Dear Sir / Madam TRIGON MINING (NAMIBIA) (PTY) LTD’S PROPOSED EXPLORATION ACTIVITIES ON EPL 7525, WEST OF KOMBAT, OTJOZONDJUPA REGION Trigon Mining (Namibia) (Pty) Ltd (Trigon) herewith gives notice in terms of the
Environmental Management Act, 7 of 2007 and Regulations 19 and 21 of the
Environmental Impact Assessment (EIA) Regulations (January 2012), of their
proposed exploration activities on Exclusive Prospecting Licence (EPL) 7525, west
of Kombat, Otjozondjupa Region.
Prior to implementing the proposed exploration activities, an EIA process will be
conducted and an application for an environmental clearance certificate will be
submitted to the Ministry of Mines and Energy as the competent authority who will
review and forward the application to the Ministry of Environment, Forestry and
Tourism (Environmental Commissioner) in terms of the above mentioned
regulations. This advertisement forms part of the EIA public participation process.
Trigon has successfully obtained EPL 7525, located ~ 5 km west of Kombat (i.e.
from the EPL’s eastern boundary), in the Otjozondjupa Region. EPL 7525 is 1067
Hectares in size, encompassing 7 different farms as follows:
Gross Otavi;
Karlsruhe;
Hellerthal;
Kaiserfelden;
Nageib;
Kupferberg; and
Bachmuhle.
Trigon proposes to undertake exploration activities on EPL 7525 for base and rare
metals, industrial minerals and precious metals. The proposed exploration activities
will include: Geological Mapping; Ground and Airborne Geophysical Surveys; Soil
Sampling; and Drilling (depending on the results of the aforementioned activities).
Namisun Environmental Projects & Development (Namisun) has been appointed by
Trigon as the independent Environmental Assessment Practitioner to undertake the
EIA process for the proposed project.
Registration to receive notifications / information and opportunity to comment:
To register as an interested and / or affected party for the proposed exploration
activities, please submit your name and contact details to Namisun by e-mail, or by
contacting the undersigned. A Background Information Document (BID) is available
for a review and comment until 3 November 2020. Please find a copy of the BID
attached.
If you would like your comments to be addressed in the EIA Scoping Report please
submit them to the undersigned by no later than 3 November 2020.

1. INTRODUCTION
Trigon Mining (Namibia) (Pty) Ltd (Trigon) has
successfully obtained Exclusive Prospecting Licence
(EPL) 7525, located ~ 5 km west of Kombat (i.e. from
the EPL’s eastern boundary), in the Otjozondjupa
Region (refer to Figure 1). EPL 7525 is 1067 Hectares
(ha) in size, encompassing 7 different farms as follows
(refer to Figure 2):
Gross Otavi; Karlsruhe; Hellerthal; Kaiserfelden;
Nageib; Kupferberg; and Bachmuhle.
The EPL is located to the west of Trigon’s main mining
licence (ML) areas and the Kombat Copper Mine
(currently under care and maintenance).
Trigon is planning exploration activities on the EPL.
Preliminary activities such as geophysics, mapping,
scouting exercises, soil sampling, as well as future
drilling activities are planned for the area.
2. ENVIRONMENTAL CLEARANCE
Prior to the commencement of Trigon’s proposed
exploration activities, an application for an
environmental clearance will be submitted in terms of
the Environmental Management Act, 7 of 2007 and the
associated environmental impact assessment (EIA)
Regulations (January 2012) to the Ministry of Mines and
Energy (MME), as the competent authority. MME will
review the application and relevant reports and submit
their comments to the Ministry of Environment, Forestry
and Tourism (MEFT). A final decision relating to the
above mentioned application will be made by MEFT:
Department of Environmental Affairs (DEA).
An EIA process will be conducted in terms of the above-
mentioned Act and Regulations.
Namisun Environmental Projects & Development
(Namisun) has been appointed by Trigon as the
independent Environmental Assessment Practitioner to
undertake the EIA process for the proposed exploration
project.
3. PURPOSE OF THIS DOCUMENT
This document has been prepared by Namisun to inform
you about:
The proposed exploration activities (Section 5);
The EIA process (Section 6);
Potential environmental issues (i.e. aspects and
potential impacts) (Section 7); and
How you can register as an interested and /or
affected party (I&AP) (Sections 4 and 8).
4. PARTICIPATION IN THE EIA PROCESS
Public participation is an essential part of the EIA
process. If you want to register as an I&AP and have
input into the EIA process, please refer to the box below.
All comments / questions / concerns will be recorded
and addressed in the EIA process.

5. DESCRIPTION OF THE PROPOSED
EXPLORATION ACTIVITIES
Trigon proposes to undertake exploration activities on
EPL 7525 for base and rare metals, industrial minerals
and precious metals.
1. Exploration Activities
The proposed exploration activities will include:
Phase 1
Geological Mapping: Review of geological
maps of the area and on-site ground traverses
and observations. Small samples of rock may
be collected for further analysis.
Ground and Airborne Geophysical Surveys:
The collection of information of the substrata,
by air or ground, through sensors such as
radar, magnetic and electromagnetic to detect
any mineralisation in the area.
Soil Sampling: Small pits (±30 cm x 30 cm) will
be dug where approximately 5 kg of sample
material will be collected.
Phase 2
Depending on the phase 1 results, drilling of boreholes
might be undertaken in target area(s).
Drilling: Holes are drilled and drill samples
collected for analysis. A small area of land
(approximately 15m x 15m) per hole will be
cleared for drill rig establishment and
environmental containment. This area will be
rehabilitated once drilling has been
completed.
2. Machinery/Vehicles
The following machinery/vehicles will be utilized in
the drilling program per site area:
1 x support truck (20t).
2 x vehicles.
1 x water bowser trailer.
1 x drill rig.
3. Employment
It is anticipated that the following personnel will be
employed to carry out the above-mentioned
activities:
1 x Geologist
1 x Drill Supervisor
4 x Semi-skilled/un-skilled workers (drill crew)
Should drilling be conducted, Trigon would obtain
water from the Kombat mine, though NamWater.
4. Power Supply
The various machinery and equipment required for
drilling have their own power supplies and/or
generators attached.
5. Fuel Supply and Storage
Diesel is the main consumable and will be required for
the generators as well as vehicles used during the
exploration activities. The existing diesel storage
facilities within Kombat Operation (120 000 litres) will
be used for the described exploration activities. No
new diesel storage facilities will be erected.
6. Access Routes
Existing access routes/roads will be used during the
exploration activities, as far as possible. However,
there may be a need for the creation of new routes to
specific exploration sites, in liaison with farm owners.
7. Staff/Employment and Accommodation
Staff will be accommodated in already existing houses
in Kombat and surrounds.
6. EIA PROCESS
The main objectives of the EIA process are to:
Provide information on the proposed
exploration activities and facilities /
infrastructure;
Describe the current environment in which it will
be situated;
Identify, in consultation with I&APs (relevant
specifically farms owners), the potential
negative and positive environmental aspects;
Assess the associated potential impacts of the
proposed exploration activities;
Develop an Environmental Management Plan
(EMP) to ensure management and mitigation
measures are implemented during the
execution of the activities, to avoid or minimise
impacts as far as possible.
The likely steps and timeframes of the EIA process
are provided in Table 1 and the steps on the process
are illustrated in Figure 3.

STEPS IN THE EIA PROCESS
PHASE I: Project Initiation & Internal Screening (October - November 2020)
EIA project initiation.
Notify MME and MEFT through the submission of the EIA Application Form and online (MEFT) Registration.
Site visit and identify environmental issues.
Identify key stakeholders.
PHASE II – Combined Scoping & Assessment Phase and Environmental Management Plan
(EMP) (November – December 2020)
Notify other regulatory authorities and I&APs of the proposed project (via newspaper advertisements, this document, emails, site notices).
Conduct key stakeholder focus group meetings.
Carry out specialist investigations.
Assess the potential impacts of the proposed exploration activities (including assessment Report and EMP).
Distribute the EIA reports for review and comment by regulatory authorities and I&APs.
Consider comments received and compile the final reports (including an Issues and Response Report).
Submit the final reports to MME and MEFT for their review and decision-making.
7. KEY ISSUES RELATED TO THE PROPOSED
EXPLORATION ACTIVITIES
Potential environmental issues associated with the
proposed exploration activities include:
Biodiversity: Physical destruction and general
disturbance of vegetation and terrestrial fauna
as a result of the exploration activities.
Waste management: General waste generated
from exploration activities.
Air quality: Dust generation from drilling
activities and vehicle movement.
Groundwater and surface water impacts:
Potential ground water and surface water
contamination from hydrocarbon spillages.
Archaeology impact: Possible impact/loss of
archaeological resources.
Socio-economic: Potential impact on current
land use activities; nuisance-related
disturbance created by noise; and impacts
relating to exploration staff on site.

For comments to be included in the Scoping (including
Impact Assessment) Report they must reach
Namisun by no later than 3 November 2020.

1. OPENING OF THE MEETING AND GENERAL INTRODUCTION
WP from Namisun Environmental Projects and Development introduced himself as the independent
environmental practitioner, conducting the EIA process, and welcomed all to the meeting. Each
participant introduced themselves and their respective designation.
This was followed by a short introduction by WP, which included:
The meeting procedure and objectives of the meeting; and:
General introduction to the project (i.e. Trigon’s proposed exploration activities) and brief
explanation of the EIA process being followed.
2. INFORMATION SHARING
WP provided an overview of the proposed exploration activities and EIA Process by
referring to the Background Information Document (BID). The BID included the following
aspects:
Trigon’s proposed exploration activities on EPL 7525;
EIA Process; and
Key potential environmental and social issues.
3. DISCUSSION (QUESTIONS AND ANSWERS)
CD and LM raised a number of questions/comments/issues during the meeting. These have been
recorded in the attached table (refer to Appendix 1). These issues will be addressed as part of the EIA
process and responses provided in the Issues and Response section in the EIA Scoping Report.
4. THE WAY FORWARD
WP outlined the way forward as follows:
Comments received to date and during this meeting will be included in the EIA Scoping Report
The Draft EIA Scoping Report will be distributed for comment towards the beginning of December 2020.
5. CLOSE
The meeting closed at 13h00.

1 How long will the exploration activities take to completed? Depending on the result of the initial activities, the exploration programme is expected to take approximately 5 to 6 months to complete. However, the programme could be extended.
2 Will the exploration activities be conducted in the day time only? Yes, the activities will only be conducted during daytime
3 We heard in the presentation that few job opportunities will be available. However, for this limited opportunities, would Trigon appoint locals from Kombat?
Yes, a small number of ‘unskilled’ workers will be appointed on a contract basis as part of the drill crew. These contractor workers will likely be Kombat residents.

This was followed by a short introduction by WP, which included:
The meeting procedure and objectives of the meeting; and:
General introduction to the project (i.e. Trigon’s proposed exploration activities) and brief
explanation of the EIA process being followed.
2. INFORMATION SHARING
WP provided an overview of the proposed exploration activities and EIA Process by
referring to the Background Information Document (BID). The BID included the following
aspects:
Trigon’s proposed exploration activities on EPL 7525;
EIA Process; and
Key potential environmental and social issues.
3. DISCUSSION (QUESTIONS AND ANSWERS) SA raised a number of questions/comments/issues during the meeting. These have been recorded in
the attached table (refer to Appendix 1). These issues will be addressed as part of the EIA process and
responses provided in the Issues and Response section in the EIA Scoping Report.
4. THE WAY FORWARD WP outlined the way forward as follows:
Comments received to date and during this meeting will be included in the EIA Scoping Report
The Draft EIA Scoping Report will be distributed for comment towards the beginning of December 2020.

1 The EPL area falls within a sensitive (ground) water control area and various groundwater users. Care must be taken not to pollute the groundwater during the exploration (drilling) activities.
