PERSPECTIVES

Improve waste collectionsystem

Monday, 23 April, 2012

Today, local municipal authorities are callingon the people to follow the waste dumping wayssuch as dumping wastes including plastic bags atgarbage and designated dump sites.

Besides, as part of environmentalconservation and waste management which wasgiven low-priority attention, people are urged touse recycling bags instead of plastic bags, todump garbage directly into the vehicles and into

garbage tanks. However, there are garbage piles out of

garbage tanks and over piling garbage, tarnishingthe image of towns.

The constant dumping of domestic garbage atgarbage sites make the environment of the areahighly unsuitable for students of minor age, asyoung as three years old. A dumping spot hasvirtually become the breeding ground formosquitoes, flies, and germs, multiplying theirpresence in the environs of the locality that couldcause epidemics among minor students. The germsand bacteria rife in the environment especiallyduring the currently changing weather pattern andadvent of summer could cause harmful epidemicsamong residents.

Just conducting garbage campaigns to distribute

recycle bags and to urge the people to dump theirgarbage at designated sites is not enough to createhygienic environments and to clean towns.

It is clear that not only the people but also localmunicipal bodies are responsible for garbagedumping spots with piles of garbage for severaldays.

Today is the time for local municipal bodies toreally look again at our garbage collection systemand they should give priority to streamliningwaste collection and should open their eyes to thedanger its dump poses to the general health of itspeople.

Meanwhile, people are to cut back onhousehold waste through recycling, a reductionin unnecessary packaging materials, or simplyless wasteful consumption. Let’s work together!!!

The finding suggestspolar bears took a long time toadapt to their icy world andmay therefore struggle to adjustas the Arctic gets warmer andthe sea ice melts, deprivingthem of vital hunting platforms.Despite being a very differentspecies in terms of body size, skin and coat color, fur type, tooth structure, and behavior, previous research had indicatedthat polar and brown bearsdiverged only recently inevolutionary terms.

Inmarsat (ISA.L) said it hadreceived an overdue $56.25million payment fromLightSquared, the US groupattempting to build a mobilenetwork using the Britishsatellite firm’s spectrum, andin return it would suspendfurther payments until 2014.

based on studying mitochon-drial lineage - a small part of thegenome, or DNA, that ispassed exclusively frommothers to offspring.

But after studying a lotmore DNA from inside the cellnucleus, using samples from19 polar and 18 brown bears,Frank Hailer of Germany’sBiodiversity and ClimateResearch Centre andcolleagues reached a verydifferent conclusion. Theyfound both polar and brownbears were much older, asspecies, according to a paperpublished in the journalScience on Thursday.

“Previous studiessuggested that polar bearswould have had to be evolvingvery rapidly, since they wereso young,” Hailer said in atelephone interview.

“Our study provides a lotmore time for polar bears toadapt ... It makes more sensefrom an evolutionarystandpoint that polar bearswould be older.”

His team’s calculations

put the moment when the twotypes of bears diverged in thePleistocene period, when theclimate record shows thatglobal temperatures reached along-term low. That could becoincidental but it suggeststhat the planet’s cooling mayhave triggered the split.

While the latest researchimplies that past polar bearadaptation was probably aslow process, it also meansthe animals have beenthrough warming phasesbefore. “If they go extinct inthis phase of warming, we’regoing to have to ask ourselves

what our role in that processwas,” Hailer said. “In previouswarm phases between the iceages polar bears were able tosurvive. The main differencethis time is that humans areimpacting polar bears as well.”

Genetic studies are animportant tool in researchingthe evolutionary history ofpolar bears, since the animalstypically live and die on seaice. As a result, their bodiessink to the sea floor, wherethey get ground up by glaciersor remain undiscovered, making fossils scarce.

BofA board $20 millionsettlement called inadequate

NEW YORK, 22 April—Bank of America Corp directors, who were sued by shareholders for allegedly paying too muchfor Merrill Lynch & Co in 2008, must defend a proposed $20million settlement of the claims in federal court in New York, court papers show. Calling the settlement “grosslyinadequate,” lawyers in a similar Delaware case have asked P.Kevin Castel, the judge overseeing the New York matter, toorder the parties agreeing to the deal to justify its terms.

Castel directed that parties submit necessary documentsby 4 May. The New York Times first reported that the Delawareplaintiffs objected to the settlement in New York as inadequate.

Damages in the case could reach $5 billion, according tothe plaintiffs in the case being handled in Delaware ChanceryCourt, the paper said. Larry Grayson, spokesman for BofA,declined to comment on the matter. Lawyers in the Delawarecase complained that if the settlement in New York wereapproved, their clients’ damages claims would be wiped outahead of a scheduled October trial, the newspaper said.

Court papers show the settlement was struck on 12 Aprilby lawyers representing two public employee pension fundsthat had sued the directors of Bank of America for breach offiduciary duty. The funds are the Louisiana Municipal PoliceEmployees’ Retirement System and the Hollywood PoliceOfficers’ Retirement System in Florida.

Bank of America has been the subject of much litigationover Merrill, including its failure to more quickly disclose thatMerrill was on its way to losing $15.8 billion in the fourthquarter of 2008 and was also paying out $3.6 billion in bonusesto employees.

Qantas A380 blowout plane returns to serviceSINGAPORE, 22 April—

Australia’s Qantas took itsrepaired A380 superjumboback to the skies on Saturday, resuming a 3,900 mile journeydramatically interrupted 18months ago when one of itsengines blew up overIndonesia.

After $140 million ofrepairs, the world’s largestjetliner took off for Sydneyshortly before midnight, carrying Qantas ChiefExecutive Alan Joyce andmembers of the crew thatsafely landed the crippledAirbus in Singapore with 440passengers on board.

“She’s running a littlelate... 18 months,” Joyce earliertold reporters under the leftwing of the big jet, which wassprayed by shrapnel as theengine blew apart shortly aftertake-off from Singapore inNovember 2010.

The return to service ofthe flagship European jetlinerends a harrowing episode forthe airline, planemaker Airbusand engine supplier Rolls-Royce . Investigators haveblamed the incident on a

potential manufacturing flawat Britain’s Rolls-Royce,which endured blunt criticismfrom Joyce following the Trent900 engine explosion.

Qantas and Airbus saidthe aircraft is safe and nearlyas good as new after goingthrough what they describedas the biggest repair job on asingle aircraft in aviationhistory. The only visiblescars are two patches of metalunder the left wing where itwas pierced by debris, someof which shot out at an anglethat narrowly missed the topof the fuselage.

“We believe this aircraftis as good as new. In the testflight that has taken place it isperforming better than a newaircraft would,” Joyce said.

The engine blowoutinitially prompted thegrounding of the entireQantas A380 fleet — sixA380s at the time — for overthree weeks. The aircraft hasundergone extensive repairsinvolving 70,000 hours ofwork in a hangar belonging toSingapore Airlines at ChangiAirport in Singapore.

With each aircraftcosting almost $400 million attoday’s list prices, theinsurance-paid repair bill of

A$139 million ($143 million)was cheaper than writing offthe damaged jet.

The plane, named afterAustralian aviation pioneerNancy Bird-Walton, beganthe 6-1/2 hour journey homeas flight QF32, the same callsign it was using at the time ofthe incident.

Qantas will stop usingthat call sign after Saturday’shomecoming flight. “It is veryimportant that everybody washere to fulfill the last flightthat was not completed 18

months ago,” Joyce said.Passengers on the

journey home includedRichard De Crespigny, thecaptain on the troubled flight18 months ago. “I haveabsolute complete confidencein the aircraft. I am verypleased that my CEO iscoming back on the flighttonight and I look forward tohaving my wife and twochildren also here on the A380as soon as possible,” DeCrespigny told reporters.

Many people treated for cancer are worn out for a time, but new findings suggest that long-lasting fatigue may be

less common than thought — at least for women withearly-stage breast cancer.—INTERNET

Fatigue after early breast cancer often fadesthe problem a year later.

That suggests for most women with the disease post-treatment fatigue will fade with some time, the researchersreport in the Journal of Clinical Oncology.

It’s well known that cancer patients often suffer fatigue. And some studies have concluded it’s common for thatweariness to last for years after treatment ends. Among breastcancer survivors, researchers have found that more than one-third have fatigue two to three years after treatment.

The reasons, though, have not been clear. And the newfindings support the idea that some cases of chronic fatiguein earlier studies may have had causes other than the canceritself.

Past studies have often been “cross-sectional,” meaningthey studied people at one time-point.

So it’s possible to catch some bouts of fatigue that arerelated to various causes, explained Dr. David Goldstein, wholed the new study.

That could mean lingering fatigue from a viral illness, forexample, or fatigue related to depression, according toGoldstein, of Prince of Wales Hospital in Randwick, Australia.

“There are cancer survivors with true post-cancer fatigue,”Goldstein said in an email. It’s just that the number may be“less than previously thought.”

THE NEW LIGHT OF MYANMAR Monday, 23 April, 2012 7

A vast majority of rural people are farmers whoselivelihood is agriculture. Agriculture plays a very importantrole in the country’s economy. In the past, Myanmarearned most of her foreign exchange by selling agriculturalproducts. Rice alone fetched more foreign exchange thanall the non-agricultural exports combined.

With poor transportation plus primitive methods offarming, the country’s rice per acre yield was low whencompared to that of her neighbours.

Although the farmers have to work hard day in, dayout, they could enjoy very few fruits of their labour. Theyhave been down-trodden and exploited by capitalists foryears countable by the thousand. This being the case, theyhad to live in abject poverty with little or no comfort letalone luxury. And their socio-economic status was as lowas could be. Myanmar used to export three million tons ofrice a year before World War II. Now she exports less thanone million tons of rice due to a variety of reasons.

Realizing such general weaknesses, the governmentof successive eras had given top priority to themodernization and mechanization of agriculture the lengthand breadth of the nation. In this context, it had undertakena series of activities which include disbursing interest-

free agricultural loans or low-interest loans, sellingchemical fertilizers, pesticides and farm implements tofarmers at reasonable prices, launching agricultural banksand seed-banks to help the farmers, building dams andreservoirs in different regions, implementing river-waterpumping stations in some areas where water is scarce, introducing high-yield strains of paddy and other crops, disseminating modern agricultural methods to farmers sothat they can extensively engage in double and mixedcropping as well as summer paddy cultivation and seekingforeign markets for locally produced rice. Thanks to theendeavours of the government the living standard offarmers has improved remarkably.

Nowadays, economic, political and socialtransformation has been undertaken steadily in consistentwith the Constitution which is in line with multipartydemocratic practices. The door is always open for those whoare willing to participate constructively in the political processin accordance with the Constitution. As politics and economyusually go hand in hand, necessary amendments to therelevant laws and regulations are being made. Changes havetaken place in various sectors. Meanwhile, the mechanizationof farming is being introduced steadily with the extensive

use of high-yeild strains of paddy. More and more farmimplements are being imported or manufactured locally sothat the farmers can grow paddy all the more.

Being agro-based country, Myanmar is trying its bestfor the development of agricultural sector, especiallyboosting paddy output for domestic consumption andexport. With this end in view, the Ministry of Agricultureand Irrigation has taken steps for acquisition of necessarytechnology, methods, quality strains and cooperationwherever possible including from the internationalcommunity and international organizations. It is alsoseeking cooperation from countries enjoying highertechnology. As the method to grow Palethwe hybridstrains of paddy is the best for the time being, the ministryis mobilizing and educating farmers across the country towidely grow the hybrid strains. And the growing of Palethwehybrid strains of paddy with GAP system is demonstratedregion-wide, for hybrid paddy production technology iswidely used in the world.

At such a time, the participation of private sectors insuccessful cultivation of paddy is welcomed. And withprivate sector participation, the country will soon becomean agro-based modern and developed nation.

SCIENCE DAILY, 22April — A study appearingin the current issue of thejournal Science revealsthat polar bears evolved asearly as some 600,000years ago. An internationalteam led by researchersfrom the German Biodiversityand Climate ResearchCentre (BiK F) shows thelargest arctic carnivore to befive times older thanpreviously recognized.

Polar bears evolutionarily five times older andgenetically more distinct

The new findingson the evolutionary historyof polar bears are the result ofan analysis of informationfrom the nuclear genome ofpolar and brown bears, andshed new light onconservation issuesregarding this endangeredarctic specialist.

Polar bears areuniquely specialized for life inthe arctic. This fact isundisputed, and supportedby a range of morphological, physiological andbehavioural evidence. However, conductingresearch on the evolutionary

history of polar bears isdifficult. The arctic giantspends most of its life on seaice, and typically also diesthere. Its remains sink to thesea floor, where they getground up by glaciers, orremain undiscovered. Fossilremains of polar bears aretherefore scarce. Because thegenetic informationcontained in each organismcarries a lot of informationabout the past, researcherscan study the history ofthe species by looking atthe genes of today’s polarbears.

Kitten gets new legs and lease on lifeSOUTH FARGO, 22 April — Corky, a stray

cat born with a rare congenital birth defectwas set to be euthanized in Fargo, ND. Hewas given a new lease on life when he waspicked up at a local shelter, Cat’s Cradle, atthe end of March. Corky was born with agenetic deformity called bilateralarthrogryposis of the tarsus, where his legswere backwards and overlapping. Cat’sCradle co-founders Gail Ventzke, AmberSchaffer and Carol Stefonek fell in love withthe kitten when they were scheduled to pickup two others. They took him immediatelyto get radiographs to see what they weredealing with and realized they needed tooperate right away. They called around to a“couple different vets and they didn’t wantto touch him,” said Ventzke. They took himto the Casselton Veterinary Service where DrDan Burchill agreed to operate on the 8-month-old kitten. Unaware of his condition,Corky was a “happy, healthy, engaging, funcat who dragged his back legs around,” saidBurchill.

After considering all options, likeamputating him and putting him in a wheelchair, Burchill determined he would be ableto surgically fix his legs. A rare disease incats, the condition was more common in

cattle, said Burchill. After practicing for 17years, he had performed the surgery before ondogs, but never cats. “Dr Burchill is ourhero…he customized the surgery for Corky,”said Ventzke. The operation took four hoursand cost roughly $1,000 an hour includingmedication and surgical fees. It was successful, and Corky’s more severely affected right legis doing “fabulous.” The left leg had a fewanatomy problems and was stabilized with apin. Estimated to cost only $2,500, the surgerycosts have not affected Ventzke. She says“We’ll fund raise until we cover it. He’s sucha great little guy, he’s such a great spirit andhe has a great purpose and we’ll do whateverwe can to get him back up on his feet.”Corky’s rehab, which includes acupunctureand hydrotherapy, is slow and steady.

SkyePharma asthma drug wins Europeanbacking

LONDON, 22 April —SkyePharma said on Fridayits lead product, asthmatherapy Flutiform, had beenrecommended for approvalby European regulators, doubling the value of thegroup’s shares.

Flutiform was referredto the European MedicinesAgency (EMA) last year aftermember states could notreach unanimous agreementon the drug, which willcompete with Glaxo-SmithKline’s Advair andAstraZeneca’s Symbicort inthe multi-billion dollarrespiratory drugs market Apositive opinion from theEMA is usually rubberstamped by the EuropeanCommission in a matter ofmonths.

“This is the end of along struggle for thecompany,” said Singeranalyst Shawn Manning.“It’s highly unlikely that itwill get this stamp ofapproval and not getapproved.” He saidFlutiform could have salesin Europe of $200 millionwithin five years, assumingit won “a modest” 7 percentshare of combinationtherapy patients.

Developing world lags behind in nutritionWASHINGTON, 22 April —

Developing countries arelagging far behind WorldBank nutrition targets amida spike in global food prices, according to a report releasedFriday by the World Bank.Coupled with a fragile globaleconomy, the rise in foodprices has stalled progress inpoor countries toward theBank’s millenniumdevelopment goals — a setof goals that all UN member

states aim to achieve by 2015including reducing childmortality rates, eliminatingextreme poverty andcombating HIV/AIDS,according to the WorldBank’s Global MonitoringReport 2012.

The World Bank’s 2015goals “will not be met in anydeveloping region,” said thereport co-written with theInternational Monetary Fund(IMF). Speaking to reporters

on Friday, Jos Verbeek, leadauthor of the report at theWorld Bank, said the impactof the food price increasedepends very much on local, regional and socioeconomicfactors, with some groupsfeeling the sting and others, such as some farmers, benefiting. The poorest of theworld’s poor have been themost severely affected, withmillions prevented fromclimbing out of poverty

because they must spend anincreasing amount of theirincome on food, Verbeeksaid. This deprives them ofthe chance to use excess cashfor investments or education.

These are most oftennon-farmers, urban andfemale-headed households.Females tend to live more inurban areas and often cannotgrow their own food, he said, unlike their ruralcounterparts, who can growsubsistence crops when timesget tough.—Internet

New purple crab species foundin Philippines

This handout photo released by Hendrik Freitag, ofGermany’s Senckenberg Museum of Zoology shows one

of the four new species of freshwater crab found inremote areas of the Palawan island group.— INTERNET

MANILA, 22 April — Fournew species of freshwatercrab, bright purple in colour, have been discovered in thebiologically diverse butecologically-threatenedPhilippines, the man whofound them said on Saturday. The tiny crustaceans burrowunder boulders and roots instreams, feeding on deadplants, fruits, carrion and smallanimals in the water at night, said Hendrik Freitag ofGermany’s SenckenbergMuseum of Zoology. Foundonly in small, lowland-forestecosystems in the Palawanisland group, most have purpleshells, with claws and legstipped red.

“It is known that crabscan discriminate colours. Therefore, it seems likely thatthe colouration has a signalfunction for the socialbehaviour, e.g. mating,”Freitag told AFP by email onSaturday. “This could explainwhy large males of variousInsulamon species are morereddish compared to thegenerally violet females andimmature males.” Scientistsbegan extensive investiga-tions of similar freshwatercrabs in the area in the late

1980s, when one new specieswas found — the Insulamonunicorn, Freitag said. Morefield work led Freitag toconclude there were four otherunique species.

“Based on available newmaterial, a total of five speciesare recognized... four of whichare new to science,” Freitagwrote in the latest edition ofthe National University ofSingapore’s Raffles Bulletinof Zoology. The carapace ofthe biggest, Insulamonmagnum, is just 53 millimetresby 41.8 millimetres while thesmallest, Insulamonporculum, measures 33.1 by25.1 millimetres. The two othernew species were called

Insulamon palawense andInsulamon johannchristiani. The four slightly differ fromthe first find, and from eachother, in the shapes of theirbody shells, legs, and sexorgans. $1 million for a penny; one ofworld’s rarest coins sold at auction

WASHINGTON, 22 April—One of the first pennies everproduced by the US Mint was put up for auction Thursdaynight and reportedly sold for more than $1 million. Bids for the1792 Silver Centre penny reached $1.15 million on Thursdaynight, according to Heritage Auctions, which conducted thesale. The US Mint itself was founded in April, 1792. If youdon’t have $1.15 million on hand, there are more affordable rarecoins available. The Canadian Mint recently began selling alimited-edition glow-in-the-dark quarter featuring a dinosaurskeleton for around $30.

And the website ThinkGeek offers electromagneticallyshrunk quarters for $25, or 100 times their actual value ascurrency. ABC News reports that the rare penny is made ofcopper with a small silver plug at its center. It was an experimentby the then-fledgling US Mint, which shelved the pennybefore it could go into mass circulation. The US Mintdetermined the penny was too large and heavy for practicaluse. Todd Imhof at Heritage Auctions told ABC that unliketoday’s legal tender which bears the inscription, “In God WeTrust,” the copper-silver penny reads “Liberty Parent ofScience & Industry.”

“At the time, industry and science reflected anenlightenment mindset,” Imhof said. “People believed freedomof thought and industrial growth would bind and unify thenew country, not religion or God.” An anonymous collectorwho has owned the coin for 10 years sold the penny. “Withcollectible items, for an item to sell for over a million dollars itis an unusual event,” Imhof said. However, Imhof also said acoin of the same type sold for close to $3 million over a yearago. Still, the $1.15 million sale is one of only 30 $1 million-pluscoin sales in history.— Internet

Oil ministry spokesman Assem Jihad has said that theeventual goal is for Iraq to be able to export five million barrelsper day of oil from the south alone, he said.
