The NJTPA is seeking consultant support to:• Conduct background research• Summarize the anticipated impact of
travel trends• Develop recommended strategies• Create Implementation Briefs• Facilitate a technical advisory
committee
Current RFP
Develop a Transportation Demand Management (TDM)
and Mobility Plan for the NJTPA region that examines
current demand management and mobility programs in the
context of regional travel trends, anticipated future needs,
technology changes, and national state of practice to create
regional policy-level recommendations.
Project Goal
• The consultant effort is expected to be started in January 2020.
• Project to be completed within 15 months of commencement.

Scope of Work
Assemble a technical advisory committee anticipated to include NJ TMAs, NJDOT, NJ TRANSIT, workforce development organizations and others.Deliverables for Task 1:
• Up to five TAC meetings• Meeting memoranda for each meeting
Task 1: Technical Advisory Committee
Task 2: Background Research
Research synopsis, expert interviews, and stakeholder outreach meetings. Research synopsis will include policy and practice related to ATDM, Mobility-as-a-Service, autonomous and connected vehicles, ride-hailing services, and shared micro-mobility.

Deliverables for Task 2:• Research synopsis of TDM policies and plans,
national state of practice, and current research and evaluation
• Up to five interviews with national experts• At least three stakeholder group meetings• Technical memorandum• Slide presentation
An analysis of travel and land use trends as they relate to mode choice, utilizing existing data sources. Focus on the mode choice implications of travel trends, and the suitability of different TDM programs and policies to address anticipated future travel demand.

A prioritized list of TDM and mobility strategies that considers impact, air quality benefit, cost, feasibility and adaptability.

Up to six implementation briefs consisting of step-by-step guidance and resources for implementing Task 4 recommendations.

Produce a final report, including an executive summary and any appropriate appendices that present the work completed, a compilation of the deliverables for the previous Tasks, methodologies used and the project’s results or findings.

Technical Proposal Submission Requirements
• Cost reimbursement contract subject to Federal and State Laws, Policies and Procedures
• Cost plus fixed fee contract, up to an agreed ceiling• Summary budget and detailed budget forms for each firm
on the project team using NJTPA’s Sample Budget Form– Budget Period– Salary/wages, staff-hours by tasks – Overhead– Direct Expenses– Subconsultant Fees– Fixed Fee (or profit)
Cost Proposal Submission Requirements
• Follow-up questions must be submitted in writing to the Project Manager, with a copy to the Director of Finance and Administration
• Inquires received after 8/30/2019 may not be reviewed or considered
• Questions and formal responses, including those from today's meeting, to be posted on our website by 9/6/2019
