Theirdecisionnottosuspendtheirelectioncampaignsevenforafewhoursasamarkofrespectisextremelyregrettable.

IhadadesiretojointheNavyfromabouttheageof12.Weusedtohaverecruiterscometoourschoolandspruiktheirstuff,whichalongwithmyappetiteforreadingofgreatnavalbattles,hadmehooked.

AssoonasIwaseligible,IappliedtojointhroughHMASLeeuwinasaJuniorRecruit.Myfirstattemptwasunsuccessful,butItriedagainandwasaccepted.Somydateofenlistmentbecame7January1981.Iwasjustalittleover16yearsofage.

IcamefromthesticksinSouthAustralia,livingonsheepandcattlestationsprettymuchallofmylifeupuntilthatpointintime.Ihadneverlivedinatownbefore,letaloneacity.IrememberthepsychaskingmehowIwasgoingtocope,goingfromthebushtocitylife.Ihadnofreakingidea.

Frommemory,therewere6ofusfromSA,whometforthefirsttimeattheairport,beforeleavingourfamiliesfortheflightacrosstoPerth.Itwasmyfirsttimeonaplane.Wedidn’tgetinuntilquitelateandwerethelasttoarriveatLeeuwin,wherewewereallusheredintothemesshall,givendirectionsandthenmarchedofftoourblocksandsubsequentdongas.

ThegrandillusionsIhadfromthebrochureswehadgotatschoolofbigleatherarmchairs,relaxingatwillquicklyvanishedat06:00thenextmorning,whenwhatIcanonlydescribeasBlackbeardthePiratecameintoourdongaandkickedashittinaroundyellingatustoriseandshine.ThismanwasLeutGoode,whohadamassiveredbeardandlookedquitescary.Hebecameourdivisionalofficer.

Leeuwinwasn’tforthesqueamish.Itwastoughandtherewerethosewhorevelledinmakingituncomfortableforsome.Outofanintakeof60,bytheendofourninemonths,therewere48ofusleft.Alongwithcontinuingourschooling,therewasconsiderableNavytraining,marching,drillsetc.IforgethowmanytimeswedidlapsaroundtheparadegroundwithSLRsraisedaboveourheads.

Iwasfortunatetomeetagirlontheriverbankwhointroducedmetoherfamily,whobecamemysponsor,enablingmeandanotherJRtostayattheirplaceonweekends.Nomorecindyleaveforme.IwastheonlyJRwhohadmylicenseandoccasionallymysponsors,whohadtwoStatesmanCaprices,allowedmetotakeoneforexcursions.IspentalotoftimealongthebeachfromCoogeetoMandurah.Thoseareashavechangedsignificantlyfromthentonow.

Ialsobecameoneofthepackwhodiscoveredplaceswherewecouldmixwithgirlsanddrink,quiteoftentoexcess.DownstairsnexttoTimezonewasoneofourhaunts,wherealcoholwassoldinplasticcupstous. ExmouthBeatRetreat(Alanontheleft)

Igotintroubleacoupletimes,whichresultedinfrontingtheXO’stableandbeinghandedpunishment,thefirsttimebeing14days9sand30days10s.IhaveneverbeenasfitasIwasduringthosetimes.Manyshakeups,eitherwithSLRsovertheheadwhilstduckwaddlingupanddowntheWardroomhillorweightsabovetheheadwhilstdoinglapsaroundtheperimeterofthepool.

Thesecondtimeinvolvedanother14days10safteragroupofuswerecaughtbyundercoverpoliceinapub.Luckily,wehadconsumedourbeersandwereabouttogetmorejugs,whenthecopperscamein.

WedidabeatretreatupatExmouth,whichwetrainedforforquitesometime.ItwasoneofthehighlightsofLeeuwinforme.

Eventuallyourninemonthscametoanendandwehadourpassingout.Mymumanddaddrove

overfromSA,whichwasanextremelyproudmomentformeandalsothem.Iwaspresentedwiththebestshotoftheintaketrophy,alongwithanotherJR,withbothofustyingwithperfectscores.AsfarasIknow,thishadneveroccurredbeforeinLeeuwin’shistory.

Aftersomeleave,itwasofftoHMASCerberus,whereIundertooktrainingtobecomeaQuarterMasterGunner.Thereweresixofusonthecourse,being4frommyLeeuwinintakeandtwoAdultRecruits.IdidsixmonthsatCerberusdoinggunneryandseamanship–fromSLRs,ARs,50Caltoboforsandthe4.5”gun.Itwasfullon.Weallpassed,withasuccessrateonallexamsat100%.BarryLearoydwasourInstructor,thenbeingaLeadingHand,promotedtoPettyOfficerwhilstwewereoncourse.IthinkBarryendedupdoing40oddyears,endingupasatwoandahalfonpatrolboats.

IhadmycardownatCerberus,sospentweekendseitherintheworkshopsonbaseaddingvariousbitsandpiecesorcruisingthestreetsaroundFrankstonanddownaroundtheMorningtonPeninsula.

InApril1982,followingthesuccessfulcompletionofourGunnerycourse,wewereposted.IwasfortunatetosecureapostingtoHMASAdelaide,thefirstoftheAdelaideclassFFGs.No4.5”gunsorboforsonher,though.

IjoinedheratNewcastle,inthemiddleofworkups.Myactionstationspositionwasupforwardindamagecontrol.FirstdayatseawasprettyroughandhereIwasinafearstuffallsuit.ItwasquitehotandstuffyandIendedupheavingmygutsupintheclosestheads.Thefeelingofseasicknesspassedafteracoupleofdays.IspentfromApril1982untilJuly1985onher.Inthattime,wedidtwoNWIOdeployments(1982and1985),SEAsia(1983),Rimpacin1984andnumerousshortertripstoNZandvariousAustralianports.Icelebratedmy18thbirthdayinSriLanka.

Mytimeonherwasablast.IspentalotoftimeinvariousbarsandothersalubriousplacesandIcertainlybelievedinpartakingindiplomaticrelationsasoftenaspossible.Themottoofagirlineveryportwasn’tfarfromthetruth.Ilovedbeingoverseas.ItwasfarremovedfromwhereIhadgrownupandIstillhavefondmemoriesofmanyofthoseplacesvisitedandtheadventureshad.

FollowingourreturnfromtheNWIOinJuly1985,IwaspostedtoHMASWaterhen.

MyassociationwithAdelaidewasnotfinishedthereasyearslaterin2011,thecompanyIwasworkingforwasthecompanywhichpreparedherforscuttlingoffTerrigal.Whatstartedoutasaprettysimplestripoutturnedintoaverylongexercise,asmoreandmoreenvironmentalconditionswereimposed.

InitiallyatWaterhenIwasbilletedintheBosun’sStore.WespentconsiderabletimepaintingrocksandthepontoonsoverandoverfortheFUBsandworkboats.Iobtainedmyboatlicenseforbothoftheseandhadablast

cruisingupanddownSydneyHarbour.IwasthenbilletedasXO’sWriter,soforthebestpartof18months,Icompileddailyorders,watchbillsandothercorrespondenceforthebase.

IfoundthisworkquiteeasyandendedupgettingAsonmyPP1As.TheXOwrotesomeprettyinspiringstuffaboutmyperformance,whichsawmerocketfromaboutnumber76onthelistforpromotiontoLeadingHandtonumber6.ItwasfromthisthatIwaspromotedinNovember1986,twomonthsshyofmysixyearsin.

InJuly1987IwaspostedtoHMASParramatta–themightydinosaur.Shewasantiquatedandtheoldestshipinthefleet.Butshebroughtoutsomethinginpeople’scharactersandwasmyfavouriteposting.

IdidtwoSouthEastAsiatoursonher,aswellasRimpacin1988andnumerousshortertrips.Iwasdutyboatcrewforthebicentennialcelebrationsin1988,going24hoursstraightofferryingpeoplearoundtheharbourtoalltheanchoredships-agreatmomentintime.

Inearly1989,IswappeddraftwithaguyonHMASPerth,whichwasundergoingherhalf-liferefit.Mythenwifehadgivenbirth

toourfirstdaughterandIwantedtospendtimegettingtoknowher.IdraftedbackontoParramattainmid1989andfinishedmytimeintheNavyonher.

1990wasayearwherewewerenotmeanttobeawayformuchatall,butendedupspending10monthsawayfromhome.FirstSwanfailedherORE,soweendeduptakingherplaceinSEAsiaandthenonreturn,thefirstGulfWarerupted,resultinginSydneybeingsentoverthere,whichleftaholeintheSEAsiapresence,sooffwewentagain,viaNewcastle,wherewedrydockedtofixleakingglandsealsaroundtheshaftsbeforecontinuingonwithourdeployment.

IrememberringingmydaughterfromtheexchangeinSingaporeonherfirstbirthdayandlisteningtoherbabblingontheotherend.Deploymentscanbeverytoughonfamilies.Attheendofourseconddeploymentthatyear,wereturnedtoSydneyandhereshewaswalkingdownthewharf.Imissedmanymilestonesinherfirsttwoyears.

IlefttheNavyafter10yearsofserviceinJanuary1991,4daysbeforeParramattawasdecommissioned.Ifeelprivilegedtohaveserved.IfIhadmytimeoveragain,Iwoulddoitallagaininaheartbeat.Thereweresomeeventsinmytimewhichwereextremelyunpleasantandtestedmycharacter,butingeneralthemateshipthatisforgedlastsalifetimeandthatbondissomethingthatonlysomeonewhohasservedcanunderstand.

WethenmovedfromSydneytoAdelaide.LittledidIknowjusthowbadthingswere.SouthAustraliahadjustexperiencedtheStateBankdisaster,thecountrywasinthegripoftherecessionithadtohave,interestrateswereapproaching18%.WereallywereshieldedfromthisintheNavy.IthoughtIwouldwalkintoajobstraightaway.Ittook3monthsformetogetwork.Iwasapplyingforallsortsofjobs,evenflippingburgersatHungryJacks,tonoavail.

IeventuallyscoredajobatMichellWoolProcessorsonthefactoryfloorasashitkicker.Michell’sproducedcarbonisedandcombedwool,commencingfrombalesfromthefarm,goingthroughvariousprocessestoendupatthestagepriortospinning.AttheendofthefirstdayIwashandedabroomandtoldtosweepthefloor.Iwantedtoramitupthearseofthepersonwhohandedittome.ButIperseveredandfoundthattherewereveryfewpeoplewhowouldputtheirhandupforadditionalduties.Soafteraboutsixmonthsanopportunitypresentedforapositionofjobber,whichwasbasicallyapersonwhowasinchargeofalineofmachinery,doingmechanicalchangesandrepairsandrunningthepeopleonthatline,totakeonalineofmachineryattheendoftheprocesschain.

Iputmyhandupandthenspentthenext5yearsworkingmywaythroughoutthewholefactory,jobbinginallitsareas.Ithenprogressedintothelaboratoryasalabtechnician,whereIspentanother3½years.AllthistimeIworkedacontinuous24hour,sevendayaweekroster.Ithenwassecondedintoanadministrativerole,whereIwasinvolvedinprocessengineeringandeventuallyfactoryfinance.DuringthistimeIwenttonightschool,studyingaccounting.

After12½years,Itookaredundancypackagewhenthewoolindustrywentthroughamassivedownturnandalotofgoodpeopleendedupoutofwork.IfinishedonaFridayandstartedacontractingroleinfinancethefollowingTuesday.

IthenwassuccessfulinsecuringaprojectaccountantroleattheAustralianSubmarineCorporation.Ispentthenext4yearsatASC,workingfirstlyonthethroughlifesupportprogramfortheCollinsClasssubmarinesandthentransferredacrosstotheAirWarfareDestroyerproject,whichwasinitsstartupphase.WhilstatASCIstudiedforaDiplomaofProjectManagementandalsocommencedmybachelordegreeinCommerce.

IleftASCattheendof2007andstartedasaprojectaccountantwithMonadelphousEngineering.Webuiltagold/copperminesome650kmnorthofAdelaide,whichwasagreatprojectparticularlyforme.Ispentalotoftimeuponsiteandwasgivenmoreandmoreresponsibility,whichsawmecloseouttheprojectbeforemovingontoanotherremoteproject,buildingagasplantontheBurrupPeninsulaoutofDampierinWA.

IleftMonadelphousattheendof2010,returningtoSA,asIpromisedmyyoungestdaughterthatIwouldbebacktosupporthergetthroughyear12.IwasappointedNationalCommercialManagerforanAdelaidebasedcompany.

Towardstheendof2011,IwasaskedbymyformerOpsManagerifIwasinterestedinbeingtheCommercialManagerforthenewlyformedMarineDivisionofMonadelphousEngineeringinBrisbane,workingonamassivemarineprojectinGladstone.Bythistime,mymarriagewasprettymuchoverandbothmykidswerefinishedtheirschooling,soitseemedanidealopportunitytostartlifeagain.

SoImovedtoBrisbane,divorced,metabeautifulgirl(theeditorofthisnewsletter)andhavebeenextremelyhappythepast4years.

IrecentlyfinishedmyemploymentwithMonadelphousandhavenowestablishedmyownbusiness,CoxContractManagementServices,consultingincommercialandcontractualmanagement.

31May2016Veterans’mentalhealth–HearingaidsTheDefenceForceWelfareAssociation(DFWA),togetherwithitspartnersintheAllianceofDefenceServiceOrganisations(ADSO),welcomedtheGovernment’sannouncementonthe3rdMay2016thatthe2016-17Budgetwouldprovide$37.9milliontoextendnon-liabilityhealthcaretoallcurrentandformermembersoftheAustralianDefenceForce(ADF).ThatmeantthatanyonewhohadservedintheADF’spermanentforceswouldnowbeeligibletohavetreatedsuchconditionsaspost-traumaticstressdisorder,depression,andalcohol/substanceabuse.

TheNationalPresidentofDFWA,DavidJamison,profferedthat,“aswelcomeasthatinitiativehadbeen,itwasabitterdisappointmenttothewholeveteranscommunitythatoneofthewelldocumentedandreadilytreatablepotentialcausesofanxietyanddepressioncontinuestobeignored”.

“ThatbeingthecontinuedrefusalbytheDepartmentofVeteranAffairstoprovideotherthanonlybasiclevelhearingdevices,freetoclients,whentheirirrefutablediagnosedclinicalneedsdemandeddevicesofafarhigherperformanceandqualitytomitigatehearingloss”,hesaid.

Davidfurthersaidthat,“thisdenialcreatedthepotentialforunmistakablesocialwithdrawalsymptomsandisolationthatdevelopsintoanxiety,depressionandearlyonsetofdementia1.Thesementalhealthissuesclearlyincreasedhospitalisationcosts2intheprocess.Earlyinterventionstrategiesthatincludetreatinghearinglossaccordingtotheclinicalneedsofveteransbyprovidingthemwithproperhearingaidswouldovercomemanyproblems”.Contacts

IthasbeenachallengingperiodfortheNationalCounciloftheNavalAssociation.TheWhiteEnsignmagazinehaspublisheditsfirsteditionoftherevisedformatandalsohasbeenpublishedelectronically.Whatagreateffortbyoureditor,AllenLyne,andhispublicationteamatCanterburyBankstownSubSectiontogetthemagazinetoourmembers.RememberifyouhavenotreceivedtherecenteditionofthemagazineletyourSubSectionSecretaryknowandaskthemtogetintouchwiththeStateSectionSecretaryforaction.

AsImentionedinmylastarticlefortheWhiteEnsignmagazine,ourformerNationalPresidentandWebmasterhasretiredfromtheWebmasterroleasof1April2016.AfteralongperiodofservicetotheNAA,Leswillbehavingawell-earnedresttoimprovehisownhealthandwell-being.Whatagreatjobhehasdoneforusalloversomanyyears.Thewebsitewillbere-configuredtobeaveryinteractivewebsiteandweareseekingfinalendorsementofourwebsiteproposalbytheNationalCounciltoappointacommercialenterprisetore-invigoratethesite.Iamhopefulthatwewillhaveournewsiteduringthelastquarterof2016.

TheAnnualGeneralMeetingwasheldinAdelaideinearlyAprilandwasattendedbycouncillorsfromeachstateandtheACT.Themeetingwasveryproductive,withafewnewfacespresent.Itwasfantastictoseethechangingoftheguard,butthecontributionsofthosewhohavebeenreplacedwasgreatlyappreciated.SomeofthesignificantmattersthatwereresolvedattheAGMincludedthefollowing:

• FullmembershipoftheNAAextendedtomembersoftheRAAFandAustralianArmywhohavebeenpostedtobilletsintheship’scompanyofRANships.

• PeterCooke-RussellappointedasNationalSecretary.• Constitutionandby-lawamendmentsmadetoenableasectionwithoutgeographicalboundaries

tobeestablishedwererescindedduetoproceduralproblemsatthe2015NationalCouncilAGM.• Theabilityofafullmembertobelongtomorethanonesubsectionorsectionwithoutsub

sectionswasremovedandnowmembersarelimitedtobeingfullmembersofonlyonepartoftheNAA.Howeverafullmembermaybelongtoanothersubsection(s)orsectionasaclub/socialmember.

• TheobjectivesoftheNAAwereamendedtoinclude:“EncouragememberstoparticipateincommemorativeactivitiesthatrecognisethelegacyofthosewhohaveservedintheNavyatseaandashoreinwartime,inadditiontobothpeacemakingandpeacekeepingcapacities.”

24May2016It’stimetostumpupforourservicemenandwomenandveteransTheDefenceForceWelfareAssociation,togetherwithitspartnersintheAllianceofDefenceServiceOrganisations(ADSO)1comprisingsome90,000members,arebeginningtowonderwhetherthemenandwomenoftheAustralianDefenceForce,andtheveterans’community,areinapolicyfreezoneleadinguptotheforthcomingelection.AsacombinedvoicethoseAssociationsarelookingforpolicyinitiativesfromallpoliticalpartiesthatwouldprovidesomeredressoftheconcernsexpressedtotheGovernmentandOppositionpartiesoverthelastmanyyears.

Insteadofpositivepolicieswesee;

1. Governmentwastefullyspendingmillionsfightingveterans’claimsmostofwhichareultimatelyproventobevalid.Suchdisputesalmostinvariablyleadtodepression,highlevelsofstressandadversementaloutcomes.

2. GovernmentandDefencefailingtofullyrecognizethatmanyADFmemberswhotookMefloquinemayhavesufferedphysicalandmentalharm.TheyneedreassurancethattheGovernmentwilltakepositiveandproactiveactiontosurveythosewhowereadministeredthisdrugandprovidenoquestionsaskedhealthsupporttocombattheimpactsofthisdrug.It’sTimetoactivelysupportthemandtheirfamiliesineverywaypossibletoensuretheirphysicalandmentalhealthneedsaremet.

3. GovernmentallowingtheVeteranDisabilityPensionstobereducedinrelativevalueattheexpenseofourdisabledveterans.

4. GovernmentreducingthevalueofADFsuperannuationbydeliberatelydiscountingtheindexationofMSBSandDFRB/DFERDBsuperannuationpayments,nottomentiontheuseof50-yearoldlifetablestoreduceDFRDBsuperannuationpayments.

5. Governmentresistingtheprovisionofhearingappliancestomeettheidentifiedclinicalneedofveteranswithcomplexhearinglossrequirements.

Forthecostofour12submarinesIt’stheUSSGeraldR.Ford(CVN-78),themostexpensiveandmostadvancedwarshipeverbuilt.TheshipwaschristenedinNovember2013andisscheduledtobecommissionedthismonth.

TheNavalbehemothcanhousemorethan4,500peopleandweighs90,000tons.TheCVN-78istheleadshipintheFordclassofaircraftcarriers,replacingsomeoftheU.S.Navy’sexistingNimitz-classcarriers.Atfirstglance,bothclasseshaveasimilar-lookinghull,buttheFordclassintroducesaseriesoftechnicalinnovationsdesignedtoimprovecarrier’soperatingefficiency,andreduceoperatingcostsandcrewrequirements.

Insteadofconventionalsteamcatapultstolaunchjets,thesupercarrierisoutfittedwithEMALS(ElectromagneticAircraftLaunchSystem),whichislighterandrequireslessspace.Italsoneedslessmaintenanceandmanpower,andismorereliableandenergy-efficient.EMALScanlaunchanaircraftevery45seconds,25%fasterthanitssteamcounterpart.Furthermore,sinceEMALSusesnosteam,it’sasuitablecandidateforlaunchingdronesandotherelectricvehicles.

ThelaunchsystemisjustasmallpieceoftheCVN-78’spuzzle.Theshiphasa

redesignedandrelocatedisland(thepartofthecarrierwhereair-trafficcontrolandthebridgearelocated),threefasterandmorepowerfulelevators(comparedwithfouronNimitz-classcarriers),anAdvancedAircraftRecoverySystem(AARS)anddesignchangestotheflightdeck.Thosechangesarevitaltoincreasingthenumberofsortieslaunched.

Thecarrier’ssensoryarrayhasreceivedanoverhaulwiththeadditionofanintegratedactiveelectronicallyscannedarray(AESA)search-and-trackingradarsystem.Thisnewsystemhasnomovingparts,soitthereforeminimizesmaintenanceandcrewrequirementsforoperation.Further,advancedAESAradarsenabletheshipandaircrafttobroadcastpowerfulsignalswhileremainingstealthy,whichgreatlyimprovescombateffectiveness.

Speakingofcombat,thecarrierismorethancapableofholdingitsown.TheEvolvedSeaSparrowMissile(ESSM)defendsagainsthigh-speed,highlymaneuverableanti-shipmissiles,andtheweaponsystemofchoiceistheRollingAirframeMissile(RAM).OnemustnotforgetvariousGatlingandheavymachinegunmountsaswellas75-plusaircraftreadytobelaunchedatanygiventime.

TheCVN-78hasanotherimportantadvantageoveritsequivalentNimitzclasscarrier:Itspowerdoesn’tcomewiththepriceofincreasedhandsonboard.Infact,becauseoftheaforementionedtechnologies,the

USSGeraldR.Fordaccommodates2,600sailors,600fewerthanaNimitz-classflattop.ThisalonesavestheNavymorethan$4billioninownershipcostsovereachship’s50-yearlife,whencomparedwithcontemporaryNimitzaircraftcarriers.

Asexpected,theCVN-78hasimpressivepower.TheshipispoweredbytwoBechtelA1Bnuclearreactors,eachcapableofproducing300megawattsofelectricity,triplethatofNimitz-classreactors.Thosechangesresultedinatwo-

thirdsreductionofwatchstandingrequirementsandabigdecreaseinrequiredmaintenance.

Withgreatpowercomesgreatfirepower.Onlyhalfofthepower-generatingcapabilityontheCVN-78isneededtoruncurrentlyplannedsystems,includingEMALS.TheCVN-78willthushavethepowerreservesthattheNimitzclasslackstosportevenmorefuturisticarmamentsandsystems,suchasfree-electronlasersanddynamicarmor,atsomepointinthefuture.

Thelaserscanbefiredatjustafewdollarspershotandconsumearound10megawattsofpower.
