technologies and (policy) measures
• to find the best way to incorporate these in the water cycle
• to develop a new approach in sharing knowledge and expertise

• Development of a Decision Support System
• Sharing knowledge and expertise
• www.tapes-interreg.eu – all results available and accessible
• – further development and updates of the DSS
Transnational Action Program on Emerging Substances
TAPES Closing Conference Brussels, 24 September 2015
Question to the participants/stakeholders:
“What is the vision of the stakeholder group on emerging substances,
what is their strategy to address emerging substances and
what do they see as their own role in the issue”
Transnational Action Program on Emerging Substances

• Technical presentation about review of Priority Substances list and Watch list
• Strategic approach to pollution of water by pharmaceutical substances: end 2016?
• European Commission will propose measures to address environmental effects of pharmaceutical
substances: end 2017?
Transnational Action Program on Emerging Substances
European Commission DG JRC Ispra – Dimitar Marinov Emerging substances in the water cycle: strategy to address them
• Methodology for chemicals prioritization
• To be considered 6212 chemicals
• Splitting into modelling and monitoring process
• Monitoring based exercise: STE approach, combination of spatial – temporal – extent factors
• Modeling based exercise:
• 1st step – screening
• 2nd step – risk
• 3rd step – final ranking based on RQ
• Combined method: updated and improved tool to prioritize compounds
Transnational Action Program on Emerging Substances
EurEau – Arjen Frentz Perspective of water utilities
EurEau view:
• Holistic approach:
• From production to treatment
• Mix of measures
• Public awareness
• Action plan:
• Coherent actions at different levels
Way forward:
• Committed exchange on the topic at EU and country level all stakeholders involved
Transnational Action Program on Emerging Substances
FHNW – Rita Hochstrat Elimination of micropollutants – the Switch approach
• Drivers for measures on WWTPs:
• Impact on ecosystem
• Impact on drinking water resources
• High population density
• Pressure on water bodies increases
• Large scale testing of ozone and PAC
• Elimination > 80%
• Reduction of ecotoxicological effects
• Technology can be implemented and integrated in WWTP operations
• Estimated costs:
• 100 out of 800 WWTPs will be upgraded
• 50% of municipal wastewater will be treated
• All inhabitants finance the action
• Cost increase for wastewater treatment 12% (16 CHF/inhabitant/year)
• Approved in legislation March 2015:
• Basis for financing (new wastewater fee; 9 CHF/inhabitant/year; 2016-2040)
• Requirements for discharge
Transnational Action Program on Emerging Substances
Johnson & Johnson / efpia* – Birgit Mertens Eco-Pharmaco-Stewardship – A pharmaceutical industry perspective
• Pathways of pharmaceuticals to the environment
• Usage
• Disposal
• Pharmaceutical industry (effluents)
• EPS: industry proposed approach to provide a framework of environmental stewardship
• Holistic approach (whole pharmaceutical industry involved)
• Based on a life-cycle approach
• Aimed to address environmental concern
• Key features EPS
• Shared responsibility all stakeholders
• Post-approval extension of the ERA-process (env. risk. ass.) throughout the life-cycle
*efpia = European Federation of Pharmaceutical Industries and Associations
Transnational Action Program on Emerging Substances
RIWA-Meuse – Harry Römgens Plant protection products, from a drinking water perspective
“Progress was made, but not enough”
• Exceedances PPP at drinking water intake points in the Netherlands (2000-2015)
• 24 active substances > 0.1 μg/l
• Significant downward trend since 2000, last 5 years trend levels off / increase (e.g. glyphosate)
• Also impact on ecology
• Mandatory measures were successful
• Ban on certain herbicides (triazines)
• Voluntary measures are bottlenecks for success
• New spray technologies, treatment of farm yard wastewater
Transnational Action Program on Emerging Substances
RIWA-Meuse – Harry Römgens Plant protection products, from a drinking water perspective
• Some concerns not yet addressed
• Usage data are classified (but ranking is available)
• Lack of detection methods (newly) authorized substances with high use/calculated emissions
• Screening methods show large numbers of unknown substances (e.g. pyrazole)
• Pharmaceuticals: derive quality standards for groups of compounds, not on an individual basis
Transnational Action Program on Emerging Substances
Stichting Huize Aarde – Alfons Uijtewaal Green Chemistry/Pharmacy, a challenge for the 21th century
Vision: “towards a systemic approach”
• Total risk assessment
• Integrated ecosystem management
• Total concepts for management of chemicals
Strategy
• All sectors are co-responsible for care of common goals
• More connection between research – policy – practice
• Balance between social and technical approaches
Role of Stichting Huize Aarde
• Design and management
• Awareness raising
• Dissemination and support
Transnational Action Program on Emerging Substances
Aqua Publica Europe – Milo Fiasconaro Emerging substances and The Right2Water initiative: the importance of
citizens’ engagement
ECI Right2Water, 3 main demands
• Right2Water in EU legislation
• Excluding water from internal market rules
• Greater effort in international cooperation
Transnational Action Program on Emerging Substances
Aqua Publica Europe – Milo Fiasconaro Emerging substances and The Right2Water initiative: the importance of
citizens’ engagement
• EU consultation on water quality
• Transparency and water quality
• Cross compliances
• Promoting tap water
→ Control at source approach
→ Polluter-pays principle
→ Increasing controls of pollutants
• Participatory governance – citizens’ participation
• Citizens’ demand for participation in water
governance
→ ES: scientific (toxicology) and socio-economic
considerations
• How to find the right balance?
