DESCRIPTION
Declassified documents prove that the protected second strike capability did not make an all-out nuclear war probable. They also prove that the fear of effective Communist propaganda prevented the credible nuclear deterrence of conventional wars (such as Korea, Vietnam, etc.). Specious, contrived Communist propaganda was used to negate the truth from the West.
