The Bidder shall prepare one (1) original and five (5) hard copies, each marked original or copy of the documents comprising theProposal(s). One (1) electronic copy on a Windows-formatted CD-ROM must also be submitted. Each Bidder may only submit one (1)Proposal for each Lot/Bid Package. No Bidder may participate in the proposal of another bidder for the same lot.

The system utilized for the submission of Proposals is that of three (3) Sealed Envelopes. Each envelope shall contain thefollowing:

First Envelope—the Pre-qualification data.

Second Envelope—the Technical Proposal, exclusive of costs.

Third Envelope—the Financial Proposal.

The Pre-qualification, Technical and Financial Proposals should be placed in separately sealed envelopes and clearly marked asfollows:

Envelope No. 1: Pre-Qualification—Enterprise Full-Service Portal Bidding on Lot X, where “X” is 1, 2 or 3.

The Central Tenders Board reserves the right to cancel the bidding process in its entirety or partially, without defraying any costincurred by any bidder in submitting proposals.
