Analysis 8

IN LAST YEAR’S Annual Construction Review, we reported thatdespite uncertainties arising out of the regional political malaise, the outlook for the Gulf’s construction sector was much improvedsince the 2008 credit crunch days took their toll on builders andsuppliers. This year, despite an uncertain global economy, wecan safely say that the regional building sector is continuing toprosper. It’s true that these may not be the boom years of the lastdecade, and that quite a few investors may have had their fingersburnt in the recent past - the ripples of debt are still making theirway through some of the large corporates in the region. But there’s no denying that numerous opportunities remain in theGulf Co-operation Council (GCC) states, from major oil, gas andpower projects, to transport, infrastructure and especially socialspending, a central theme following the tumult of the ArabSpring. According to some estimates, longer term infrastructureinvestment plans for the entire Middle East region may be worthin excess of US$1 trillion.

THE UAE IS seeing more growthin the country’s decorativepaint segment with theintroduction of key initiativesand programs. In line with thisgrowth, Jotun Paints hasrevealed a new strategicinitiative, ‘Closer to theConsumer,’ which is focused onconsolidating the company’smarket presence in theEmirates. The announcementwas accompanied with thelaunch of ‘Fenomastic StainResistant’ and ‘FenomasticHygiene.’ In addition, thecompany also revealed a new design packaging for the‘Jotashield’ line of paints. The launch of the new products and thenewly packaged ‘Jotashield’ complements the company’s movetowards consolidating its UAE market leadership while at thesame time reinforcing customer ties. Industry reports haverevealed that the increasing number of construction projectsacross the UAE have become one of the key factors attributed tothe continuous growth of the country’s paint market. “Our aim is to be able to come up with an innovative line of

products that our customers can widely depend on,” said ErikAaberg, Group Executive Vice President, Jotun.

CEMENT COMPANIES INthe Gulf witnessed a 24.3per cent increase inrevenues in the firstquarter, touching US$1.26billion as constructionpicked up in certain partsof the region. The industry's profits roseto US$435.6mn, comparedto US$359.54mn in thefirst quarter of last year, agrowth of 21.2 per cent. However, according toGlobal Investment House'sreport, net marginssuffered a fall of 90.4 basispoints during the period.Gross margins witnessed a233.6 basis point increasein Q1 to 43.7 per centcompared to 41.4 per cent, which was due to anincrease in selling pricesaccompanied by a drop inprices of fuel.

CEMENT DEMAND IN Saudi Arabia is to continue strongly, led by government expenditure. Recent governmentintervention in reducing the price cap and fuelling newexpansion has aided supply and reduced prices. However, over the long run, it is believed that supplyconstraints remain the key concern. These assessmentsare recorded in a new report issued by Riyadh-based NCBCapital. The report indicates that the government plans to spendmore than US$216 billion on infrastructure andtransportation projects during the next year.

Railways, airports and major infrastructure projectsare being constructed throughout the Kingdom withdemand for cement boosted by these projects.Government spending will continue to be the main driverfor the sector in the medium term, the report says.

The report refers to strong demand in the WesternRegion which has increased significantly this year, due tothe size and urgency of the projects in this region.

The new Jeddah airport, Haramain Railway and othermajor infrastructure projects such as Rabigh Port areexamples of the mega projects taking place in theregion. As a result, cement companies throughout theKingdom have increased their sales in the WesternRegion, either directly or indirectly, by selling cement orclinker. This also means that cement companies with afocus on the Western Region are best exposed to thedemand momentum of the sector.

■ INVESTMENT OPPORTUNITIESWORTH more than US$500billion in energy, transportation, education, health care and othercritical sectors of economicdevelopment continue to beckonfor contractors in the Gulf, industry experts said. "GCCcountries have significant tradesurpluses which they are planningto invest in order to diversify theireconomies' dependence on oilrevenues and also to develop theircountries and satisfy thedemands of their peoplefollowing the Arab Spring. Theregion certainly is expected tocontinue to offer a lot ofopportunity for contractors," saidRizwan Shah, managing director,Corporate Finance, and leader ofDeloitte's Capital ProjectsAdvisory services practice for theMiddle East. Despite grapplingwith challenges and deliveryissues related to current projects, major opportunities remainprevalent in Saudi Arabia, Qatar,Abu Dhabi and Iraq this year.

THE CONSTRUCTION INDUSTRY in Bahrain is improving after aperiod of unrest that also affected the real estate sector, saidtop officials from a major construction company in the kingdom.

Concrete efforts from the government addressing affordablehousing and the push towards building social infrastructureamenities such as healthcare and educational facilities seesthe construction sector pull back onto the recovery track, according to officials from the Nass Group.

Nass International Trading (NIT), a division of Nass Group and the authorised dealer for Hyundaielevators, has announced plans to capitalise on the improving construction sector through a range ofproducts and services that will assist in the enhancement of several projects.

'In the first quarter of 2012 alone, we have been successful in acquiring a considerable number ofcontracts for 37 elevators that have been customised to suit specialised needs,' said NIT executivemanager Mohamed Hasona.

IRAQ IS LOOKING for investors in housing and infrastructure projects, Mohammad Al Daraji, itsMinister of Construction and Housing, told a conference in Abu Dhabi recently. Al Daraji extended aninvitation to delegates at the Arabian World Construction Summit 2012 in Abu Dhabi to look atpotential opportunities for projects and investments in Iraq."Now is the time for the big names to come either in private public partnerships or to invest inIraq," Al Daraji said. He added that investment is needed in housing, roads and infrastructure. Iraqneeds to build 2.5mn housing units and 7,000-km of new roads by 2016, he said."We're going to spend US$2 billion over the next two years on social housing projects and anotherUS$2 billion on low-cost housing, he said. That's in addition to US$5.8 billion for roads."

THE LEBANESE ECONOMIC Organizations(LEO) grouping has urged the governmentin a proposal to allow the private sector tobe more involved in infrastructureprojects in order to ease the financialpressure on the Treasury.

The LEO, which groups all the leadingbanks and companies in Lebanon, saidthe plan was an attempt to find a solutionto the country’s various political, socialand economic problems.

The LEO added that the proposal hadbeen put together by a group of think

tanks at the request of the organization. It touched on political reforms,

administrative modernization, economicdevelopment, private sectorenhancement, social advancement, civicawareness and strategic positioning.

The government of Prime Minister NajibMikati, a prominent businessman himself, also highlighted the importance of theprivate sector’s role in stimulating theeconomy as well as allowing the sector totake part in all major projects, such asthose to do with electricity and water.

The private sector and Lebanesecommercial banks have expressed aninterest in funding major governmentprojects but have fallen short of callingfor the privatization of state-ownedassets.

The Private-Public-Partnership sloganhas become a common topic in thegovernment’s speeches andstatements. However, neither thegovernment nor the Finance Ministryhave made significant steps to translatethese promises to action.

IIT’S TRUE THAT these may not be theboom years of the last decade, andthat quite a few investors may havehad their fingers burnt in the recent

past - the ripples of debt are still makingtheir way through some of the largecorporates in the region.

But there’s no denying thatopportunities still abound in the Gulf Co-operation Council (GCC) states, from majoroil, gas and power projects, to transport, infrastructure and especially socialspending, a central theme following thetumult of the Arab Spring.

According to some estimates, longerterm infrastructure investment plans forthe entire Middle East region may be worthin excess of US$1 trillion.

And it’s a figure that could rise yet moreas governments assess the impact of theArab Spring on their priority investments.

With social unrest still evident in placessuch as Bahrain, and Syria at crisis point, the full effects of this messy upheavalremain hard to predict.

Yet the uprisings have been creditedwith positively influencing infrastructureinvestment, forcing governments toaccelerate spending plans in order to meethigher public expectations, and to keeptrack with rising populations.

This is reflected in the make-up ofplanned state spending and those projectsin the pipeline with social investmentexpected to gulp around a third of allspending.

Social outlay is closely followed bymassive sustained investment in thepower sector, then transport and, of

course, the oil and gas sector, whichunderpins the regional economy.

High oil prices in the past year or so havetopped up state coffers to bankroll the nextwave of this investment, both in the socialsector and beyond, at the same time, softening the impact of the global financialcrisis on the GCC construction market.

In fact, it is the oil-rich economies of theGulf that will account for the bulk of thespending in the years ahead.

This means opportunities in theconstruction sector remain prevalent in thelikes of Saudi Arabia, Qatar and AbuDhabi, as well as a fast-emerging Iraq.

According to Deloitte Middle East’sannual report on the sector, ‘GCC Power ofConstruction: Five Lessons to Learn From’,large infrastructure projects, particularlyaround social and transport infrastructure, will offer tremendous potential forcontractors, as will continuing upstreamand downstream oil and gasdevelopments.

Construction contracts alone, worthUS$40 billion were awarded tocontractors in the first quarter of 2011, thereport says, 47 per cent of which were inthe energy sector.

Of the biggest investments currentlyunderway is Qatar’s plan to spendUS$100 billion in preparation for hostingthe 2022 World Cup and in achieving its2030 vision.

Qatar has for some years been one of theworld’s fastest growing economies, underpinned by the phenomenal growth ofits gas sector.

Meanwhile, in the region’s biggesteconomy, Saudi Arabia, the state’s capitalspend programme is expected to be wortharound US$400 billion over the next 10years.

On the social side, the government’s2012 budget includes plans to construct742 new schools and the renovation of2,000 schools along with the constructionof numerous new hospitals, social andwelfare centres.

Not all budgeted projects will go ahead:a Royal Court report presented to theCouncil of Ministers in June found thatroughly 20 per cent of government projectsin Saudi have not been implementedduring the past six years.

Without doubt, though, the conditionsfor construction sector growth remainbullish.

Backed by vast oil-based reserves andgovernment stimulus packages, theeconomic prospects of the GCC regionhave remained positive despite ongoingpolitical unrest in the wider Middle Eastregion.

As such, efforts to maintain a balancedand diversified economic base haveremained the primary focus of mostregional governments as evidenced by a

An uncertain globaleconomy, including aeurozone in crisis, and noweven mixed growth signalsfrom China, have failed toput the dampeners on theGulf ’s constructionmarket.

Building sectorcontinues to prosper

There are still plenty of opportunities inthe regional construction sector

One of the mostattractive features of

Saudi Arabia’sconstruction boom is its

broad scope

S02 TRME Construction 2012 Analysis_Layout 1 23/07/2012 15:45 Page 8

steady stream of investments intoconstruction and infrastructure projects. But it is not all plain sailing.

The Deloitte report indicates thatalthough there are massive opportunitiesassociated with this huge constructionspend, many project sponsors still have todeal with illiquid projects and debt.

Most buoyantDespite such grand investments, governments are still trying to recuperatefrom the impact of the global financial crisis.

“What primarily differentiatesparticipants in the GCC’s constructionindustry from their western counterparts isthat grand opportunities continue to becapitalised upon across the region, despite being forced to deal withcontinuing negative financialcircumstances,” says Rizwan Shah, managing director, corporate finance, andleader of Deloitte’s capital projectsadvisory services practice in the MiddleEast.

Given it’s size, Saudi Arabia is expectedto be the most buoyant constructionmarket in the region and, quite possibly, globally, according to the Deloitte report, which shows that local constructionactivity is poised for imminent growth.

The budgeted value of contacts to beawarded in Saudi Arabia in 2011 onwardsis set to increase to US$35 billion, ascompared to US$25 billion in 2006.

And Riyadh officials are schedulingfurther grand investments, with plansnearing US$400 billion in five years, demonstrating an increasing trend ofprojects that will need to be awarded in thecoming years.

The make-up of projects will include

building schools, hospitals, universities, houses, airport expansions, and new railwayinfrastructure and road improvements.

Business intelligence provider BMIestimates the Saudi construction sectorwill grow 5.4 per cent this year, led by theongoing development of the power sector.

It is little wonder given that projectsreached an all time high in 2011, accordingto the Gulf kingdom’s largest bank,National Commercial Bank (NCB).

It reported earlier this year that the surgein public spending boosted the total valueof awarded contracts by 155 per cent toUS$72 billion during 2011, surpassing theprevious record value of US$207 billion in2009.

SignificantOne of the most attractive features ofSaudi Arabia’s construction boom is itsbroad scope, reckons Saleh Muradweij, executive director of Drake and ScullConstruction, a leading regional player.

“Projects are emerging for all sectors, fromgovernment and healthcare to educationand hospitality,” he told the Saudi Gazetterecently. “Given the market dynamics weexpect sustained demand for ourmechanical, electrical and plumbing, civilcontracting and water and power expertise.”

The company currently has an orderbacklog in the kingdom worth overUS$853mn.

High-growth Qatar is another marketwhere there is likely to be plenty going on,both now and in the future.

The tiny Gulf state has spent US$8billion on construction projects in the 2011financial year, rising significantly in theyears ahead.

Projects planned in the future are valuedat approximately US$230 billion; with thehosting of the 2022 World Cup set to be atruly major enabling event for the futuredevelopment of the country in achieving its2030 vision.

Sport will therefore be a key elementof the local construction boom, withplenty of investment allocated to hotel, leisure, tourism, recreational andinfrastructure projects.

And that is just in the non-oil and gassector.

As the world’s biggest exporter ofliquefied natural gas (LNG) and a pioneerin other gas technologies, Qatar is alsoexpected to continue sinking money intonew energy developments, that will filterthrough to the construction sector.

The launch of the US$18 billion Pearlgas-to-liquids (GTL) project this year - thecountry’s single largest foreign investmentproject led by Shell and Qatar Petroleum -highlights the scale of ambition.

In the UAE, it is Abu Dhabi that is likelyto have the edge on rival emirate Dubai, once renowned for its frenetic pace ofdevelopment

Overall, the UAE is the Gulf’s secondlargest market with investments worth US$9billion allocated to buildings, infrastructureand energy sectors in the first quarter of2011, according to Deloitte’s figures.

Despite the regional unrest and thepublic slowdown of projects in Abu Dhabilast year, the UAE has overall demonstratedsome key elements of stability.

Abu Dhabi, in particular, accounted for70 per cent of the total US$20 billion ofcontracts awarded between the first andthird quarters during 2011.

Again, driving this growth, with overUSD$12 billion in awarded contracts, theemirate is placing particular attention ontransport, utilities and social infrastructurecommitments.

Approximately US$2 billion has alsobeen allocated towards an integratedhousing project on the outskirts of thecapital to boost the residential market.

In addition, according to the Deloittereport, the Abu Dhabi government has a longterm investment programme to upgrade itsairports, sea ports and public transportsystem to cater for a growing population.

Among the more recent notable projectsto be awarded, Abu Dhabi AirportsCompany (ADAC) awarded a US$2.9 billioncontract to a joint venture between TAV,CCC, and Arabtec for the construction ofthe Midfield Terminal Building (MTB) atAbu Dhabi International Airport.

General infrastructure spending remainshigh priority across the region, of course.

As well as transportation, this includes amajor focus on the power sector, frombuilding new generation plants, through tothe strengthening of the transmission anddistribution infrastructure.

Saudi Electricity Company is already oneof the largest utility companies in the worldin terms of its installed power generationcapacity, but it will grow significantly in thecoming decades.

As well as tapping into the region’shydrocarbon resources, it also meansrolling out new technologies, includingrenewables and nuclear power.

DiversifyThe kingdom plans to invest some US$112billion during the next 20 years to build 16nuclear power units to offset rising domesticenergy demand and retain its position as aleading hydrocarbons exporter.

Riyadh has been criticised in the past forconsuming too much of its own oil to run itspower stations. Reducing this consumptionwould free up more oil for export.

There is also a plan to spend a similaramount in developing the nation’senormous solar energy potential too.

Saudi Arabia, like the Gulf’s other mainoil and gas exporting countries, has an

additional objective in the need todiversify away from the traditionalpetrochemical and hydrocarbonindustries. This is driving infrastructureand other spending in these countries, inareas such as downstream activity.Saudi’s Eastern Province gulped nearly 20per cent of the total awarded contracts lastyear following the award of numerous largeprojects in the petrochemical andindustrial sectors.

The country’s NCB reckons the heavycapital spending in sectors such as power, petrochemicals and oil and gas willcontinue to anchor the construction sectorthroughout 2012.

But the shift away from hydrocarbonsremains a priority, as evidenced by thetrend towards nuclear power both in SaudiArabia and in some other Gulf states. ■

Kingdom TowerA MEASURE OF the new confidence sweeping the region isSaudi’s decision to go ahead with what will become theworld’s tallest tower.

The US$1.2 billion Kingdom Tower, on the outskirts ofJeddah, will stand 1,000 meters tall, or two-thirds of amile, when it is finished, not just breaking the currentrecord, but shattering it.

When the Kingdom Tower is built on the outskirts ofJeddah, Saudi Arabia it will not only become the tallestbuilding in the world, it will shatter the old record.

The current record-holder, Dubai’s Burj Khalifa stands at828 metres, while the tallest building in the US, Chicago’sWillis Tower, is a mere 442 metres, or 527 metres if youcount the antenna.

The One World Trade Center tower currently being builtin New York will climb, including antenna, to 541 metres.

The Kingdom Tower is being designed by Chicago firmAdrian Smith and constructed by the local Bin LadinGroup.

Inside the tower, there will be a hotel, servicedapartments, luxury condominiums, top class office spaceand the world’s highest observatory.

Dubai bouncing backDUBAI’S RESIDENTIAL REAL-ESTATE developers are a morepragmatic bunch these days.

Although the debt clouds are starting to disperse, paving theway for this former go getting construction power house to getbuilding again, it is not out of the woods yet.

While immediate concerns about Dubai's debt burden havelessened after the recent settlement of two of the mostchallenging bond maturities at government-related entities, theemirate remains a highly-leveraged state.

The emirate’s real estate sector is seeing a sustained recovery, with a new focus on tourism, trade and transportation, although2014 will bring a new raft of government-related maturities.

It means this time there is a greater degree of caution ondisplay among those that survived the bust.

One of the most prolific real estate developers, Nakheel - whichwrote off US$21 billion after property values in the emirate fell bymore than half - is now tentatively starting work on its first newprojects since the crash.

It is still completing restructuring in the run-up to a decisivenext year, with most of its properties currently under constructionexpected to be handed over to customers between now and thefirst few months of 2013.

KKHALID AL KHATIB believes that fire safety has a vitalrole to play in the construction industry as it helpsprevents fire accidents and in turn protects lives andproperties.

The UAE-based manufacturer of fire fighting equipment, fireprotection systems and safety engineering has a wide range ofproducts that cover and caters for all types of industries, including the construction.

Al Khatib added that there is a “need for total fire-protectionsolutions under a single roof.”

Naffco has faced a number of challenges trying to bring its firesafety solutions to the construction industry.

“During the early years, the challenge we faced was in makingthe industry accept the design and then implement fire safetysolutions based on NFPA (National Fire Protection Association)codes and buy products which passed international qualitystandards,” noted Al Khatib.

The situation has improved with the support of the localauthorities who have started implementing proper fire safety codes, but Al Khatib argued that it is “a reality that there are some countriesin the region which still need to double their efforts in developingand implementing more stringent Fire Safety Regulations.”

One factor in helping fire solutions in the constructionindustry become more prominent in the region has been thelessons learnt from the several fire incidents in the past whichwere caused or exacerbated by poorly designed systems andlow quality products.

According to Al Khatib: “Consumers started to become awarethat they needed to go for the right design and implementationprogramme and choose the highest product quality.”

The need for a proper regulated fire system was tragicallyhighlighted when a fire broke out recently at the Villaggio Mall inDoha and ended up killing a few people. Al Khatib said it was hardto give a proper comment on the incident since the investigationwas still on-going, but he did provide a general observation.

“As long as the building is designed and built with the propersystem in accordance to internationally accepted Fire SafetyCodes and the products installed passed international qualitystandard, there is a very low risk of fire incidents. Above all, it isvery important to have an AMC (Annual Maintenance Contract)from internationally certified Fire Experts like our owncompany,” he stated.

A rigorous training programme is an important element inhelping to educate the wider public on the importance of properfire safety solutions in the construction industry. Al Khatibexplained that Naffco has always had regular technical trainingsessions for both its own staff and the wider public.

“Just this year alone, we have had monthly technical trainingsessions. We have also collaborated with NFPA to conductseveral training exercises in the local market,” he noted.

Al Khatib provided an insight in the outlook for the UAEconstruction market and how the downturn in the market over thelast few affected Naffco. He believes that the construction marketis picking up again, and notes that because the firm never reliedsolely the UAE construction market, it was never adverselyaffected by the downturn.

Al Khatib said that Naffco, which is present in over 100countries, was growing internationally and its export team wastapping more international markets each year. The UAE-basedfirm has tripled its investments in international operations.

Al Khatib added: “We have a good market share within theregion.”

Ongoing research and development (R&D) is a prominentfeature of the company and Naffco invests heavily in R&D.According to Al Khatib, “this is to be sure that our products andservices are of the highest quality. We have a yearly quality auditfrom different International Certifying bodies “UL, FM, LPCB, BSI(Kite Mark & CE).and SABS”

Al Khatib is sure that the present Fire Safety Industry boom willcontinue, mainly because of his belief that there will be morestringent fire preventive programmes initiated by local authoritiesin cooperation with international fire experts within the region. ■

IINTERMAT RETURNED IN Aprilfollowing a three-year break andproved that it was not all economicdoom and gloom in the international

market for construction machinery. The show dominated the Paris-Nord

Villepinte exhibition centre and attractedmore than 200,000 visitors during its six-day run in the French capital.

Mario Gasparri, chairman of CNHConstruction, described Intermat as an“excellent opportunity to take the pulse ofour sector”.

“It was a chance for us to demonstrateto our customers how pioneering we arein terms of low-emission engines, inboth road and constructionapplications,” he remarked.

CNH was among a host of big namesthat took full advantage of the opportunityto demonstrate their engineering prowess.Doosan was among those names, fillingits exhibition stand with a host of brandnew models that it hoped would take themarket by storm.

Doosan used the show to launch a newrange of crawler excavators intended forthe Middle East and African markets, including the DX225LCA model, and thelarger DX300LCA and DX340LCA models.

The new excavators offer new designfeatures suited to the needs of theAfrican market, including a powerfulDoosan Tier 2 compliant engine, fewerelectronics on board and a newergonomically-designed cab.

The company has also recently launchednew wheel loaders for markets in Africaand the Middle East, and exhibited theDoosan Tier 1 diesel engine-poweredDL250A wheel loader at the event.

Scott Nelson, president of DoosanInfracore Construction Equipment inEurope, Middle East and Africa, remarked,"We showed our new Doosan Stage IIIBcompliant excavators and wheel loadersfor the first time as well as our newexcavator and wheel loader rangesspecifically designed for the Middle Eastand African markets.

“These new products werecomplemented by a strong display ofBobcat compact equipment andtelescopic handlers including theunveiling of the new Limited EditionE16 model to celebrate the 25thanniversary of the Bobcat compactexcavator range.

“Also on display were examples ofproducts that have migrated to the

Doosan brand, such as the new DA40articulated dump truck and the PortablePower range of air compressors andgenerators,” he added.

Atlas Copco, which recently received aUS$35.3mn order in South Africa to deliverPit Viper 351 blasthole drilling rigs toAnglo American subsidiary Kumba IronOre, used Intermat to launch the Edge DrillMonitor, which measures shock wavesfrom down-the-hole drilling.

Edge, which has been developed jointlyby Atlas Copco and SPC Technology, is acontinuous monitoring system that can befitted to all types of deep-hole drill rigsthat use Secoroc DTH hammers.

SPC Technology chief technology officerIvo Henriksson said, “By isolating thehammer vibrations from all the other noiseand analysing the frequency andamplitude of the drillbit hitting the rockthousands of feet below ground, we areable to provide the drillers with user-friendly real time information to optimisetheir drilling parameters.

“In a recent customer evaluationprogramme, we reduced fuel cost perdrilled footage by 10 per cent andincreased rate of penetration (ROP) by 11per cent using the Edge,” he added.

IN THE NAME of both environmental care and lowering costs, more and more people are willing to recycle, reuse and makethe best use of limited resources. Volvo CE feels this should beno different in the construction industry – evidenced by theVolvo Reman program, arguably one of the company’s mostresource friendly initiatives. The Reman program takes machine components that havereached the end of their ‘first’ useful lives and remanufacturesthem using high quality genuine Volvo parts, resulting in agood-as-new component that gives the customer all thereassurance of knowing it is guaranteed by Volvo – and all themachine up time, long service life and lower owning andoperating costs that go with it.The potential savings are incredible. When stripping back anold engine, for example, 80 per cent of the original parts arereused, meaning that the steel isn’t destined for the scrapyard, but used for many more years. To remanufacture acomponent, Volvo CE reuses, on average, 85 per cent ofmaterials and lowers energy consumption by 80 per cent whencompared to producing a new component.

CONSTRUCTION COMPUTERSOFTWARE (CCS), developers of theconstruction software applicationsCandy - for estimating and projectcontrol and BuildSmart - the webbased, construction accounting andcosting ERP solution – heldcomplimentary seminars for theircurrent and prospective users, with theaim of encouraging them to use thesepowerful software solutions to theirfull potential. “So many of our users fail to realisethe full potential of our products, which if used correctly and to fullcapacity, could bring massiveimprovements in productivity, automation and efficiency, directlycontributing to better control andinevitably better returns on a project”commented CCS Gulf general managerIan Hauptfleisch.“In the challenging industry ofconstruction, cost control is essentialand if the pertinent variables of time, cost and budget are managed properly, revenue and profit targets simplybecome bi-products,” addedHauptfleisch. However this is easier said than done

as most professionals in theconstruction sector will attest to butthis is exactly where software canplay a huge part in minimising themost common obstacles of controlsuch as multiple-entry of data, inconsistency of presentation andcalculation, un-auditable figures andvalues, to name a few.Candy and BuildSmart, togetherinclude modules for projectestimating, planning, valuations, forecasting, cash flow, procurement, accounting, wages, plant, yard andstock management and documentcontrol. When utilised properly and totheir fullest intended extent, they canhelp attain complete control byeradicating the aforementionedobstacles of control and putting theusers in a better position toproactively manage and control thenumerous variables associated with aconstruction project. This was the underlying theme of theseminars held in the UAE, Oman andQatar where the audience was ledthrough a detailed presentation of howthe entire life cycle of a constructionproject, from estimation through to

Annual Construction Review 2012

TTHE CMA TOWER is being built by SBG, a firm with ahuge amount of experience in highrise construction. The tower stands out for its large nine-sided CIPconcrete core, whose 40 meters cross-section makes it

big enough to be a skyscraper in its own right. A uniqueformwork solution from Doka is in use for the 100 castingsections

At present, SBG has an uncommonly tough challenge to dealwith: incorporating a three-storey-high steel construction intothe CIP concrete core.

Work on the up to 2.50 meters thick reinforced concrete wallof the structure core has reached the 29th floor, in some casesprogressing in a four-day-cycle. The colossal structure coreserves as the bearing element for a gigantic steel constructionto which the exterior facade and floor-slabs are to be attached. This steel construction will take several weeks to install, aprocedure which will have to be repeated at the 51st floor.

The complex fitting operations had to be carried out from the26th to the 29th floors. In these three storeys, the steelconstruction was embedded in the CIP concrete core as thiswas poured, to assure a tension-proof connection between thecore and the exterior facade. For this, 10 cm thick steel plates

of up to 14 meters in height were erected ahead of the castingoperations, ready to be diagonally embedded.

In addition, 12 meters high reinforcement rods were alsoemplaced. Placement of the horizontal rebar provedparticularly laborious, as every single rebar item had to bebolted onto the steel construction by way of welded couplers. The result, in the so-called ‘outrigger levels’, is a reinforcementratio averaging 1500 kg per m³ of concrete. With so much steelin the concrete, tying the two formwork-halves and preparingthe suspension points for the self-climbing system was quite achallenge.

Another big challenge is a wall-return from 2.50 meters to1.80 meters, which has to be hydraulically overclimbed by theplatform levels. For this 70 cm set-back, the climbing scaffoldis pushed away from the finished casting section, causing thescaffold to slant inwards in the next casting section. For thisreason, Doka used extension shoes in the casting section forthe set-back, enabling the climbing scaffold to be pushedupwards and slanted inward by 20 cm in this casting section.

Doka’s vast experience and wide-ranging projectmanagement are making it possible to solve the highlydemanding requirements directly on the site, in teamwork withall the professionals involved. In consequence, the complexworksteps are proceeding as planned. Due to the decreasingrebar quantities, once the steel construction has beeninstalled the site team are aiming at a three-day cycle. ■

AALL THE WORLD loves aninternational exhibition, and thecontractors plant and buildingmaterials machinery industries

put on some of the biggest and best. Weitemise the cream of the coming crop;opening times etc can be found with asearch engine by combining the names

given with the specific exhibition organiser, listed here in the cases of the events thatare perhaps not so well known in the Gulf.

First, the huge international get-togetherswhich no manufacturer can afford to miss –and that goes for most contractors, building-related officials/professionals andother customers, too. Over the next 12months undoubtedly the biggestconstruction trade event anywhere will beMesse München’s Bauma in Munich, southern Germany, which opens its doorsfrom 15-21 April 2013.

Not far behind this huge event is theequally three-yearly Samoter which is alwaysheld by Verona Fiere in the visitor-friendlynorthern Italian city; next year’s dates are 27February to 2 March. And just as significantas these but for a much smaller targetaudience is AEM’s road- and pavement-

orientated World of Asphalt show in SanAntonio, Texas which runs from 19-21 March.

The really big European federation-supported event in April 2014 will beSMOPYC in Zaragoza, Spain, but we don’thave the finalised opening dates for thisCECE exhibition as yet.

Key eventsMany Gulf officials, building professionalsand buyers are not able or willing to travelthis sort of distance to see the latest inconstruction equipment and buildingmaterials machinery/supplies – and thesedays they hardly need to either because thegalaxy of local events has grown so fast inboth scope and reputation in recent years.

Key events like Buildex, gulfBID, The Big5, Middle East Concrete, Project Qatar,Saudi Build, and Intermat Middle East are

all well known here, so Technical Reviewconcentrates in this special ConstructionSupplement on other exhibitions that canbe profitably visited without leaving the Gulfor hereabouts region. Comparable NorthAfrican events in both 2012 and 2013 arecovered below this core section.

First to come up is Inter-Build Jordanwhich is being staged by Jordan Fairs inAmman from 10-13 September, well aheadof this year’s cooler weather when most ofthe other trade shows start to be appear. This will be swiftly followed by IFP Iraq’smulti-sector and annual Project Iraqexhibition and conference, held inassociation with Riyadh Exhibitions Co inErbil from the 17th to the 20th of that samemonth.

OpportunityWithin a week this comprehensive event willbe matched by Basrah Building 2012 (27-30September, organised from the Egyptiancapital by Pyramids International), the twoexhibitions providing a good opportunity forinternational promoters to cover mostcorners of what is still regarded as a huge but‘difficult’ market - especially at a time when aquiet period in oil prices seems to have set in.

All corners except the busy Iraqi capital, that is of course, so it’s the turn of theannual Baghdad International Development& Housing Exhibition, another Pyramidsevent, to open its doors from 2-5 December. This will be quickly matched across theKuwaiti border by KIF Safat’s Mishref

Building & Construction Exhibition (18-24December).

Moving ahead to 2013 the firstsignificant local event outside the limitsoutlined above will be DhahranInternational Exhibitions’ Buildex Dhahranin March, followed a few weeks later by

Jeddah IE’s Saudi Building IndustriesExhibition (22-25 April).

More distantSignificant events being held across theGulf and Iran over the next 12 monthsinclude the Tehran Confair (10-13 July 2013,IIEC in association with the national tradepromotion organisation), followed by PalarSamaneh’s German-supported Iranconmin, also in Tehran, from 28-31 October.

And from North Africa the following late-2012 events have come to our attention.First will be SHM’s Oran Build on 2 October, followed by the near-simultaneous SITPAlgiers (organised by Safex from 20-24November) and Semaine du Bâtiment inCasablanca (21-25 November; Proxedil). Then it’s back to Algiers for BâtimatecExpo’s SETIFBAT (26-29 November)

Finally, what about the more distantconstruction exhibitions which fail tomake it onto the top-events agendaabove but which still offer a range ofalternative venues and specialisationsthat really deserve a look?

Trade exhibitions held in India, now amajor source of both equipment andmaterials for Gulf and NA projects, include ITE’s Delhi Build 2012 (27-30September), the India TechnicalFoundation’s Constru India (6-8November) and BAI’s BC India (5-8

February 2013, Mumbai, described as a“Bauma-Conexpo show” in one source wefound).

Near and not so far will be YAPEX’sBaucon in Antalya, Turkey (18-21 Octobernext). But definitely a long way off indistance – but not far ahead in time, willbe this year’s Bauma China event to beheld in Shanghai from 27-30 November.

Finally an exhibition we haven’tcovered before but like the look of will beCanada’s all-purpose National HeavyEquipment Show, to be held in Toronto on18-19 April next year. ■

FAST CHANGING CONDITIONS in the planthire business were discussed at theEuropean Rental Association’s conventionheld in Oslo in the middle of May (www.erarental.org or +32 2761 1604).The trade association’s EquipmentTechnology Committee produces aninvaluable series of position papers andguidance documents, amongst which werecently came across a very usefulsummary, produced earlier this year andnow viewable on the website, on ‘Totalcost of ownership of construction

equipment’ – most of the principles ofwhich of course apply wherever therental business is alive and well. Thisparticular document covers the threemain phases of an item’s lifecycle –acquisition, operation and maintenance, and ultimate selling-on or otherdisposal.First and second ‘Priority’ issues areneatly summarised on a neat single pageof guidance for analysing these threestages, under the headings of Directproduct costs, Indirect process costs,

Indirect opportunity costs, Relatedactivities and what it calls Cost drivers. In order these include equipment andspare parts costs, purchasing andhandling costs, costs of financing andrental, administration throughout thelifespan of the machine, and more than20 individual ‘drivers’ for all these. It allmakes a useful cellphone-handysummary, easy to carry and check overbefore making the decision aboutwhether to buy or hire a specific item ofcontractors’ plant.

THE NEXT INTERNATIONAL World of Concrete exhibition willbe held in Las Vegas from 4-8 February 2013. Combined withthe World of Masonry and Technology for Construction eventsthis annual exhibition and conference is the largest globalgathering of commercial concrete specialists, suppliers andequipment manufacturers. In 2013 it will once again beproviding an unrivalled series of training seminars co-ordinated by Conference Manager Bonnie King (tel +1 972536 6416).

This year’s seminars included Repair, Business & ProjectManagement, Risk Management and Finance; new to theprogramme was a special training session on Placement &Consolidation.

Full details of the industry’s foremost internationalnetworking event where trend-setting Gulf developments inissues such as ultra-high rise concrete pumping are alwayswidely discussed can be found at www.worldofconcrete.comor by calling the WOC Exhibition Director on 972 536 6371.

FLEET MANAGEMENT SOLUTIONS enable you to see where yourequipment is, what it's doing and how it's performing at any givenmoment. Getting accurate, timely information about the location, utilization and condition of the equipment on a site can make ahuge difference in the efficiency and costs of the entire operation.Product Link is Caterpillar's remote monitoring solution whichenables efficient and comprehensive fleet management. Its easy-to-use interface, called VisionLink™, enables customized healthand utilization reports, enhanced mapping and mixed-fleetcapabilities. Cat Product Link is deeply integrated into equipment, interactingwith the electronic control modules that power and monitormachine systems such as the engine, hydraulics and transmission. It transmits the information via cellular and satellite networks tothe Caterpillar dealer. Cellular networks tend to be used formetropolitan or suburban areas, and low-earth-orbiting satellitesfor rural or isolated job sites where cellular coverage is notavailable. VisionLink™ is the secure web-based application that allowsyou to quickly and easily viewthe equipment, regardless ofmake, 24 hours a day, sevendays a week. It does not requireany software installation ordata storage by the customer. Acommon Internet connectionand a web browser are all thatis needed to access all thefeatures and data transmittedfrom the equipmentProduct Link’s asset trackingfunctions help quickly locateany asset, with GPS co-ordinates and easy-to-usemaps that show where theequipment is at that moment.Using the familiar Google mapsbuilt into the user interface,VisionLink™, views can bechosen by street, satellite andhybrid views. Satellite views are particularly useful for siteslocated in rural areas away from main roads.Specific assets can be identified by serial number or by asset ID.Product Link enables flexible Insight into the location, operation, health and productivity of a fleet. At any time, fuel usage, servicehours, maintenance requirements can be monitored. It can alsoprovide a GPS 'trail' that shows where a particular asset has been. This function gives a good look at where an asset is working. Plus,it can provide valuable clues about asset utilization. VisionLink™ can be set up to quickly show any group of assets -for example, all the assets on a single job site, or only the wheelloaders in a fleet. Plus, you can easily zoom in on a single piece ofequipment to check its fuel level, idle versus working time, activealerts and more. Based on the information received, equipmentcan be reassigned where it is needed the most to maximizeutilization. In addition, boundaries and security alerts can be setto limit unauthorized equipment usage. So, for example, an alertcould be received if a machine starts or moves beyond a siteboundary when the site is closed at nights or week-ends.

The system will send advanced warning of required maintenanceand services will automatically generate checklists and part lists. Timely information reduces the time needed to respond totreatment thereby reducing costs, downtime and the risk ofmachine failure. Proactive maintenance and identification ofharsh operation also helps extend machine life. With the 2D Project Monitoring additional option, you can see forexample a jobsite Dump Truck cycle times and dump counts, andpotentially the daily material moved can be calculated. This canhelp the jobsite management take decisions on machines on site, and in general managing the site. A click-through facility allowsinstant parts ordering. Operator generated alerts such as coastingin neutral, abusive shift use or harsh operating practices, can beused to identify additional training requirements. Alerts are automatically sent to the people who need theinformation by e-mail or text.Cat Product Link is as much a part of the modern Cat machine asthe engine or transmission. However, this expanded capability is

extended to the entire fleet, regardless of make or model, allowing all equipment to bemonitored in one secure web-based application–eliminatingthe need to visit differentapplications with varyingfunctionality. Older machinesand other equipment can beretrofitted with Product Link.Typically, machinesmanufactured within the last10 years have electronicallycontrolled systems that allowuse of all available features.Al Jaber Engineering (JEC) is aleading general contractorbased in Qatar whoseequipment fleet exceeds 1,700units, which makes thecompany one of the largest inthe region. JEC is a companywhich continually strives to

implement and achieve the latest ISO certifications. Theyexpressed their interest to translate the benefits of Product Linkinto productivity during the presentation to their CaterpillarDealer- Mohamed Abdulrahman Al Bahar. Before investing on theProduct Link for all their machines, they agreed with MohamedAbdul Rahman Al Bahar on a Demo on one of their Cat 345Dexcavators. During the demo period, the system clearly showedbig advantages.”We are very impressed with the amount of quality informationavailable on Vision Link like machine utilization, fuelconsumption, machine location, fault codes etc, which definitelybenefits us on the project completion with the most efficientutilization of the expensive machines. After experiencing thebenefits first hand, we requested that Mohamed Abdulrahman ALBahar install Product Link on 51 machines as phase 1. We aredefinitely considering going forward to use the technologyavailable for our fleet in the future with the support of ourCaterpillar Dealer- Mohamed Abdulrahman Al Bahar,“ said AlJaber’s engineering director, Hisham Hadid.

AAIR PRESSURE, FLOW, treatment, energy consumption, fixed orregulated speed… Selecting themost cost-efficient compressor

installation can sometimes feel like aminefield, with so many options toconsider.

Here, Gardner Denver FZE’s managingdirector, Colin Fountain outlines his topten tips to enable compressed air users toachieve optimum cost and energysavings.

1. Carry out an air audit When considering purchasing a newcompressor or looking to upgrade anexisting installation, we would alwaysadvise that you carry out an air audit.

An air audit is a quick and simpleprocess where a data-logging unit isattached to each compressor in thenetwork. The results will show the exactpressure and flow demands of thecomplete system and will allow simulatedselection of compressors to ensure thatcorrect sized units are installed tooptimise the system efficiency. Thishelps to reduce energy consumption andincrease overall reliability.

Modern on board compressorcontrollers also allow continuous datalogging so if the system profile changes, the compressors can also be switched toensure the highest levels of efficiency arecontinually achieved.

2. Specify the correct receiver sizeAlways ensure that air receivers arecorrectly sized for the application.Incorrect receiver sizes can lead toexcessive compressor cycling, whichwastes energy and can place unduestress on critical components, thereforereducing the machine’s overall reliability.

3. Be aware of network pressureBe aware of your equipment or processair pressure requirements. Oftencompressors are set to produce air at ahigher pressure than is actually requiredby the application, thereby consumingmore energy than is necessary.

For every one bar of over-pressure,energy costs increase by seven percent. Soby controlling the compressor to achievethe correct air pressure output, operatorscan make significant cost savings.

4. Size downstream equipmentcorrectlyAlways make sure that any downstreamequipment, such as dryers and filters, aresized correctly for the application.Undersized equipment will causeexcessive pressure drops, and willcompromise the desired air quality as wellas consuming excess energy. Poor airquality can lead to reliability problemswithin the plant and process equipment.

5. Regular maintenance Ongoing maintenance of the compressedair system is integral to its reliability andenergy efficiency. We would alwaysadvise taking out a full support contract,

Here are some top tips tohelp you cut costs and saveenergy when using acompressor.

Reducing costs bringsenergy benefits

Industry averagessuggest that

energy costs accountfor more than 80 per

cent of the total cost ofownership of a

compressor

S07 TRME Construction 2012 Compressors_Layout 1 23/07/2012 15:26 Page 36

to include regular performance andsafety checks, to cover any emergencyrepairs alongside preventativemaintenance, together with the supply ofgenuine spare parts.

6. Weekly checks on downstream filtersRegularly changing filter elements canhelp reduce pressure drops. When afilter becomes blocked the compressorhas to consume more energy to provideenough pressure to overcome theproblem. Weekly checks on downstreamfilters will allow you to identify potentialissues before they occur.

7. Use the right technology Carefully consider your systemrequirements and specify the correctcompressor technology to suit. Forexample, if your application demandsthe highest quality air, you shouldspecify an oil-free compressor, toeliminate the risk of contamination. Ifyour compressed air system has achanging air demand and or shiftpatterns, you should consider acombination of fixed and regulated-

speed compressors, to handle anypeaks and troughs in demand.

8. Don’t buy on priceIndustry averages suggest that energycosts account for more than 80 per centof the total cost of ownership of acompressor over its lifetime. Installing anew energy-efficient model can soonreap rewards and Gardner Denver hasworked with numerous customers thathave enjoyed excellent payback results.

9. Eliminate off-load runningOff-load running is of particular concernas the compressor continues to operate, thereby consuming energy, with no

output. In addition, the compressor willbe forced to stop and start, puttingadditional wear on components andincreasing costs through increasedmaintenance and energy consumption.

Correct sizing of equipment, or addingan intelligent compressor control systemto select the most appropriateconfiguration of compressors to meetthe system demand will ensure the mostefficient and reliable operation.

10. Leak reductionBecause air is non-hazardous, leaks inpipework can go undetected or areconsidered too expensive or timeconsuming to rectify. However, any leakin the network means that energy isbeing wasted, sometimes by as much as25 per cent.

A simple leak detection survey by thecompressor manufacturer or serviceagent can identify any problems quicklyand highlight the leakage rate andenergy costs. Recommendations canthen be made to help minimise leakswith remedial action undertaken atlittle cost. ■
