Turizm araştırma Dergisi hakemli bir dergidir. Derginin amacı turizm sektörü ve çalışma hayatına ilişkin bilimsel çalışmaların yapılmasına, geliştirilmesine ve paylaşılmasına katkıda bulunmaktadır. Yılda iki kez yayınlanır. Gönderilen yazılar yayın kurulunca bilimsel anlatım ve yazım kuralları yönünden incelenir. Daha sonra uygun bulunan yazılar alanında bilimsel çalışmaları ile tanınmış üç ayrı hakeme gönderilir. Hakemlerin kararları doğrultusunda makaleler yayınlanır, düzeltilmek koşuluyla yayınlanır veya yayınlanması reddedilir. Hakemlerin gizli tutulan raporları dergi arşivlerinde beş yıl süre ile saklanır.

ULUSLARARASI SEYAHATLERİN TARİHİ GELİŞİMİ VE SON SEYAHAT TRENDLERİ DOĞRULTUSUNDA TÜRKİYE’NİN KONUMU

ÖZET İnsanlık tarihi kadar eski olduğu kabul edilen seyahat olgusu, yer değiştirme anlayışından sıyrılarak son birkaç yüzyıldır turizmle birlikte anılır olmuştur. Tarihi çağlar değiştikçe, avlanma, merak, sağlık, din, ticaret, eğlence, boş zaman geçirme gibi birçok farklı nedenle gerçekleşen seyahat eylemlerinin günümüzde yarısına yakını tatil odaklı oluşmaktadır. Kıtalararasında köprü görevini gören Anadolu, tarih boyunca seyahatlerde ana rotalar içinde yer almış ve bu yolla doğan kervansaray, han gibi yapılaşmaları barındırmıştır. Cumhuriyet dönemiyle birlikte turizm ve seyahat adına kimi gelişmeler yaşansa da, Türkiye’nin seyahat pazarındaki yerinin temelleri, planlı kalkınma döneminde, özellikle de teşviklerin ardından 1982 sonrasında atılmıştır. Küresel bazda yaşanan kimi şoklara rağmen turizm ve seyahat; bugün dünyanın en hızlı büyüyen endüstrisi konumundadır. Türkiye’nin ise bu pastadan aldığı pay, her geçen yıl artmaktadır. Uluslararası seyahatlerin tarihi gelişimini ortaya koyarak günümüz seyahat trendlerine göre Türkiye’nin edindiği yerin ortaya konulmasının amaçlandığı, literatür tarama odaklı bu araştırma, teorik çerçevede yapılandırılan nitel bir çalışmanın ürünüdür. Seyahat faaliyetlerindeki tarihi değişimi göz önünde bulundurarak günümüz seyahat trendlerine yer verilen çalışma ile, Türkiye’nin seyahat sektöründeki konumunu söz konusu gelişmelerle ilişkilendirmesi bakımından literatüre katkı sağlanması amaçlanmaktadır. Bu bağlamda araştırmanın ilk bölümünde, tarihsel gelişim perspektifiyle uluslararası seyahatlerin tarih öncesi dönemden günümüze kadar gelişimine yer verilmiştir. Uluslararası seyahatler ve turizmin Türkiye’deki gelişiminin tarandığı ikinci bölümün ardından Türkiye Seyahat ve Turizm sektörünün günümüzdeki konumuna değinilerek son seyahat trendleri doğrultusunda önerilere yer verilmiştir. ABSTRACT
Travel, which’s accepted as old as human history, is eluding from the insight of translocation and calling with tourism in the last few centuries. Today, one half of the travel activities coming true holiday oriented while they’re occured for various reasons during historical ages; like hunting, curiosity, health, religion, trade, leisure.
Anatolia which’s like an intercontinental bridge throughout the history, have taken place in the main traveling routes and thus hosted caravansaries and inns within. Although some improvements’ve actualized in the area of travel&tourism during republic preiod, the foundations of Turkey at the market of travel is laid in the planned development period, especially after the incentives were taken by 1982. Despite some shocks on a global basis, tourism and travel; today is the world 's fastest growing industry while Turkey's share of this pie is growing every year.
While it is the product of a qualitative study of structured theoritical framework; this research, which’s revealing the historical development of international travels, aimed to put forward Turkey’s position according to current travel trends. Considering the historical changes in travel activities, the paper includes latest travel trends and correlating it Turkey’s position in travel sector and with this point of view, it’s thought to contribute to literature. In this context, at the first part of this research international travels from prehistoric times to the present day is handled with the perspective of historical developments. After examining the international travel and tourism development in Turkey in the second part, Turkish Travel and Tourism sector is covered in accordance with the recommendations of the latest travel trends referring to the current position.

1. GİRİŞ Tarihte medeniyetlerin oluşumu ve gelişmesinde önemli unsurlardan olan bilimsel ve coğrafi
keşiflerin ortaya çıkmasında büyük etkisi olan seyahatler günümüzde de, gelişmekte olan ve
kalkınmış ekonomilerin en önemli sektörleri arasında yer alan turizmin temel ayaklarından birini
oluşturmaktadır. Bu bağlamda seyahat olgusunun geçirdiği evreler ve gelişimini sağlayan
unsurlar ile yarattığı sonuçların iyi analiz edilmesi, bu hareketten doğacak avantajların maksimize
edilmesini sağlayacaktır.
Ulusal ve uluslararası literatüre yönelik yapılan araştırmada uluslararası seyahat tarihinin
kapsamlı olarak ele alındığı oldukça az sayıda çalışmaya ulaşılmakla birlikte, bu araştırmanın
uluslararası seyahat tarihi ile Türkiye’de seyahat sektörünün gelişim sürecini bağdaştırması
açısından yenilik arz ettiği düşünülmekte ve araştırmacılara bu alanda bir kaynak oluşturması
amaçlanmaktadır. Bu bağlamda çalışmada ilk olarak seyahat kelimesinin etimolojik kökeninin ve
kavramsal yapısının anlatılmasının ardından, uluslararası seyahatlerin tarihi gelişim sürecine,
tarih çağların başlıkları altında sınıflandırılarak yer verilmiş ve ardından Türkiye’de seyahatlerin
gelişimine Cumhuriyet öncesi ve sonrası dönemler için ayrı ayrı değinilmiştir. Cumhuriyet
sonrası döneme kalkınma planlarının turizm sektörüne ve dolayısıyla seyahatlere katkısının altı
çizilerek değinildiği çalışma; tarihi süreçlerin ardından 21. yüzyılda uluslararası platformda ve
Türkiye’de seyahat ve turizm endüstrisine makro bakış altında yorumlanmış; son seyahat
trendleri doğrultusunda Türkiye’nin içinde bulunduğu konum için öneriler getirilmiştir.
1.1. Seyahat Kavramı
İngilizce’deki karşılığı ‘travel’ olan seyahat kelimesinin kökeni, Latince’de bir işkence
enstrümanı anlamına gelen ‘trepalium’ kelimesinden türeyen ‘travail’e uzanmaktadır (Euben,
2006:18). Tarih öncesi dönemlerde seyahat olgusunun genellikle göçler, avlanma gibi zorunlu
faaliyetlerden dolayı ve güç şartlar altında gerçekleşiyor oluşunun kelimenin etimolojik
kökeninin “travail”e dayandığını düşündürmektedir. Bununla beraber seyahatlerin ilerleyen
çağlarla birlikte gelişen teknoloji, artan gelir seviyeleri, beşeri ihtiyaçların değişimi gibi pek çok
nedenle birlikte bir zevk unsuru ve ihtiyaç haline dönüştüğü görülmektedir.
Günümüzde en genel tanımıyla Birleşmiş Milletler (UN) ve Dünya Turizm Örgütü (UNWTO)
tarafından “yolcuların, her türlü amaç ve süreyle farklı coğrafi konumlar arasında hareket
etmeleri” olarak açıklanan seyahat kavramı (2008:9); turizm ve turiste ilişkin yapılan tanımların
da temelini oluşturmaktadır. Söz konusu tanımların çoğu, seyahatin mesafesine, harcanılan
sürenin uzunluğuna ve seyahatin amacına dayalı olarak yapılmaktadır (Goeldner ve Ritchie,
2006:6).

Turizm olayının tanımlanmasında dinamik bir unsur olarak kabul edilen seyahat eylemlerinin
(Kozak vd., 2008:2) hepsi turizm faaliyeti olarak kabul görmezken; söz konusu seyahatin amacı
ve mesafesi bu noktada belirleyici olabilmektedir. Öyle ki, seyahatler sırasında alınan mesafe
büyüklükleri, turizm sınıflandırma türlerinden birisini oluşturmaktadır. Bu doğrultuda 3000 km
’nin üzerindeki seyahatler için ‘uzak mesafe turizmi’, 1000-3000 km arası için ‘orta mesafe’;
1000 km’nin altındaki seyahatler içinse ‘kısa mesafe turizmi’ gibi kategoriler turizm literatürüne
girmiş durumdadır (Boniface ve Cooper, 2005:13).
Tarih öncesi dönemlere kadar uzanarak insanları devamlı hareket halinde olmaya iten seyahatin,
nedenleri incelendiğinde farklı unsurlarla karşılaşılmaktadır. Tarih çağları değiştikçe din, sağlık,
ticaret gibi seyahat nedenlerine; seyahatlerin niteliği ve sıklığının arttığı 1950’li yıllar ve
sonrasında yenileri eklenmiştir. Teknolojinin gelişimiyle beraber ulaşım araçlarının niteliklerinin
artması, hava, kara, deniz ve demiryollarının gelişmesi, ekonomik refah seviyesinin artışı, sürekli
nüfus artışı gibi unsurlar insanları seyahate iten nedenler arasına girmiştir (Zengin, 2009:49).
Bununla birlikte seyahat nedenlerini 3 ana başlık altında incelemek de mümkündür (Barrows ve
Powers, 2009:420; Rowe vd., 2002:5):
• Boş zaman turizmi (Tatiller, sağlık ve fitness, spor, eğitim, kültür ve din, sosyal
ve manevi faktörler)
• Arkadaş, akraba ziyaretleri ve düğünler
• İş Turizmi (İş toplantıları, sergiler ve ticari fuarlar, konferans ve kongreler,
şirket çalışanlarına verilen teşvik gezileri)
1.2. Tarihsel Gelişim Perspektifiyle Uluslararası Seyahatler İnsanlık tarihi ile başladığı kabul edilen seyahatlerin gelişim evrelerini tarih öncesi dönem, ilk
çağ, orta çağ, yeniçağ ve yakın çağda seyahatler adı altında 5 evrede incelemek mümkündür.

1.2.1. Tarih Öncesi Dönem İnsanlığın varoluşuyla beraber başladığı kabul edilen seyahatler tarih öncesi dönemlere kadar
uzanmaktadır. 1 milyon yıl önce insanların Doğu ve Güney Afrika’dan kuzeye; Orta Doğu ve
Asya yönüne büyük bir göç hareketinde bulundukları bilinmektedir. 350.000 yıl kadar
öncesinde Afrika, Avrupa ve Asya’da yaşayan insanların varlığı bu bölgelere olan hareketleri
kanıtlar niteliktedir. 50.000-30.000 yıl öncesinde ise Güneydoğu Asya ve Kuzeydoğu Asya
içlerinden Avustralya’ya ilerleyen insanlar, 15.000 yıl öncesinde kara köprüsüyle Kuzeydoğu
Asya’dan yeni dünyanın kuzey enlemlerine geçmişlerdir (Goeldner ve Ritchie, 2003:60). Zorlu
coğrafi şartlar, daha güvenilir yerlerde barınma isteği bu dönemde yaşanılabilir yerler bulunması
yönünde zorunluluk içeren seyahat ihtiyaçları doğurmuştur. M.Ö. 30000’li yıllardan
M.Ö.10000’lere kadar uzanan Paleolitik dönemde, seyahat olarak tanımlanabilecek davranışların
yine günlük olarak yaşanan hayatta kalma mücadeleleri ve buna bağlı gerçekleşen hareketler
olduğu söylenebilir. Yeni yerlerin keşifleriyle beraber ateşin bulunması ve çeşitli kaynaklara
ulaşılması insanların yerleşik hayata geçmesine zemin hazırlamış ve bu durum seyahatlerdeki
artışı beraberinde getirmiştir. Yerleşik hayata geçmeye başlayan insanların M.Ö. 10000’lerde
başlayan Neolitik dönemle birlikte tarımsal faaliyetlerde bulunması ise seyahati yaşamların daha
da içine sokmuştur (Bhatia, 2002:3).
Neolitik dönemde taşımacılık alanında farklı buluşlar gerçekleşmiş bu da seyahatlerin şeklinde
önemli değişiklikler sağlamıştır. Antik dönemlerde kısa mesafe seyahatleri yürüyerek ya da binek
hayvanları vasıtasıyla yapılmakta iken; uzak mesafeli yolculuklar olması halinde deniz yolu
kullanılarak gerçekleştirilmiştir. Deniz taşımacılığındaki ilk rotaların Akdeniz’de ve
Mezopotamya ile Mısır nehirleri üzerinde oluştuğu bilinmektedir (Shackley, 2006:7). Gemi
taşımacılığını kimin başlattığı kesin olarak bilinmemekle beraber Mısırlıların bu alanda öncü
olduğunu ve suda yapılan seyahatleri medeniyetlerine çok erken yerleştirdiklerini söylemek
mümkündür. M.Ö. 4000’lerin ilk yarısında Mısır’da papirüs bitkisinin kullanımıyla kano ve sallar
üretilmiş, bu durum Mısırlıların dünyaya açılmasına ve yeni keşifler yapmalarına olanak
sağlamıştır. MÖ.2700’lerde basit salların yerini daha sağlam olan ahşap tekneler, kısa süre sonra
ise fırtınalı denizlerde yol alabilen gemi filoları almıştır (Casson, 1994:22).

1.2.2. İlk Çağ (MÖ 3200-MS 375) İlk çağda Akdeniz bölgesinde yerleşmiş medeniyetler seyahat tarihinde büyük dönüşümler
yaşanmasını sağlamışlardır. Ticaret, alışveriş, dini olgular, festivaller, medikal tedaviler ve eğitim
ilk çağlarda gelişmeye başlamış ve seyahat nedenleri oluşturmuştur (Goeldner ve Ritchie,
2006:45).
Mısırlılarla beraber medeniyete büyük katkılar sağlayan Sümerler’in yaklaşık olarak M.Ö.
3500’li yıllarda tekerlek ve parayı icat etmeleri ile ticareti başlatmaları seyahatin modern
çağlarının başlamasına zemin oluşturmuştur (Goeldner ve Ritchie, 2006:41; Bhatia, 2002:4).
İlk çağa ilişkin gerçekleştirilen önemli seyahat örneklerinden birisi de M.Ö.2000’li yıllarda
Fenikeliler’in bütün Akdeniz’e hakim olacak şekilde deniz ticaretine başlamaları ve bu yolla
Britanya Adaları, Batı Afrika ile Asor Adaları’na seyahat etmeleridir. Yapılan savaşların da
insanları seyahate iten etmenler arasında sayıldığı göz önüne alındığında, tarihin en önemli
hükümdarlarından olan Büyük İskender’in ordusunu Yunanistan’dan Asya içlerine; Afganistan-
Keşmir bölgesindeki Hindi Kuş dağları ve İndus Nehri’ne kadar ilerletmesi de altı çizilmesi
gereken hareketlerdendir (Goeldner ve Ritchie, 2006:60).
Köleler ve diğer insanların çalışarak hür kesim için boş zaman ve tatil (leisure) fırsatı yarattığı bir
kültürün egemen olduğu Antik Yunan Medeniyetinde bu açıdan bakıldığında turizm ve seyahat
için elverişli bir ortam bulunduğu söylenebilmektedir (Page, 2007:30). İlki M.Ö. 776 yılında
Olimpos Dağı’nda Zeus onuruna düzenlenen olimpiyat oyunları; tüm Avrupa ve Orta Doğu’dan
seyircileri çekerek söz konusu dönem ve sonrasında seyahat ve turizm hareketlerinin artışını
sağlamıştır. Olimpiyat oyunları, seyahat ve turizm sektörünün geçtiği basamaklar arasında önemli
bir yere sahip olup; spor organizasyonu olmanın dışına çıkarak ziyaretçilerin ulaşım için önemli
mesafeler katettiği ve çadır kamplarda konakladığı bir turizm faaliyetine dönüşmüştür. Bu açıdan
bakıldığında olimpiyatlar, kısıtlı bir alana çok sayıda misafirin yerleştirilmeye çalışılması ve hatta
organizasyonun her defasında daha da geliştirilebilmesi için devlet desteği alınması ile modern
turizmin başlangıcı olarak kabul edilebilmektedir (Shackley, 2006; Page, 2007).
Yerleşik kentsel yaşamın başlangıcından daha eski tarihlere dayanan ticaret, çağlar boyunca farklı
seyahat yollarının oluşmasını sağlamıştır. Bu rotalar arasında şüphesiz en önemlisi Şekil 1’de
görüleceği üzere, M.Ö. 600’lü yıllarda kullanılmaya başlanan ve Orta Asya’dan Romalılarla
birlikte Avrupa içlerine kadar uzanan İpek Yolu’dur. İpekle başlayıp bölgede üretilen ve ticarete
imkan sağlayacak bütün ürünlerin çağlar boyunca ticaretinin yapıldığı bu hat, seyahat ve turizm

destinasyonlarının gelişiminde de oldukça büyük bir öneme sahip olmuştur. M.Ö. 6.yy’da bir
diğer ticaret yolu olarak kullanılan 1400 mil uzunluğundaki “Kral Yolu”, diğer bir ismiyle “Pers
Kral Yolu”, Manisa sınırları içerisinde bulunan Sardis antik kentinden İran’da yer alan Susa antik
kentine kadar uzanmaktadır. M.Ö. önce 3. Yüzyıla gelindiğinde Çin’de yükselen Han Hanedanı
ile Roma İmparatorluğu arasında kalan bölgede, ticaret yollarını oldukça organize biçimde
bağlaması ile Kral Yolu’nun çok işlevsel bir hale geldiği görülmüştür (Shackley, 2006:8-9).

Bu dönemde, Antik Yunan Medeniyetinin ardından Romalıların seyahat ve turizm faaliyetlerine
katkıları çığır açar nitelikte gerçekleşmiştir. Birçok görüşün aksine gerçek anlamdaki turizm ve
seyahat faaliyetleri, İngiliz aristokratlarının başlattığı Grand Tur’dan çok daha eski tarihlere
dayanmaktadır. Romalılar, yaptıkları müzeler, rehber kitaplar, geceleri içki içen ve gürültü yapan
turistleri ağırlayan deniz kıyısı otelleri, mum ışığıyla akşam yemeği partileri düzenleyen
restoranları, spaları, hediyelik eşya mağazaları, kartpostalları, konser salonları ve daha pek çok
türdeki turistik ürün ve faaliyetleriyle modern turizmin başlangıcını oluşturmuşlardır (Lomine,
2005:69). M.Ö. 150’li yıllarda kimileri halen kullanılmakta olan oldukça başarılı tekniklerle
hazırlanan yol yapımlarına başlamaları oldukça sistematik bir biçimde ilerlemiş, M.S. 117
civarında 50000 mile ulaşmıştır. Sınırları kuzeyde İskoçya ve Almanya’dan güneyde Mısır ve
Akdeniz kıyılarına kadar ilerleyen Roma İmparatorluğu’nda yapılan yollar doğuda Basra Körfezi
ve Irak ile Kuveyt’e kadar uzanmıştır. Bu sayede at üzerinde günde 100 mil civarında yol
almayı başarabilen Romalılar; Akdeniz bölgesindeki ünlü tapınaklara, Mısır’daki piramitlere ve
medikal yönde iyileştirici özelliği bulunan hamamlar ve deniz kıyıları, teatral faaliyetler,
festivaller, olimpiyatlar ve daha bir çok türde eğlence imkanları barındıran Yunanistan ve
Anadolu’ya seyahatler gerçekleştirmişlerdir. İtalya’dan yola çıkarak şimdiki Yunanistan,
Anadolu, Mısır ve Roma’ya dönüşle son bulan seyahat paketi Roma’nın o dönemki
imparatorunun adıyla anılan Agustus Grand Turu olarak bilinmektedir (Lomine, 2005:72). Aynı
dönemde yolların geliştirilmesiyle beraber kolaylaşmaya başlayan ulaşım, zenginlik, boş zaman,
turistik çekicilik ve merakın artması, konaklama talebini de arttırmış turizmin gerçek anlamda ilk
şekillenmesi oluşmaya başlamıştır (Goldner ve Ritchie, 2006:44). Öyle ki destinasyonlar üzerine
bilgi verme amacıyla yazılan ve oldukça eski çağlara değin uzanan seyahat edebiyatı ve turizm
tarihinin önemli örneklerinden birisi; MS. 160-180 yıllarında Pausanias tarafından antik Yunan
Medeniyetindeki destinasyonları tanıtım amacıyla yazılmış rehber kitap olup, Romalılara
dayanmaktadır (Shackley, 2006:2).
İç turizmde oldukça aktif olan Romalılar, yaptıkları kolezyumlarda etkinlikler ve büyük seyirci
kitlelerine sunulan spor faaliyetleri düzenlemişlerdir ki bu durum turizm faaliyetleri için arz
imkanı yaratmıştır. Spa, hamam ve resortlarda dinlenerek ve eğlenerek boş zamanlarını dolduran
orta ve üst sınıf, yılın yaklaşık 200 gününü turizm ve seyahat faaliyetleriyle geçirmiş, bununla
birlikte deniz aşırı yerlerin fethedilmesiyle bu bölgelere iş amaçlı seyahatler gerçekleştirmişlerdir
(Page, 2007:30).

1.2.3. Orta Çağ (375-1453) Roma İmparatorluğunun yıkıldığı M.S. 400’lü yılların ardından başlayan karanlık çağda, renkli
turizm faaliyetlerinin uzun bir dönem boyunca durağanlaştığı ve Avrupa’da seyahatin gelişiminin
oldukça olumsuz yönde etkilendiği bilinmektedir. Zengin ve soylu kesimin yok olması, zevk
amaçlı seyahat eden grupları ortadan kaldırmıştır (Bhatia, 2002:8). Köylüler ve asiller şeklinde
gruplar içeren feodal yönetim ve derebeylik sisteminin hakim olduğu topraklardaki turizm
faaliyetlerinin türlerinde de değişim yaşanmış, soylular ve şövalyelerin katıldığı atlı mızrak
turnuvaları popüler hale gelmiştir. Bu tür faaliyetlerin karanlık çağda dahi konaklama ve seyahat
talepleri doğurduğunu söylemek mümkündür (Page, 2007:31). Buna rağmen, 1100’lü yıllara
gelindiğinde seyahat edebilmek için gerekli olan hizmet, konfor ve güvenlik tamamen ortadan
kalkmış, önceki dönemlerde görülen insanları seyahate yönelten motivasyon kaynakları da yok
olmuştur. Dönemin yeni Roma hükümdarlarının ise kitleler için boş zaman ve seyahat
imkanlarının geliştirilmesi konusunda istekli olmadıkları bilinmektedir (Bhatia, 2002:8).
Karanlık çağın ardından orta çağın ilerleyen dönemlerinde Hıristiyanlığın yükselişi, bu dönemde
Avrupa başta olmak üzere tüm dünyada din temalı yapılan seyahatlerde önemli oranda artışı
beraberinde getirmiştir. Kutsal topraklara yapılan hac ziyaretleri, yollardaki bozulmalar ve
güvenlik sorunları seyahatlerin süresini uzatmış ve konaklama ve yiyecek-içecek işletmelerine
talebi arttırmıştır (Page, 2007:31). Dinin, seyahatlerin önemli bir parçası haline geldiği bu
dönemde, seyahatler genellikle yürüyerek ya da binek hayvanların kullanımıyla
gerçekleştirilirken; zengin yolcular botlar ve at arabalarından faydalanmışlardır (Bhatia, 2002:9).
Ortaçağ döneminden 16.yüzyıl sonlarına kadar tarım toplumunda insanların oldukça durağan bir
hayat sürdükleri, bulundukları bölgenin nadiren dışına çıktıkları bilinmektedir. Endüstri
devriminin yaşanmaya başladığı dönemde dahi elit sınıf arasında seyahatlerin bir zevk haline
gelerek yaygınlaştığı, buna karşın tarımla uğraşan kesimin yaşam tarzında değişiklik olmadığı
görülmüştür (Lickorish ve Jenkins, 1997:10).
Ortaçağ döneminde gerçekleştirilen önemli seyahat faaliyetleri arasında 500’lü yıllarda
Polinezyalılar’ın Sosyete Adaları’ndan Hawai’ye kadar uzanan aralıkta yelkenlilerle 2000 mil’in
üzerinde gerçekleştirdiği yolculuk; deniz ticaretini geliştiren ve bu alanda büyük başarılar
sağlayan Vikingler’in 800-1100 yılları arasında İzlanda, Grönland ve Kuzey Amerika’yı keşifleri;
ünlü Venedikli tüccar ve gezgin Marco Polo’nun 1271-1295 döneminde İran, Tibet, Gobi Çölü,
Burma, Siyam, Java, Sumatra, Hindistan, Sri Lanka, Sibirya Kutup Bölgesi ve diğer yerlere
seyahati; İslam’ın Marco Polo’su olarak anılan İbn-i Batuta’nın 1325-1354 yılları arasında 6 kez
Hac ziyareti yapması ve bunun dışında, Hindistan, Çin, İspanya ve Afrika’yı dolaşması yer

almakta olup; bu dönemde yaşayan insanların dış dünya hakkında bilgilenmelerini ve seyahat
isteklerinin artmasını sağlamışlardır (Goldner ve Ritchie, 2006:60-61, Bhatia, 2002:5-6).
1.2.4. Yeni Çağ (1453-1789) 1350’li yılların ardından Avrupa’dan çıkış yaparak hızla tüm dünyada sosyo-kültürel ve siyasi
dönüşümler yaşatan Rönesans hareketleri Yeni Çağ’da seyahat eğilimlerinde de etkisini
göstermiştir. İtalya’da başlayan Rönesans, bu bölgeyi 1400’lü yılların sonundan itibaren
Avrupa’nın ekonomi, kültür ve sanat merkezi haline getirmiştir. Aynı yıllarda İtalya
topraklarında görülen savaşlar ise, Avrupa’daki turizm faaliyetlerinin canlanmasını etkilememiş
ve Rönesans’ın daha hızlı yayılmasını sağlarken, seyahat tarihi için dönüm noktası kabul
edilebilecek Grand Tur’ların başlamasına zemin oluşturmuştur (Bhatia, 2002:10).
Grand Turlar Seyahat ve turizm tarihinde oldukça önemli bir basamak olarak kabul edilen Grand Tur’lar;
17.yüzyılda başlayıp, 19.yüzyılın başlarına kadar devam eden; başta İngiliz genç, soylu ve zengin
erkeklerin, eğitim, kültür ve zevk edinmek amacıyla, İtalya’nın bazı kesimleri, Fransa, İsviçre ve
hatta Almanya’da belirli rotalar üzerinde 3 yıla kadar uzayan sürelerle yaptıkları gezilerdir
(Towner, 1985; Hitrec, 2002; Page, 2002; Goldner ve Ritchie, 2006). Şekil 2’de, oldukça geniş
bir coğrafyaya yayılan bu gezilerin haritasına yer verilmiştir.

İleride tahta geçmesi düşünülen veliahtların siyasi ve kültürel yönden kendilerini geliştirmeleri
için iyi planlanmış ve çok yönlü bir eğitim programı olarak ortaya çıkan Grand Tur’lara zamanla,
diplomatların, devlet adamlarının ve zengin ailelerin çocukları da katılmıştır. Bu turlara katılan
gençlere gittikleri bölgelerde rehberler eşlik etmiştir, öyle ki Hans Honc 1606-1659 yılları
arasında Roma’nın turistik yerlerini yaklaşık 1300 ziyaretçiye gezdirmiştir. Grand Tur’ların
yarattığı turistik faaliyetlerin bir sektör oluşturduğu ve bu alanda çalışan insanların olduğu
bilinmektedir (Kozak, 2008:28).
Yeni Çağ’da seyahat tarihine ilişkin altı çizilmesi gereken örneklere bakıldığında, 1492-1502
yılları arasında Cristopher Columbus’un Bahama, Küba, Jamaika, Orta Amerika ve Güney
Amerika’nin kuzey kesimlerini keşfi en önemli gelişmeler arasında yer almaktadır. Macellan’ın
1519 yılında İspanya’nın batısından deniz yoluyla ilerleyerek dünyanın çevresini dolaşması,
İngiliz denizci James Cook’un Amerika’nın kuzeydoğusu ile ve Pasifik’te Yeni Kaledonya, Yeni
Zellanda, Avustralya ve Hawaii’yi keşfi bu çağa özgü önemli seyahatlerin başında gelmektedir
(Goldner ve Ritchie, 2006:61).
1.2.5. Yakın Çağ (1789-) Dünya tarihindeki siyasi ve endüstriyel değişimlerin oldukça önemli örneklerini barındıran Yakın
Çağ, günümüzdeki anlamıyla modern turizm ve seyahat faaliyetlerinin de başlangıcını
içermektedir.
Sanayi Devrimi 18. ve 19. Yüzyıllardan itibaren buluşlar ve teknolojik gelişmeler sonucu buharlı makinelerin
sanayide kullanımı ile makineleşen endüstriye geçiş, sanayi devrimini yaşatmış, bu yolla istihdam
büyük ölçüde fabrikalarda gerçekleşmeye başlamıştır. 1750’li yıllardan itibaren Avrupa’da kentsel
yaşama geçişin hızlanması ile birçok insan doğduğu yerin dışına seyahat etmeye başlamıştır. Uzun
çalışma saatlerine rağmen işgücünün serbest zaman aktivitelerinde bulunabilmek için geliri ve
zamanı olmuştur. Yaşam çevresi ve iş yaşamındaki köklü değişimler insanların tutum ve
davranışlarını da değiştirmiş, rekreasyon fiziksel ve duygusal bir ihtiyaç halini almıştır. Endüstri
devriminin gerçekleşmesiyle beraber, o döneme kadar büyük ölçüde zengin sınıfın tekelinde
bulunan seyahat olanakları çok daha ucuzlamış ve halkın geniş kesimine hitap eder hale gelmiştir
(Mason, 2003:13). Öyle ki tarihçiler, kitle turizminin gelişiminin, endüstri devrimiyle birlikte ilk
olarak İngiltere’de, orta sınıfın yükselişi ve ucuz ulaştırma imkanlarının doğuşu ile başladığını
iddia etmektedirler (Theobald, 2005:5).
18.yüzyılla birlikte nüfusun ve refahın atışı ile turizm sektörüne olan talep; boş zaman, para ve

merak (şimdiki deyimiyle tüketici tercihleri) tarafından uyarılarak büyümeye başlamıştır. Buharlı
makinelerin icadı ile buharla çalışan lokomotiflerin seyahatte kullanılmaya başlanması ulaşım
araçlarında önemli gelişmeler doğurmuş, güvenli ve ucuz ulaşımın sağlanması ve yolculuk
süresinin büyük ölçüde kısalması ile seyahat endüstrisi önemli gelişmeler kaydetmiştir (Lickorish
ve Jenkins, 1997:10-11).
İlk Seyahat Acentaları ve Thomas Cook
Ulaşım araçlarındaki gelişmeler sonucu kitlelerin seyahat eğilimlerinin artması ile 1841 yılında
Thomas Cook tarafından başlatılan seyahat acentacılığı, seyahat ve turizmin kurumsal anlamda ilk
ciddi adımı olarak kabul edilmekle birlikte (Türsab, 2010a); aynı tarihlerde demiryollarında
halihazırda geziler düzenlendiği bilinmektedir (Lickorish ve Jenkins, 1997:17). 1822 yılında
İngiltere’de Robert Smart kendini ilk buharlı gemi acentasını kuran kişi olarak tanıtmış, Bristol
kanallarıyla limanlara, İrlanda’ya yolcular taşımıştır. 1814-1898 yılları arasında faaliyette bulunan
Thomas Bennett’in ise, bireysel inclusive seyahatler konusunda ilk uzman olduğu
düşünülmektedir (Goldner ve Ritchie, 2006:55). Bu dönemde tanınmayı başaran bir diğer
girişimci ise denizaşırı yolculuklar ve özellikle İsviçre’ye kayak turları düzenleyen Henry
Lunn’dır (Page, 2007:41).
Asıl mesleği marangoz ve din adamlığı olan Thomas Cook, İngiltere halkının sosyo-kültürel
problemlerinin büyük ölçüde alkole dayandığını, daha az içki tüketimi ve daha iyi eğitimle bu
sorunun önemli oranda çözüleceğini düşünmüştür. Cook bunun üzerine alkol karşıtı destekçileri
Loughborough’daki bir toplantıya götürmek üzere ilk paket turu organize ederek, 1841 yılında,
İngiltere’de bulunan Leicester’den Loughborough’a 12 mil mesafede olan özel bir gezi
düzenlemiştir. 500 civarında yolcuyu taşıyan trende yolcu başına 1 şilin ücret alınmıştır (Thomas
Cook, 2010a). Bu trenin, resmi olarak reklamı yapılan ilk gezi treni olduğu kabul edilmektedir.
Böylelikle Cook, hukuki olarak demiryolu gezileri düzenleyen ilk acente olarak tanınmış ve tüm
dünyada benzer oluşumların yaşanmasına önderlik etmiştir. Cook’un hızla büyüyen şirketi,
refakatli turları geliştirerek Avrupa kıtasına, Amerika’ya ve ardından tüm dünyaya yayılmıştır
(Goldner ve Ritchie, 2006:55). Otelcilerle de iyi ilişkiler içinde bulunan Cook, 1870’li yıllarda,
taşıdığı yolcuların konakladıkları otellerde para yerine kullanabilmeleri için otel kuponları ve
seyahat çekleri oluşturarak bir ilki daha başlatmıştır (Thomas Cook, 2010a). Birinci Dünya Savaşı
ile büyük zararlar yaşayan ve kapanan birçok acentenin aksine, kriz ortamından sıyrılmayı başaran
Cook (Page ve Durie, 2009:348), bugün 31000 kişiye istihdam yaratmaktadır.

Sektördeki 169. dolduran şirket halen dünyanın en büyük tur operatörlerinden biri olarak yoluna
devam etmektedir (Thomas Cook, 2010b).
Savaş Dönemleri
Dünya siyasi yapısındaki önemli değişimler, 1914-1918 yılları arasında yaşanan 1. Dünya Savaşı,
1939-1945 yılları arasında da 2. Dünya Savaşı ile etkilerini göstermiştir.
Dünya Savaşı, uluslararası turizm hareketlerini kısa vadede oldukça olumsuz etkileyerek durma
noktasına getirirken (Page ve Durie,2009; Page,2007); savaşın etkisiyle teknolojide yaşanan
büyük değişimler sayesinde uzun vadede karayolu taşımacılığını geliştirmiş; bu durum, seyahat ve
turizm endüstrisinde son derece olumlu etkiler meydana getirmiştir. Savaş yıllarında başlayan
motorlu araçlar dönemi, 1920 yılında 200.000 olan motorlu araç sahiplerinin sayısını, 1939 yılına
gelindiğinde 2 milyona ulaştırmıştır (Page, 2007:50). Bununla birlikte yeni trendler oluşmaya
başlamış, sosyal turizm; kamp ve karavanlar, gençlik yurtları, motorlu araçlarla ucuz ulaştırma ve
turlar ile kendini göstermiş, yurtdışına yapılan turlarda ise önemli oranda artış görülmüştür. Tüm
bu ilerlemeler ise tarihte görülen en büyük ekonomik kriz kabul edilen 1929 Büyük Buhranı’yla
sekteye uğramıştır (Lickorish ve Jenkins, 1997:12).
Savaşın ardındaki dönemde refahın artmasıyla toparlanan turizm endüstrisinin gelişmesi 1929
krizi ile aniden kesilmiş, yeniden ilerleyiş ise 2.Dünya Savaşı’nın ardından gerçekleşmiştir ki bu
savaşın sonrasındaki yıllar turizmde kalkış evresi olarak adlandırılmaktadır. Turizmin gelişerek
endüstri halini almaya başlamasının, kalkış evresiyle beraber olduğu kabul görmektedir (Ritchie
ve Crouch, 2005:32). İkinci dünya savaşının ardından ticari hava endüstrisinin gelişmesi ve
savaşta kullanım fazlası askeri uçakların sivil yolcu taşımacılığına aktarılması ile başlayan
havayolu taşımacılığı uluslararası turizmin hızla gelişmesine imkan sağlamıştır (Theobald,
2005:5, Page, 2007). İkinci endüstri devrimi olarak da anılan savaş sonrası dönem, yoğun
biçimde teknolojik gelişmelere sahne olurken, bu durum zenginleşmeye ve kullanılabilir gelirin
artmasına yol açmış, yaşam tarzı ve davranışları değiştirmiştir (Lickorish ve Jenkins, 1997).
Mason, 1990 yılında yaptığı yayınında, 19. ve 20. yüzyılın erken dönemlerinden itibaren turizm
sektörünün gelişimini 5 ana nedene bağlamıştır (Mason, 2003:13):
• Endüstri devrimiyle beraber üretimin artışı ve yaşam standartlarının yükselmesi
• Ulaşım teknolojilerindeki gelişmelerle birlikte ucuzlayan seyahat araçlarına erişimin
kolaylaşması (19. yüzyılla beraber demir ve deniz yollarının; 20. yüzyılla beraber arabalar
ve hava taşıtlarının kullanılmaya başlanması)

• 19. Yüzyılın sonlarına doğru yıllık izinlerden doğan tatil anlayışının oluşması
• Çevreye olan algının değişmesi, çekiciliklerin gelişmesi
• Eğitimdeki ilerlemeler ve dünya savaşlarının sonucunda, farklı bölgelere olan merakın,
denizaşırı iş seyahatlerinin ve genel olarak seyahat isteklerinin artması
Maaşlar ve ücretlerdeki yükselişler, izin sürelerindeki artış, motorlu araç sahiplerinin sayısının
artması, yolcuların turlarını güvenli ortamlar sayesinde bağımsız olarak organize edebilmeleri,
1950’lerden itibaren hava ve karayolu ağlarının büyük atılımlarla gelişmesi, özelikle jet
taşımacılığının ilerlemesi, tur operatörleri tarafından yeni ürünler ve satış tekniklerinin
geliştirilmesi, internetin yayılması ile bilgiye ulaşımın kolaylaşması, konaklamada yeni formların
ortaya çıkması gibi nedenlerle uluslararası turizm 20.yüzyılın ilerleyen dönemlerinde de büyük
bir hızla ilerleme kaydetmiştir (Mason, 2003:14; Page, 2007:53).
Yakın Çağ’a ilişkin basamak kabul edilebilecek seyahat örneklerinden en önemlisi ise şüphesiz
1969 yılında Amerikalı astronotlar Neil Armstrong, Edwin Aldrin Jr. ve Michael Collins’in
Ay’a gerçekleştirdikleri yolculuktur ki bu durum yakın çağda teknolojik gelişmelerin seyahat
üzerindeki etkisini vurgular niteliktedir (Goldner ve Ritchie, 2006:61). 2001 yılına gelindiğinde
Dennis Tito, uzaya seyahat eden ilk turist olarak seyahat tarihine geçmiştir (Randolph, 2003:5).
1.3. Türkiye’de Turizm Sektörü ve Seyahatlerin Gelişim Süreci Bulunduğu coğrafi konum sayesinde insanlık tarihi boyunca önemli medeniyetlere ev sahipliği
yapan Anadolu, önemli ulaşım ağlarının da geçiş noktasını oluşturması açısından seyahat
tarihinde adından sıklıkla söz ettirmiştir.
1.3.1. Cumhuriyet Dönemi Öncesi İlk ve orta çağlarda sahip olduğu termal kaynaklar ve dini merkezler ile çok sayıda ziyaretçi
ağırlayan Anadolu toprakları, giderek artan yolcu trafiğini kolaylaştırmak ve cazip hale
getirebilmek için Selçuklu devleti zamanında han ve kervansaraylarla zenginleştirilmiştir
(Avcıkurt vd, 2009:4). Önemli duraklar üzerine kurulan kervansaraylarda, konaklayan yolculara
üç gün boyunca ücretsiz yemek verilmesi ve hayvanlarının bakımları dahil olmak üzere her türlü
ihtiyaçlarının karşılanması seyahatleri oldukça kolaylaştırmıştır. Güzergahların güvenliğinin
devlet tarafından sağlandığı Anadolu Selçuklu döneminde, tacirlerin uğradığı zararlar sigorta
benzeri bir sistemle devlet tarafından karşılanmakta olup, bu durum ticaretin, dolayısıyla bu yolla
genişleyen seyahat hareketlerinin de giderek artmasını sağlamıştır (Kozak, 2008:29).

Osmanlı tarihi boyunca seyahatin en önemli örneklerinden biri de şüphesiz hac yolculukları
olarak gerçekleşmiştir. Birisi Kahire, diğeri de İstanbul merkezli iki ayrı hac rotasının takip
edildiği topraklarda; Kahire merkezli hac kervanları Kahire-Kızıldeniz arasını çölden geçtikten
sonra deniz yoluyla Arap Yarımadası’na ulaşmakta; İstanbul merkezli kervanlar ise İstanbul-
Eskişehir-Konya- Toroslar-Adana-Şam-Mekke hattında seyahat etmekteydi. Hac kervanlarına
katılan yolcu sayısı, Osmanlı arşivlerinde net olarak bulunmamakla birlikte; değişik kaynaklar
yoluyla 17000 ile 80000 arasında değişen farklı sayılara ulaşılmaktadır (Kozak, 2008:34).
Osmanlı İmparatorluğu döneminde de Anadolu’da farklı büyüklükte seyahatler gerçekleşmekle
birlikte, modern anlamda seyahat ve turizmle ilgili hareketlerin ilkinin Sultan Mahmut zamanında
buharlı gemilerin alımı ve yapımına başlanması ile olduğu söylenebilir. Bununla beraber, modern
anlamda ilk iç turizm ve seyahat hareketinin ise Sultan Abdülaziz döneminde gerçekleştiği
bilinmektedir. Seyahat imkanlarının kolaylaşması ile Avrupa gezisine çıkan hükümdarın batılı
devletlerdeki fuarları gezip etkilenmesi sonucu, 1863 yılında Sultanahmet Meydanı’nda Sergi-i
Umumi-i Osmani adı ile Osmanlı’nın ilk uluslararası fuarı kurulmuştur (Türsab, 2010a). Fuarı
ziyaret amacıyla Avusturya başta olmak üzere çeşitli ülkelerden turistlerin İstanbul’a gelmesiyle
birlikte, farklı yerleri görmek amacıyla seyahat edilebildiğinin farkına varan İstanbul’un elit
kesimi Avrupa gezilerine katılmaya başlamıştır (Atay ve Yıldırım, 2009:122).
1883-1977 yılları arasında Paris-İstanbul hattında demiryolu seferi yapan Wagon-Li firmasına ait
Orient Express treni, uzun yıllar Osmanlılara Avrupa’ya raylı sistem yoluyla seyahat ettirmiştir.
1895 yılından itibaren ise İstanbul’a gelen yolcular, şirketin satın aldığı Pera Palas Oteli’nde
konaklama imkanı bulmuştur. Şark Ekspresi adıyla da bilinen tren, 1. Dünya Savaşı ile sekteye
uğrayan seferlerine hava taşımacılığının gelişmesi ile 1977 yılında DDY’ye devredilerek
Türkiye’den ayrılmıştır (Atay ve Yıldırım, 2009:122).
1.3.2. Cumhuriyet Dönemi Türkiye turizm endüstrisinin gelişimine bağlı olarak değişen seyahat çizgisini; ekonomik yapının
şekillendiği kalkınma planlarının uygulandığı dönemler ve öncesindeki dönem olarak iki ayrı
başlık altında incelemek fayda sağlayacaktır.
1.3.2.1. Planlı Kalkınma Dönemi Öncesi (1923-1962) Yeni kurulan bir ülke olması dolayısıyla iç ve dış pek çok sorunla karşılaşan Türkiye
Cumhuriyeti’nde, kurulduğu ilk yıllarda turizm alanında önemli hareketler görülmemekle
birlikte, planlı kalkınma dönemi öncesinde, gelecek yıllarda sektörün gelişimine etki edebilecek
bazı kuruluşların temeli atılmıştır.

Cumhuriyetin kuruluşuna oldukça yakın günlerde, 18 Ekim 1923’te kurulan Milli Türk Seyahat
Acentalığı Ziya ve Şürekası (NATTA); turizm ve seyahat acentacılığı alanında adı geçen
kurumlardan ilki olarak kabul edilmekte ve bilet satışlarıyla birlikte otomobil kiralama, broşür
basma, rehber sağlama, iç ve dış seyahatler düzenleme gibi faaliyetlerde bulunarak seyahatlerin
gerçekleşmesine fırsat sağlamakta idi (Türsab, 2010a). Atatürk’ün yabancı rehberler ve
kuruluşlarca Türkiye’nin yurtdışında kötü bir imaj oluşturulmasının önüne geçebilmek için 1923
yılında kurduğu Türk Seyyahin Cemiyeti ise, 1930 yılında Türkiye Turing ve Otomobil Kurumu
adını alarak son derece başarılı rehber ve tercümanlar yetiştirmiş, Türkiye’nin ilk tanıtım afişleri,
yol haritaları, otel rehberleri ve broşürlerinin hazırlanması gibi ilklere imza atarken ülke imajının
düzelmesi ve seyahatlerin artmasında önemli rol oynamıştır (Kaya, 2009).
1924 yılında Türkiye’nin ilk yataklı vagonunun hizmete girmesini, 1925 yılında daha sonra Türk
Hava Yolları İşletme İdaresi adını alacak olan Türkiye Teyyare Cemiyeti’nin kurulması takip
etmiştir. THY’nin temellerini atan cemiyetin kuruluş yılının dünyadaki diğer havayolu
firmalarıyla aynı döneme denk gelmesi ise altı çizilmesi gereken bir noktadır. 1930’lara
gelindiğinde Türkiye’ye gelen turist sayısının 50000’leri bulması ile turizm devlet bünyesinde ele
alınmış, aynı yıl, Dahiliye Vekaleti Emniyeti Umumiye Müdüriyeti bünyesinde turizm işleriyle
sorumlu bir şube kurulmuştur. Turizmle ilgilenen ayrı bir ofisin kurulması ise 1934 yılında ilk kez
İktisat Bakanlığı’nın Dış Ticaret Dairesi’ne bağlı TÜRK OFİS adında kurulan büro ile
gerçekleşmiştir. 1937 yılında Iktisat Bakanlığı içinde bir Turizm Müdürlüğü kurulurken,
kurumlarıyla yavaş yavaş gelişmeye başlayan Türkiye turizmi için 1938 yılında Türk Ofis’in
Neşriyat ve Propaganda servisi içinde bir Turizm Masası oluşturulmuştur (Türsab, 2010a).
İzmir fuarından dolayı DDY’nin düzenlediği seferlerde indirimli bilet tarifesi uygulaması ve
seyahatlerde bu yolla görülen artış, cumhuriyet Türkiye’sinin yurtiçi turizm faaliyetlerinin de
başlangıcı kabul edilmektedir. 1939 yılında Turizm Müdürlüğü, Ticaret Bakanlığına bağlı Turizm
Dairesi’ne dönüştürülmüştür. Diğer yandan turizmin devlet bakanlıkları içindeki yerinin tam
olarak belirlenemediği bu dönemde, sektörün ülke ekonomisine katkısının daha iyi
değerlendirilmesi ve gelişmelerin bütün devlet birimleri tarafından izlenebilmesi için
Bakanlıklararası Turizm Komisyonu kurulmuştur. 1940 başlangıcında turizm dairesi, Mutbuat
Umum Müdürlüğü’ne 1943 yılında da Basın ve Yayın Genel Müdürlüğü’ne bağlanırken; 1949
yılındaki hükümet programı çerçevesinde Basın ve Yayın Genel Müdürlüğü Basın-Yayın ve
Turizm Genel Müdürlüğüne dönüştürülmüş ve turizm işleri bu müdürlük içindeki Turizm
Dairesine bırakılmıştır (Türsab, 2010a).
1950’li yıllardan itibaren devlet desteğinin azaldığı sektörde özel yatırımlar için teşvikler verilmiş

ve bu doğrultuda farklı kurumlar oluşturulmuştur. Turizmin iktisadi önemi üzerinde daha çok
durulan 50’lerde, özellikle ulaştırma alanında yapılan yatırımlar arttırılmıştır (Ünlüönen ve
Kılıçlar, 2004:3). Bu yıllarda ivme kazanan Türkiye turizm ve seyahat sektöründe 1950’lerde 100
dolayında acenta bulunmaktadır. 1950’lerin sonlarında giderek canlanan sektörde sayıları artan
acentalar, Türkiye Seyahat Acentaları Cemiyeti (TÜSTAC) adı altında toplanmaya
başlamıştır.1954’de kurulan Türkiye Turizm Bankası sermayesini 1960 yılında TC. Turizm
Bankası AŞ’ye devretmiş ve bu banka 2 yıl sonra faaliyetlerine başlayabilmiştir (Türsab, 2010a).
1960 yılında Türkiye’de yaşanan 27 Mayıs İhtilali, seyahatlerin önünü keserek iç ve dış turizm
hareketlerini durma noktasına getirmiş, yapılan yatırımların sekteye uğramasına, kredilerin ve
yapılacak projelerin belirli bir dönem boyunca iptaline neden olmuştur (Ünlüönen ve Kılıçlar,
2004:3).
1.3.2.2. Planlı Kalkınma Dönemi (1963-) 1963 yılından itibaren 5 yıllık kalkınma planlarını uygulamaya koyan Türkiye’de, turizm
sektörünün geliştirilebilmesi için daha ciddi örgütlenmelere gidildiği görülmektedir. 1963 yılında
ilk defa bakanlık bünyesinde örgütlenen turizm sektörü Turizm ve Tanıtma
Bakanlığı’nın
kurulmasının ardından daha da kurumsallaşmış, söz konusu bakanlık 1983 yılına gelindiğinde
Kültür Bakanlığı ile birleşerek T.C. Kültür ve Turizm Bakanlığı, 1989 yılında TC. Turizm
Bakanlığı, 2003 yılında ise tekrar T.C. Kültür ve Turizm Bakanlığı adını almıştır (Kaya,
2009:209).
Kalkınma planlarının uygulamaya koyulması ile birlikte, sektörde hızlı gelişmeler görülmüş;
birinci beş yıllık kalkınma planının ilk yılı olan 1963’te gelirlerden daha fazla olan turizm
giderleri, iki yıl gibi kısa bir sürede gelirlerin altına düşürülmüştür (DPT, 1963). Tablo 1’de
görüleceği üzere bu dönemde 198 bin olarak belirlenen yabancı ziyaretçi sayısının 2013 yılına
gelindiğinde 34 milyonu aşarak yaklaşık 180 kat büyüdüğü görülmektedir (TÜİK, 2014).
Kalkınma planları incelendiğinde (DPT, 2010) Türkiye’de seyahat ve turizm sektörünün
geliştirilebilmesi için yapılan yatırımların giderek arttığı ve detaylandığı görülmektedir. Birinci
kalkınma planı döneminde karayolu ulaştırmasının turizm için önemine değinilerek
karayollarının geliştirilmesinin önemi üzerinde durulmakta olduğu ve tarihi hac yolunun
tamamlanması gerekliliğine değinildiği görülmektedir.

Üçüncü plan döneminde ise konaklama tesis kapasitesi ve niteliklerinin arttırılması hedeflenirken;
başta Avrupa olmak üzere dünyada havayolu ulaşımının giderek ağırlık kazandığı, bu doğrultuda
Türkiye’de de havayolu ulaştırmacılığının geliştirilmesi öncelikli turizm planları arasında yerini
almıştır. Bu dönem sonunda Türkiye’ye gelen yabancı turist sayısının %14,3 artışla 1,7 milyon
kişiye ulaşarak dünya ortalamasının üzerinde gerçekleştiği, buna karşın hedefin yakalanamadığı
vurgulanırken; yurtdışına çıkan vatandaş sayısının hedefi aşarak 1977’de 1,5 milyon kişiye
vardığından bahsedilmiştir (DPT, 2010).
Ulaştırma hizmetleri ve seyahatlerin geliştirilmesi bazında bakıldığında, charter taşımacılığının
geliştirilmesi ve yerli seyahat acentalarının tur operatörlüğünün teşvik edileceğinin vurgulandığı
altıncı kalkınma planı dikkat çekmektedir. Aynı planda Türkiye’nin kitle turizminin yanında
alternatif turizm çeşitlerinin ortaya çıkarılmasının hedeflendiği ve seyahatlerin arttırılabilmesi
için Türkiye’deki turizm türlerinin çeşitlendirilmeye çalışıldığı görülmektedir.
Yerli seyahat acentalarına yapılacak teşviklerin sürdürüleceğinin belirtildiği yedinci kalkınma
planında tanıtım ve pazarlamaya ağırlık verileceği vurgulanmaktadır.
Sekizinci ve dokuzuncu planlarda artan talebi karşılayabilmek için havayolu taşımacılığının
kapasitesinin arttırılması turizm odaklı öncelikli ulaştırma hedefleri arasında yer almıştır.
Dokuzuncu kalkınma planı sonunda Türkiye turizm gelirleri Tablo 1’de görüldüğü üzere 32
milyar doları aşmış, yabancı ziyaretçi sayısı 35 milyon seviyesine ulaşmıştır (TÜİK, 2014).

Akdeniz bölgesindeki diğer destinasyonlarla karşılaştırıldığında Türkiye’de uluslararası turizm
sektörünün gelişimi daha geç başlamış; buna karşın oldukça kısa zamanda çok büyük ölçüde
ilerleme kaydedilmiştir. Bu ilerleyişteki en büyük rol, tur operatörlerinin hava yolu ulaşımıyla
düzenledikleri paket turların başarısında yatmaktadır. Operatörler, Türkiye’yi Akdeniz’in en iyi
satılan destinasyonu yapmayı başarmışlardır (Cavlek, 2002:485).
1.4. 21. Yüzyılda Uluslararası Seyahatler ve Türkiye Dünya Turizm Örgütü tarafından yayınlanan raporlara göre, Avrupa ve Amerika gibi geleneksel
olanların dışında yeni destinasyonların belirdiği turizm sektörü, son 60 yılda büyük oranda
gelişerek dünyanın en hızlı büyüyen sektörleri arasına girmiştir. Buna göre; 1950’li yıllarda 25
milyon seviyesindeki uluslararası turist sayısı 2014 yılında 1.138 milyara ulaşmış olup,
2030’larda bu sayının 1.8 milyara yükseleceği öngörülmektedir (UNWTO, 2014; UNWTO,
2015).
Dünya genelinde gerçekleştirilen uluslararası seyahatlerde turistler 4/5 oranında kendi
bölgelerinde yer alan ülkelere ziyarette bulunmaktadırlar. Tablo 2’de verildiği üzere, uluslararası
seyahatlerde en önemli turist kaynağı ise hala %50’nin üzerindeki payıyla Avrupa
destinasyonudur (UNWTO, 2014).

Özellikle endüstrileşmiş toplumlarca gerçekleştirilen seyahatlerde ulaşım paradigmalarının
değişmeye başlaması ise göze çarpan ve altı çizilmesi gereken bir diğer konudur (Kroesen &
Handy, 2015 ve Kamga, 2014). ABD’de yapılan bir araştırmada; çevre duyarlı yaklaşımlar, petrol
fiyatlarındaki yaşanan artışlar, vs.’den dolayı uçak ve arabaların yerini farklı hareket kabiliyetleri
getiren ve sürdürülebilir çevre yaklaşımını destekleyen hızlı trenler ve diğer raylı sistem araçları,
bisiklet gibi farklı seçeneklere bırakmaya başladığı görülmektedir (Kamga, 2014).
Futurist yaklaşıma sahip yayınları ile bilinen Yeoman vd. (2012), “2050-Tomorrow’s Tourism”
adlı kitabında önümüzdeki yıllarda turizmin ve seyahat tercihlerinin servet, teknoloji ve doğal
kaynaklar üçlüsüne göre belirleneceğini vurgulamaktadırlar. Bir başka eserinde Yeoman (2008);
yeni deneyimler, yeni destinasyonlar, lüks, kültür ve otantikliği küresel turizmde önümüzdeki
yıllarda görülecek trendler arasına yerleştirmektedir.
1980’li yıllardan itibaren bilişim ve iletişim bilimlerindeki hızlı ilerleyişin turizm sektörünü
küresel bazda etki altına aldığı görülmektedir (Buhalis&Law, 2008). Bilişim teknolojilerindeki
söz konusu atakların turizm arz ve talep yöntemlerinde önemli değişikliklere yol açtığı görülüyor
olsa da; tele/video konferans, cep telefonları, internet gibi teknolojik gelişmelerin iş
seyahatlerinde bir azalma meydana getirmeyişi dikkat çekmektedir UNWTO, 2007).
Dünya Ekonomik Forumu (WEF) tarafından her yıl yayınlanan Seyahat ve Turizm Rekabet
Raporu’nda Türkiye küresel bazda yapılan rekabet edebilirlik sıralamasında 46. olarak yer
almıştır (WEF, 2013). Raporda Türkiye’nin en güçlü olduğu alanlar; 20 tanesi dünya kültür
mirası listesine
girmiş olan zengin kültürel kaynakları, çok sayıda düzenlenen fuar ve sergiler ve güçlü yaratıcı
endüstrileri olarak gösterilmektedir. Ülkenin havayolu taşımacılığına yönelik altyapısı ve genel
turizm altyapısının da 2011’e kıyasla geliştirdiği vurgulanmaktadır. Buna karşın, asayiş ve
güvenlik konusundaki kaygı verici ortam, karayolu taşımacılığı altyapısındaki (özellikle
demiryolu ve bağlantı noktaları) yetersizlikler ve bilişim ve iletişim teknolojilerindeki eksiklikler
özellikle turizm alanında hızla gelişmekte olan bir destinasyon için tatmin edici
bulunmamaktadır. Tüm bunlara karşın; raporda Türkiye’nin son yıllarda gelen ziyaretçi sayısında
önemli artış yaşadığı da vurgulanmaktadır.

SONUÇ İnsanın ilk var oluşundan itibaren başladığı bilinen seyahat olgusu, tarihin ilerleyen dönemleriyle
birlikte nedenleri, nitelik ve niceliklerinde önemli değişimler geçirmiştir. İşkence ile aynı
kökenden türeyen seyahat faaliyetleri, teknolojideki gelişmeler sayesinde günümüzde bu
anlamdan sıyrılarak zevkli bir süreç ve deneyim haline gelmiştir.
Büyük göçler ve avlanma vs. gibi nedenlerle yaşam mücadeleleri merkezinde yapılan tarih öncesi
seyahatler, ilk çağla birlikte keşif, olimpiyat oyunları, sağlık ve zevk edinme amaçlı
gerçekleştirilmeye başlamış, bununla birlikte ulaşım araçlarının yetersizliği ve niteliksizliği
seyahatleri zorlu eylemler olma dışına çıkaramamıştır. Orta Çağ ile birlikte ilerleyen keşifler
artmış, dünya turları yapan seyyahlar ortaya çıkmıştır. Buna rağmen tüm dünyayı saran din
konsepti ile zevk ve boş zamanları geçirmek adına yapılan seyahatler yerini hac ziyaretleri ve
savaşlara bırakmıştır. Yeniçağ ile değişen dünya sosyo-kültürel ve siyasi yapısı, rönesansla
sonuçlanmış; bu durum özellikle Avrupa destinasyonunda seyahatleri arttırarak turizm odaklı
anlayışın daha da yerleşmesini sağlamıştır. Sanayi devriminin gelmesiyle buharlı makinelerin
icadı, turizm sektörüne ulaştırma araçlarında toplu taşımayı getirmiş, kitle turizminin ilk örnekleri
bu dönemde görülmeye başlamıştır. Aynı dönemde dünya savaşları ve büyük buhran dönemi
turizm hareketlerini kısa vadede durma noktasına getirirken, savaş dönemleriyle birlikte gelişen
motorlu araçlar ve havayolu taşımacılığı turizm sektörünün bugünkü seviyelerine gelmesinde
dönüm noktaları olmuştur. Halen büyük oranda havayolu taşımacılığının tercih edildiği
uluslararası seyahat faaliyetleri, günümüzde etimolojik kökeni olan işkence kelimesinden
sıyrılarak bir zevk aracı haline gelmeyi başarmıştır.
Farklı türde krizlerin etkisiyle zaman zaman tüm dünyada seyahat ve turizm hareketlerinde
durgunluklar yaşanmasına rağmen, bugün turizm dünyanın en hızlı gelişen ve en büyük sektörü
durumundadır. Özellikle 1980’li yılların ardından uygulanan teşviklerle turist varışlarında artan
ivmeyle ilerleme kaydeden Türkiye ise sektörden aldığı payı hızla arttırmaktadır. Turizm ve
seyahat sektörüne ilişkin başarılarını sürdürülebilir kılabilmek adına, havayolu taşımacılığına
altyapısında gelişmeler kaydeden Türkiye’nin, özellikle demiryolu taşımacılığı ve bilişim/iletişim
teknolojilerine ilişkin olan altyapısını ise güçlendirmesi beklenmektedir.

Specifying the Relationship Among Perceived Service Quality, Customer Loyalty and
Customer Value of the Halal Hotels in High Season

SUMMARY
The importance of Halal products and services increases day by day with the developments in world
economy and affects the whole products and services; this movement is effective on tourism sector,
too. Today, hotels try to develop Halal services’ process alongside their current services, to meet
their customers’ needs who demand Halal products and services to create customer loyalty.
In this study, it is tried to figure out the relationship among perceived service quality, customer
loyalty and customer value of the Halal hotels in high season. For finding out this relationship a
survey is conducted to Halal hotel customers.

INTRODUCTION
Tourism sector is one of the most rapidly growing sectors in service industry. It can be said that –
and it is not an exaggeration – every single day a new type of service or a service process occur in
tourism sector. The reason for this situation is, the main factor of the tourism industry is human
beings, and as it is known, the wants and the needs of human beings are endless.
Since last decade, it is obvious that, there is a particular importance on Islamic products and services. Hotels, as they are the backbone of tourism sector, give more importance to Islamic services for responding the needs and wants of their customers who demand for Islamic services as a result of Halal revolution. For satisfying Islamic customers’ wants and needs, hotels form new type of services and service processes. At this point it is important to say that, although the types of the services and service processes; these are still “services” and “service processes”. In other words, every single step for other services is valid for Islamic services. Therefore, the aim of this study is to find out if there is a relationship among perceived service quality, customer loyalty and customer value in Halal hotels, as the standard hotels. On the light of this aim, a research is conducted to Halal hotel customers and it is tried to figure out whether there is relationship among these three variables. In this paper, firstly a brief literature review will be made for explaining the three variables of the research; service quality, customer loyalty and customer value. After this brief literature review the research conducted for this paper will be explained in detail.
LITERATURE
Service Quality
The description of service quality varies according to the party who define this concept. But, it is
obvious that, when the description of service quality is made by customers, it becomes a more real
description. As it is known, standardization in goods is easier than standardization in services.
Because, describing a standard production process, identifying standard machines, equipment or
standard raw material is possible. On the other hand, when it is considered the main element of
service is human being, standardization in services is a really hard thing. So, although
standardization in services is a hard matter, service business try to constitute quality in services and
try to make service quality sustainable. During these efforts, service business should know these
three underlying themes (Parasuraman, Zeithaml and Berry, 1985:41):

• Service quality is more difficult for the customer to evaluate than goods quality.
• Service quality perceptions result from a comparison of consumer expectations with actual
service performance.
• Quality evaluations are not made solely on the outcome of a service; they also involve
evaluations of the process of service delivery.
As it can be seen from the above determinations, forming service quality and measuring it is a hard
manner. Although its hardness, all service businesses are trying to form quality in their services and
try to measure service quality and improve the quality of their services. Because service quality is a
very important concept for businesses that are in service industry. Service quality is important
because (Koç, 2007: 49):
• Customer attrition decreases,
• Need for door busters, loss leaders, drawing cards decreases,
• If customers satisfy by the quality of services, they will do word–of mouth advertising of the
business.
On the view of Halal Hotels, service quality, service quality measurement it is obviously same as
the other hotels in service industry. In other words, for surviving and being sustainable in the rivalry
competitive environment of service industry, Halal Hotels, should improve their “Halal Services”
and make this improvement sustainable for improving customer satisfaction and for forming loyal
customers.
Customer Value
The concept of customer value is not an old concept as service quality. The concept of customer
value is argued since 1990s and extensive researches about the concept are conducting since last
years.
Customer value is the customers’ overall assessment of the utility of a product based on perceptions
of what is received and what is given (Helkkula & Pihlström, 2003: 2).

As it is seen from the description customer value is solely a unique concept. But in the literature, the
concept of customer value is often poorly differentiated from other related constructs – such as
“values”, “utility”, “price” and “quality” moreover, despite the extensive research on these
constructs, the relationship among them remain largely unclear (Sánchez–Fernández and Iniesta–
Bonillo, 2007: 429). But in service marketing literature, customer value has an important place.
According to service marketing literature, customer value is not just a thing that is produced for
customers’ instead, customer value is something that it is related to customers’ experiences and
values in use.
Customer Loyalty
Customer loyalty is a very important aspect for the businesses which are trying to survive and be
sustainable in today’s competitive markets. Customer loyalty is important for today’s businesses
because, it is the way of protecting and improving customer share. For this reason, building
customer loyalty is one of the important aims of today’s business. Customer loyalty (Barutçu, 2007:
352):
• Customer loyalty constitutes customer share.Loyal customers make worth–to mouth
advertising of the goods or services of the business
• The cost of servicing loyal customers is much more less than the other customers.
• Loyal customers buy more and their spending behaviors are better than the other customers.
• Loyal customers are more tolerant to the mistakes that occur during the service process.
• Loyal customers are less sensitive to the price of goods and services than the other
customers.
At this point it would be useful to describe one of the most important concepts for today’s service
business: customer loyalty. So what is customer loyalty? Customer loyalty is a psychological
character formed by sustained satisfaction of the customer coupled with emotional attachment
formed with the service provider that leads to a state of willingly and consistently being in the
relationship with preference, patronage and premium (Rai and Medha, 2013: 141).

METHOD
Research Model
The research is designed as descriptive survey model. Descriptive survey model is a model which
describes a preexisting condition (Karasar, 2009: 77). In the research, the effect of the perceived
service quality on customer loyalty and customer value will be specified. The dependent variables
of the research are customer loyalty and customer value; the independent variable of the research is
perceived service quality. The schematic model of the research is below.

The sample of the research is the 400 customers who accommodate in the Halal Hotels in high
season in 2014. In this context, the dates are collected from the customers of 11 different four and
five star Halal hotels.

The sample of the research is the 400 customers who accommodate in the Halal Hotels in high

According to the table 1; the 117 customers (%29,2) are male and the 283 customers are female;
304 customers (%76,0) are married and the 96 of them (%24,0) are single; 53 customers (%13,2)
are between the ages of 15–24, 174 customers (%43,5) are between the ages of 25–34, 93 customers
(%23,2) are between the ages of 35–44, 38 customers (%9,5) are between the ages of 45–54, 26
customers (%6,5) are between the ages of 55–64, 16 customers (%4,0) are over the age of 65; the
63 customers (%15,8) are secondary school graduate, 68 customers (%17,0) are associate degree
graduate, 171 customers (%42,8) have bachelor’s degree, 65 customers (16,2) have post graduate
degree, 10 customers (%2,5) have doctorate degree. According to the income status of the
customers 40 customers (%10,0) have 1.000 TL and below income, 191 customers (%47,8) have
income between 1.000 TL – 2.500 TL, 104 customers’ (%26,0) income is between 2.500 TL –
5.000 TL, 23 customers’ (%5,8) income is between 5.000 TL – 7.500 TL, 20 customers’ (%5,0)
income is between 7.500 TL – 10.000 TL and 22 customers’ (%5,5) income is over 10.000 TL.
Data Collection Tool
In the research, the data is collected from customers by conducting questionnaires. Some behaviors,
opinions, emotions and perceptions will observed in the questionnaire method, therefore this
method is used in the researches (Sümbüloğlu, 200: 68). In this research a questionnaire which
comprises of perceived service quality, customer value and customer loyalty scale and personal
information.
For measuring the perceived service quality, the Turkish adapted version (the validation and
reliability of the version is tested by Bülbül and Demirer (2008) of the commonly used
SERVQUAL Scale which is developed by Parasuraman et al. (1988). In the SERVQUAL scale,
there are five basis dimensions and 22 questions.
In the research, the reliability co–efficient is 0,901 wide for the perceived service quality, 0,888
wide for the physical properties perception, 0,876 wide for the reliability perception, 0,912 wide for
the desirousness perception, 0,856 wide for the reliance perception and 0,873 wide for the empathy
perception.
The expressions in the customer loyalty scale are customized from the researches of Narayandas
(1996), Zeithaml and Bitner (2003), Liu et al. (2005), Çatı et al. (2010). The scale is made up of
five expression related to customers’ behavioral loyalty and attitudinal loyalty. The general
reliability of the scale is 0,899 (high).

Customer value scale is adapted by Onaran et al. (2013) from the researches made by Sweeney and
Soutar (2001) and Wang et al. (2004). After the confirmatory factor analysis made by the
researchers, four factors; functional value, emotional value, social value, perceived altruism are
specified. In this research reliability co–efficient of these four factors are 0,885. The reliability co–
efficient of functional value is 0,802; of emotional value is 0,891; social value is 0,829 and the
reliability co–efficient of perceived altruism is 0,874.
FINDINGS
The levels of the perceived service quality, customer loyalty and customer value are specified in
high season are as shown in the figure below.

According to the figure 2; “customer loyalty level” of the customers attended to the research are
high (3,831 ± 0,731); “physical properties perception” level is high (4,070 ± 0,769); “reliability
perception” level is high (4,066 ± 0,705); “desirousness perception” level is high (4,076 ± 0,718);
“reliance perception” is high (4,189 ± 0,688); “empathy perception” level is high (4,066 ± 0,740);
“perceived service quality” level is high (4,091 ± 0,638); “functional value” level is high (4,031 ±
0,822); “emotional value” level is high (3,915 ± 0,831); “social value” level is high (3,821 ± 0,853);
“perceived altruism” level is high (3,743 ± 0,868); “ customer value” level is high“(3,879 ± 0,752).

properties perception and customer loyalty (r=0.594; p=0,000<0.05). There is a high, positively
significant relationship between physical properties perception and functional value (r=0.739;
p=0,000<0.05). There is a medium, positively significant relationship between physical properties
perception and emotional value (r=0.63; p=0,000<0.05). relationship between desirousness
perception and perceived altruism (r=0.489; p=0,000<0.05). There is a medium, positively
significant relationship between desirousness perception and customer value (r=0.631;
p=0,000<0.05).

perceived service quality and customer loyalty is statistically significant. (F=524,009;
p=0,000<0.05). It is found that the relationship (description power) of the customer loyalty with the
marker variables of perceived service quality is strong (R2=0,567). The perceived service quality
level of the customers enhance the customer loyalty (ß=0,889). The regression analysis made for
specifying the relationship between perceived service quality and customer value is statistically
significant. (F=266,353; p=0,000<0.05). It is found that the relationship (description power) of
customer value with the marker variables of perceived service quality is weak (R2=0,399). The
perceived service quality level of the customers enhance customer value (ß=0,725).

(ß=0,147). Customers’ empathy perception level increases customer loyalty (ß=0,190).

(p=0.604>0.05). Customers’ reliance perception level increase emotional value level (ß=0,168).
Customers’ empathy perception level increase emotional value level (ß=0,304).

value is statistically significant (F=62,764; p=0,000<0.05). As the determinant of the level of social

relationship is weak (R2=0,349). Customers’ physical properties perception level has no effect on
perceived altruism level (p=0.253>0.05). Customers’ reliability perception level has no effect on
perceived altruism level (p=0.956>0.05). Customers’ desirousness perception level has no effect on
perceived altruism level (p=0.928>0.05). Customers’ reliance perception level has no effect on

CONCLUSION
Because of the growing numbers of Muslim travelers, and the “Halal Revolution” concept, Halal
Hotel Concept is one of the rapid growing concepts in tourism industry. There are many
opportunities for hotels that will implement Halal Hotel concept. Although implementing Halal
Hotel Concept has big opportunities, there are some important challenges for the hotels that prefer
implementing Halal Hotel Concept. One of these challenges are; the acceptance of the
implementation of Halal Hotel Concept among customers. Another challenge is obtaining “Halal”
certificates for all of the services served by hotel to the customers. Moreover, specifying the service
quality is a challenge for hotels in Halal concept. The reason for this challenge is that, although
there are many studies and many ways of specifying service quality in service sector, there are a
few studies and few investigations about Muslim Hotel Customers. In other words, Muslim
customers are a new type of customers for hotel industry with different needs and wants when
compared with the other customers. Based on this point of view, in this study, the main aim is to
specify the relationship among perceived service quality, customer value and customer loyalty of
the Halal Hotels. According to this aim, it is expected that, this study will contribute tourism
literature about the new customer type of the hotel industry: Muslim Customers, and be conceptual
framework about this new type of customers perceived service value, perceived service quality,
customer loyalty. Also this study will provide a better understanding about the Halal Hotel Concept
and its customers.
In consideration of the aim of this study, a questionnaire is implemented and according to the
findings the conclusions and suggestions about the relationship among the perceived service
quality, customer value and customer loyalty of the Halal Hotels are found.

The customers of Halal Hotels have high level of customer loyalty. At this point, from the view
point of hotels, having loyal customers is a good thing. For sustaining this loyalty, Halal Hotels
should serve the services with the same quality, and also they should serve new types of Halal
services and improve customer loyalty.
In Turkey compared with the standard hotels, Halal hotels are much fewer. So, it can be said that
the market segment – hotels serving Halal services – is not saturated. So if hotels that prefer serving
Halal services, entering the Halal hotel sector, will be very successful if they serve qualified
services that would satisfy Muslim customers’ needs and wants.
As a result, it can be said that, there is a relationship among service quality, customer value and
customer loyalty of the Halal Hotels customers. With this understanding, Halal Hotels should
formulate more unique services and strategies for a better satisfaction of the needs and wants of the
Muslim customers’.

Insights into the Tourist Movement between Turkey and Jordan

Abstract
This paper aims at providing insights into the tourist movement between Turkey and
Jordan. General travel motivations of tourists from both countries are identified and collaborative
efforts to promote tourism movement between the two countries are discussed. The study also
aims at evaluating the Turkish tourism potential for Jordanian tourist market and the Jordanian
tourism potential for Turkish tourist market. One of the highlight findings of this paper is that
while Turkey’s share of Jordan’s outbound tourism seems to increase in the coming years,
Jordan’s share of Turkey’s outbound tourism is not expected to grow. The paper offers
recommendations that can help government decision makers and tourism stakeholders in Turkey
and Jordan promoting tourist movement between the two countries.

Introduction
Turkey and Jordan are two Mediterranean destinations gifted with a very rich cultural and
historical heritage that dates back to many thousands years ago. They both share the inheritance
of different civilizations in the old and medieval ages like Greeks, Romans, Byzantines and
Ottomans. For almost four centuries, the Levant Region (which includes Jordan, Syria, Lebanon,
and Palestine) was an integral part of the Ottoman Empire. The importance of Jordan during the
Ottoman era was derived from its strategic location on the pilgrimage route where, in early 1900,
the Ottomans constructed the Hijaz Railroad line to facilitate the movement of pilgrims to the
sacred places in Mecca and Medina (Harding, 1967). In addition, many Ottoman forts were built
in the region to protect the pilgrimage routes (Daher, 2007), ten of them are located in today’s
Jordan.
Turkey seems to have made very little use of the Golden Age of Ottoman dominance in
the Arab lands (Ashworth, Graham & Tunbridge, 2007). Only in 1990’s onwards the Turkish
government started to rebuild political ties with their Arab neighbors on stronger bases along with
the efforts to diversify its tourism product and forge a more sustainable and attractive pattern of
tourism development (Hazbun, 2004). Rebuilding these ties resulted in increasing the number of
tourists from all over the Arab world who are heading to Turkey every year. Such growth started
to be more evident with the outbreak of uprisings in a number of Arab countries resulting in a
decline in arrivals and tourism revenues in these destinations. For instance, in Tunisia and Egypt
the international arrivals declined with 31 percent and 33 percent over 2010, and international
tourism revenues dropped with 51 percent and 26 percent respectively. Tourism in the Middle
East was effected by the consequences of the Egyptian uprising and the Syrian crisis, with a drop
in international arrivals of 41 percent in Syria, 24 percent in Lebanon and 16 percent in Jordan
(Weigert, 2012). Under these complicated circumstances, Turkey was among the most favored
destinations for Arab tourists who sought to avoid travelling to the unsafe destinations. The
common religious background of both Jordanian and Turkish people and the long period of
coexistence affected significantly their cultural and social values. Many old traditional houses in
Jordan have the Ottoman architectural influence, especially in Salt city, in vicinity of Amman,
where houses are famous with their classical long-arched windows (Mustafa, 2012). Another
aspect of the deep integration between Turks and Jordanians is the popularity of Turkish cuisine
in Jordan, Jordanians today are fond of Baklava and Donor Kebab offered by many Turkish
restaurants spread throughout the country (Albala, 2011). Moreover, Jordanian and Turkish
people are both considered hospital, warm, and generous. Such shared values and principles

encourage Jordanians to choose Turkey for spending their vacations.
The Turkish Airlines was the catalyst since the end of 1990s when it has made Istanbul
the hub for passengers travelling abroad at very convenient prices. It succeeded in cutting down
the cost of travel to the Turkish tourist destinations contributing significantly in branding Turkey
in the Mediterranean tourist markets and later in the international ones. This success is attributed
to the right strategies adopted by the Turkish national carrier and the alliances built with the
competing carriers in order to reduce cost, maximize revenues, generate profit, and increase the
geographical coverage (Alrawadieh, 2011). Yet, the Jordanian outbound tour operators have
started to build partnerships with the national full and low-cost carriers such as Royal Jordanian,
Royal Wings, and Jordan Aviation in order to operate trips exclusively for their customers so that
prices can be affordable by the middle- class tourists with their extended families. Besides that,
the governments of the two countries have fostered the movement of people by permitting the
entrance for 90 days without the need for acquiring a visa (Kaya, 2012). The influx of Jordanian
tourists to Turkey has increased dramatically from 25.770 tourists in 1995 to 96.562 tourists in
2010 with a change that exceeded 275 percent (Kirişci, 2011).
Turkey and Jordan are two countries where tourism plays a fundamental role in the
national economy, helps enhancing the mutual understanding and contributes in deepening the
social and cultural ties between two nations who truly share common values. However, little
seems to be known about the tourist movement between Turkey and Jordan, therefore, this paper
aims at filling the gap and contributing to the body of knowledge. It is hoped that this paper
would help government decision makers and stakeholders in tourism sector in both countries
implementing strategies and plans in the light of better understanding of the Turkish and
Jordanian tourism market.
Methodology
The primary purpose of this study is to offer insights into the tourist movement between
Turkey and Jordan. For this purpose, secondary data available in the governmental bodies in both
Turkey and Jordan were used to determine the number of tourists from both countries during the
last years, reasons of travel, average of expenditure and average number of overnights. Along
with the secondary data, a qualitative approach through semi-structured interviews was used to
collect data from a number of Turkish and Jordanian travel agencies. Interviews were conducted
with travel agencies based in Istanbul and Amman.

Ten of the most leading Turkish travel agencies that promote and sell tour packages to
Jordan were contacted, only two of them accepted to participate in this research. On the other
hand, six of the most well-known Jordanian travel agencies that promote and sell tour packages
to Turkey were contacted and three of them accepted to take part in this project.
When participants consented, the interviews were digitally recorded and then examined
several times to transcribe thoughts and feelings. While when they preferred not be recorded,
authors only took notes during the interview. Each interview took around 20-35 minutes.
Interviews were carried out during August and September 2014. The findings were discussed
throughout the paper.
Turkey’s Outbound Tourism
In 1980s onward, the outbound Turkish tourist demand has significantly increased as a
result of the liberalization of the Turkish economy and the abolishing of restriction policies on
travelling abroad (Halicioglu, 2010). The economic growth that the country witnessed in the last
decade with its reflection on the income level and purchasing power is probably one of the main
reasons beyond the increasing number of Turk tourist traveling abroad. According to the Turkish
Statistical Institute, the number of Turk tourists travelling abroad increased from about 3.6
million in 2003 to more than 8 million in 2013 (TÜİK 2014). The number of Turks travelling
abroad is expected to double in less than a decade if the current average growth rate for Turkey’s
outbound tourism demand holds (Halicioglu, 2010).
As it is showed in Figure 1, Georgia is the most visited destination by Turk tourists,
followed by Bulgaria, Greece and Azerbaijan. Interestingly, Turkey shares land borders with
these destinations. In case of Georgia, it can be expected that abolishing of restriction policies on
travelling encourages Turks to choose it as a tourist destination, while visiting relatives and
friends can be considered among the most potential travel motivations to Bulgaria, Greece and
Azerbaijan.

In terms of travel reasons, about 37 percent of Turk tourists travelling abroad in 2013
were motivated by leisure travel, entertainment, sportive or cultural activities, about 20 percent
travelled for business (e.g., conferences, meetings, assignments) and about 17 percent travelled to
visit relatives and friends. As illustrated in Figure 2, medical tourism and religion tourism come
in the last place. (TÜRSAB, 2014).

In the last ten years, the average of Turkey’s outbound tourism expenditure is about $827
per capita, and the average number of overnights is about 18 nights per capita3. Therefore, Turkey
can be considered as a potential tourists-sending market that should not be overlooked, especially
for a country like Jordan where tourism sector is a milestone for its economy.
Jordan as a Tourist Destination
Along with the efficient infrastructure, social and political stability, and the availability of
potential tourism services providers, Jordan is gifted with a number of historical and
archeological sites that constitute its tourism’s main points of power. While Jordan is also
considered as a potential destination for different types of tourism such as eco-tourism
(Alrawadieh, 2013), medical tourism (Connell, 2006) and religious tourism (Bader, 2012), the
country seems to be more perceived as a destination for cultural tourism. This is actually
confirmed by the British archeologist Harding, who served in Jordan as the Chief Curator of
Antiquities from 1936 to 1956 by saying: “Only few countries can boast of two such unique sites
within their boundaries as Petra and Jerash” (Harding: 1967 Introduction). Jordan has been a
destination for about 5.3 million tourists in 2013 (Jordanian Ministry of Tourism and Antiquities,
2013), generating a receipt of 2923 Million JOD (statistical reports of MoTA according to Jordan
Central Bank 2013). Therefore, no doubt that for a country like Jordan inhabited by a population
of approximately 6 million and half, tourism is a sector that plays a fundamental role.
The Arab countries constitute the most potential demand for the Jordanian tourism
market. The statistics show that during 2009 and 2013 the Arabs represented about 64 percent of
the total number of tourists visiting Jordan. Unsurprisingly, if the number of Jordanians residing
abroad is added the percentage will reach 79 percent. As it is showed in Table 1, Jordanians
residing abroad constituted the highest number of arrivals in 2013 and the first half of 2014,
followed by arrivals from Saudi Arabia. Arab tourists, especially those coming from oil
producing countries (including Jordanian residing there) are considered potential tourists in terms
of expenditure and length of stay.

Jordan as a Tourist Destination for Turk Tourists
The history of today’s Jordan meets with that of Turkey, where for almost four centuries
Jordan made a part of the Ottoman Empire. The importance of the Ottoman Jordan is mainly
attributed to its location on the pilgrimage road of Sham-Mecca. By following this road, which
was the most preferred one of the 7 pilgrimage roads used during the Ottoman period (Çaycı,
2010), Caravans used to cross Jordan lands on their way to the Holy Land in today’s Saudi
Arabia. With the aim of ensuring safety of pilgrims, Ottoman authorities erected a number of
fortress along the pilgrimage road. The erection of 10 Ottoman fortresses in today’s Jordan is an
evidence of the importance that Ottoman authorities attributed to Jordan for its location on
pilgrimage road (Işık, 2014). These fortresses were built not only to be a meeting point where
pilgrims used to take a break during their Journey to the Holiday Lands but also to meet pilgrims’
needs of accommodation and food and beverage (Çaycı, 2010: 163). In addition to that, Jordan is
a home for number of historical ottoman buildings ranging from mosques, government buildings
and complexes.

Therefore, Jordan can offer Turk tourists with the opportunity of exploring archeological sites that date back to the era of their ancestors. Yet, a Turkish travel agency’s manager argued that “these sites are still unknown for the Turkish tourists”. However, some of these sites often seem to be included in Turkish tour programs in Jordan. One of these sites is the Turkish martyrdom in the city of Salt 30 km to the west of Amman. The martyrdom was built after a mass grave of more than 300 Turk martyrs who fell during battles against the British in World War I was unveiled in 1973. In 2009, a museum was constructed on the site next to the martyrdom (Dönmez, 2014).
The average number of Turk tourists visiting Jordan during the period 2005-2013 is more than 120,500 tourists yearly constituting 1.8 percent of the total number of international arrivals to Jordan during this period. As it can be seen in Table 2, the number of Turk tourists visiting Jordan sharply declined in the last two years with a relative change equals to more than -70 percent in 2012 and more than -56 percent in 2013. There is a consensus among interviewed travel agencies’ managers that Arab spring uprisings and the instability in the region are the main reason beyond this decline. In addition to that, and as a consequence of the new developments in the region “the establishment of Islamic State of Iraq and Syria (ISIS) is one of the factors that hold Turks back from visiting Jordan”
It is also worth notice that except the years 2005 and 2013 and the first half of the current year the number of the same day Turk visitors is much higher than overnight Turk tourists. That can be attributed mainly to the one day visit to Jordan included in tour programs in neighboring countries like Israel and Syria (before the conflict).
The numbers related to the first half of 2014 indicate that the decline in number of Turk tourists may also continue to show up in 2014. In fact, interviewed Turkish travel agencies’ managers were not optimistic about the Jordan as a destination for the Turkish tourist market. One of the managers who visited Jordan and had “a very positive experience” mentioned that high prices of tourism services in Jordan is the main reason for adopting this view. Especially restaurants and hotels to the point that “a Turk tourist may prefer to visit an European destination that might be geographically closer to Turkey and cheaper than visiting Jordan”. Neither were they optimistic about the future of outgoing Turkish tourism to Jordan for the “instability in the region, the lack of tourism policy that encourages foreign investments in the sector and the insufficient promotional efforts”.
A Turkish travel agency’s manager suggested that players in Jordanian tourism sector should work more on promoting Jordan’s tourist product through inviting Turkish travel agencies for roadshows. On the other hand, “there should be a tourism policy designed to target the Turkish market”.

Regarding travel motivations of Turk tourists to Jordan, little information seems to be
available. In tourism literature related to travel motivations there seems to be an emphasis on
“push-pull factor” theory, which is “perhaps the most recognized theory within the realm of
tourism research” (Uysal, Li & Turk, 2008: 413). Push factors are described as intangible and
intrinsic desires of traveler like the desire for escape and relaxation. Pull factors have to do with
the attractiveness of a certain destination and its tangible characteristics like cultural and
historical sites and tourism services and recreation facilities (Uysal and Hagan, 1993). Although a
number of researches were conducted to identify the travel motivations to Jordan (Mohammad
and Som, 2010), there are no studies conducted to identify motivations of travelers visiting
Jordan from a specific nation like Turks, as it is argued that travel motivations differ according to
nationalities and visited destinations (Kozak, 2002).
According to the fıgures obtained from the Turkish Statistical Institute, business
(conference, meetings, assignment etc.) has been the motivation of more than 80.5 percent of
Turk travelers to Jordan during the last five years. As it can be seen in Table 3, travelers for
entertainment, sportive and cultural activities constituted about 5.2 percent.

Although religious sites in Jordan (e.g. Shrines of prophets and Companions of Prophet
Muhammad, The Cave of the Seven Sleepers etc.) seem to be included in some Jordan tour
programs promoted by Turkish travel agencies. Yet, including these sites does not imply,

Jordan’s outbound Tourism
Jordanian tourists used to visit countries on the border with Jordan because of the
reasonable prices offered by the outbound tour operators. Syria was the first destination for
Jordanian in 2007 with more than 70 percent of total outbound tourists, followed by Saudi Arabia
(15 percent), and Egypt (11 percent). The non-Arab destinations were attracting only 9 percent of
Jordanian tourists (Dudokh, 2009). The tendency to travel outside pursued the growth in the
successive years; for example, in 2010, the number of Jordanian outbound tourists reached 2,9
million comparing to 2 million in 2009, most of them were heading to the neighbor countries.
The national tourist destinations failed to keep those huge volumes of tourists inside the country
due to the high costs of domestic products, and lack of the recreational activities and the nightlife
in most of Jordanian destinations (Mustafa, 2012). This is confirmed by one of the interviewed
Jordanian travel agencies’ manager who asserted that Jordanians tourists are more likely to prefer
to go to Sharm el-Sheikh and Istanbul than to go to the Jordanian city of Aqaba on the Red Sea.
The reason behind that is the competitive prices usually offered by the Egyptian and Turkish
parties. According to the interviewed manager, the packages offered for Sharm el-Sheikh, where
the tourist can book hotel on full-board basis and flight at only 250 JD, are much less than the
Jordanian ones, and travelling to Istanbul with its magnificent attractions costs people an amount

of money that is almost equal to what is needed to spend in Aqaba with its costly hotel rooms.
Yet, the emergence of what is called the “Arab Spring” and the lack of stability and security
in the majority of the traditional tourist markets (Syria, Lebanon, and Egypt) forced many
Jordanian tourists to change their choices switching to Turkey, such tendency was motivated by
some Turkish T.V series which succeeded to build a very strong image for Turkey as a tourist
destination. According to Buccianti, (2010), more than 85 million Arabs watched the finale of
the Syrian-dubbed Turkish soap opera “Gümüş” (Noor series) on August 30, 2008. This clearly
shows the significant influence of the Turkish drama on the Arab World (Balli et al., 2013).
Comparing to other nationalities that visited Turkey in 2013, Table 4 shows that Jordanians
represented only 0.29 percent of the total number of arrivals to the Turkish destinations invaded
by tourists who are coming mainly from the European countries like Germany (with a share of
14.44 percent of total tourist arrivals), Russia (12.23 percent), England (7.19 percent) and
Georgia (5.07 percent).
Interestingly, a good deal of tourists travelling to Turkey from Jordan are Saudi tourists who
refer to the Jordanian tour operators to reach the Turkish destinations, mainly Trabzon. According
to an interviewed Jordanian travel agency’s manager, 40 percent of his company packages to
Turkey are sold for tourists coming from Saudi Arabia and transiting from Amman to Turkey.

Turkey as a Tourist Destination for Jordanian Tourists
When analyzing the packages offered by the Jordanian outbound tour operators, it can be
noticed that Jordanian tourists are mainly attracted to four main destinations that are Istanbul,
Marmaris, Antalya, and Bodrum. A travel agency’s manager shed light on this issue stating that
“Istanbul is still the main destination for most Jordanians who think that Turkey is embodied in
Istanbul, and this is normal due to the nature of Turkish market that is relatively new for
Jordanian tourists. However, packages offered to Istanbul cover usually flight and Hotel (on Bed
and Breakfast basis), which makes some Jordanian tourists choose Marmaris with its all-inclusive
packages, to avoid any extra expenses related to the basic services”.
While the majority of the Jordanian tourists travelling to Istanbul are lodging in three star
hotels, they choose to stay in the five star hotels when travelling to Sharm el-Sheikh (in Egypt).
Marmaris is also very attractive to many Jordanians, but some consider it, according to travel
agency’s manager, “very popular for the lower-class tourists due to its cheap all-inclusive
packages”.
Antalya also attracts a good share of the Jordanian tourist market, the reasons behind that,
according to one of the Jordanian travel agency’s managers, are the huge number of resorts where
many recreational activities are offered inside, and the packages that are usually on full board
basis. Antalya is also attractive for its wonderful beaches that are appealing to the Jordanian
tourists who are eager for relaxation.
On the other hand, the volume of tourists heading to Bodrum is still less than the other
destinations in spite of the many tourist attractions existing there. Such situation is attributed to
the expensive prices of the packages offered in comparison to Istanbul, Antalya and Marmaris.
The other Turkish destinations are still excluded from the majority of planned itineraries
due to the economic feasibility of those trips and Jordanians’ weak demand on such destinations.
The packages organized are usually made by Turkish inbound tour operators who sell them
for the Jordanian peers who by turn add the flight cost to the packages and price them
accordingly.

Another feature of the packages designed is focusing on providing the basic components of
travel, particularly transport and accommodation on half board basis. The all-inclusive packages
that cover the sightseeing tours are not common, the tour operators prefer more to make those
tours as an optional choice where tourist is free to take or leave upon his/her arrival to the
destination paying extra money for the local tour operator. Such policy is intended to avoid
offering very expensive packages for the tourist who has a very limited budget.
Regarding the characteristics of outbound Jordanian tourists, the interviews show that
Turkish destinations are attracting tourists aged over 40 who are travelling with their families,
while youth are choosing more Sharm el-Sheikh due to its cheap offers.
Jordanians prefer to visit the Turkish destinations in the period between June and the end of
October due to the weather circumstances; the tourist demand is also increasing during the
holidays over the year. According to a travel agent working in Turkish market, the flight cost
during the peak season is a big challenge where the national airline carriers (Royal Jordanian and
Turkish Airlines) are usually raising their prices in a way that reduces the tendency of wide range
of middle-classes families to travel to Turkey; actually, they choose Sharm el-Sheikh instead.
In terms of travel motivations of Jordanian tourists, it can be said that Jordanian, like the
most Arab societies, are usually looking for the recreational activities as an integral part of the
trip conducted, and they like to spend time with friends and families (Cobos, 2008). According to
Dudokh (2009), people travel outside Jordan for different reasons such as visiting friend and
relatives (40 percent), leisure and spending holidays (22 percent), business trips (12 percent),
religious trips “Hajj and Omrah” (9 percent) and (4 percent) for other activities.
According to Allan (2013), 15.7 percent of the Jordanian female tourists prefer to visit
Turkey and their main travel motivations are enjoyment, sense of wonder, escape and relaxation.
Jordanian female tourists are also attracted by the availability of shopping opportunities, natural
attractions and historical sites.
The motivations of Jordanians to visit the Turkish destinations go in harmony with push and
pull factors mentioned above since Turkey is seen by many Middle Eastern citizens as a place
that is relatively liberal, shopping and recreation-oriented destination (Kovjanic, 2014). This
encourages the avid Jordanian tourist to choose Turkey rather than any nearby destination.
According to one of the interviewees, Jordanian tourists prefer to keep shopping and hanging out
in the Istiklal Street, they enjoy the recreational activities in Istanbul and inside the resorts of
Marmaris and Antalya.

A Jordanian travel agency’s manager commented with a negative tone on the patterns of the
outbound Jordanian tourism in Turkey saying that: “when Jordanians go to Istanbul they keep
shopping without considering the fabulous cultural attractions the city encompasses.
Unfortunately, many of them are coming back without visiting the great historical buildings there
and they know nothing about the castles, museums, and old mosques”. This is also confirmed by
a Turkish travel agency’s manager who asserted that “not only Jordanians, but almost all Arab
tourists visiting Turkey are more likely to be interested in shopping than visiting historical and
cultural sites”.
According to a travel agency’s manager, Jordanians usually stay inside the big resorts of
Marmaris and Antalya for relaxation and exerting recreational activities, this seems to be aligned
with results of the survey conducted in 2010/2011 on the inbound and outbound tourism in
Jordan which shows that 84 percent of outbound Jordanian tourists are visiting Turkey for leisure
purposes with 83.88 percent of expenditure directed for the same purposes.

Collaborative Efforts between Turkey and Jordan to Promote Tourism
Recently, tourism experts in Turkey and Jordan have shown to be aware of the importance
of collaboration to promote tourist movement between the two countries and to maximize
benefits gained from the sector. In this regard, during the First Turkish-Arab Tourism Forum held
in the Turkish city of Bursa in April 2012, Jordanian experts proposed to develop joint packages
with Turkey for long-haul tourists from countries with no direct flights to Jordan like Brazil,

Australia, Korea and Japan. The purpose is to attract those potential tourists who usually prefer to
visit more than a country in the region and enable them to visit both Turkey and Jordan
(Malkawi, 2012).
However, efforts seem to be more concentrated on promoting Jordan’s tourism product in
the Turkish market. Turkish Airlines offers two flights daily from Istanbul to Amman and three
flights a week to Aqaba, according to the company’s manager in Amman Mr. Mazen Disi,
Turkish Airlines is planning to offer three flights daily to Amman carrying more than 60
thousands Turk tourists to Jordan every year. According to Mr. Disi, Turkish Airlines is
determined to promote Jordan for the Turkish market, and to offer special rates to travelers to
Jerusalem through Jordan as the distance from Amman to Jerusalem is the same of the one from
Tel Aviv to Jerusalem (AA, 2012).
Players in tourism sector in Jordan are making efforts to benefit from the Turkish market.
In this regard, Jordan Inbound Tour Operators Association (JITOA), Royal Jordanian Airlines,
Jordan Tourism Board (JTB) and Jordan Tourism Development Project (Siyaha) invited the
Association of Turkish Travel Agencies (TÜRSAB) to a Study Tour in Jordan between August
29 and September 12012. During this event, experts from both countries held a workshop where
means to promote Turk tourism in Jordan were discussed (Özkan, 2012). In the same direction
and with aim to promote tourism collaboration between Turkey and Jordan a fam trip was
organized to members of the Turkish media from April 28 to May the 4 2013 (Aybek, 2013).
Conclusion
This paper aimed to provide insights into the tourist movement between Turkey and Jordan.
The general travel motivations of both Turks and Jordanians were examined. The study also tried
to evaluate the Turkish tourism potential for Jordanian tourist market and the Jordanian tourism
potential for Turkish tourist market. Light was also shed on the collaborative efforts between
players in tourism sector in both countries.
The study showed that the number of Turk tourists visiting Jordan has declined since 2010
due to the instability in the region. In addition to that, Jordan’s share of Turk tourists does not
seem to be promising in the future because of Jordan’s location in a tumultuous region and the
high prices of its tourism services. Therefore, players in Jordanian tourism sector should have
more effective role in promoting Jordan’s tourist product through inviting Turkish travel agencies
for roadshows. On the other hand, the Turkish market should be targeted through a tourism
policy designed to this purpose.

The figures provided by the Turkish Statistical Institute indicate that Turks who are
travelling to Jordan are mainly business travelers (conferences, meetings, assignments etc.),
However, Turkish outbound tour operators argue that their clients choosing Jordan as a tourist
destination are mainly cultural tourists.
Regarding Jordan’s outbound tourism to Turkey, it is noticed that the instability of the
destinations traditionally visited by Jordanians (especially Egypt and Syria) along with the
affordable prices of the Turkish tourist products lead to the emergence of Turkey as a preferred
destination by Jordanian tourists in the last years. It is also noticed that Jordanians perceive
Turkey as liberal, shopping and recreation-oriented destination. Jordanian tourists are mainly
interested to visit four Turkish destinations that are Istanbul, Marmaris, Antalya, and Bodrum.
Recently, players in tourism sector in Turkey and Jordan seem to be aware of the
importance of collaboration to promote tourist movement between the two countries.
Unsurprisingly, these efforts are mainly made by non-governmental bodies, which aligns with the
notion that tourism sector is more likely to prosper in liberal environment away from
bureaucracy.
Players in tourism sector in Jordan should maximize Jordan’s share of the Turkish market
through promoting Jordan as a stable country offering the opportunity to Turk tourists to explore
Jordan’s cultural and historical inheritance that, in a good part of it, meets with that of Turkey. In
addition to that, high prices of Jordanian tourist products do not seem to be appealing for Turk
tourists who find competitive prices in different destinations in the region. Therefore, there seem
to be a need for a tourism policy designed to target the Turkish market taking into consideration
the stability and pricing factors.
One of the limitations of this study is that general travel motivations of Turk and Jordanian
tourists are identified according to data obtained from governmental Institutes in Turkey and
Jordan and according to travel agencies in both countries. Further studies to identify travel
motivations based on “push-pull factor” theory would provide more detailed and more accurate
information, and would consequently help government decision makers and stakeholders in
tourism sector in both countries implementing market segmentation strategies to meet the needs
of the tourism market.
