any spectator removed under these rules will incur a mandatory 3-game suspension from that team’s games and may be subject to further disciplinary action by the local governing body! NEW 2015• All players at all youth levels must wear a colored internal mouth
guard.• No jewelry except for religious/medical needs.

SCRIMMAGE REFEREE REQUEST PROCEDURE• ** All District 10 (scrimmages)shall be officiated by Suburban Hockey Referees Association (S.H.R.A.) officials only. Referees will be
scheduled based on availability. Scrimmage game referee requests are to be made through the S.H.R.A. Assignment Secretary

HOW OFFICIALS ARE ASSIGNED
• Rating system- 100,200,300,400,500,600• 100 being our most established officials, and 600 being the newer
officials.• Games are ranked upon there level/difficulty.• Officials are assigned games based on there rank.
A REFEREE’S PERSPECTIVE

DIFFERENCESREMEMBER:We love hockey like you do, we are here for the kids!The difference between you and us officials is that we are burdened by the rule book. We can’t just make rules up as we go.
RULE QUESTIONS
1. A defending player leaves his feet and slides into the puck carrier. The defending player gains possession of the puck and the attacking player falls to the ice after being hit by the defending players body. Should a penalty be called?
Answer: Yes (639 a.2)When a player leaves his feet and slides into an opponent, thereby causing him to fall, a penalty for tripping must be called regardless of who gains possession of the puck.
2. There is a pile-up around the net. The goalie is down and the ref is standing right by the pile, but NO whistle is blown. Why not?
Answer: The referee can still see the puck!!!!
3. Icing the puck-Reasons for Icing to be “washed out”• Stick over the red line• Opposing player elects to “play the body” instead of the puck• Puck deflection• Player not skating to the puck with reasonable effort (giving up)• Line change situation• If the player turns away from the puck

SPIRIT OF THE RULES
• Remember, we see all penalties, it is our job to determine if the infraction was meant to be called.• We are constantly talking to the players reminding them to play the
game. More times than not, a penalty is assessed after we have made it clear to the player that we are watching, and to knock it off, but they need to get one more shot in.
COMMUNICATING WITH OFFICIALS
Privilege of Talking to Referees:Rule 202-Captain of Team
This rule is designed to give the captains the privilege of asking an official for a rule interpretation. The coach should have the captains let the officials know that he would like to speak to them. Do not YELL across the ice if you want to have a constructive conversation!
HOW TO ASK QUESTIONS
• It is important that as a coach to maintain control of your volume and tone when speaking to an official. By throwing your arms in the air, pointing or yelling, the chance of an official speaking to you are slim to none. (SPEAK TO US HOW YOU WANT TO BE SPOKEN TO)Your actions are an important part of how your players react to situations as well. A coach who believes that an official is biased or “out to get them” will soon have a team that acts and behaves the same way!I highly doubt that many officials will change there mind on a call!!!!
• If you are going to yell at a ref, the ONLY thing you can yell is “hey ref were you in the correct position to make that call”. This makes it seem like you know what you are talking about and should push the official to work harder to be in the best position possible to make the call.
HOW COME THE OFFICIAL WON’T TALK TO ME?
• Most common answer from an official is that you were yelling about everything from the start of the game. It doesn’t matter what you are yelling about, you have already lost all credibility with the officials.
• Official believes that the call is obvious• Your reputation as a coach- Just like coaches have opinions of
officials, officials do the same with coaches.• It is very easy to tell who HAS and who has NO clue about the rules
or the game of hockey!
QUESTIONS
• REMEMBER- OFFICIALS ARE HUMANS AND MAY MAKE MISTAKES BUT YOU WILL LIVE ANOTHER DAY!!!!!!!
• ALSO there is a very good chance that you are NOT the only person in the rink that knows anything about hockey!
