Deputy Minister for Rail Transportation Thura U ThaungLwin answered five questions regarding Dawei Deep SeaPort Project raised by U Thein Nyunt of ThingangyunConstituency.
Regarding the question No (1) on which workinggroup of any ministry or commission take parts and howmuch stake it holds in Dawei Deep Sea Port Project forwhich agreement was signed between Thailand-basedItalian-Thai Development Company and Myanma PortAuthority of Ministry of Transport of Myanmar, thedeputy minister answered that central committee of MyanmarSpecial Economic Zone, central working committee andmanagement committees will supervise Dawei region projectsunder Myanma Special Economic Zone Law and DaweiSpecial Economic Zone Law. Dawei SEZ ManagementCommittee was formed to enforce the laws in developmentof Dawei SEZ and meeting satisfaction of the local peoplewith himself as the chairman.
The State will receive land premium of US$ 30.675 millionin five installments for 204.5 square kilometers of Dawei SEZat the rate of US$ 0.15 million per one square kilometer. Apartfrom the land premium which is only for operation there, theState will also get any percent of the profit from the projectin each year.
Regarding the question No (2) on which Myanmarnational company has how much stake and investment inthe project, the deputy minister answered that Max MyanmarGroup of Companies owned by a Myanmar national has 25percent share in the project. The profit will be distributed,depending on the share. Max Myanmar is currently planningto withdraw its investment. Dawei Development CompanyLimited has been formed with companies that will invest inthe project and investments from abroad were invited. AboutUS$ 8600 million will have to be invested in its infrastructures.

Rules, orders, directives, rules and regulationswould be issued for waste management abiding byenvironmental conservation law.
Regarding the question No (5) on job opportunitiesfor Myanmar citizens in Dawei Deep Sea Port Project, thedeputy minister answered that the investor is required tooperate with at least 25 percent of citizen workers at the endof first five years, with at least 50 percent at the end of secondfive years and with at least 75 percent at the end of thrid fiveyears. Recent unrests in Rakhine State sparkedoff debate over religiosity although variouspolitical and religious figures including thePresident have made clear that it had noconnection with the religion. Earlier reportsfrom media of the outside world illustrated,albeit wrongly, the incident as a fight betweentwo communities of different faiths while somepoliticized the issue.
Myanmar is a country where more than60 million people from various religions havelived in peace and amity. The constitution alsoguarantees the freedom of religion.
The purpose of every religion is to teachpeaceful ways of living in the human community.Actually, it is a tool to get the people together,not to separate them. In whatever religion webelieve, we will not be able to live in peace andharmony unless we do not hold each other inrespect. Human beings should see each otheras equals regardless of race, religion, colour orsocial status.
Many innocent people in Rakhine Stateare now suffering substantial losses. All of thesufferers, whether or not the people of thesame religion or race, deserve aids on thehumanitarian ground.
Regarding arguments over citizenship,the parliaments in session should prescribecomprehensive citizenship legislation urgently.Meanwhile, we should also show to the worldthat Myanmar is a civilized country which couldexpress generosity towards the persons introuble. But nothing may block our measuresto respond to our enemies who brought thebad to our beloved country even if the personis our own citizen.
We all should aware that the conflictbetween different religious groups is atraditional tool for political gains. The country’sdemocracy is still in its infancy. It would bebetter not to talk about the differences.

BEIJING, 10 Aug — A top meteorological official has urgedauthorities to guard against extreme weather in China during thecoming months, as unusually warm ocean temperatures causedby El Nino will impact seasonal weather patterns, state mediareported on Friday. China has been under the influence of ElNino since July and will continue to feel its effects into the fall,China National Radio quoted Zheng Guoguang, director ofthe China Meteorological Administration, as saying.
Under El Nino, heavy rains are likely to hit the middle andeastern parts of China this August, according to Zheng, whocalled for strengthened flood control efforts in the Haihe RiverBasin in north China and along the middle and lower reachesof the Yellow and Yangtze rivers. Local authorities in areassouth of the Yangtze River should also take precautions againstsummer droughts and arid weather, Zheng said.
Lower-than-average rainfall and higher temperatures willappear in the fall, except in the northern parts of the InnerMongolia Autonomous Region and the northeasternprovinces, said Zheng. Zheng said El Nino is not to blame forthe recent typhoons and will actually lead to weaker typhoonactivity after the autumn season. Typhoon Haikui, whichmade landfall in the coastal province of Zhejiang at 3:20 am onWednesday, has brought heavy downpours to east Chinaand left three people dead as of Thursday.
It was the third typhoon to wallop China’s eastern coastin a week, after storms Saola and Damrey hit the region overlast weekend. US to boost missile defence in Gulf:spokesman
WASHINGTON, 10 Aug —The United States will continueto work with its allies to boostdefence against the growingthreat of ballistic missiles inthe Persian Gulf, a StateDepartment spokesman saidon Thursday.
“What I would say is thatthe threat from ballistic missilesto our deployed forces, alliesand partners in the region isgrowing, and this threat is likelyto increase in both volume and
complexity in the comingyears,” Patrick Ventrell said ata regular news briefing.

MOSCOW, 10 Aug — The two satellites that failed to reachthe designed orbits posed no threat to the International SpaceStation (ISS), the Russian Defence Ministry said on Thursday.Experts from the Russian Air and Space Defence Troops areclosely monitoring the Telkom 3 and Express MD2telecommunications sate-llites that didn’t enter their orbitson 7 August, Interfax news agency quoted Defence Ministryspokesman Alexei Zolotukhin as saying.
“Currently these satellites pose no threat to the InternationalSpace Station and space vehicles of the Russian orbit group,”Zolotukhin said. Experts received information on changes ofthe space vehicle’s orbits from the Russian space control system,the spokesman said, adding that they were analyzing data andadjusting forecast of possible approaches of dangerous objectsto the ISS. Engineers have created arobot that mimics a worm’smovements—crawl ingalong surfaces by contractingsegments of its body. Thetechnique allows themachine to be made of softmaterials so it can squeezethrough tight spaces andmould its shape to roughterrain. It can also absorbheavy blows withoutsustaining damage. ThePentagon’s Darpa researchunit supported theMeshworm project,
suggesting a potentialmilitary use.
Work on the machinewas carried out by researchersat the Massachusetts Instituteof Technology and HarvardUniversity in the US, andSeoul National University inSouth Korea. Details arepublished in the journalIEEE/ASE Transactions onMechatronics. “[The] softbody, which is essentiallycompliant, exhibits largestrains and enables the robotto traverse small openingsand reconstitute shape, and
survives from large impactforce on falling,” theengineers wrote. They addedthat using a worm-like motionhelped reduce the noise suchmachines produce, makingthem suitable “forreconnaissance purposes”.
Previous attempts tocreate such a robot have usedgears and air-powered orpneumatic pumps. Hong Kong tests babies over Japanese milk formulaHONG KONG , 10 Aug — Hong Kong said on Thursday it
will test babies who have consumed Japanese-made infantformulas found to have insufficient levels of iodine, after theproducts were ordered off the city’s shelves. Officials foundthe Wakodo and Morinaga brands lacked enough iodine, andwarned they could have “adverse health effects” on babies’thyroid glands and brains. “We urge parents to take theirbabies to the 10 government-designated health centres forblood tests,” a spokesman at the Food and EnvironmentalHygiene Department told AFP, adding that around 2,000babies could be affected.
The government ordered the two products to be removedfrom shop shelves, following the findings of a random test on14 milk brands. The banned products, which are for babiesaged up to nine months, were found to contain less than one-third of the World Health Organization’s recommended levels

Taking advantages of unrest and violence that wasrife in Rakine State early June, some local and internationalorganizations and individuals extensively made a spate ofcriticism. Some blamed the incident as violation of humanrights while some dubbed the indent as religious persecutionand racial oppression. Some also advocated the incidentas using excessive forces in the settling of disputes andconflicts. To put it in a nutshell, incidents in Rakhine Statewere pushed into religious and human rights problemsapplying different approaches. And it can be assessed thatthere emerged attempts to create a series of political andinternational problems should religious and human rightsproblems be widely accepted.
As it is known to all that Rakhine incident was alocal dispute that stemmed from unlawful acts of mobdue to an unjust act of a group of people. The anarchicactivities become wider due to instigations puttingreligion, racism putting rage, hatred and vengeance inthe fore.
The Rakhine unrests left 77 people dead, 109 injuredand 4822 houses, 17 mosques, 15 monasteries and threeschools were burnt down in Sittway, Maungtaw andButhidaung Townships. Killing, arson attacks,retaliations and revenges left both sides to suffer much.The incident had turned out to be a lesson for those whofell victims and a stigma for Rakhine region.
Despite of a diversity of religious beliefs since yearone, we have a very long history of amicable co-existencewith reciprocity. In the time of our new government, weare amending and enacting laws and rules to ensure thatall citizens to enjoy such fundamental rights as freedomof expression, freedom of faiths and freedom ofassociation. Nowadays, it can be found that officials atdifferent levels are trying their utmost in settlingproblems and fulfilling the desires of the people as muchas they can.
Soon after the incidents of Rakhine State happened,officials at different levels have been able to put thesituations under control immediately. Likewise, they madenecessary preparations to deter the incidents from spreadingto other regions and to restore peace soonest. On the otherhand, they openly informed the people throughout thenation of latest developments of the incidents in real time.Priority is now being given to public affairs and transparencywhen compared in the past. This is to be recognized.
A 16-member investigation team was formed withthe Deputy Minister for Home Affairs as chairman on 6June in order to expose anarchic acts committed by mob on3 and 4 June in Rakine State and take actions against thosewho got involved in the atrocities. As violence, arsonsagainst residences, shops, guest houses, mosques andmonasteries continued unabated, Maungtaw andButhidaung Townships were put under curfew with theannouncement of Section-144 on 8 June and peace and lawand order were restored. Similarly, Sittway, Thandwe,Kyaukpyu and Yanbye were placed under curfew with theannouncement of Section-144 and peace and law andorder were restored.
However, violence was spread to such a degree thatcould harm the administrative machinery of Rakhine State.This being the case, the state of emergency was imposedwith the announcement of Ordinance No. 1/2012 on 10June so as to enable local people to live with peace of mind.Shortly after the imposition of the state of emergency, thehelp of the Tatmadaw was sought to effectively guardagainst local people. Such efforts reveal that crisis responsehas been taken in a systematic and timely manner.
Prompt actions were taken to open relief camps forlocal people who fell victims of violence and necessaryassistance was provided to them while striving for ensuringsecurity of lives and property of local people by controllingthe situations in time. Local battalions in cooperation withpolice and local administrative bodies made efforts torestore peace and law and order and guarded against thepeople. At the same time, they were taking rehabilitationmeasures with mind and main. Meanwhile, the Tatmadaw(Navy) was on patrol in order to prevent unscrupulouselements from entering the nation through the Myanmarwaters west of Maungtaw. Lt-Gen Hla Min of Commander-in-Chief (Army) Office and Chief Minister of Rakhine StateU Hla Maung Tin themselves were in Maungtaw andsupervised the tasks. All the necessary measures were takenin the fairest way regardless of race and religion.
Furthermore, the President made a request concerningthe incident in Rakhine State to the public through MyanmaRadio and Television on 10 June, saying that we are in thecondition that all of us including religious organizations,religious leaders and political parties have to take controlof the situation carefully in unison. It is noted to all that thePresident pointed out the situation from all angles withvision.
He said, “The situation could deteriorate and couldbe extended beyond the Rakhine State if we are terrorizingand killing each other with such sectarianism, endlesshatred, the desire of vengeance and anarchy.
There are also possibilities of other stimulations. Iwould like you all to realize how seriously it would damagestability, democratization process and national developmentof our country in transition period,” the President sincerelyappealed to the people to consider what is right and what iswrong rationally, revealing his concern over the future of thecountry and the people.
The President went into to details saying, “Ourgovernment would take legal actions against the caseswhich have already happened. At the same time, we wouldtake systematic measures under existing laws and rulesand regulations to make sure such phenomena and incidentsdo not happen again. I would like to request all to realizeevery aspect of the situation with considerable magnanimityas we would focus on bringing back justice for the sufferersin the incidents. I promise our government would attachgreat importance to the rule of law.” The President himselfmade necessary requests, guidance and criticisms as regardsRakhine incident with great seriousness and right timing.
Everyone will be well aware that stability was restoredin Rakhine State in next to no time thanks to the President’s
appeal to the people, highlighting that the good environmentof stability and the rule of law is a sine qua none for successof longed-for democratization and the country’s bids fordevelopment.
While the President was addressing the country,respective ministers and officials were making field trips toand and undertakings in Rakhine State without delay. Theytook urgent rescue measures and started plans for long-term recovery of the local people at the relief camps. Thenews reports generated a clear picture that they alsoreached out the Bengali community as well as to the localRakhine nationals. I firmly believed the amount of aidswould go to both Rakhine people and Bengalis equally.
Donations of wellwishers, civil societies, NGOs andINGOs as well as the government for survival and recoveryof people in Rakhine State facing troubles were encouraging.Donations in Yangon, in Sittway and at Region/Stategovernments have totalled more than K 30 billion. Seeingtransportation of aids by ships, cars and even Tatmadawaircrafts and choppers, I realized that the whole nationacknowledged responsibility for the people in RakhineState.
Medical staff from both the Defence Services and theMinistry of Health provided healthcare to local people inrelief camps. The extent of the seriousness of the State forthe region and its people could be seen in transportation ofemergency patients by the Tatmadaw choppers.
The Minister for Border Affairs led a group of officialsof UN agencies, religious leaders of Islam and departmentalheads who visited Maungtaw on 14 June. Providing aidsand comforting the sufferers at the relief camps, the ministerexpressed his sympathy for them and promised a return tonormalcy with reconstruction of housings, peaceful livingsand reestablishment of their safe villages. He alsoguaranteed that the victims would be taken in care of boththe government and the people regardless of race or religion.He also assured the legal actions against terrorists, callingfor patience and compassion. The minister cordiallydiscussed matters for recovery in the long run as well asurgent requirements of food and shelter. I felt the goodwill,equality and the humanitarian that the government andofficials at various levels ensured as equal as the sufferers.
Special Representative of the United NationsSecretary-General Mr Vijay Nambiar, UN ResidentRepresentative Mr Ashok Nigam and UNHCR ResidentRepresentative Mr Johannes Ten Feld also comforted thevictims. Religious leaders of Islam from Yangon mettownselders and religious leaders of Islam in Maungtawand called for peaceful living in line with the teachings ofthe religion as well. No religion encourages violence,revenge, killing and arson attacks. Every religion hasteachings to treat others with kindness, compassion,tolerance and patience and not to take vengeance. Though,human beings could not suppress anger, ignorance andhatred and are repeating cycles of sufferings. But theiranger, ignorance and hatred has ended up in sufferings.

Besides, in 1993,the Child Law was enactedand the Rules andRegulations related to theChild Law was adopted in2000. The Child Law is beingre-drawn to meetinternational standards. Asfrom June, 2012, thedepartments, INGOs andexperts are working to re-write the law which includesthe education, health andnutrition of the under-8children and socio-economy,environmental conservationand povert alleviation.
At the discussionsession, U Aung Thein Lin ofSouth Okkalapaconstituency, U Pike Htweof Kanma Constituency andU Win Than of Thabaungconstituency discussed theproposal submitted by UHtay Oo of Hinthadaconstituency during the 18-day session on adoption ofthe migration policy for thelife security of Myanmarmigrant workers in foreigncountries.
Their discussion calledon the authorities concernedfor adopting the migrationpolicy to be able to giveguarantee of social securityto the migrant workers.
While the country isgoing to be a member of theASEAN Community, priorityshould be placed on theissue of migrant workers inthe ASEAN region. Theyalso called for adoption ofmigrant workers issue as aregional issue whenMyanmar has to consider theASEAN migrant workersissue during the time of thecountry’s 2014 ASEANchairmanship. They alsourged the Hluttaw to adoptthe Migration Policy as soonas possible due to the currentsituation.
Regarding the proposal,Deputy Minister for LabourU Myint Thein said the UnionGovernment has set up theForeign EmploymentSupervisory Committee andthe management workcommittee, the workcommittee ensuring workers’benefits and the workcommittee for protectingrights of labours were alsoestablished under thesupervisory committee. Thesupervisory committee isdrawing the OverseasEmployment Policy. It isdifficult for Myanmar toimplement currently the
Labour Migration Policy inconformity with internationalstandards. However, in anattempt to adopt the firm anddefinite migration policy, theministry would work foradoption of the policy inaccordance with thediscussion ofrepresentatives, ILO’sconventions andinternational standards.
Afterwards, DeputyMinister for Foreign AffairsU Maung Myint said theMinistry of Foreign Affairshas to work for the safe andsecurity of Myanmarmigrant workers during thetime of successivegovernments. However,there happended somehindrances due to somereasons. There is noMyanmar embassy in somecountries where Myanmarmigrant workers areworking. The ministry hasordered Myanmarembassies to work for thesafe and security ofMyanmar migrant workers.
Afterwards, DeputyMinister for Finance andRevenue U Win Shein saidthat Ministry of Finance andRevenue is working togetherwith private banks to helpMyanmar migrant workers tosafely transfer their moneyto the homeland.
Afterwards, DeputyAttorney-General U TunTun Oo said the the UnionAttorney-General’s Office isimplementing theconventions and treaties.

The Hluttaw put theproposal on record anddecided to proceed the workin coordination withministries concerned.

Taninthayi Region. Its lowerstructure is RC post and upperstructure, bailey type. It wascommissioned into service on12 November, 2000. It canwithstand 23 tons of loads. Atpresent, there is no plan toupgrade it. It will be upgraded,based on allotted State’s fund.
Steering clear of theThamot River on Yangon-Dawei-Myeik Union Road, 25-mile-long Bod-Daw-KabinRoad has been put into service.Besides, the three bridges—Pabyin Bridges with 180-feetlength, Alechaung Bridgewith 80-foot length and DawBridge with 50-foot length—in lower maintenance on Bod-Daw-Kabin Road are undertransition into concrete onesand whose ten miles and sixfurlongs under upgradingwith the fund of 2012-2013fiscal year. Upon completion,road passers would have easyaccess to Myeik withoutusing the route cross theThamot River. Therefore, therewas no plan to construct theThamot River crossing Bridgeyet.

Woman swallows butter knifeA 30-year-old Atlanta
woman is OK afteraccidentally swallowing abutter knife, doctors said.
The woman wasapparently demonstrating toa friend that she no longerhad a gag reflex because ofher history with bulimia, theNew York Daily Newsreported.
During her exhibition, shelaughed and accidentallyswallowed the knife, NewEngland Journal ofMedicine said. She wasrushed to the hospital wheredoctors performed a surgeryto remove the knife from herbody.
Drs Aida Venado andSarah Prebil said doctors wereable to remove the knife
without damaging thewoman’s throat or stomach.
However, her husbandlater revealed the woman hadswallowed a knife four yearsago and she was thentransferred to a psychiatricunit, the doctors said.

LONDON, 10 Aug—Usain Bolt tonight secured thelegendary status he craved by becoming the first man ever towin the Olympic Games sprint double twice in succession.
While millions would already consider Bolt a legend forwinning triple gold in Beijing and defending his 100m titleat London 2012 last Sunday, the Jamaican insisted he alsohad to retain his 200m title to achieve such status.
And the 25-year-old did precisely that with anotherimperious performance, leading a Jamaican clean-sweepahead of 100m silver medallist Yohan Blake and WarrenWeir, both of whom are just 22. At the session, Deputy Minister for Construction USoe Tint replied to the questions on construction sectorraised by six representatives.
With respect to the question of U Nu of YangonRegion Constituency No.10 on “there is a plan to upgradeNo.3 Highway in Mingaladon Township into four-laneone”, the deputy minister replied:
Max Myanmar Construction Co is implementing No.2Highway (9 miles and 2 furlongs long) through the B.O.Tsystem. Width of the road is designated based on AnnualAverage Daily Traffic (AADT). AADT of the road is 2800.So, Ministry of Construction has informed the company toconstruct 48-ft-wide tarred road. Expansion of road bankwill be carried out in open season. It will be implementedas tarred road in 2013-2014 financial year.
Regarding the question of U Thaw Zin Oo of MagwayRegion Constituency No.9 on “there is a plan to constructRC bridge or gravel-filled culvert crossing the KyitCreek on Pakokku-Seikbyu road section”, the deputyminister said: The 900-ft-wide Kyit Creek is located betweenMile post Nos.12/2 and 12/4. In the rainy season, it can becrossed only when water level decreases. Hninthazin Co hasbeen carrying Pakokku-Seikphyu road through B.O.T system.At present, there is no plan to construct RC bridge or gravel-
filled culvert crossing Kyit Creek.Regarding the question of U Thein Hlaing of Sagaing
Region Constituency No.8 on “the matter on disturbanceto smooth commodity flow due to poor quality standard
scales”, the deputy minister replied:There will be slight variances of scales due to
weather condition and different commodities etc. Thevariance range can be 0.50 tons. Ministry of Constructionhas exempted that variance. Directives to avoid the scaleerrors have been given. The best way to save scalemeasurement time is that car owners and drivers on theirparts are to avoid over-load.
Bridge crossing fees are collected based on thelength of the bridges, not on withstand load and bridgetypes. And it is classified into four. Fee is not charged forunder-180-ft bridges. It is fee, but not tax. Collecting of feesis aimed at covering capital expenses and carrying outmaintenances, repairs and upgrade of roads and bridges byusing collected fees.
ASEAN standard is that with the aim of tradingbetween countries by roads by means of economicintegration in ASEAN countries by 2015, roads and bridgesare being upgraded, drivers are educated to follow trafficrules. Roads and bridges of the Ministry of Constructionhave yet to meet ASEAN standards. 10 tons per axis ismaximum weight in ASEAN countries. Although it is notsuitable, Myanmar has allowed it.
Myanmar’s toll fees are the cheapest, compared withother ASEAN countries. According to the survey conductedon 23 toll gates on 19-6-2012, it was found that there were32530 cars or 98.71 percent that follow the rules and 387 cars (See page 9)
