1.0 INTRODUCTION

1.1 Purpose of report 1.1.1 ADL Traffic and Highways Engineering Ltd have been appointed by JEDS

Investments to provide a Transport Statement (TS) to support a proposal to

redevelop a former car showroom located on East Bay Close in Cardiff to provide a

student accommodation comprising 803 bed spaces.

1.1.2 This TS describes the development proposals in respect of the access

arrangements, parking provision and servicing arrangements. This TA also provides

a calculation of the likely traffic generation for the proposal and compares it with the

permitted use.

1.1.3 This TS has been prepared in accordance with Technical Advice Note (TAN 18):

Transport (2007) and Cardiff’s Supplementary Planning Document on Access,

Circulation and Parking Standards (January 2010).

1.2 Recent Planning History

1.2.1 Planning application 17/01300/MJR was submitted in June 2017 for a student

accommodation development comprising 711 spaces on the application site. This

planning application has been granted permission subject to the conditions.

1.2.2 The development provided a total of 32 car parking spaces for visitors and

operational use while the students being prohibited from bringing their cars into

Cardiff as a condition of their tenancy.

1.2.3 It was proposed to provide a total of 240 cycle parking spaces which equated to 1

space per three students.

1.2.4 A section 106 contribution of up to £150,000 was agreed to be offered to the Council

towards the cost of the improvements identified to the junction of Tyndall

Street/Schooner way and 102 other pedestrian and cycle improvements to the route

between the site and Smart Way/smart Bridge.

1.2.5 ADL submitted a Transport Statement to support this planning application (ADL Ref:

ADL/LRJ/3408/11A in May 2017.

1.2.6 This 2018 Transport Statement has been based on the May 2017 ADL Transport

Statement.

1.3 Scope of study 1.3.1 Chapter 2.0 of the report describes the site and its permitted use. Details are also

provided on accidents in the vicinity of the site.

1.3.2 Chapter 3.0 of this report describes the accessibility of the site to non private car

forms of transport.

1.3.3 Chapter 4.0 describes the proposed development, access, parking provision and

servicing arrangements.

1.3.4 Chapter 5.0 calculates the vehicle trips generated by the development and compares

this with the current use of the site.

1.3.5 Chapter 6.0 provides the details of the proposed mitigation.

1.3.6 Chapter 7.0 details the proposed parking and servicing arrangements.

1.3.7 Chapter 8.0 summarises and concludes the report.

2.0 SITE AND SURROUNDING AREA

2.1 Site description 2.1.1 The site is located within the central location of the City Centre and is currently

occupied by a disused car showroom building on East Bay Close in Cardiff. The site

location is shown in Appendix 1.0.

2.1.2 The site is bound to the north by the main London to Swansea railway line, to the

east by an industrial building and to the south by an electricity substation and Tyndall

Street/East Tyndall Steer roundabout.

2.1.3 To the west, the site is bound by the elevated Central Link Road (A4234). The site is

accessed from East Bay Close via Tyndall Street/East Tyndall Street roundabout for

vehicles, cyclists and pedestrians. The site and surrounding area is shown in

Appendix 2.0.

2.1.4 The site is conveniently located within 10 minutes walking distance from University of

South Wales Campuses (ATRiuM and Atlantic House) and Cardiff City Centre and

within 20 minutes’ walk from the campuses of Cardiff University (north of the City

Centre).

2.2 Local highway network 2.2.1 East Bay Close forms a northern approach to Tyndall Street/East Tyndall Street

roundabout and provides a cul-de-sac type access to the application site, industrial

units, a builder’s merchant warehouse and an electricity substation.

2.2.2 East Bay Close is subject to a 30mph speed limit and is 9m wide in the vicinity of the

site. There are double yellow line restrictions on both sides of East Bay Close for the

first 50m from the roundabout. Beyond this, the double yellow line restrictions are in

place only on the northern side of East Bay Close. There is no loading permitted on

this road at any time.

2.2.3 Tyndall Street/East Tyndall Street roundabout is a grade separated roundabout

junction. Tyndall Street forms the western arm, East Bay Close forms the northern

arm, and East Tyndall Street forms the eastern arm and A4234 Central Link Road

(on and off slips) form the southern arm of the roundabout.

2.2.4 Tyndall Street is a two-way local distributor road which runs in east – west direction

linking Herbert Street and Bute Street in the west to Tyndall Street/East Tyndall

Street roundabout. Bute Street connects Cardiff City Centre to the north with Cardiff

Bay to the south.

2.2.5 The A4234 Central Link Road runs from north – south connecting the A4160 Adam

Street in the north to the Cardiff Bay area in the south.

2.2.6 East Tyndall Street connects the Tyndall Street/East Tyndall Street roundabout to

East Tyndall Street/Ocean Way roundabout (also known as Magic Roundabout) to

the east. This roundabout provides access to Splott to the east, Cardiff City Centre to

the north and Cardiff Docks to the south.

2.3 Permitted use of the site

2.3.1 The site currently comprises a disused building which was previously used as a car

showroom and workshops. The total gross internal area of this building is 2,034 sqm.

2.3.2 In order to estimate the vehicle trips that could have been generated by the permitted

car showroom use, TRICS has been used. TRICS database contains only two edge

of town centre sites and hence suburban sites with good public transport linkages

have also been chosen to provide a robust assessment.

2.3.3 TRICS suggests that a car showroom site could generate 15.13 vehicle trips (two-

way) per 100sqm GFA. The TRICS output is provided in Appendix 3.0. Therefore, the

car showroom of 2,034sqm GFA if reoccupied could generate:

• 15.13 x 20.34 = 308 vehicle trips (two-way)

or 154 vehicle arrivals

2.3.4 The vehicular trips generated by the permitted car showroom (2,034sqm) during

typical network weekday peak hours are summarised in Table 2A.

2.3.5 Table 2A demonstrates that the permitted car showroom with a GFA of 2,034sqm

could generate 26 to 30 two-way vehicle trips during typical weekday (network) peak

hours. These vehicular trips are classed as ‘permitted vehicular trips’ within this

report.

2.4 Accident analysis

2.4.1 ADL obtained collision records from Cardiff City Council (CCC) for the period 1st

January 2010 to 31st December 2014. The records are given in Appendices 4.1 and

4.2 for location and details respectively.

2.4.2 The accident records demonstrate that in close proximity of the site, no collisions

occurred on East Bay Close and only one collision occurred on the East Bay Close

approach to the roundabout. The collision details are as follows:

• Reference Number: 0198208 (slight accident):

This accident occurred at the East Bay Close approach to the Tyndall

Street/East Tydnall Street roundabout when a cyclist entered the road from

the footway and collided with the vehicle entering the roundabout.

2.4.3 The accident analysis demonstrates that there are no highway safety issues that

need to be addressed as part of this application.

3.0 ACCESSIBILITY

3.1 Pedestrians and cyclists 3.1.1 Tyndall Street and East Tyndall Street have continuous footways on either side

measuring two to three metres wide. The junction of Tyndall Street with Ellen Street

(240m west of the site) is provided with demand controlled pedestrian crossings on

east approach with dropped kerbs with tactile paving across each crossing. There

are dropped kerbs and tactile paving across Ellen Street and Schooner Way

approaches to this junction

3.1.2 Similar pedestrian crossing facilities are also provided at the Herbert Street/Lloyd

George Avenue signal controlled junction which is located 560m to the west of the

site.

3.1.3 The footways on Tyndall Street (fronting recently developed Capital Quarter) have

two pedestrian crossings with tactile paving and central islands where pedestrians

can wait to cross the other side. One of these pedestrian crossings is demand-

controlled.

3.1.4 There is a pedestrian footbridge known as Smart Bridge across the railway line,

connecting to Pellet Street, Adam Street. This bridge is located to the north of Tyndall

Street accessed and is accessed via Capital Quarter (350m west of the site). This

new bridge is provided with ramps to enable access for the disabled and cyclists.

3.1.5 There are no footways on East Bay Close fronting the site and hence there is an

opportunity to enhance pedestrian facilities on East Bay Close as part of this

planning application.

3.1.6 Cardiff has a good on and off road cycle route network. These are shown in

Appendix 5.1. The cycleway along the northern side of Tyndall Street is part

segregated and not continuous along the full length.

3.1.7 The footway link that bounds the northern periphery of Tyndall Street/East Tyndall

Street roundabout is provided with segregated cycleway/footway facility with the

cycleway marked with red road surfacing.

3.1.8 The segregated cycleway/footway continues along the northern side of East Tyndall

Street. The signal junction on Tyndall Street with Ellen Street and Schooner Way is

provided with advanced cycle stop lines on all approaches.

3.1.9 Schooner Way is designated as an advisory cycle route while there is a traffic free

route parallel to the A4234 Central Link Road and the Lloyd George Avenue. Off-

road cycleways are also provided around Callaghan Square to the west of the site

towards Cardiff Central Railway Station.

Pedestrian and Cycle Route Audit report

3.1.10 A detailed Pedestrian and Cycle Route Audit report was submitted to the Council in

November 2016 as part of the previous planning application. A copy of this report is

provided in Appendix 5.2. The Audit Report assessed the route to/from daily trip

attractors such as shops/supermarkets, leisure/entertainment, employment and of

course the university campus (es) and other student facilities.

3.1.11 Various measures to improve the accessibility to the site have been sited within the

Audit Report. With these measures (improvements) in place, it is considered that the

site would have a better accessibility to the wider area network by non-car modes of

transport.

3.2 Public transport Bus

3.2.1 The nearest bus stops to the site are located on Tyndall Street and Schooner Way

within 200m and 320m walking distance from the site respectively. These bus stops

are provided with bus flags and timetable information boards. A map illustrating these

locations is provided as Appendix 4.2.

3.2.2 The bus stops on Tyndall Street are served by bus routes 1, 2 and 612, while the bus

stops on Schooner Way are served by bus routes 89A and 89B. These are

summarised in Table 3A.

3.2.3 These bus services provide links to the Cardiff Central and Queen Street Railway

Stations, City Centre, Cardiff University Campuses (to the east of North Road) and in

Cathays area and University of South Wales Campus on Adam Street.

Rail

3.2.4 The site is situated within easy walking distance from two railway stations. Cardiff

Central Station is approximately 1.4km west of site and Cardiff Queen Street Station

is approximately 1.4km northwest of site. Also, Cardiff Bay Station is approximately

1.7km southeast of site.

3.2.5 The bus services 1 & 2 on the City Centre via Cardiff Bay route stop at Penarth Road

bus stop which is located adjacent to the Cardiff Central Railway Station. A plan

illustrating the rail services is found in Appendix 4.4.

3.2.6 The site is therefore adequately served by public transport.

4.0 DEVELOPMENT PROPOSALS

4.1 Description of proposal 4.1.1 The proposal is for the redevelopment of the site into a purpose built student

accommodation (803 bedspaces) within two towers, together with landscaping,

ancillary, communal facilities and parking.

4.1.2 The development will be a convenient location to live for the students studying at:

• Cardiff University – campuses located to the north of city centre located within

20 minutes walking distance from the site;

• University of South Wales:

ο ATRiuM located on Adam Street within 10 minutes walking distance

from the site (approx. 700m)

ο Atlantic House located on Tyndall Street located within 5 minutes

walking distance from the site (approx. 300m)

4.1.3 The Masterplan is shown in Appendix 6.1.

4.2 Access arrangements

4.2.1 A new vehicular site access will be provided on East Bay Close approximately 20m

west of the existing site access as shown in Appendix 6.2. The visibility splays that

could be achieved at this site access are 2.4m x 43m in both directions. This

conforms to Manual for Streets 2 visibility standards for streets with a speed limit of

30mph. This is broadly considered to be acceptable in principle by the Council.

4.2.2 The proposed site access will also be provided up to 5m wide footway/cycleway

internally which will link in with the existing footway/cycleway on Tyndall Street/East

Tyndall Street roundabout.

4.3 Parking provision Car parking

4.3.1 There will be a total of 32 car parking spaces on site (including five disabled bay).

These spaces will be provided only for disabled students, staff, and visitors and for

servicing purposes. Otherwise the development will be car free with students not

permitted to bring a car into the city as part of their tenancy agreement. This will be

enforced by a Student Management Plan.

4.3.2 At the beginning and end of the academic year, these spaces will be used by

students’ parents or relatives whilst moving in or out of the accommodation. Further

details about the student ‘moving day’ arrangements are provided in Section 7.2.

4.3.3 Additionally, there will be a drop off zone along the site access which could

accommodate up to two cars. These will be used for everyday taxi pick-up/drop off

purposes.

Cycle parking

4.3.4 The development will provide 268 cycle parking spaces. The cycle stores will be

located in secure and covered locations near the buildings. The levels of parking and

impact are detailed in Section 6.0.

4.4 Servicing 4.4.1 The site layout will be designed so that a large refuse truck (10.98m long) can enter

and exit the site in forward gear. An AutoTRACK assessment demonstrating this is

provided in Appendix 7.0.

5.0 TRAFFIC IMPACT

5.1 Traffic Generation 5.1.1 TRICS has been used to calculate the traffic generation for the proposed student

accommodation. Sites in edge of city centres have been selected in order to reflect

the site’s location with good accessibility and the TRICS assessment is in line with

other similar student accommodation planning applications in Cardiff (17/01300/MJR,

15/02820/MJR, 15/02236/MJR, 15/03097/MJR). There were four sites in total as

summarised below in Table 5A:

5.1.2 The multi-modal data for student accommodation is set out below based upon the

three edge-of-town centre sites (DV-03-9-03, IS-03-G-01 and WY-03-9-02). A TRICS

report for person trip rates is provided in Appendix 8.1. These three sites produce a

combined averaged trip rate of 2.03 two-way person trips per student bed per day,

or:

• 803 students x 2.03 ≈ 1,630 two-way person trips

815 person arrivals 815 person departures

5.1.3 The mode split is detailed in Table 5B, based upon TRICS. The mode split is shown

as Appendix 8.2. The two-way person trips by mode are shown in Table 5B below.

5.1.4 Table 5B suggests that the majority of trips generated by the student accommodation

will be pedestrian trips (1054 two-way trips). Trips by car constitute a relatively small

proportion of cars generated i.e. 70 two-way trips. This figure includes passengers.

5.1.5 TRICS provides a daily vehicle trip rate of 0.043 two-way vehicle trips per bedroom

per day, or:

5.1.6 The TRICS output for vehicles is provided as Appendix 7.3. The average car

occupancy will be 70 trips by car (refer to Table 5B)/36 vehicles = 2 persons per

vehicle.

5.1.7 The student accommodation will be ‘car free’, therefore, it is assumed that the 36

two-way vehicle trips would be made by delivery trips, taxies, drop off trips by

friends/relatives etc. Over a typical 16-hour day, this equates to an average of 2

vehicles per hour. This is de minimis in terms of its impact on the local road network.

5.2 Change in vehicular traffic 5.2.1 The vehicular traffic generated by the permitted development (from Table 2A) is

compared with the traffic generated by the proposed development (from Table 5C).

This comparison is provided in Table 5C.

5.2.2 Table 5C shows that the proposed development could generate up 272 less vehicle

trips (two-way) on a daily basis when compared with the permitted use. Therefore,

the proposed development will not have any material traffic impact on the local road

network. Hence, there is no requirement to undertake junction capacity assessment.

6.0 MITIGATION 6.1 Highway improvements 6.1.1 It is proposed to extend the existing footway on Tyndall Street into the site via the

proposed site access. The internal footway will be up to 5m wide and will provide a

continuous pedestrian/cycle route into the site. Appropriate signage and surfacing will

be provided. This will form part of Section 278 works.

6.2 S106 transport contribution

6.1.2 A S106 contribution of up to £150,000 will be offered to the Council for the off-site

improvements to the junction of Tyndall Street/Ellen Street/Schooner Way signal

junction and/or other pedestrian and cycle improvements to the route between the

site and Smart Way/Smart Bridge.

6.3 Other measures

6.3.1 Despite the student accommodation having the potential to generate some vehicle

trips, there are a number of other mitigation measures which are either de facto, i.e. a

direct result of the location of the proposals, or active, those which require ongoing

participation and management to maintain them.

6.4 Location

6.4.1 Cardiff Central railway station and Queen Street railway station are less than 15

minutes easy walking distance from the site. There are bus stops on Tyndall Street

and Schooner Way within 350m walking distance from the site and are served by

routes that provide access to the railway stations, city centre, Cardiff University

Campuses (to the east of North Road) and in Cathays and University of South Wales

Campuses on Tydnall Street (Atlantic House) and Adam Street (ATRiuM).

6.4.2 As a result, the location of the development mitigates against needing a car for many

day to day journeys by virtue of its proximity to many facilities that students will use.

6.5 Car-free tenancy agreements (active)

6.5.1 Within the tenancy agreements (that all students at the accommodation will sign),

there will be a clause forbidding them from bringing a car into the city. Ultimately,

students can be ejected from the halls if they are found to be in breach of this rule.

Only the students with mobility issues would be allowed to bring their cars and park

on site.

6.6 Travel Plan

6.6.1 The Client is prepared to accept a Condition which would require a Travel Plan to be

submitted upon occupation of the development which will set out the measures that

the management company will adopt to reduce trips by non-private car borne modes.

7.0 OPERATIONAL AND PARKING PROVISION

7.1 Car parking

7.1.1 The proposed student accommodation will be provided with 32 car parking spaces

for visitors and operational use. As noted previously, students will be prohibited from

bringing cars into Cardiff as a condition of their tenancy. Therefore, there will be no

impact on local parking conditions resulting from the student accommodation.

7.1.2 The CSS Wales Parking Standard of 2008 and Cardiff’s Supplementary Planning

Guidance suggests a maximum of 1 car parking space per 25 beds for operational

reasons. Therefore, the proposal for up to 803 beds would require a maximum of 32

car parking spaces. The provision of a total of 32 car parking spaces is therefore

considered to conform to the car parking standards.

7.1.3 Additionally, there will be a drop off zone along the site access which could

accommodate up to two cars. These will be used for everyday taxi pick-up/drop off

purposes.

7.2 Cycle parking

7.2.1 The student accommodation (803 students) will be provided with 268 cycle spaces

which equates to 1 space per 3 beds in secure and covered cycle stores close to the

buildings.

7.3 Start and end of term arrangements 7.3.1 In order to facilitate the moving in (and out) of the students at the start and end of

term, the site managers will employ a schedule so that each student is assigned a

time slot for up to 30 minutes to load or unload their belongings so that vehicle

movements to the site are staggered to avoid congestion.

7.3.2 The site management will have arrangements in place so that other deliveries and

refuse collections are scheduled to avoid beginning and end of term. The students

will be provided with maps to show the locations of public car parks where they can

park, until their time slot is available.

7.3.3 The nearest public car parks are on Pellet Street (500 spaces) and Pellet Street NCP

(292 spaces). These car parks are approximately 550m and 600m respectively from

the site. There are also a number of neighbouring car parks to the north of Bute

Terrace less than a kilometre away from the site.

7.3.4 The procedure used to manage arrivals and departures is as follows:

(i) Prior to moving day

• Students are notified of their allotted time slot and are provided with

the map of how to reach the site.

(ii) Moving day

• Vehicles arrive on site at the allocated timeslot.

• Belongings are then unloaded and placed in a central holding area of

the accommodation, for example, the lobby or common room.

• Vehicles are then parked at nearby car parks.

• Belongings are moved from holding area to student bedrooms.

7.3.5 By moving belongings to a central area as opposed to directly to the student

bedrooms, time is saved due to the shorter distance needed to be covered. At the

end of term, the process is reversed.

7.3.6 If a student misses their time slot, then they will have to wait until the end of the day

before they are allowed back to the site or make alternative enquiries for a different

time slot.

7.3.7 There will be 32 car parking spaces on the site. By assigning 32 students the same

30-minute arrival time, this would mean 803 students would take around 13 hours to

fill, or vacate. This could be undertaken over two weekends and in the evenings from

5pm to 8pm. This is a worst case as students could move into the development over

a staggered period (i.e. earlier or later than the main intake weekend) and not all will

arrive by car.

7.3.8 Whilst this process will involve vehicle movements in excess of the traffic generation

set out in Chapter 5.0, it should be remembered that this is an irregular occurrence,

only occurring at the start and end of the academic year and assumes that every

single student will generate one vehicle. This is not reflective of the day to day

activity at the site and the traffic would be spread evenly over the moving period, as

opposed to students all converging on the development at the earliest opportunity.

7.3.9 Additionally, unlike other traditional halls of residence, residents at the proposal will

not need to remove all their belongings at Christmas and Easter, therefore reducing

the traffic associated with the development as students may head home by train or

coach (for example), as opposed to car.

8.0 SUMMARY AND CONCLUSIONS

8.1 ADL Traffic and Highways Engineering Ltd have been appointed by JEDS

Investments to provide a Transport Statement to support a proposal to redevelop a

former car showroom site on East Bay Close in Cardiff into a student accommodation

comprising up to 803 bed spaces and associated parking and landscaping.

8.2 The site is currently occupied by a disused car showroom building with a total GFA of

2,034sqm. This car showroom could have generated 308 permitted vehicle trips (two-

way) on a daily basis.

8.3 A new vehicular access is proposed on East Bay Close, 20m west of the existing site

access. The existing footway on the Tyndall Street/East Tyndall Street will be

extended up to the proposed site access. This will provide a continuous pedestrian

access to the site.

8.4 There will be a total of 32 car parking spaces on site (including five disabled bay).

These spaces will be provided only for disabled students, staff, and visitors and for

servicing purposes. Otherwise the development will be car free with students not

permitted to bring a car into the city as part of their tenancy agreement.

8.5 Additionally, there will be a drop off zone along the site access which could

accommodate up to two cars. These will be used for everyday taxi pick-up/drop off

purposes.

8.6 Cycle parking will be provided with a ratio of 1 space per three beds. The cycle

parking will be secured and in covered stores.

8.7 The proposed student accommodation with 803 bed spaces could generate up to 36

vehicle trips (two-way) on a daily basis which equates to 272 less vehicle movements

when compared to the permitted use. The proposed development will therefore not

have any material vehicular traffic impact on the local road network.

location. Hence, there are no justifiable highways and transportation grounds to

refuse this planning application.

1.0 INTRODUCTION

1.1 Purpose of Report 1.1.1 ADL Traffic Engineering Ltd have been appointed by JEDS Investments to provide a

Pedestrian and Cycle Audit Report to support a proposal to redevelop a former car

showroom located on East Bay Close in Cardiff to provide student accommodation

comprising up to 800 bed spaces.

1.1.2 This Audit Report calculates the number of pedestrian and cycle trips generated by

the development and provides an audit of routes to/from daily trip attractions such as

shops, leisure/entertainment, employment, the university campuses and other

student facilities.

2.0 PEDESTRIAN AND CYCLE TRIP GENERATION

2.1 In order to estimate the daily pedestrian and cycle trips associated with the

development, TRICS database has been used. The approved TRICS within the

Transport Statement that were was to establish a person trip has also been used for

this report.

2.2 The TRICS outputs for pedestrians and cyclists are provided in Appendices 1.1 and

1.2 respectively.

Pedestrian Trips

2.3 TRICS suggests that student accommodation could generate 1.384 two-way

pedestrian trips per student bed per day. Therefore, development comprising 800

bed spaces could generate:

800 students x 1.384 = 1,107 two-way pedestrian trips

554 pedestrian arrivals

554 pedestrian departures

2.4 The maximum two-way pedestrian traffic is estimated to occur between the hours of

18:00 and 19:00 hours according to TRICS. This is summarised in Table 2A.

2.5 Table 2A shows that the development could generate a maximum of 156 pedestrian

2.6 TRICS suggests that a student accommodation could generate 0.050 two-way cycle

trips per student bed per day. Therefore, development comprising 800 bed spaces

could generate:

3.0 SCOPE OF AUDIT

3.1 The following routes have been audited:

Route 1: Route to Cardiff City Centre, Cardiff Queen Street Railway Station,

University of South Wales (USW) and Cardiff University Campuses.

Route 2: Route from Cardiff Central Station to the site.

Route 3: Route from Cardiff Bay to the site (via traffic free route along Central

Link);

Route 4: Route to Cardiff Bay via Schooner Way;

Route 5: Route to Cardiff University campuses along Newport Road and Cathay

area.

3.2 Route 1 provides access to:

Cardiff City Centre (shops, leisure, employment, library);

Railway Station (leisure, employment, university campuses further afield);

University of South Wales (USW) Campuses:

4.0 ROUTE AUDIT

4.1 Date and Time of Audit

4.1.1 The pedestrian/cycle route audit of Routes 1 to 4 was undertaken on 12 November

2016 between the hours of 10:30 and 15:30 hours.

4.2 Audit of Route 1 Route to Cardiff City Centre, Cardiff Queen Street Railway Station, USW and Cardiff

University Campuses

4.2.1 The plan illustrating Route 1 and the photographs of pedestrian and cycle facilities

along this route are provided in Appendix 2.0.

4.2.2 The route is well lit and consists of footways with appropriate widths (minimum 2m

wide) and they are in good condition.

4.2.3 The signal junctions along this route are provided with pedestrian signal phases. The

crossing facilities along the whole route (including signal junctions and side road

junctions) are provided with dropped kerbs with tactile paving.

4.2.4 This route includes partial off-street cycleway on Tyndall Street. The segregated

footway/cycleway facility (which runs along the northern periphery of Tyndall

Street/East Tyndall Street and northern side of East Tyndall Street) ends

approximately 34m west of the roundabout. There is no signage at this point to

advise the footway users that the segregated footway/cycleway facility has ended;

however, the red coloured tarmac (designating the cycle route) ends.

4.2.5 An “End of Cycle Route” sign is provided on the footway outside the Atlantic House

Campus (west of Tyndall Street/Ellen Street signal junction), immediately followed by

the rectangular plate which recommends cyclists ride on the carriage, adjacent to a

dropped kerb to facilitate this.

4.2.6 Tyndall Street/Ellen Street signal junction is provided with pedestrian signal phases

across its north, west and south arms. It is also provided with advanced stoplines

(ASL) at all the approaches. The ASL facility gives cyclists a visible and practical

advantage at the junction. Therefore, the discontinuous off-street cycle route on

Tyndall Street is mitigated by the provision of ADL.

4.2.7 This junction lacks demand controlled pedestrian crossing facility on the north and

south arms.

4.2.8 The following signal junctions within the city centre are provided with ASL at all their

approaches:

Bute Terrace/Mary Ann Street;

Adam Street/Churchill Way;

Mary Ann Street/David Street;

Bridge Street/David Street; and

Bridge Street/Churchill Way.

4.2.9 These signal junctions within the city centre are were observed to be busier than

Tyndall Street/Ellen Street signal junction. Hence, these junctions are provided with

lead-in cycle lane at some or all their approaches for the cyclists to gain access to

the reservoir ahead of the motorist’s stopline.

4.2.10 Tyndall Street is designated as an advisory route within Cardiff Cycling and Walking

Map.

Route Choice (Alternatives)

4.2.11 There are two primary routes alternatives to this route:

Via Bute Street

Via Windsor Road

4.2.12 The route via Bute Street is covered within Route 2. The route via Windsor Road is

covered within Route 5.

Proposed Improvements

4.2.13 It is proposed to provide up to 5m wide footway/cycleway facility along the northern

side of Tyndall Street, which connects the existing footway/cycleway to the site.

Appropriate surface material and signage will be provided to advise the students of

this provision. The proposed site access arrangements are shown in Appendix 7.0.

These proposals will be undertaken as part of S278 works.

4.2.14 It is proposed to improve the existing informal crossing facility across the splitter

island on the western arm of Tyndall Street/East Tydnall Street roundabout. The

improvement consists of provision of End of Route cycle sign, give-way markings and

a short cycle lane along the southern side of Tyndall Street which would indicate the

cyclist to use the westbound carriageway (instead of the footway on the south side).

The plan illustrating this improvement is provided in Appendix 8.0. A contribution of

£1,000 to cover the costs of this improvement will be offered to the Council in the

form of Section 106 contribution.

4.2.15 It is also proposed to provide a demand controlled pedestrian crossing facility across

the northern arm of Tyndall Street/Ellen Street signal junction. A contribution of up to

£10,000 to cover the costs of this improvement will be offered to the Council in the

form of Section 106 contribution.

4.2.16 As such, with the aforementioned S278 works and S106 contributions, this route will

be considered to have adequate pedestrian and cycle infrastructure.

4.3 Audit of Route 2

Route from Cardiff Central Station to the site

4.3.1 This route consists of A4160, Callaghan Square, Bute Street and Tyndall Street. The

plan illustrating Route 2 and the associated photographs are provided in Appendix

3.0.

4.3.2 The route is well lit and the footways are in good condition. The signal junctions

within this route are provided with pedestrian signal phases. The pedestrian

crossings across the whole route including signal junctions and side road junctions

are provided with dropped kerbs and tactile paving.

4.3.3 The signalled junction of Herbert Street/Lloyd George Avenue are provided with ASL

with lead-in cycle lanes at Lloyd George Avenue and Herbert Street (E) approaches.

4.3.4 Cyclists will use the carriageway across the Bute Terrace/Callaghan Square signal

junction and Herbert Street/Lloyd George Avenue junction as the junction

arrangements do not permit a continuous off-street cycle route. However, this is

considered to be a usual route for cyclists from Grangetown to Splott.

4.3.5 As such, this route has adequate pedestrian and cycle infrastructure.

4.4 Audit of Route 3 Route from Cardiff Bay (via traffic-free routes along Central Link)

4.4.1 The route consists of the southern stretch of Lloyd George Avenue, Hemingway

Road, shared footway/cycleway along Galleon Way and traffic-free track along

Central Link. The plan illustrating Route 3 and the associated photographs are

provided in Appendix 4.0. The route is lit and the footways are generally in good

condition.

4.4.2 The pedestrian crossings across the whole route including the side road junctions are

provided with dropped kerbs and tactile paving.

4.4.3 The following signalled junctions along the route are provided with pedestrian signal

phases with dropped kerbs with tactile paving.

Lloyd George Avenue/Bute Place;

Lloyd George Avenue/Hemingway Road.

4.4.4 Lloyd George Avenue/Hemingway Junction is provided with ASL on Hemingway

Road approach. The priority junctions of Hemingway Road/Schooner Way and

Hemingway Road/Galleon Way roundabout are provided with informal pedestrian

crossing facilities in the form of dropped kerbs and tactile paving.

4.4.5 Hemingway Road has speed cushions for traffic calming purposes and zebra

crossing to assist pedestrians crossing.

4.4.6 Approximately 50m east of the Hemingway Road/Galleon Way roundabout on

Galleon Way is the traffic-free track which has a shared footway/cycleway signage.

This track continues parallel to Central Link northwards and connects to Tyndall

Street/East Tyndall Street roundabout.

4.4.7 As such, this route has adequate pedestrian and cycle infrastructure.

4.5 Audit of Route 4 Route to Cardiff Bay (via Schooner Way)

4.5.1 The Route consists of Tyndall Street, Schooner Way, Hemingway Road and

southern section of Lloyd George Avenue. The plan illustrating Route 4 and the

associated photographs are provided in Appendix 5.0. Schooner Way is a well-lit

street with footways in good condition.

4.5.2 The Tyndall Street (E) approach to the Tyndall Street/Ellen Street signal junction is

provided with pedestrian signal phase with dropped kerbs, tactile paving and the

pedestrian refuge. The eastern approach to this junction has an ASL.

4.5.3 Schooner Way has footways on both sides of the road along the majority of its

length.

4.5.4 At two sections of Schooner Way, there are footways on at least one-side of the

street thus providing a continuous pedestrian route. Schooner Way is designated as

recommended route by the cyclists.

4.5.5 Hemingway Road/Schooner Way junction is provided with dropped kerbs and tactile

paving across Hemingway Road approach to assist crossing. There is a marked on-

street cycle lane on the south side of Hemingway Road approach to the junction with

Lloyd George Avenue.

4.5.5 As such, this route has adequate pedestrian and cycle infrastructure.

4.6 Audit of Route 5

Route to Cardiff University campuses along Newport Road (via Windsor Road

Bridge)

4.6.1 The route consists of East Tyndall Street, Windsor Road, A4160 Fitzalan Place. The

plan illustrates Route 5 is provided in Appendix 6.0.

4.6.2 East Tyndall Street has a segregated footway/cycleway facility along its northern

side. This continues on to the northern arm of the Magic Roundabout.

4.6.3 This cycleway leads the cyclist on to the carriageway at approximately 18m north of

the Magic Roundabout.

4.6.4 Windsor Road has 2m wide footways on both sides which continue northwards

towards A4160. Windsor Road is designated as advisory route as per Cardiff Cycling

and Walking Map.

4.6.5 The signal junction of A4160/Windsor Road/Fitzalan Place is provided with

pedestrian signal phases with dropped kerbs with tactile paving for crossing

purposes.

4.6.6 Fitzalan Place is designated as on-road route for cyclists. The signal junction of

Newport Road with Fitzalan Place is provided with ASL on all its approaches.

4.6.7 As such, this route has adequate pedestrian and cycle infrastructure.

5.0 SUMMARY AND CONCLUSIONS

5.1 The proposed student accommodation comprising up to 800 bed spaces could

generate:

1,107 and 156 two-way pedestrian trips during development peak hour and on a

daily basis respectively;

40 and 10 two-way cycle trips during development peak hour and on a daily basis

respectively.

5.2 Therefore, the main attention within the audit has been given to the pedestrian

accessibility. However, cycle accessibility has also been considered.

5.3 Five routes have been audited. These routes provide access to

leisure/entertainment, shops, employment, university campuses and student

facilities.

5.4 The audit revealed that there is no footway on East Bay Close and also that the

shared segregated footway/cycleway facility on Tyndall Street (west of Tyndall

Street/East Tyndall Street roundabouts) ends without any advisory/warning sign.

5.5 As part of this planning application, it is therefore proposed to provide up to 5m wide

footway on the north side of East Bay Close which will connect the proposed

development with the existing footway/cycleway network. This footway will provide

a continuous cycle route into the site. Appropriate signage and road surface will be

determined at the detailed design stage. This will form part of S278 works.

5.6 A Section 106 contribution of £1,000 will be offered to the Council towards an off-site

improvement of the informal crossing across the western splitter island of Tyndall

Street/East Tyndall Street roundabout. The improvement includes appropriate

signage and road markings on the footway and a short cycle lane marking for on the

eastbound carriageway of Tyndall Street. This would provide a better pedestrian as

well as cycle crossing facility.

5.7 A further Section 106 contribution of up to £10,000 will be offered to the Council

towards provision of a demand controlled crossing on the north arm of Tyndall

Street/Ellen Street signal junction.

5.9 As such, with the proposed site access arrangements and Section 106 contributions

towards various improvements to the pedestrian and cycle infrastructure in the

vicinity of the site, the proposed development is considered to be in a sustainable

location.
