Photo submitted By Chris Morris [email protected] LAKE PLACID — It was stand- ing room only June 17 as the Lake Placid-North Elba Joint Review Board held a public hearing on the proposed Whiteface Resort subdi- vision project dubbed “Overlook II.” The hearing kicked-off with a brief overview of the project, which involves developing resort- owned property on Whiteface Inn Lane near Edgewood Road and Chipmunk Lane. Resort General Manager Mark Sperling detailed the plans. “We’re proposing taking an area and utilizing it for 22 twin homes or duplex homes, 11 structures,” he said. “The 11 structures will be placed in the footprint of building envelopes that were previously ap- proved for 11 large single-family homes.” Neighboring property owners were concerned with previous projects from the Whiteface Resort, noting that the stormwater run-off from Overlook I has caused signif- icant damage to homes downhill from the development. One resi- dent told the board she had pic- tures of a neighbor’s living room flooded with water. “We were assured in 1990 that there would be no negative impact on the lake or our property,” she said. “How do we know that will be the case now?” Other property owners were concerned about the impacts of an additional subdivision on the sur- rounding area. Only one town supervisor in Essex County currently takes fully paid health insurance benefits – St. Armand’s Joyce Morency. She came forward during the June 15 meeting of the Personnel Com- mittee after Westport Supervisor Daniel Connell said constituents complained to him that the board isn’t following it’s own policies and procedures. But Morency – the longest tenured su- pervisor in Essex County – said when she was first elected in 1981 elected officials were offered paid health insurance to off- set their relatively low pay. Additionally, an error in the county’s policy manual says both elected officials and unionized workers may take health benefits without contributing. “I had the option of taking medical in- surance from either the Town of St. Ar- mand or the county,” Morency said. “To me, the choice is obvious.” “The problem is, for me, is when I came to the county almost 29 years ago, I was an elected official and supervisors at that time earned $9,000 a year plus medical in- surance,” Morency said. “So that was part of the deal. We didn’t make much of a salary, but we did get our medical insur- ance. And I’ve been getting it.” Morency said she was told she would- n’t have to contribute to her plan because of her experience. County Manager Dan Palmer said she’s not necessarily wrong for taking up that position. “I’ve never been popular for saying this, but I think these supervisors are un- derpaid,” he said. “So the idea of extend- ing cheap or free health insurance to these people isn’t really out-of-line.” “We’ve got to settle the issue of what constitutes what’s fair for them,” Palmer said. “Joyce has raised the issue that she was told she’d never have to pay for health insurance, and it never came to the point where she needed to until late in 2008. The board needs to make a decision See SUPERVISORS, page 3 LAKE PLACID — Barbeque teams from throughout the United States, Canada and even Great Britain will return to the Olympic Oval in Lake Placid next weekend to fill the air with the sweet smell of barbeque and hick- ory smoke. The fourth annual Lake Placid I Love Bar- beque Festival begins Friday, July 3, at 5 p.m. and continues throughout the weekend with live music, games, and, of course, some of the best grilled treats ever tasted in the Adiron- dacks. “I can't think of any better way to spend the July 4th weekend than with family, friends and barbeque,” stated the festival's director of operations Dmitry Feld. “This is an event that's created to bring together the communi- ty and family to celebrate all that's Ameri- can... barbeque, plus raise money for an im- portant organization.” Proceeds from the three-day food fest ben- efit the Shipman Youth Center of Lake Placid, a not-for-profit community organization pro- viding support to children and youth ages 10- 18. Now in its fourth year, more than 8,000 people have attended the event and raised more than $20,000 per year. A new addition to the weekend festival is the first-ever junior world championship bar- beque competition. During the junior world championship event, barbequers between the ages of 16-21 will compete for big scholarship money from Paul Smith's College. The gold medal winning team and individ- uals will receive a $10-thousand scholarship from the school, while the silver medal win- ning team will earn a $6-thousand scholar- ship and the third place team a $5-thousand scholarship. Although the school specializes in hospi- tality, resort and tourism management, culi- nary arts and service management, the teams can use the scholarship money for any of the college's programs of study. “This event has taken the festival to a new level and is another reason for people to come to Lake Placid and to this event,” remarked Feld. Also highlighting the festival is Saturday's, July 4, "Buck-a-Rib" contest, where visitors can taste an assortment of ribs from 26 com- peting teams for just $1 apiece, and Sunday's, July 5, grand championship and New York state title cook-off. LAKE PLACID — It was stand-ing room only June 17 as the LakePlacid-North Elba Joint ReviewBoard held a public hearing on theproposed Whiteface Resort subdi-vision project dubbed “OverlookII.”

The hearing kicked-off with abrief overview of the project,which involves developing resort-owned property on Whiteface InnLane near Edgewood Road andChipmunk Lane.

Resort General Manager MarkSperling detailed the plans.

“We’re proposing taking an areaand utilizing it for 22 twin homes

or duplex homes, 11 structures,” hesaid. “The 11 structures will beplaced in the footprint of buildingenvelopes that were previously ap-proved for 11 large single-familyhomes.”

Neighboring property ownerswere concerned with previousprojects from the Whiteface Resort,noting that the stormwater run-off

ELIZABETHTOWN — The issue ofwhether Essex County elected officialsshould contribute to their health insur-ance plans will be decided at the Julymeeting of the county Board of Supervi-sors.

Only one town supervisor in EssexCounty currently takes fully paid healthinsurance benefits – St. Armand’s JoyceMorency. LAKE PLACID — Barbeque teams fromthroughout the United States, Canada andeven Great Britain will return to the OlympicOval in Lake Placid next weekend to fill theair with the sweet smell of barbeque and hick-ory smoke.

The fourth annual Lake Placid I Love Bar-beque Festival begins Friday, July 3, at 5 p.m.and continues throughout the weekend withlive music, games, and, of course, some of thebest grilled treats ever tasted in the Adiron-dacks.

The Adirondack Park Agency Visitor Interpretive Center (VIC) in Paul Smiths opened the NativeSpecies Butterfly House for its 17th season on June 18. The Butterfly House, originally opened in1993, is a 30-by-55-foot open-air enclosure that duplicates the natural environment. It is open 10a.m. to 4 p.m. Tuesday through Saturday from mid-June until Labor Day with staff on hand to an-swer questions.

Workshop participants willbe led on a narrative journey from the Adiron-dack Loj to Saranac Lake, stopping at severalglacial landforms along the way. So come andlearn about ancient lake beds, deltas, eskers,kettle holes, kames, and other clues to the iceage.

SARANAC LAKE — A local boat builder and paddling en-thusiast has organized a canoe and kayak event for Sunday,July 5 to run in conjunction with the annual Hamner guideboat races in Saranac Lake.

Tim Doyle announced last week the launch of the inaugu-ral Ralph Morrow Canoe and Kayak Event. Morrow was alocal boat builder who passed away in 2008 – a man Doylesays inspired him to become a builder himself.

“Most everything I know about boat building I learnedfrom Ralph,” Doyle said. “I’m happy to kick off this eventin his honor.”

Doyle stressed that the Ralph Morrow is not meant to com-pete or draw paddlers away from the Hamner. In fact, hehopes his event will be complementary to the popular guideboat classic.

“The Hamner is a race,” Doyle said. “The Ralph Morrowis an event for kids, adults and families to have fun with. It’spurely recreational.”

Doyle notes that the event will bring back the war canoeand rub-a-dub categories. The war canoe features at leasteight paddlers in a large canoe, and the rub-a-dub puts fouradults in one regular size canoe.

“The Mountaineers Rugby team has issued a challenge toanyone who wants to face them in the war canoe category,”Doyle said. “As for the rub-a-dub, it’s not a race so much asit is a challenge to make it to the end of the course withoutflipping.”

An article appeared in the journal Pediatrics andAdolescent Medicine this month and it revealedthat in United States, Canada and Europe youth

are using considerably less marijuana. These declines weremeasured in a study by the World Health Organization onyouth in 30 different countries between 2002 and 2006.

Researchers hypothesize that with the advent of cellphones, I-phones, the internet and text messaging, youthare less inclined to meet each other face to face in theevening. Because marijuana is primarily used away fromthe sight of adults, the decline in youth gathering face toface and away from adults may have caused the reductionin marijuana use. The United State ranked third in mari-juana use in 2006 with 24 percent of boys and girls report-ing marijuana use. This figure represents a 12 percent de-cline for boys and a 2 percent decrease among girls. Thesefindings affirm that marijuana use has been declining sincethe 1990’s.

The 2008 Monitoring the Future study shows a decline inalcohol use by youth. Alcohol use by youth peaked in the1990’s and has been declining ever since. This year ’s re-port shows a 40 percent decrease in eighth grade, frequentuse of alcohol when compared to eighth graders that weresurveyed at the peak levels in 1996. The 2008 Monitoringthe Future study indicated that the rate of 12th graders re-porting that they had been intoxicated declined to 28 per-cent, a one-fifth reduction from its peak level in 1997. Theuse of alcohol for tenth graders in all prevalence periods,lifetime use, 30-day use and binge drinking declined. In2007, the rate was 56.3% and the rate declined to 52.8% in2008.

Youth smoking rates have declined to the lowest rateever recorded. These declines are largely attributed to thelowest rate ever recorded by monitoring the Future re-

searchers. Researchers arequick to point out that eventhough smoking has de-clined year after year, one inten high school seniors re-main daily smokers. Like-wise, alcohol remains thedrug of choice in spite ofyearly declines in use.

The Essex County 2007Youth Risk behavior Surveyresults revealed that lifetimealcohol use for all highschool students was similarto that of comparable stu-dents in New York State andthe nation. The Essex County 30-day alcohol use rate was59.9 percent, the New York State rate was 47.3 and the na-tional rate was 43.3 percent. Those rates were the same forbinge drinking, defined as five or more drinks in a rowwithin a couple of hours.

While underage drinking is not endemic to Essex Coun-ty, Essex County’s alcohol use rates are consistently higherthan there state and national peers. While youth are expe-riencing the risks associated with underage drinking, theyalone will not resolve this dangerous problem. Adults willlargely determine the course of underage drinking in EssexCounty. Both by example and in dedicating time and re-sources to address the issue. Remember, all kids count.

Decline in alcohol use not seen locally

In 1984, Sammy Hagar, the greatest tequila-swillingrock-and-roll philosopher God has ever given tomankind, released “I Can’t Drive 55.” While the tune

was bland and poorly written (much like this column), itslyrics called attention to Speed Limit Intolerance, a disor-der that Hagar and hundreds of millions of other Ameri-cans (most of whom live in Miami) deal with every day.Sufferers of Speed Limit Intolerance simply cannot stom-ach speed limits; if they so much as attempt to drive at orbelow one, they simultaneously vomit and soil themselves.

Hagar wrote the song to protest the nationwide 55-mile-per-hour speed limit that existed at the time. The federalgovernment, a nefarious cabal of bureaucrats devoted tofleecing the American public, had enacted this limit in theearly 70s as one more way to fleece the American public. Ithad hit drivers with Speed Limit Intolerance especiallyhard.

Fortunately, the national speed limit has since been re-pealed. Unfortunately, most states (or maybe even allstates – I can’t say for sure because I refuse to do research)still have limits of their own, and the Speed Limit Intoler-ant continue to get ticketed disproportionately. I know, be-cause, like Sammy Hagar, I’m one of the afflicted. Indeed, Ishare much in common with Sammy Hagar. For instance, Ialso single-handedly destroyed Van Halen.

But that’s neither here nor there. The point is that I can’tstick to speed limits – and my Speed Limit Intolerancegrows particularly severe on interstates. (I’m not sure whythis is, exactly, but – as with most of life’s problems – I feelsafe blaming it on Dwight Eisenhower.) Nonetheless, whileI’ve been cited for a handful of parking violations andcountless hit-and-run incidents over the course of my longand storied driving career, I’ve managed to get pulled overfor speeding only once.

It happened three or four years ago, on a warm Marchafternoon, as I was cruising up the Northway. I was rocket-ing past a line of cautious squares puttering their patheticway into the North Country, dominating the left-hand laneas if it were Gaul circa the first-century B.C. and I wereJulius Caesar, when a state-police cruiser whipped out ofits hiding spot, lights flashing.

My first thought was that an axe-wielding lunatic washiding under a blanket on my backseat. Perhaps the policeofficer had detected the madman’s presence and was try-ing to warn me. This theory fell apart when I remembered

kicking the axe-wielding lu-natic who’d been hiding un-der a blanket on my back-seat out of the car at a reststop an hour earlier.

My second thought wasthat my illness – my SpeedLimit Intolerance – had fi-nally caught up with me. In-tellectually, I understoodthat I was in trouble – that I might very well spend thenext few years in Dannemora – but, on a more visceral lev-el, I couldn’t quite accept it. I’d been driving at excessivespeeds for years and I’d never had to answer for it. I’dbought into my own mystique: I fancied myself a regularSammy Hagar, capable of going however fast I wanted androcking my way out of any grief the law might give me.

Growing numb with terror, I pulled over and unbuckledmy seatbelt so that I could get my registration out of theglove compartment more easily. When the cop arrived atmy window, he went through the standard spiel. Did Iknow why he’d pulled me over? I admitted I’d been speed-ing. Did I have any idea how fast I’d been going? In thehopes of convincing him I had a faulty speedometer, Iclaimed I’d been driving no faster than 70.

“Try 83,” the officer said, shaking his head. He loweredhis sunglasses and eyed me. “Why aren’t you wearing aseatbelt?”

I gasped. “I took it off when I pulled over,” I said, myvoice cracking. “I swear.”

The cop shook his head again and went back to hiscruiser with my license and registration. When he finallyreturned, he ticketed me for a seatbelt violation – a muchless serious offense than a speeding violation, he said. Ididn’t know if this was true (I still don’t; remember, I re-fuse to do research), but – feeling less like Sammy Hagarwith each word I spoke – I thanked him and promised todrive 64 the rest of the way home.

And I kept my word, too. My car ’s interior was ruined –what with all the vomiting and self-soiling – but I kept myword.

It’s no secret that I love$1 sales at the grocerystore. They’re one of

the easiest ways to get itemsfor free – and who doesn’tlike getting something forfree?

For example, when a bagof frozen vegetables is onsale for $1 and I use a $1coupon, the coupon’s valueessentially “pays” for thevegetables – they’re free.

But what if the frozen veg-etable happens to be on salefor 75 cents and you use a $1coupon? This is an example of what couponers call overage– and it’s one of my favorite aspects of couponing. Overageoccurs when the value of your coupon exceeds the cost ofthe item you’re buying.

If I use a $1 coupon on the 75-cent vegetables, what hap-pens to that extra 25 cents? At checkout, most stores will ap-ply the extra quarter to the rest of the items I purchase thatday. So, if during the same shopping trip I also buy somebakery rolls for $1.25, the extra quarter of coupon overage isautomatically applied to the rest of my total. In this exam-ple, after giving the cashier my $1 vegetables coupon Iwould owe just $1 in cash for the rolls.

Overage can play a big role in reducing your total grocerybill. If I have many items in the same transaction, each witha coupon that exceeds the value of what I’m buying, I cangain several dollars of overage. That overage can be used tobuy anything: fruit, vegetables, dairy or whatever I’d like.With a family of five, I can always find plenty of other itemsthat my household needs.

However, it’s important to remember that no store is go-ing to give a shopper cash back for overage. I can’t walkinto my local grocery store with that $1 coupon, buy the 75-cent vegetables and then ask for a quarter in change. It justdoesn’t work that way. But because I’m also buying otheritems during the same trip, coupon overage helps savemoney on everything else I take home.

When I explain overage in my coupon classes I’m some-times asked if this is “ripping off the store.” The answer is,No! Remember, the manufacturer that issued my $1 vegeta-bles coupon will reimburse the store not only $1 for the fullvalue of my coupon but also an additional 8 to 12 cents percoupon. (Read the fine print on your coupon and you’ll findthis spelled out.) So, think of your coupons as if they werecash. If I hand the cashier a $1 bill to pay for my 75-centvegetables and $1.25 rolls, the extra 25 cents over the cost ofthe vegetables isn’t lost – it comes off the price of the rolls.

Most stores automatically allow overage. A few reservethe right to “adjust down” the value of your coupon to thepoint that the item is free, but the shopper does not receivethe overage. To determine how your store handles couponoverages, ask your store for a copy of its coupon policy.

Wilson, whose voluntarily conducted water testson Lake Placid, said there are concerns about thewater ’s clarity and quality.

The board opted to conclude the public hearingand allow the developers to respond to concerns inthe coming days. In the meantime, Board ChairmanBill Hurley asked for an independent civil engineerto conduct a stormwater management review.

In other business, the board approved a condi-tional use permit for Judy Nisson, owner of Wood’sGood Foood. In year ’s past, the village board grant-ed Nisson a temporary vendors permit for her hotdog stand in the parking lot of Cunningham’s SkiBarn

But this year Nisson was sent to the review boardbecause of a change in policy that considered theseasonal hot dog stand a conditional use that re-quired a joint review board permit.

On June 4, Nisson’s permit application wasturned down because zoning codes required her tosecure variances for parking. But review boardmember Chip Bissell said last night the boardshould vote to approve the permit.

“We shouldn’t be playing hot potato with herlivelihood,” he said. “Maybe it’s not in our codewhat we should do in this instance, but commonsense dictates we should approve this.”

Nisson was grateful after the board approved thepermit four to nothing with board member OlgaKrone abstaining.

“Jeff and I are very excited to be able to be open,”she said. “We’re very happy that the board has ap-proved our conditional use and very happy theysaw the fairness and common sense in the matter.”

The review board meets next on July 1.
