    TROUBLESHOOTING Primitive Checkpoints before Login into e-Tendering Portal

    (1)Check whether proper driver for your USB Token is installed. E.g. for StarKey type USBToken, you need StarKey driver, for MoserBaer USB Token, you need MoserBaer driver

    and for Gemalto make USB, you necessarily need Gemalto driver.

    (2) Check regarding Java installation. Kindly check Java installation as per the following:(A) StartControl PanelJavaGeneralAbout (It will show the Java version and update.

    Minimum requirement is Version 6 and Update 31).If your PC is not as per the requirement,

    kindly update the Java for your PC.

    (B) Start Control Panel Java Java View (It will show the Java Runtime Version and

    also which version is being used as per the check box.) If more than one check box is ticked,

    kindly remove tick (s) for the old versions.

    During Enrollment of Certificates in e-Tendering Portal

    Login using the given user ID and password. Enroll your certificates while the system asks for

    it one by one. Enroll the Signing Certificate first and then only the Encipherment

    Certificate.

    NB: Alteration of sequence in enrollment of certificates will lead to permanently block in

    accessing to the e-Tendering portal. In this case, the user needs to again fill up the DSC

    application form and go through the process from scratch.

    TROUBLESHOOTING During Login Process in e-Tendering Portal

    Kindly use Internet Explorer 8.0 or above for accessing the e-Tendering portal.

    System will ask twice for login into the system.

    (1) If no Login button,then it is a problem with the installation in Java. Kindly check as perthe procedure mentioned above (Point (2) of Primitive Checkpoints).

    (2) If the Login process take more than usual time, then follow the below mentioned steps:Remove USB Token(Ctrl + Alt + Del)Task ManagerProcessJava (s)End Process

    Re-insert USB Token and continue to Login in the system;

    TROUBLESHOOTING (3) If error message is appearing regarding Insertion of Correct Certificate, the follow the below

    steps:

    Remove USB Token Tools Internet Options Content Certificates Personal

    Select All Remove Re-insert USB Token and continue to Login in the system.

    Before login now, you can check in the certificate tab. You will find two certificates of you only

    will appear now. If it showing nothing, PC should be restarted at this point.

    TROUBLESHOOTING (4) In spite of the above processes (2) and (3), the problem persists, kindly change to a different USB

    port of Desktop / Laptop.

    (5) If any Blue Screen appears indicating error in accessing the page, then follow the below steps:ToolsInternet OptionsGeneralDeleteClose the BrowserRestart the Browser

    Open the Page and Continue.

    While creating a New e-Tender

    Choose 1 for Single Bid Tender and 2/3/4 for Two Bid Tender under No Ofbid(s)(s)depending upon the size of the documents expected from the vendors as each Packet

    is capable of holding 10 MB of data;

    Choose always 2 Of 4as No Of Bid Openers; Keep at least 48 Hours gap (i.e. Two Days) between Bid Submission Closing Date and Bid

    Opening Date;

    Never use any special characters (e.g. &, /, , *, % etc) while creating a tender; Any file to be uploaded should not contain any special characters including space. For example,

    if your tender document is by name Tender Chain Conveyor PT - 10, use file name as

    Tender_Chain_Conveyor_PT_10;
