Rubinoff congratulatesPanamaIn an open letter published by La Prensa on September 17,director Ira Rubinoff congratulated the PanamanianGovernment for closing Coiba Island as a penitentiary facilitythus allowing the creation, by law, of Coiba National Park.“...this park, nominated World Heritage Site by UNESCO,deserves this level of protection. I'm proud of havingparticipated in the project, providing the necessary scientificinformation to reach the best decision” he added. STRI'sresearch in the region shows Coiba Island is a unique biologicaltreasure. Every piece of new information generated from Coibareveals new biological findings to science such as corals andfish never seen in any other place in the world. This is truly oneof the best presentation cards Panama can offer the world.Coiba has been protected by an accident of history: bothprisoners and custodial policy offered Coiba National Parkeffective protection with the support of ANAM. But Coiba is changing, and this treasure mustreceive maximum protection by land and sea. En una carta abierta publicada por La Prensa el 17 de septiembre, el director Ira Rubinoff felicitó alGobierno de Panamá por haber cerrado Isla Coiba como instalación penitenciaria, permitiendo lacreación, por ley, del Parque Nacional Coiba. “...este parque, nominado Sitio de Patrimonio

Mundial por la UNESCO, merece este nivel de protección.Estoy orgulloso de haber participado en este proyecto,facilitando información científica necesaria para tomar la mejorde las decisiones” añadió. Las investigaciones de STRI en laregión demuestran que Isla Coiba es un tesoro biológico único.Cada investigación científica que se realiza en el parque revelahallazgos biológicos nuevos para la ciencia, tales como corales ypeces que no han sido descubiertos en ninguna otra parte delmundo. Es verdaderamente una de las mejores tarjetas depresentación que Panamá puede ofrecer al mundo. Coiba hasido protegida por un accidente de la historia: tanto prisioneroscomo el cuerpo policial que los custodiaba, brindabanproteción efectiva al Parque Nacional Isla de Coiba, con elapoyo de ANAM. Pero Coiba está cambiando, y este tesorodebe recibir máxima protección por tierra y mar. “Esperamosque las autoridades competentes asignen lo antes posible losrecursos necesarios para proteger esta inigualable joyabiológica... para las futuras generaciones también”, concluyeRubinoff. Capsonawarded byPROMARPanama's FundacionPromar awarded STRI'sresearch associate ToddCapson their 2004recognition for invaluablecontributions to educationin protecting Panama'smarine ecosystems, onSeptember 16, at a localrestaurant. Promar is agroup of diverseprofessionals of thePanamanian community that commit their free time to promoteconservation of coastal and marine environments. With essentialbackground information and support from numerous STRIcolleagues, Capson, Panama's coordinator of the InternationalCooperative Biodiversity Groups program, worked more thanfour years with Promar, ANAM, ANCON, the LegislativeAssembly, the local media, UNESCO, ConservationInternational, MarViva, the Woods Hole Oceanographic Instituteand other organizations, providing scientific input to lawmakersand local authorities for the drafting of legislation and regulationsneeded to protect the Coiba National Park. The government ofPanama nominated Coiba as a World Heritage Site in Januaryand the park was protected by law when president Moscosoapproved legislation in July of this year. Members of FundacionPromar, the Panama Audubon Society, Panama's IUCN (WorldConservation Union), MarViva, and STRI staff joined theaudience as Capson was presented with a plaque for hiscontributions. Congratulations!

La Fundación Promar de Panamá otorgó su premio 2004 alinvestigador asociado a STRI, Todd Capson, por invalorablescontribuciones a la educación, para proteger los ecosistemasmarinos de Panamá, el 16 de septiembre en un restaurante de lalocalidad. Promar es un grupo de diferentes profesionales de lacomunidad panameña que dedican su tiempo libre a promover laconservación de los ambientes marinos y costeros. Con infor-mación básica esencial y apoyo de numerosos colegas en STRI,Capson, coordinador del programa de los Grupos de Colabora-ción Internacional para la Biodiversidad (ICBG, por sus siglas eninglés) ha trabajado por más de cuatro años con Promar, ANAM,ANCON, la Asamblea Legislativa, los medios de comunicación,UNESCO, Conservation International, Mar Viva, el InstitutoOceanográfico de Woods Hole y otras organizaciones, ofrecien-do sus conocimientos científicos a administradores de recursos yautoridades locales a cargo de desarrollar la legislación y regula-ciones necesarias para proteger al Parque Nacional Coiba. Pana-má nominó a Coiba como Sitio de Patrimonio Mundial deUNESCO en enero y el parque fue protegido por ley cuando lapresidenta Moscoso aprobó la legislación el pasado mes de julio.Miembros de Promar, la Sociedad Audubon de Panamá, la Uniónde Conservación Mundial de Panamá (IUCN, por sus siglas eninglés), Mar Viva y STRI, se reunieron para acompañar a Capsonen el acto de entrega de la placa en reconocimiento por suslogros. ¡Felicitaciones!

Gamboa’s floating dock moves to GaletaIn sections and with the collaboration of the Panama Canal Authority, CONELSA and the TrafficPolice, STRI’s Office of Facilities Engineering and Operations moved Gamboa’s floating dock inthe Panama Canal to Galeta, on Sat, Sep 18. Move started on Friday with Las Cruces towing three ofthe four sections of the dock to the Gamboa bridge. Two small boats received the parts on theother side of the bridge, bringing them to a crane and truck at Gamboa’s ramp. Escorted bymotorized police, the dock arrived to its final destination in Galeta, where it was re-assembled andpainted as a floating classroom for students and the general public. Stanley Heckadon and theOCAPP team thanks all those involved, especially Julio Polo, Edmundo Rodríguez and HerbertSedelmier for a fast, flawless operation. Santos Lemos in Galeta made sure launching of the dock inthe Caribbean was carried smoothly. A fourth section of the dock is moving to Gigante Peninsula.In its place in Gamboa, CONELSA built a fixed dock for better and safer service.

En secciones, y con la colaboración de la ACP, CONELSA y la Policía de Tráfico, la Oficina deIngeniería de Instalaciones y Operaciones de STRI transladó el muelle flotante de Gamboa en elCanal de Panamá a Galeta, el sábado, 18 de septiembre. La mudanza empezó el viernes cuando LasCruces remolcó tres de las cuatro piezas del muelle hasta puente de Gamboa. Dos botes pequeñosrecibieron las partes del otro lado del puente y las llevaron a la rampa de botes de Gamboa dondelas esperaban un camión y una grúa. Escoltadas por unidades de policía motorizada, el muelle llegóa su destino final en Galeta, donde fue re-armado, pintado y puesto a trabajar como salón de clasesflotante para estudiantes y público en general. Stanley Heckadon y el equipo de OCAPP agradecen atodos los que participaron en la mudanza, especialmente a Julio Polo, Edmundo Rodríguez yHerbert Sedelmier por una operación rápida y segura. Santos Lemos en Galeta se aseguró que botarel muelle en el Caribe agua se llevara a cabo sin contratiempos. Una cuarta sección del muelle esperaser transportado a la Península de Gigante. En su lugar en Gamboa, CONELSA construyó unmuelle fijo para ofrecer un servicio mejor y más seguro en esa instalación.
