Do away with bribery andmalpractices

Rules of moral conduct are to be found inevery religion. They may resemble other codesof conduct to a greater or lesser degreedepending on the teacher or religion systemfrom which they originated. Usually theycomprise lists of actions from which to abstain,implying that any actions not covered by theprohibitions are permissible.

In Buddhism, a good example is affordedby the Five Silas or the Five Precepts, namely toabstain from taking the life of sentient beings,to abstain from taking possession of anythingthat has not been given by its owner, to abstainfrom sexual misconduct, to abstain from lyingor evil speech, and to abstain from intoxicatingdrinks which are the primary cause ofnegligence.

These Five Silas are the basic principlesof Buddhism best known to most people.

Observing the Five Silas can also help usavoid Lobha (greed), Dosa (aversion) and Moha(delusion) which are born in the heart asdefilement and, in turn, bringing about theabsence of shame or dread of evil.

Observing the second Sila, takingpossession of anything that has not been givenby its owner or stealing, all the State servicepersonnel are to avoid bribery, malpractices,misconduct and other irregularities to keeppace with changes taking place in the nation.

Service personnel who are responsiblefor the national development should be loyal tothe State, should zealously perform their dutiesand should strictly observe the Sila or moralconduct. Only then, will they be able to keeppace with the changes.

‘Please get us out of here’: trapped Peruminers wait it out

LIMA, 9 April — It couldtake two or three more days torescue nine miners trappedsince Thursday in a mine insouthern Peru, a top officialsaid Sunday, as one of theminers begged “please, getus out of here.” Oscar Valdes,cabinet chief to Peru’sPresident Ollanta Humala,told journalists that anengineer working on therescue operation said it couldbe delayed for “two to threemore days” due to freshcollapses inside the Cabezade Negro mine, about 325kilometres (202 miles) southof Lima.

Afghans, US sign deal on nightraids

KABUL, 9 April — The US and Afghanistan signed a dealSunday giving Afghans authority over raids of Afghanhomes, resolving one of the most contentious issues betweenthe two wartime allies. The majority of these raids are nighttimeoperations in which US and Afghan troops descend withoutwarning on homes or residential compounds searching formilitants. The raids are widely resented by Afghans, andPresident Hamid Karzai had repeatedly called for a halt to allnight raids by international forces. He said for months thatthey would have to stop before he would sign a much-anticipated pact governing the long-term US presence inAfghanistan.

Both countries have said that they wanted that biggerdeal signed before the NATO summit in May, so the nightraids agreement announced Sunday makes hitting that deadlinepossible. Karzai has argued that night raids by internationaltroops make civilian casualties more likely and that US soldiersare disrespectful in the way they conduct the operations. TheUS military has said such operations are essential forintelligence gathering and for capturing Taleban and al-Qaeda commanders.Sunday’s deal appeared to be acompromise: a panel of Afghan security officials get authorityto decide what raids will take place and US forces still play alarge part in operations, including entering Afghan homes ifneeded. The Americans also now have an Afghan partner thatwill be held equally to account if there are civilian casualtiesor allegations of mistreatment.

The resolution of this dispute is a key step towardfinalizing the long-term “strategic partnership” to govern USforces in Afghanistan after the majority of combat forces leavein 2014. Iraq says terrorist celldismantled

BAGHDAD, 9 April — Iraqi security forces have arrestedmembers of an al-Qaeda-linked militant cell responsible fordeadly attacks and robberies in Baghdad, a police official saidon Sunday. Lt Col Nimir Sultan Halan, the head of a policeintelligence unit, said that the dismantled 25-person cellbelongs to Ansar al-Islam, a radical Sunni Arab group linkedto al-Qaeda. He did not say when the actual arrest took place.

Ansar al-Islam had previously threatened to attack theArab League summit in Baghdad and any political or businessofficials associated with it. The summit, held last month, wasalmost violence-free. Halan said the cell was behind robberieson money exchange companies in the capital that were usedto financially support the group. “The families of the victimshave filed lawsuits against the arrested members who willstand trial,” he added. Iraqi authorities seized several bombsand pistols fitted with silencers as part of the operation, hesaid.

KABUL, 9 April—Another al-Qaeda-linked terrorist leader was killed in anoperation conducted by Afghan and NATO-led International Security Assistance Force(ISAF) forces in northern Afghan province ofFaryab, the ISAF said on Monday.

“An Afghan Special Operations Unitand coalition troops killed a senior IslamicMovement of Uzbekistan (IMU) leaderduring an operation in Almar district, Faryabprovince, earlier this week,” the ISAF said ina statement.

The IMU is a terrorist organizationclosely linked to al-Qaeda and the Taleban.It conducts insurgent attacks in the northernregion of Afghanistan.

The killed IMU leader named OsmaniSahib “was one of multiple IMU memberskilled in an exchange of fire that resultedfrom the insurgents’ attempt to attack thecombined Afghan and coalition force duringthe operation,” it said.

Afghan forces and ISAF troops haveintensified cleanup operations throughoutthe post-Taleban country recently. Over 460insurgents have been killed and more than930 others detained in the country so far thisyear, according to the Afghan InteriorMinistry.

The Afghan government and the UnitedStates signed an agreement in Kabul onSunday to allow the Afghan forces to take thelead in the controversial night raids, a tacticthat the coalition says is critical in the fightagainst the Taleban.

Graphene windows’ clearer focus

LONDON, 9 April—Thecarbon-based materialgraphene can help scientistsstudy liquids more clearly withhigh-power microscopes.Details of the advance arereported in Science journal.Graphene can form a clear“window” to see liquids at

higher resolution than waspreviously possible usingtransmission electronmicroscopes. Liquids hadbeen difficult to view at thesame resolution as solidsbecause these microscopesrequire the liquids to beencapsulated by somematerial.

Traditionally, siliconnitride or silicon oxidecapsules, or liquid cells, havebeen used. But these aregenerally too thick to seethrough clearly. Now, JongMin Yuk at the University ofCalifornia, Berkeley, andcolleagues have shown thatpockets created by sheets ofgraphene can be used tostudy liquids at clear, atomic,resolution using transmissionelectron microscopes

(TEMs). The researchersused their new graphene-based liquid cell to study theformation of platinumnanocrystals in solution.

With this technique, theteam of scientists was able toobserve new and unexpectedstages of nanocrystal growthas it happened. They notedhow the crystals selectivelycoalesced and modified theirshape. Graphene consists ofa flat layer of carbon atomstightly packed into a two-dimensional honeycombarrangement. Because it is sothin, it is also practicallytransparent. The unusualelectronic, mechanical andchemical properties ofgraphene at the molecularscale promise numerousapplications.—Internet

The Andromeda Galaxy (/ænÈdrRmYdY/) is a spiralgalaxy approximately 2.6million light-years (2.5×1019km) from Earth in theAndromeda constellation. Itis also known as Messier 31,M31, or NGC 224, and is oftenreferred to as the GreatAndromeda Nebula in oldertexts. The Andromeda Galaxyis the nearest spiral galaxy toour galaxy (Milky Way), butnot the closest galaxy overall.It gets its name from the areaof the sky in which it appears,the Andromeda constella-tion, which was named afterthe mythological princessAndromeda.

The Andromeda Galaxyis the largest galaxy of theLocal Group, which also

contains our galaxy (MilkyWay), the Triangulum Galaxy,and about 30 other smallergalaxies. Although thelargest, the AndromedaGalaxy may not be the mostmassive, as recent findingssuggest that the Milky Waycontains more dark matter andcould be the most massive inthe grouping. The 2006observations by the SpitzerSpace Telescope revealedthat M31 contains one trillion(1012) stars: at least twice thenumber of stars in our owngalaxy, which is estimated tobe 200–400 billion.

The Andromeda Galaxyis estimated to be7.1×1011solar masses. Incomparison a 2009 studyestimated that the Milky Wayand M31 are about equal inmass, while a 2006 study put

the mass of the Milky Way at~80% of the mass of theAndromeda Galaxy. TheAndromeda Galaxy and theMilky Way are expected tocollide in perhaps 4.5 billionyears.

At an apparent magn-itude of 3.4, the AndromedaGalaxy is notable for beingone of the brightest Messierobjects, making it visible tothe naked eye on moonlessnights even when viewedfrom areas with moderate lightpollution. Although it appearsmore than six times as wide asthe full Moon whenphotographed through alarger telescope, only thebrighter central region isvisible to the naked eye orwhen viewed using binocu-lars or a small telescope.

Cell phones and cancer: Critics say kids riskbrain tumours

WASHINGTON , 9 April —Scientists are calling intoquestion a study publishedlast year that failed to find alink between cell phone useand brain tumours in childrenand teens. They say the studyactually shows that cell phoneuse more than doubles the riskof brain tumours in childrenand adolescents. Theconcerns come from theEnvironmental Health Trust, agroup whose stated missionis to promote awareness ofenvironmental issues theybelieve are linked to cancer. InJuly 2011, the Journal of theNational Cancer Institutepublished the first study oncellphone use and risk of brain

tumours in children andadolescents, which wasconducted by researchers atthe Swiss Tropical and PublicHealth Institute. The scientistsinterviewed children and teensin Norway, Denmark,Switzerland and Sweden abouttheir cell phone use and alsocollected cell phone recordsfor a portion of them. Of thechildren studied, 350 had beendiagnosed with brain cancerand 650 of them were healthy.

The July paper conclud-ed that the data showed nolink between cell phone useand brain tumours and “arguesagainst a causal association”between the two. In a letterpublished today in the journal,the Environmental HealthTrust said the interpretationof the study’s results wasflawed and contained severalstatistical errors. LloydMorgan, a senior researchfellow at the EnvironmentalHealth Trust and one of theauthors of the letter, called thestudy “sloppy” and said thedata reported in the originalstudy actually shows thatchildren who used cell phoneshad a 115 percent increasedrisk of brain tumors over thosewho did not. “There’s everyindication that this study

actually found that childrenhave a doubled risk of braincancer,” Morgan said. “Forthem to just state that we don’tthink there’s a problem is, forme, quite mystifying.”Messages to the journal andthe authors of the originalstudy asking for commentwere not returned. LONDON, 9 April — The number of retailers enteringadministration in the first quarter of this year was up 15% onthe same period last year, according to research. ConsultantsDeloitte says 69 firms failed during the three-month period,compared with 60 a year earlier.

“The number of job losses that came as a result of theseadministrations was almost 10,000 out of the 22,000 employedby those companies,” it said. Meanwhile,the administrations figure for the first quarter was up by 64%on the previous quarter, when 42 retailers enteredadministration.

“Whilst the quarterly rent day often sets the timing forthe insolvency, a significant trigger in a number of recentadministrations is that many retailers have too many marginalstores,” said Lee Manning, restructuring services partner atDeloitte. “As online retailing continues to grow whilst overallspending is weak, the fixed costs and poor performance ofsome stores drag on the overall business.”

As I was sitting at a teashop, the business of buying and selling goods went onaround me in the market place more or less as usual. Justthen, U Htoo, a friend of mine, approached me and said,“You know some of choral dancing groups and pavilionsthat stand for Thingyan Contest, I hope.”

“Yes, they all are good,” I replied. Pointing to themohinga shops nearby, I added, “And they all havecompetitive pressure, just like those food shops.”

However, when I returned from the market place,it was with ambivalence. Passing a pavilion I saw twentyyoung girls working up a choral dancing. The leaders of thedancers who were talking and teasing each other were noother than rival mohinga shop owners. It was they whojoined hands to form the choral dance.

True, then I realize that Thingyan songs andmelodies, which Myoma Nyein, Mandalay U Ba Thein,Myoma U Paw, Myoma U Bo Khin and many other havewritten since 1938, always bring peace and love to everyone.

Thingyan is our national heritage which bringsthe Myanmar people, rich or poor, far or near alwaystogether when everyone takes part in the festival, and it isno exaggeration to say that enjoyment and memories ofThingyan would linger a life time. Let the water festivalbegin.

ATHENS, 9 April—A small makeshift bomb exploded onMonday outside a branch of a Greek ministry tasked withcutting 150,000 public sector jobs by 2015, causing damagebut no injuries, police said.

MOGADISHU, 9 April—At least 12 people died in abomb attack in Somalia onMonday targeting Somaliand Ethiopian troops in abusy market in the southerncity of Baidoa, witnesses andofficials said.

It was the second blastin the country in barely aweek.

Last week, a femalesuicide bomber killed sixpeople, including two topsports officials, in the theatrenear the presidential palacein Mogadishu.

The attack on Mondaywas the deadliest sinceEthiopian and Somali troopscaptured Baidoa, about 250km to the southwest ofMogadishu, from al-Qaeda-linked al Shabaab rebels inFebruary.
