NOTICE is hereby given with lawful authority under the provisions of the National Lotteries Regulations, 1969, made in accordancewith section 30 of the National Lotteries Act, Chap. 21:04, the National Lotteries Control Board has appointedSaturday 19th August, 2006 at 5.00 o’clock in the evening at NCC Television, Juman Building, Lady Young Road, Morvant, as the day,hour and venue at which Draw No. 1161 of the Classic Lottery of Trinidad and Tobago shall be held to determine the numbers of thewinning tickets.

PROPOSALS FOR THE DEVELOPMENT, IMPLEMENTATION, MAINTENANCE AND ONGOING SUPPORT OF THENATIONAL E-GOVERNMENT FULL SERVICE ENTERPRISE PORTAL SOLUTION, MINISTRY OF PUBLICADMINISTRATION AND INFORMATION—GOVERNMENT OF THE REPUBLIC OF TRINIDAD AND TOBAGO

THE GOVERNMENT OF THE REPUBLIC OF TRINIDAD AND TOBAGO (GORTT) under the banner of the National ICT Plan, fastforward, hasidentified a key requirement for a Full Service Enterprise Portal. This project is expected to provide citizens, businesses, visitors, andGovernment staff with easy and comprehensive access to important information and services—available from anywhere, at any time. Itis also envisioned that the Full Service Enterprise Portal will provide more efficient operations and communications for the GORTT.

The objective of this Consultancy is to build the Full Service Enterprise Portal, which will provide considerable enhancedfunctionality for the public including, online transactions, payments, and personalization. Bidders are encouraged to visit thefastforward website at http://fastforward.tt to explore further details of the National ICT strategy and how the Portal will support thisprogramme and the fulfillment of the Government’s Vision 2020 strategy.

In this regard the Central Tenders Board now invites proposals for this project which comprises three (3) separate lots as follows:

Lot 1: Senior Specialist Advisory Services relating to the implementation and ongoing maintenance, support and expansion ofthe National e-Government Full Service Enterprise Portal Solution.

Lot 2: System Integrator for the development, implementation, maintenance and ongoing support of the Nationale-Government Full Service Enterprise Portal Solution.

Lot 3: Managed Services for the maintenance and ongoing support of the National e-Government Full Service EnterprisePortal Solution.

Bidders are advised that each lot requires separate pre-qualification data, technical and financial proposals. Separate contractswill be awarded for each Lot.

A pre-tender meeting is scheduled for 7th September, 2006, at 9.00 a.m. at Level 7, National Library Building, Corner Hart andAbercromby Streets, Port-of-Spain.

Proposals from firms incorporated in Trinidad and Tobago must be accompanied by the following:

(i) valid Income Tax and Value Added Tax Clearance Certificates issued by the Board of Inland Revenue; and

(ii) valid Certificate of Compliance issued in accordance with the National Insurance Act.

The Bidder shall prepare one (1) original and five (5) hard copies, each marked original or copy of the documents comprising theProposal(s). One (1) electronic copy on a Windows-formatted CD-ROM must also be submitted. Each Bidder may only submit one (1)Proposal for each Lot/Bid Package. No Bidder may participate in the proposal of another bidder for the same lot.

The system utilized for the submission of Proposals is that of three (3) Sealed Envelopes. Each envelope shall contain thefollowing:

First Envelope—the Pre-qualification data.

Second Envelope—the Technical Proposal, exclusive of costs.

Third Envelope—the Financial Proposal.

The Pre-qualification, Technical and Financial Proposals should be placed in separately sealed envelopes and clearly marked asfollows:
