Tanzania Telecommunications Company Limited (TTCL) was privatised on 23rd February, 2001, whereby a consortium of MSI of the Netherlands and Detecon of German acquired 35% share of the company from the Government of Tanzania. The consortium took over both Board and Management control of the company.
According to the privatisation agreement, the
rest of the TTCL shares were allocated for Local Financial Institutions -14% , International Financial Institutions -10% and TTCL Employees- 5%. The Government of Tanzania retains owernership of 36%. However, the agreement on this regard had no been done, as a result, the government at present owns 65% shares in TTCL.

Organization Structure The evolution of Telecommunications in Tanzania can be traced as far back as the early1920s, when the then Tanganyika and Zanzibar were still under colonial rule. The colonial settlers, foreign trading companies and later missionaries, established their centres in the country, thus the spread of the Postal and Telecommunications network followed the pattern of these centres.
The amalgamation of previous independent Postal, Telegraph and Telephone facilities in the then Tanganyika, Kenya and Uganda, took place in 1933 resulting into the formation of a company known as East African Posts and Telegraph Company which became a self contained service with its own capital account. In 1951 the East African Posts and Telecommunication Act provided an instrument covering all Postal and Telecommunications
services which came to be known as the East African Posts and Telecommunications Administration.
In 1961, when Tanganyika became independent, The East African High Commission gave way to a new organ, the East African Common Service Organization (EASCO) and the Head of Posts and Telecommunications was designated Postmaster General (PMG).
East African Posts and Telecommunications Corporation(EAP&TC)
On 1st December, 1967 The East African Community was established and became operative from 1st January, 1968 replacing the then East African Common Services Organization. It also brought certain changes in the operation of P & T Administration. The name of the Administration was changed to "Corporation" and since then the business was conducted on commercial lines under the East African Posts and Telecommunications Corporation (EAP&TC).

The disintegration of the East African Community in 1977 necessitated the establishment of Posts and Telecommunications organizations in each member state of the defunct Community. The Tanzania Government incepted a parastatal known as Tanzania Posts and Telecommunications Corporation (TPTC) in 1978.
However, in 1993 the Corporation (TPTC) was split as part of the government's move to liberalize the communications sector in the country. Following this split three entities were formed, and these are the Tanzania Posts Corporation (TPC) The Tanzania Telecommunications Company Limited (TTCL) and Tanzania Communication Commission (TCC).
Tanzania Telecommunications Company Limited (TTCL)
The Tanzania Telecommunications Company Limited (TTCL) was established by an Act
of Parliament, "The Tanzania Telecommunication Company Incorporation Act of 1993". The company came into operation on 1st January, 1994.
According to the Act, TTCL has been established to develop and operate telecommunications service within and outside the Country. In brief the areas of activities for the company include:
To provide services within and outside the Country. To operate telecom services in accordance with TTCL license issued by the Tanzania Communication Commission (TCC). To operate or take over the business assets and liabilities of the former corporation TPTC in relation to the provision of Telecommunications systems and services. To establish, develop and operate telecomm services within and outside the United Republic of Tanzania. To provide all incidental services which are necessary and proper for the purpose of the Company. To do any other activity, within the scope of
operations which is deemed requisite, advantageous or incidental to facilitate its performance as specified in the Act of the Company's Memorandum of Association.

voice products and services, which include the first fixed Pre-Paid Telephone Services in Tanzania which started operations in April, 2004. Other new services aimed at enhancing Tanzania's ICT image in the 21st century, will include Broadband and Integrated Services Digital Network (ISDN) to deliver quality voice, video and data via a single connection/communication platform.
Network and Service DevelopmentAs part of the company's short, medium and long term plans to modernize and expand the telecoms network and services in Tanzania, a number of projects have been planned for implementation. Some of these projects are in different stages of implementation, as follows:
Mwenge Earth StationA new antenna and associated equipment has been installed at the TTCL existing earth satellite station located at Mwenge in Dar es Salaam. The new antenna allows TTCL to interconnect with Link Africa in Gosselies (Belgium) for international telephony and data traffic using a 640Kb/s carrier. The installation was completed on 7th November, 2003.
Intelligent Network (IN)The company's newly installed IN platform equipment located in the Telephone House along Kaluta Street in Dar es Salaam has already been commissioned. The equipment has made it possible for the company to introduce the fixed Pre-Paid services.
It connects with seven newly installed telephony and data Access Ramps located in Tabata, Magomeni, Oysterbay, Msasani, Kigomboni, Wageni, and Pugu Road, all in Dar es Salaam.
Radio Network UpgradeThe TTCL national radio network is being expanded by 34Mb/s radio equipment to replace old systems, expand the network into new areas and replace equipment operating in GSM radio bands.
Following completion of part of this project, Tandahimba in Mtwara region now has modern services for the first time. Kondoa and Isaka now have digital services in place of existing archaic manual boards. Moreover, TTCL now
has the capacity to provide cost effective digital leased lines to mobile phone operators as compared to the expensive lines via satellite (Vsat) currently being used for example at Bukoba, Songea and Sumbawanga.
PayphonesThe phones will operate with the new IN equipment thus accommodating the Pre-Paid system now being rolled out from Dar es Salaam to other areas up country and the Isles.
Customer CareDeliberate efforts have been made to make sure that TTCL provides first class services to its customers. To make this possible, the company established a modern Call Centre at the headquarters, Extelecoms House, in Dar es Salaam. The new automated Call Centre is a single calling point offering 24 hours, 7 days a week customer assistance, covering all services and corporate information requirement. It is equipped with an Automated Call Distribution (ACD) facility and a Computer Telephone Integrated (CTI) facility. An Integrated Voice Response (IVR) facility will also be put in place.

TTCL provide fixed line telephony services to business and residential customers around the country. TTCL is the only provider of fixed line telephony, and has countrywide coverage.
INTRODUCTION
TTCL is doing its utmost to address customers' telecommunications requirements by enhancing the already existing products/services and introducing into the market new services which provide communications solutions to the sophisticated customers' communications needs.
The Voice Products Team in the department of Marketing Services plays a key role in developing, managing and continuously monitoring all voice products in various stages of their life cycles to
guarantee usability, profitability and sustainability of each individual product.
At the present moment TTCL offers two main voice product streams, namely the newly introduced prepaid services and the traditional postpaid services.
TTCL Customer Service Centres are the main shopping houses for TTCL services - in terms of service applications, provisioning and selling cards.
TTCL PROVIDES VOICE AND DATA PRODUCTS:
VOICE PRODUCTS
A. Fixed Telephony Services These are domestic local and long-distance telephone services within Tanzania as well as incoming and outgoing international telephone services provided by TTCL. The services can be delivered as either prepaid or postpaid mode of payment via fixed TTCL lines .
1. Domestic Telephone services1.1 Telephone
Installation Services TTCL provides to the customer's premises either analogue or digital line connections from automatic and manual exchanges available countrywide. In the fixed network, installation services include: A single exchange line connection for business or residential use; Multi-line business exchange installation with hunting facilities connected to a PABX or a system of dial-in modems.
1.2 Internal wiring and InstallationInternal wiring at the subscriber's premises is done by either TTCL or any other registered contractor depending on the customer's choice. TTCL will install and provide a working line at the customer's premises. Furthermore, the installation and testing of the telephone equipment will only be carried out by TTCL at that premises if the equipment is supplied by TTCL.
2. Maintenance Services
These services refer to the maintenance of connectioned exchange
line and customer premises equipment (where agreement exists).
3. Telephone Calling Services3.1 Within TTCL NetworkTTCL Fixed to TTCL Fixed Line (Local Calling Services) The local calling services are currently defined as a call that originates from an exchange and terminates within 50 Kilometers radius from a designated reference charge point for that exchange. Several exchanges can share the same reference charge point.
TTCL Fixed to TTCL Fixed Line (Long-distance Calling Services) The long distance calls are those terminating to any location above 50 kilometer radius from the reference charge point of the originating exchange within Tanzanian territory.
TTCL Fixed to TTCL Mobile The calling service that originate from any TTCL fixed line and terminate to any TTCL Mobile terminal, are considered
as neither local nor long distance and therefore fall under a different calling zone
TTCL Mobile to TTCL Mobile The calling service originating and terminating to TTCL Mobile network independent of the location within Tanzania.
3.2 To Other Mobile Operators These are calls originating from the TTCL's networks and terminating to any other Mobile networks regardless of the terminating location.
3.3 International Telephone ServicesInternational Calls These involve calls that originate in Tanzania and terminate to any international destination. The services are divided into two zones as follow: East Africa - Kenya and Uganda The rest of the world.

TTCL data services cover the needs for communication between data nodes in different parts of the network. This includes provision of
internet bandwidth and local connectivity between sites in different locations. Our data services comprise of the following: -

TTCL offers a range of digital and analogue leased circuits capable of carrying voice, data or video traffic according to requirements
different customers. The type of application that you want to support will dictate on the type and capacity of leased line that you will need.
Having identified the nodes to be linked please visit your nearest TTCL office for advice communication solution that you will need. TTCL will design and implement the most optimum solution for you.
How to get a leased line Having identified your communication needs you are invited to visit your nearest TTCL Customer Services Center to apply for the service. Depending on the location of the nodes to be interconnected by using leased lines, engineering survey will establish the requirements for NTU/DTU devices. After paying for installation charges and supplying the

SERVICE DESCRIPTION
BONGO PHONE is a flat rated bundle of voice minutes, SMS and data volumes that adds value on a CDMA fixed wireless terminal The package is only offered on a number programmed prepaid FWT phone.
Initial activation of the package on customer's FWT will be done at CSC on request after the customer recharges enough credit The Package will be valid for 30 rolling days and when the package is used up it can not be repeated during that period
Recurring package top ups will be done by the customer using normal recharge vouchers Excess and insufficient package credits will be used on retail tariffs.
Voice minutes in a package will be used for on-net calls promoting internal traffic and improving TTCL mobile customer base
NOTE: To make off-net calls customer must recharge above monthly package charges All off-net calls are charged on a retail tariff

How to Access service: No access code is required to use allocated package volumes Calls within TTCL network will be made from the allocated package volumes until the package is used up
Priority is given to use the package first and when the package is over then on-net calls, SMS and data will be made from the normal prepaid account at retail tariffs
Switching from package to normal account is automatic without affecting any ongoing call, SMS or data All calls going out to other networks will be accessed from the normal account at retail tariffs
Code 102 is used to query credit balance available in prepaid account only Balance in the package can not be accessible

Multi-Conference Calling (CC) is a supplementary service that adds value to TTCL prepaid and postpaid voice services, both fixed and mobile. The service allows a TTCL subscriber to talk to many people on a single call. The subscriber decides the time to start and end a conference call.

For TTCL mobile customers: Caller A (with multi-conference enabled phone) dials *60 together with
destination number B and presses SEND key. Subscriber B answers the call Caller A dials destination number C and presses SEND key. Subscriber C answers the call Caller A presses SEND key Caller A repeats the last two procedures to connect all six (6) members on a single conference call E.g.: *60022214200 > SEND > 00025472434 > SEND > 0282326781 > SEND > 0737777771 > SEND > etc

TTCL mobile uses the CDMA200 technology offering data rates of up to 3.2Mbps (EV-DO). Currently TTCL mobile offers the widest coverage internet access solution within the united republic of Tanzania. Customer can choose a number of data capable CDMA mobile devices including mobile phones, wireless terminals and data cards (USB ) available from TTCL and enjoy; Best speed mobile data services across the country Very flexible payment options Easy and cheap integration to other services including the high speed ADSL for wide area networking Good value for the money; No monthly fees, No usage or time limits
To get the service you need to have a data capable 3G CDMA mobile device (FWT, Mobile handsets, data cards). You get activated for data service by simply calling
number 100.
TTCL mobile internet tariffs You get charged based on data consumption (uploads and downloads). One Megabyte is used as unit although charging is actually done in Kilobytes (smaller unit).
Charging is by Flow (MB) and the Price is Tshs 160.00 per MB for both basic mobile data and mobile Broadband.
NOTE:One megabyte can surf up to 20 web-pages; send/receive up to one hundred e-mails; Up to one hour of web-chatting.
