TRANSMIX SERVICES RENEWABLE FUELS SYSTEM SERVICES KEY CONTACTS Magellan understands that the handling of transmix is an important issue for our shippers. Magellan operates fractionators in Des Moines, Odessa, and El Paso capable of processing up to 8,000 barrels per day of transmix. We also have blending operations at strategic locations throughout the system. With this capability, Magellan offers transmix processing services to third parties. Magellan offers ethanol storage and blending services at all 54 of its refined products terminals in the MPL South, Central, and Mountain systems. We also offer biodiesel storage and blending services at nine terminals, mostly in the upper mid-west portion of the MPL Central system. CUSTOM PRODUCTS Magellan’s Custom Products service allows a Supplier to customize a full slate of offerings to its customers for what happens “under the rack”. A Supplier can set up custom blends that show up as a single product grade on the BOL with the wording of their choice. A Supplier also has the option to have their company logo printed on the Magellan BOL. Additionally, we provide a wide array of I.T. solutions to help the Supplier control access to their product. FUEL ADDITIVES Magellan provides a full slate of regulated additives such as IVD, TxLed, and Red Dye, while also providing specialty additives like Cold Flow Improver and proprietary additives and markers. STORAGE PROGRAM MPL’s System Storage program allows an Inventory Owner to contract system storage for V, X, and A Grades that is then added to their “earned” maximum in the system. The Site Specific storage program allows an Inventory Owner to store specialty grade products at strategic points within the system. overview

Magellan owns the longest refined petroleum products pipeline system in the country with over 9,500 miles of pipelines, 54 terminals, and approximately 42 million barrels of storage. Magellan also owns and operates 1,100 miles of ammonia pipeline and 1,700 of crude service pipeline. Magellan’s assets are well positioned to handle your mid-continent refined products business. We can tap into nearly 50% of the nation’s refining capacity and we deliver into major demand hubs including Houston, Dallas, Oklahoma City, Tulsa, Kansas City, Des Moines, Minneapolis, Little Rock, El Paso, Albuquerque, and Denver. We are also able to deliver refined petroleum products into third party pipelines that serve St. Louis, Chicago, Tucson, and Phoenix.

The Refined Products Pipelines & Terminals Commercial Team is responsible for addressing your business needs across all of Magellan’s refined products pipelines and connected terminals. Together with you, we move more than 1.2 million barrels per day through these assets. Our team is here to make sure we not only meet your day to day transportation needs, but that we also continue to grow and expand with you so that Magellan remains your preferred service provider.

In mid-2016, MPL completed an extension of the MPL Central system into the Little Rock market, providing mid-continent refiners the ability to access that market for the first time. Little Rock customers now have access to both Group and Gulf refiners. The new pipeline delivers product into Magellan’s two Little Rock terminals, as well as to facilities owned by HWRT, JP Energy, CenterPoint, and Union Pacific.

Magellan’s Little Rock terminals are now a part of the MPL Open Stock system. The Little Rock product slate includes, V, X, A, and E Grades, with the addition of Jet Fuel in mid-2017.

The MPL Central system is a pipeline and terminal network serving an 11-state market area in the Midwest. It includes direct connections to eleven mid-continent refineries, other interstate pipeline systems, and Gulf Coast supply access through the MPL South system and Explorer Pipeline. Delivery points on the system include 39 Magellan terminals, 15 third party terminals, five railroad depots and direct connections to the Kansas City, Omaha and Minneapolis/St. Paul airports.

• MPL’s “Open Stock” system (no transit time) for V, X, and A Grades allows for instantaneous delivery of those products throughout the MPL Central system

• Seasonal delivery capability into multiple Texas markets

• Delivery capability into Explorer at Tulsa, providing access to St. Louis and Chicago markets

The MPL Mountain system is a pipeline and terminal network serving markets in Kansas, Colorado, Wyoming and South Dakota. It includes direct refinery connections at El Dorado, KS, McPherson, KS, Commerce City, CO, Cheyenne, WY, and Newcastle, WY. In addition, through third party pipeline connections, shippers have access to the MPL Mountain system from refineries in the Texas Panhandle, Casper, WY, Laurel, MT and Billings, MT. Delivery points on the system include eight MPL terminals, two third party terminals and a direct connection to Denver International Airport.

The MPL South system is a pipeline and terminal network serving multiple markets in Texas, New Mexico, Arizona and Mexico. It includes direct connections to multiple refinery origins along the Houston Ship Channel, and in Texas City and Pt. Arthur. In addition, through connections to Magellan and Kinder Morgan’s marine storage facilities in Galena Park as well as Kinder Morgan’s Pasadena terminal, shippers can access the MPL South system from virtually any Gulf Coast refinery. Delivery points include eight MPL terminals, 10 third party terminals, three railroad depots and two airports (Dallas Love and Houston Hobby).

mPl souTH HigHligHTs

• Connections to approximately four million barrels of Gulf Coast refinery production

• Seamless movements offered to all MPL Central markets from Gulf Coast origins

• Four MPL terminals in the Dallas-Ft. Worth market area

• Connections to multiple West Texas refineries

• El Paso connection options to Tucson, Phoenix and Juarez

• Seasonal receipt capability from multiple mid-continent refineries

MPL’s East Houston terminal is a modern, 8-bay loading facility proximal to growing north Houston demand with convenient access to the I-610 loop.

In June 2016, MPL commissioned a new 3-bay loading rack in Wichita, significantly increasing our capacity to serve this market.

mPl mounTain HigHligHTs

• MPL Central connection provides mid-continent access to all Rocky Mountain markets

• Two terminals in the Denver market area

• Recently completed terminal upgrades in Denver and Fountain (Colorado Springs)
