It will also look at how to make the most of opportunities from planned infrastructure such as the Lower Thames Crossing. It will report back at Autumn Statement 2017 with a clear and affordable delivery plan for achieving this vision.”

• Draft Garden City master plan ready for final agreement July 2016, public engagement September.

• 1,400 homes consented since October 2015 and a new primary school consented this year.

• Core utility strategy in place and procurement of network and additional capacity agreed with providers.

Proposed Build out rates for new homes at

Ebbsfleet Garden City 2016-2026

• Completion of 300 high quality homes, and a forward pipeline of delivery to achieve 1000

homes per annum from 2017/18.

• Investment of £40m to deliver the essential and early infrastructure in advance of further

development, including highways, employment land, and regeneration of stalled housing sites.

• Start on site on delivery of Phase One of Core Utilities Network and commitment to increase

capacity.

• The completion of the new Garden City Master Plan agreed and owned by all land owners and

developers to guide the development process.

• Agreed major new public transit system for the Garden City, to include an upgraded plan

for FASTRACK.

• Support and facilitate the development of London Paramount through co-ordination of master

planning proposals and collaborative working to address strategic transport and access

issues.

• Balance housing delivery in the Garden City with appropriate Jobs with a major new

employment site at Northfleet and through ‘lift and shift’ at Ebbsfleet Central as first phase of

potential medical centre of excellence.
