For Luxembourg, the diversification of its economy is an everyday challenge. The space sector is one of the priority sectors that Luxembourg has constantly promoted since its entry into the space business more than 25 years ago. The efforts to put in place the necessary measures to support the continued strengthening of its space sector clearly demonstrate the long-lasting commitment of the Government.

This catalogue of Luxembourg Space Capabilities showcases the capabilities of our national actors and serves as an open invitation to potential international partners to identify and establish successful research and business relationships with these actors. Since its first edition, this directory has revealed the constant expansion and consolidation of the Luxembourg space landscape. Many of the players presented here are not only known beyond the borders of the Grand Duchy, but their capabilities are now recognised by the international space community. Luxembourg will continue deploying the means to expand and consolidate this sector in order to attract new players and develop new activities.

Since 2005, when Luxembourg officially became a member state of ESA, the space policy of Luxembourg’s Government has been supporting the diversification of space activities and their positive impact on many other economic sectors (materials, ICT, environmental technologies, etc.). It is clear that research and technological development in space constitute a huge strategic challenge. In Luxembourg, most of the specialised players of the space sector know each other, but it is of utter importance to showcase Luxembourg’s space sector on the international scene.

The catalogue of competences, skills, products and services presents the capabilities of the private and public entities with their multicultural work force which are active in Luxembourg’s space sector and contribute to its dynamism.

Due to a lack of visibility or information, Luxembourg does not easily come to mind when thinking about space technologies. This is unfortunate, since the country has many high-quality researchers and entrepreneurs in this field. This catalogue lists all companies and public research organisations by their respective fields of activity.

As Chairman of the Luxembourg Space Cluster, I strongly support this initiative which helps to deploy the know-how “made in Luxembourg” beyond its national borders. This catalogue is a very useful instrument to spur international collaboration.

Bilateral or multilateral cooperation, bringing together physical means, energies or brain power, must remain a main focus of Luxembourg’s space policy.

Luxembourg joined the space adventure in 1985 through the creation of the Société Européenne des Satellites (SES), a landmark for satellite telecommunications and now a major player in this sector.

This initiative has not only led to the development and growth of SES, but also to the development of an entire space industry in Luxembourg.

The second step in positioning the country in the space sector was Luxembourg’s accession to the European Space Agency (ESA). This membership, preceded by a cooperation agreement on the telecommunications programme of the Agency (ARTES), became effective on 30 June 2005, with Luxembourg becoming the 17th Member State of ESA.

Besides the development of opportunities combined with the technological capabilities of national actors, this membership has confirmed the commitment of the Luxembourg government to promote the Grand Duchy as a hub for innovative projects in advanced technologies.

With this aim, Luxembourg has developed a space policy, whose main objectives are to:

> contribute to the diversification and sustainability of economic activities in Luxembourg,

> consolidate and enhance existing skills in the field of telecommunications and media as well as ground systems,

> extend skills in the sector,

> give an international dimension to the activities through an access to international networks.

Achieving these objectives requires the allocation of financial resources at European and national levels.

FINANCIAL RESOURCES AT EUROPEAN LEVEL

> Sustained contributions of Luxembourg in ESA programmes for the support to technology development and the development of products, services and space infrastructures in Telecommunications, Earth Observation and Space Situational Awareness.

> These budgets allow players in Luxembourg to access the space market that has high specificities and level entrance barriers:

• from a technical point of view due to the high technical environment of space,

• from a legitimacy point of view: access to activities is only possible if players are known and recognised by major established actors in this field.

FINANCIAL RESOURCES AT NATIONAL LEVEL

> Provision of a budget dedicated to national studies with the objective to explore new markets in which Luxembourg players are likely to position themselves (LuxLAUNCH),

> Provision at ESA level of a budget to implement a national space programme (LuxIMPULSE),

> Provision of a budget allowing Luxembourg young graduates to enter the training programme of ESA (LuxYGT),

> Development of bi- or multilateral cooperation with major space actors outside Luxembourg.

DIFFERENT ENTITIES AND ACTORS ARE INVOLVED IN SPACE ACTIVITIES IN LUXEMBOURG

OFFICIAL BODIES IN CHARGE OF RELATIONS WITH ESA

The Ministry of the Economy is in charge of space affairs in Luxembourg. The Ministry:

• defines the National Space Policy on the basis of industry and public research capabilities and objectives, as well as on the long-term perspectives of the sector;

• manages relationship with the European Space Agency (ESA), the European Union and space agencies worldwide;

• is responsible for all financial, political and programme matters related to ESA activities. In this role, the Ministry opens programme lines and supports the set-up of projects.

Luxinnovation, the National Agency for Innovation and Research, is mandated by the Ministry of the Economy to represent Luxembourg interests in the ESA and European Commission (EC) committees.Luxinnovation is also the Luxembourg Point of Contact for space matters. As such, the Agency provides companies and research organisations with information on how ESA and the EC operate and on various approaches to be adopted according to the different programmes. Luxinnovation also offers advice and support to entrepreneurs and researchers who wish to work with ESA and the EC.

PRIVATE AND PUBLIC ACTORS IN THE SPACE SECTORAround 25 companies and 2 public research organisations in Luxembourg are involved in space activities for a total headcount of about 700 people.

The Luxembourg Space Cluster, which is managed by Luxinnovation, is a network that supports the private and public actors of the space technologies sector in Luxembourg. Its objectives are to make Luxembourg space capabilities known on the international scene and to promote synergies and cooperation at national and international level through collaborative research, development and innovation projects.

GLAE (Groupement Luxembourgeois de l’Aéronautique et de l’Espace) was established following Luxembourg’s accession to ESA. GLAE’s objectives are to provide a permanent link between its members, advise them and defend their shared professional, economic and social interests at national and international level. GLAE is a partner of the Government for addressing all questions in relation to initiatives taken by the authorities in the framework of ESA programmes and the establishment of a Luxembourg space policy.

Both the Luxembourg Space Cluster and GLAE operate in total synergy and complementarity.

Deep Space Industries (DSI) is a space technology company with the long-term vision of enabling space resource utilisation and the short-term goal of undertaking low-cost, aggressive-schedule space exploration missions using small spacecraft.

DSI is engaged in business-to-business sales of mission-enabling spacecraft technologies, particularly including clean propulsion technologies, radiation-tolerant avionics, high-throughput communication systems, optical relative navigation systems and remote sensing instrumentation. EarthLab Luxembourg is preparing the commercialisation of the two first lines of products oriented toward risk monitoring, early-alert and damage assessment. The first is dedicated to environmental risks (e.g. floods, windstorms or crop diseases) and addresses the needs of insurers, reinsurers and brokers. The second line is dedicated to the management of industrial risks deriving from diverse installations around the world.

These two different product lines provide end users with a central representation of the risks based on data feeds agglomeration (Earth observation from satellites, planes and drones as well as social media and ground sensors) and simulations based on different scenarios with a correlation with the local exploitation and the insured assets.

EarthLab Luxembourg collects varied structured and unstructured information into a private large storage farm. Different satellite-based Earth observation data are collected on our platform, both optical and radar images, from public (Sentinel, Landsat) as well as from commercial providers (Cosmo SkyMed, Spot, etc.). These different data are treated based on a high performance and scalable cluster extracting and combining the information into final indicators for the end users.

The company implements its proper products and services relying on its private infrastructure and is on-the-fly extensible on its partner's secured community clouds. EBRC’s tier IV certified data centres are located next to the SES ground base in Betzdorf. They are open and advanced facilities bringing efficiency and flexibility to our continuous value chain with operational integrations that build strong and deeply integrated projects.


EBRC is specialised in the management of sensitive information. We are therefore under non-disclosure agreements with most of our clients. However, we are allowed to present interesting projects by creating a full value chain with:

The GSE project in Italy is dedicated to support and control production volume in renewable energy with a captured value coming from each wind, solar or hydraulic production point. Digimat allows:• Material engineering: through the micromechanical

modelling approach implemented in Digimat-MF, Digimat-FE and Digimat-MX to predict the nonlinear, anisotropic, rate-dependent behaviour of complex multi-phase composite materials

• Structural engineering: through the coupling of Digimat material models with commercial CAE codes (injection moulding, drapage, structural FEA, etc.) in Digimat-CAE and Digimat-MAP to accurately predict the behaviour of composite structures taking into account the influence of process simulation

Digimat is used to study the thermo-mechanical behaviour of material lab samples and predict the influence of the material microstructure on the product end-performances. GovSat is a public-private joint venture between the Luxembourg Government and SES. The capacity of the GovSat-1 satellite – expected to be launched late 2017 – can be used by Governmental and institutional users for defence and security applications.

The venture is aligned with the ongoing work of the European Commission and Council for the development of next-generation GOVSATCOM capabilities across Europe in three prime areas. Firstly, in delivering coverage, performance, flexibility, security in X-Band and military Ka-band; secondly by addressing governmental and institutional users and, thirdly, through enabling critical SATCOM solutions like Comm-on-the-Move products or remote piloted aircraft systems in both the defense and security segment.

The IPAYMO target customers are providers of FinTech mobile and cloud services applications as well as network access services.


IPAYMO is a spin-off from the ESA Technology Transfer Programme and is currently managed by the Luxembourg-based IMVIO sàrl. Integration into the overall Network Management Facility of an alert handling and messaging module able to transmit alerts concerning the network state to human or machine destinations. This module is based on the AlarmTILT solution, suitably adapted and reviewed to satisfy the quality requirements demanded for Galileo software solutions.

ARCHIVING:

Integration into the overall Network Management Facility of a module able to manage and analyse log files with performance and traffic data. These files are generated by the Network Elements connected to the worldwide Galileo telecom network, and operators must be able to generate statistics, plot graphs and do trend analysis to make sure that the network performs within its required bounds.

MAIA – Feasibility Project for ESAThe Mobile Alert InformAtion system using satellites (MAIA) project was a Feasibility Study of a Satellite-based Alarm System aiming at ensuring alert and information dissemination in case of emergencies / disasters.

MAIN CUSTOMERS

POST Luxembourg serves all segments of the community and all ranges of society from residential to large corporate customers.

MAJOR SPACE PROJECTS• U-2010: FP6 project aiming at defining methods

to establish communication for rescue workers in areas where there is none (remote locations with no network coverage, or where the existing network has been destroyed)

• HNPS Project: set up to develop a heterogeneous network concept for future European Public Safety communications. This will be based on the integration of different networks, including ad hoc deployable systems. The project considered the latest developments in the area of next generation network architectures and network management.

• DG-Trac in collaboration with the European Space Agency and other Luxembourg based partners, a feasibility study of Dangerous Goods Tracking in a specialised domain.

• DG-Trac2 – the above feasibility study received a positive feedback from ESA, the supporting agency, and the project has been continued in a full deployment project that will last three years and will see the project proposal translated into a working business with real customers.

Laser cladding

With our reloading laser technology, we can deposit different types of alloys or materials on mechanical parts to increase their durability, hardness and profitability. Our deposits are realised with a “coaxial” head, allowing fine and/or important deposits, having a connection with the basic material, completed and without constraint.

Laser cutting

Our cut laser applies to different types of materials with complex contours which require a specific treatment, fast and without resistance. This method presents a number of advantages, the main one being the manufacturing without deformation in parts up to 3 mm in thickness. Our laser machines allow obtaining a precision lower than 1/100 mm on very diverse materials such as steels, aluminium, precious metals, ceramic, copper, brass, silicon, etc.

The re-branding in 2015 allowed the now independent company to focus even more on its core competence: adding the environmental dimension to Earth observation in the land domain, respectively “using space data to provide space for the environment” as expressed in the company’s motto.

space4environment believes that Earth observation data is a vital asset in today’s need for timely and relevant information on the state and trends of the environment. CORE BUSINESS

In the space sector, the Environmental Research and Innovation (ERIN) department of the Luxembourg Institute of Science and Technology (LIST) is mainly active in the use of Earth Observation (EO) data for environmental and risk management applications. The focus of the research unit "Remote Sensing and Eco-hydrological Modelling" is geared towards a better use of EO data in operational water resources and ecosystem management tools and to integrate remote sensing data (satellite, airborne and ground) together with global navigation satellite systems for near real-time eco-hydrological and hydraulic modelling. The overall objectives are to (1) improve numerical model-based hydrological and hydraulic predictions of streamflow for improved flood and drought management and to (2) integrate advanced remote sensing technologies and environmental modelling for an improved understanding of plant-soil-water interactions across different spatiotemporal scales.

The results of the research activities find their main applications in flood forecasting and mapping, damage assessment, risk analysis, as well as in water-related ecosystem/agriculture processes (food security, drought stress, precision agriculture, etc.).

These activities are supported by the "e-Science" research unit which is dedicated to handling the data deluge with experts in data analytics, statistics, data visualisation and data management. The activities of the latter unit relate to e.g. spatial data uncertainty analytics, massive data visualisation or filling gaps in time series.

The Materials Research and Technology department (MRT) is one of the three RDI departments of the Luxembourg Institute of Science and Technology (LIST), which results from the merger of the former CRP-Gabriel Lippmann and CRP Henri Tudor. The mission of the MRT is to translate cutting-edge materials research into applicable technology. For this, the department cultivates close relationships and joint projects with both academic and industrial partners, and contributes to Luxembourg's and Europe's innovation agenda in materials research and technology.

A technology line focuses on the development of scientific instruments based on charged particle beams, covering fundamental investigations, instrument development and applications. The targeted fields of application of this instrumentation are nano-imaging and nano-analysis. Research activities cover a large range on the TRL (Technology Readiness Level) scale and going up to very high TRLs.

The MRT department is organised to facilitate cooperation with industrial partners. It offers a large panel of project frameworks and services. Collaborative projects are set up by a dedicated team with scientific and industrial background.

nanostructured materials for industrial applications. Processes enable to precisely tune the composition, structure and architecture of materials in order to meet industry requirements.

Concrete solutions have been achieved in many applications: (reversible) adhesion, joining, thermal management, self-healing, optical coatings, transparent electronics, hard coatings, wear resistance, corrosion resistance, diffusion barriers, super-barriers, (photo-)catalysis, fire retardancy, (super)hydrophobic / hydrophilic coatings, anti-icing, sensoring and adaptive properties, anti-bacteria, anti-counterfeiting, etc.

Development of scientific instrumentsThe research group focuses on the development of scientific instruments based on charged particle beams.

Research projects are performed in direct cooperation with leading international instrument manufacturers and with research groups specialised in the relevant fields.

• Correlative Microscopy: nano-analytics combining high-lateral resolution and high-sensitivity chemical analysis

• Development of high-performance SIMS add-on systems

• Development of high-performance field portable mass spectrometers: typical applications include isotopic measurements in hydrology, measurements in the oil and gas area, tracking of particles in the atmosphere, soil analysis, homeland security and space exploration.

Characterisation and testing of materialsThe range of skills and equipment enables the MRT department to provide analytical services and effective support for quality control, performance monitoring, root cause analysis, product / process RDI, etc. In this context, the MRT department carries out:

• Mechanical testing: choc, tension, compression, shear or bending tests either in static or fatigue mode, under severe temperature conditions (from -180ºC to +1000ºC)

• Artificial accelerated aging: exposition to temperature, humidity and artificial light controlled environments, as well as salt spray atmospheres, with ability to combine aging with performance under mechanical or electrical loads

CORE BUSINESS

The Geophysics Laboratory focuses on climate, sea level variability and geodynamics. The primary goals include obtaining reliable geodetic measurements of environmental change and assessing the influence of human and natural factors in those changes. To do so, the group has developed a patented differential free-fall gradiometer as part of our activities in scientific metrology, advanced high-accuracy Global Navigation Satellite Systems (GNSS) techniques, provided interpretation of time variable gravity from space and improved the modelling of environmental effects on geodetic observations.

PRODUCTS & SERVICES

The gravity instrumentation can be used for metrology. We have the ability to measure the acceleration of gravity to 1-2 microgal (1 microgal = 10-8 m/sec2).

GNSS, for example GPS, can be used to monitor positions of stationary and moving objects with high accuracy on a global scale. We have the ability to apply different GPS processing strategies for absolute and relative positioning, and modelling depending on client requirements to achieve millimetre to centimetre level precision and accuracy.

TECHNICAL MEANS• Absolute Gravimeter: The portable instrument has the ability

to measure the acceleration of gravity to 1-2 microgal (1 microgal = 10-8 m/sec2)

• Relative Gravimeters: The portable Scintrex Relative gravimeter has a precision of about 5 microgal (it is sensitive to height changes of 20 mm)

• Superconducting Gravimeter: Non-portable relative instrument that primarily records changes in gravity due to solid Earth and ocean tides and atmospheric pressure; it is valuable in monitoring short- period changes in gravity

• GNSS Equipment: The GL have a range of state-of-the-art geodetic- grade GNSS receivers which have the ability to observe all current GNSS signals

Galileo: DMGA (Dynamic Modeling of Ground Antennas)

The goal of the DMGA project is to obtain a very accurate and optimised static and dynamic model of large satellite ground antennas including the closed loop full motion control by integrating modern computation tools like CAD, FEM analysis, Multi-body systems and regulation simulation software. The simulation models are validated by measurements on the real antenna on site.

Satellite Control: research is carried out in the area of modelling and advanced control of satellites, especially attitude and orbit control systems, with a special focus on micro satellites.

Space Robotics: modelling, simulation and control of robotic manipulators for spacecraft and satellites. Applications are in the area of space debris removal and on orbit servicing.

Further research is carried out in the area of systems engineering and the improvement of development processes for micro satellites.

CORE BUSINESS

The Interdisciplinary Centre for Security, Reliability and Trust (SnT) launched by the University of Luxembourg (UL) targets research and PhD education in Security, Reliability and Trust. The overall aim of SnT is to become a European centre of excellence and innovation for secure, reliable, and trustworthy ICT (Information and Communication Technologies) systems and services. To create an impact, an interdisciplinary research approach is essential, taking not only technical aspects into account but also addressing business / organisational, human / user, and legal / regulatory issues.

SnT aims to achieve high impact and excellence by collaborating with external partners such as industries, government bodies, institutions, and international actors. Research activities are carried out through interdisciplinary research platforms targeting key areas of strategic importance for the region:

Enterprise Security targeting the financial and banking industry.

Services, Content and e-Government targeting content and service providers, government agencies and media intense industry.

Communication and Network Infrastructure targeting network and infrastructure providers and operators.

The SnT research activities in Satellite Systems include: Applications and Services, Satellite Hybrid Networks, Transmission and Reception Technologies, Legal and Regulatory Challenges.
