Congress-man der Zee has saidthat...”for many years therehas been an excellent relation-ship between the islands of theformer Antilles and Aruba. From this good contact wasborn the idea for a combinedcongress on an internationallevel. Since last year theybegan working on the conceptand began making the prepa-rations for this year’s con-gress.

Three important aspectswill get center stage in thisconference, namely, preven-tion, type of methods for com-bating addiction and addictionafter care.

There will also be an expo-sition from 22 artists whohave prepared special presen-tations for the occasion. Thecongress begins at 8:00pmand at 9:30 they will begin anopen bid “auction,” All fundscollected will be donated tothe Fundacion Maneho di Ad-diccion Aruba (FMAA) whichwill enable them to continuetheir excellent work with theirprojects and treatment of ad-diction.”

The two evening sessionswill be free to the public. Eachevening they will focus on adifferent group. Drug addic-

All parents, teachers, direc-tors of youth programs andyoung people are cordially in-vited to attend. At the end ofthe evening session they willpresent a module to eachteacher that they can use intheir school as a tool for learn-ing how to deal with the prob-lem of addiction. Youngpeople wanting to attend mustbe at least 16 years of age, orolder.

Thursday evening will beespecially reserved for busi-nessmen and employers. Theevening will be directed com-pletely to business ownerswho have employees who aredrug users. The focus onThursday will be on the em-ployer who has an employeewho needs to be helped. Theywill learn techniques and re-ceive valuable tools on how todeal with these employees.

Paula Nahr, of SwichFoundation and leader of thecongress, has indicated thatthe reactions to the conferenceis very positive. They have thenotion that this will be ahighly successful conference. Most of our citizens are eagerto receive more informationconcerning the problem of ad-diction in our communities.

The international congress ondrug addiction begins thisweek, September 25 to 27 atthe Westin Resort. They haveplanned both day and eveningsessions dealing with a myr-iad of topics and groups. Thisconference promises to bemajor, delivering positive re-sults regarding the dilemma ofdrug addiction.

Aruba is currently in theepoch where drug addiction isaffecting many of our youngpeople, for this very reasonsuch a conference is of suchimportance to us at this time. The conference should pro-vide us with the necessarytools and knowledge to helpcombat this serious problem. The conference has a veryvaried program with a specificfocus on certain target groups.

During the conference va -rious speakers both fromAruba and abroad will bespeaking. Among the speakersare those from Curacao, St.Maarten, Saba and St. Eusta-tius who will be sharing theirmany years of experience inthe field. For the three-daysessions, there will be a seat-ing capacity of 300. However, the organizers expect an over-whelming response and manymore participants. Entrancefee for the three days day-ses-sions is set at Afls.100, whichwill include lunch for eachday, coffee and reception.

The conference, reportedly,is for all organizations work-ing directly in the field of ad-diction. They want to makesure that these groups get asmuch information as possibleso they can work more effec-tively in combating drug ad-diction. Following theconference, a report will bepublished and distri buted re-lating to the problem of addic-tion with its focus spe cificallyon our young people.

During last Friday’s con-trol, the team of controllers en-countered various cases whichfell short of the requirementsand where certain drasticmeasures had to be taken. Withthis recent action, the govern-ment is sending a strong state-ment to business owners to payattention to what they are sell-ing and in what conditions theyare operating. Controllers en-countered several businessesselling products which had ex-pired more than one year ago!

The Minister reported thatthis is the type of situation wewant to avoid and that the go -vernment will continue thesecontrols to insist that this notcontinue. These controls willcontinue in a more structuredmanner. According to the Min-ister, business owners are re-sponsible for what they sell, and the government will notpermit the sale of inferiorproducts to consumers, nor inunhygienic environments.

In a recent statement issued byMinister of Economic Affairs,Michelle Hooyboer-Winklaar,she indicated that supermarketcontrol is an integral part of thegovernment’s managementand that they intend on focus-ing more and more on this.

With the cooperation of thepolice, controllers of the De-partment of Economic Affairswill take the necessary steps toissue sanctions where super-market owners fail to complywith the stipulated laws.

On a regular basis the De-partment of Economic Affairswill send controllers to thesebusinesses, particularly thosebusinesses selling productsprotected by law...productsspecifically tied to a maximumprice. At the same time theywill utilize the Department ofPubic Health and the police tocontrol prices and the quality ofthe business hygiene as well asthe corresponding businesspermits to operate the business.

They must learn thatthere is more to see and do inSan Nicolas.

Together with the TourismOffice they published abrochure with informationunique to the attractions in thispart of the island. The brochureillustrates the diffe rent activi-ties available in the San Nico-las area.

San Nicolas can be proud ofthis new addition for the pro-motion of its unique touristicfeatures and sites.

SAN NICOLAS -- This weekwe celebrate tourism week, and according to the govern-ment there could not have beena better time than this week toinaugurate the new tourism of-fice in San Nicolas. September27 is International Day ofTourism and they have chosenthat day for the official inaugu-ration of the Tourism Office inSan Nicolas.

We recall, it was just a mat-ter of months ago that the Min-ister of Tourism accompaniedby Minister de Meza and apress crew had announced thatthey would be constructing anoffice for tourism in the lowersection of the Postal Building. From that moment on, report-edly, work was begun on thispro ject. That project is nowcompleted and ready for inau - guration this week. San Nico-las now has a tourism officewhich can provide service and

the island and for visitors. It isthe ONLY place of spiritualcontemplation in the serenity ofnature and authentic Aruba. Agovernment decree issued bythis very government in 2009,declared the entire area a natureprotected territory. (LandBesluit Ruimte Ordening2009). This is a highly valuableand significantly sacred area ofunique pilgrimage value to all.

The strategic political ma-neuver of the AVP fraction onSeptember 19 is their way ofbypassing a public debate inParliament, and to allow oneother additional advice fromHolland on the health aspect, totake the place of a responsibleand profound debate on all theissues bearing on this crucialmatter.

Save Alto Vista still expectsthe government to hold such apublic debate where all the mat-ters of concern can be openlydiscussed including: culturalvalue, historic and touristic, en-vironment, together with astudy of birds in the area, tech-nical aspects, financial feasibil-ity of the land and for thepeople. Also, Minister Sevingermust respond to the questionsraised in a recent Parliamentmeeting presided by PaulCroes.

According toSave Alto Vista, this modus ope -randi of the AVPfraction is theirway of turningtheir backs on thecardinal issues ofpreoccupation withthis project. TheAlto Vista groupcontends that thecardinal issue here

is the protection and conserva-tion of the pilgrimage conceptof Kapel Alto Vista and theserene surrounding nature ofthe area. There is absolutely noneed for a first MER study toevaluate this...and much less asecond study. Especially, anystudy done by Dutchmen whohave no notion of our culturenor customs.

Towards theend of the meeting they addedone agenda point, namely, theUrirama project.

In this meeting the AVPfraction decided to limit theirdiscussion to the health aspectof the Urirama project and tosolicit an opinion from a Dutchconcern to evaluate this matterin a MER report. Thus, theycancelled the planned public

Howman said a similar ef-fort prior to July and Augusts'London Olympics had led to"several cases" of doping beingdiscovered."The UK Anti-Doping Agency had a similararrangement with customs andpolice and they were able togive information to the IOC.The anti-doping program thatwas run during the Games wasbased on that intelligence. Myunderstanding is that it led toseveral cases that were discov-ered in the out-of-competitionphase."

Dr. Armstrong agreed thatsuch co-operation was essen-tial for dealing with doping, adding that more data wasneeded to assess the scale ofthe problem. "Each of our or-ganizations has a piece of thepie and can only work in theareas where we have a man-date to work. But we can joinwith our sister agencies such asUNESCO and other potentialpartners such as WADA andthe IOC. We all require betterdata to inform prevalence -how many people are takingwhat substances and the ad-verse social and health effectsas a consequence of that."

I am so happytoday to see these internationalauthorities coming togetherand sharing these concerns thatare being expressed and I hopethat we can find common waysto deal with them," he added.

WADA Director GeneralDavid Howman told the brief-ing that what happens in elitesport has an effect on wider so-ciety and that the sharing of in-formation was crucial totackling the problem of dop-ing."What we have learned inthe last 10 years is that there isa trickle-down effect intorecreational sports and the highschools," said Howman, adding that health and law en-forcement authorities had theirpart to play.

"In Australia now, the cus-toms people share their infor-mation with the AustralianSports Anti-Doping Agency(ASADA), and already 40 per-cent of their anti-doping ruleviolations come from that sortof information. That's a verygood example of how it canwork when people work to-gether."

The use of performance-en-hancing drugs is now a publichealth matter rather than sim-ply a sporting problem, dele-gates said at a top anti-dopingconference."If we believe thataround three percent of highschool boys in the U.S. are tak-ing a steroid or growth hor-mone, then that's a publichealth issue," said Dr. TimothyArmstrong of the World HealthOrganization (WHO). "Sub-stance abuse in any shape orform has a physical and mentalhealth aspect to it. The WHO,being the lead UN (United Na-tions) agency on health mat-ters, takes this issue quiteseriously."

Armstrong was speaking atthe conference organized bythe Arne Ljungqvist Founda-tion, named after the Swedishanti-doping official, who isalso chairman of the Interna-tional Olympic Committee(IOC) medical commission.

Ljungqvist, who invited thelikes of the WHO and World-Anti-Doping Agency to themeeting, shared Armstrong'sopinion."This is a first attemptto highlight this matter as apublic health issue, which inmy view it is," he said at apress briefing."Elite sport

Sci-Tech

WASHINGTON (AFP) - Sci-entists said Monday theyhave new evidence aboutwhy women live longer thanmen, from a study of histori-cal data showing castratedKoreans far outlived theirnon-eunuch contemporaries.

The study, published in thescientific journal "CurrentBiology," used detailed ge-nealogical records of the Im-perial nobility during Korea'sJoseon dynasty, whichspanned more than 500 yearsfrom the late 1300s to theearly 1900s.

According to the data, most men, including kingsand royal family members, died in their late-40s or early-50s.

But noble-class eunuchs --men who were castrated ei-ther by accident or because ofsocial benefits -- lived, on av-erage, to the ripe, old age of70.

Study author Kyung-JinMin of South Korea's InhaUniversity, told AFP the rea-son is probably that manlyhormone, testosterone:

"Testosterone is known toincrease the incidence ofcoronary heart disease and re-duce immune function inmales," he said.

Castration "removes thesource of male sex hor-mones," the study notes, adding the practice has al-ready been proven to helpmany male animals livelonger.

Castration also cuts off thepossibility of reproduction, which Kyung-Jin notedcould also be a factor.

According to "one of theleading theories of aging, aging occurs at the expenseof reproduction," he said, be-cause the body has limitedenergy that can be used eitherto keep up reproductive func-tion, or else to keep up every-thing else.

But although the eunuchscould not father children bi-ologically, they married, adopted and raised children, and generally lived lives verysimilar to their non-castratedpeers.

"In order to eliminate so-cioeconomic factors thatcould have affected lifespan, the lifespan of the eunuchswas compared to the lifespanof men from other Yan-ban(noble class) families with asimilar socioeconomic sta-tus," Kyung-Jin said.

And "to exclude geneticfactors that could have af-fected the lifespan, we com-pared the lifespan of eunuchswith multiple Yan-ban fami-lies."

Modern men looking toextend their lifespan couldconsider "testosterone reduc-tion therapy," but Kyung-Jinsaid it's probably premature.

For one thing, it is notclear if it would have an ef-fect if the therapy werestarted at an older age -- theeunuchs were all castrated aschildren.

And for another, the ther-apy could have side effectsthat some men may feelmake that longer life lessworth living.

"We may need to considerthe side effects of it," Kyung-Jin said, "mainly, reductionof sex drive in males."

The shares dropped as low$20.36, sharply down fromFriday's close of $22.86, be-fore paring losses in afternoontrade.

The fall came after Bar-ron's, the markets-focusednewspaper and website, pub-lished a story saying theworld's largest online socialnetworking company was stillsharply overvalued despitetrading at just over half of itsinitial price.

WASHINGTON (AFP) - TheInternational Monetary Fund islikely to lower its growth esti-mates for the global economywhen they are published nextmonth, IMF chief Christine La-garde said yesterday.

"We continue to project agradual recovery, but globalgrowth will likely be a bitweaker than we had anticipatedeven in July," Lagarde said in aspeech, according to the pre-pared text.

The IMF is slated to releaseits latest global growth forecastson October 9 at an annual meet-ing with the World Bank inTokyo, Japan. In July the Wash-ington-based global lender pro-jected global growth of 3.5percent in 2012 and 3.9 percentin 2013.

"Our forecast has trendeddownward over the last 12months," Lagarde said, under-scoring that the global economy"is still fraught with uncer-tainty" after the global reces-sion.

The IMF managing directorissued a clear call for action tofight the weakening globaleconomy.

"My main message today,"she told a Washington think-tank, is "the urgent need to im-plement the policy actionsrequired to secure the global re-covery."

Lagarde said that "Europeobviously remains the epicenterof the crisis and where the mosturgent action is needed." Shepointed to an urgent need for aeurozone banking union.
