OASIS 1552146 Facilities Study 1. PROJECT SUMMARY

1.1. Background and Project Need

The purpose of this Facilities Study is to determine the availability of un-designation of 161MW of network transmission service transfer on Entergy’s transmission system as requested by Entergy Services (EMO). The time period for this transfer is from 1/1/2009 until 1/1/2014. This study was performed on the latest available 2012 summer peak model using PSS/E and MUST software by Power Technologies Incorporated (PTI). The facilities study identifies any transmission constraints resulting from the requested power transfer. The facilities study also includes cost estimates to correct any transmission constraints. Under Entergy’s Independent Coordinator of Transmission which became effective on November 17, 2006, Entergy will recover these costs based on the Attachment T to Entergy’s OATT. In this Attachment T, the ICT has determined these costs to be classified as Base Plan and Supplemental Upgrades.

1.2. Scope Summary

• The overall scope of this project is summarized as follows:

A. Southwest Arkansas/Northwest Louisiana Reliability Improvement project (Sarepta project):

Construct a 345/115kV tie at Sarepta 115kV substation, install a 21.6MVar capacitor bank at Emerson 115kV, install a 32.4MVar capacitor bank at Lucky 115kV, and install a 32.4MVar capacitor bank at Vienna 115kV.

This project is being developed as a project to be completed by October 2010.

B. Install a 21.6MVAR capacitor bank at Couch 115kV substation

A 21.6MVAR capacitor bank at Couch 115kV is needed for voltage support.

1.3. Cost Summary

• The estimated Total project cost is $25,692,000 Full Financial. This does not include Tax Gross Up which may apply.

• The ICT has assigned $24,480,000 as Base Plan Upgrades and $1,212,000 as Supplemental Upgrades based on Attachment T of Entergy’s OATT.

1.4. Schedule Summary

• Overall ISD for the entire project is October 6, 2010.

o The above ISD is based upon commencing the detailed definition phase work for Couch in November of 2008, from that point moving forward into design work. Sarepta project is already in progress and cannot be accelerated due to the long lead time of the 500MVA autotransformer (approx. 18 mths.)

o It was assumed that construction could only be done in off peak times.

o It was assumed that no special permits would be required.

2. SAFETY AWARENESS

Safety is a priority with Entergy. Safety will be designed into substations and lines. The designs will be done with the utmost safety for personnel in mind for construction, operation, and maintenance of the equipment. All employees working directly or indirectly for Entergy shall adhere to all rules and regulations outlined within the Entergy Safety manual. Entergy requires safety to be the highest priority for all projects. All Entergy and Contract employees must follow all applicable safe work procedures. Should the work contained within this Facility Study be approved, a detailed Safety Plan will be formulated and incorporated within the project plan.

3. GENERAL ASSUMPTIONS

• Upon receipt of formal approval from customer authorizing design and construction, Entergy will prepare a detailed project execution plan and proceed with project execution.

• No special construction equipment was included in the base cost of the project. • No alternative design approaches were pursued in this study. • All permits will be attainable in a reasonable period. • Due to timing and/or funding constraints, site visits, surveys, and soil borings were not

performed in order to develop this facility study. • All costs above represent good faith estimates in today’s dollars. Price escalation has not been

included. 4. SCOPE OF WORK

4.1 Southwest Arkansas/Northwest Louisiana Reliability Improvement project (Sarepta project)

A. Construct a 345/115kV tie at Sarepta 115kV substation

• General: Build a 345kV substation with a 345/115kV auto transformer at Sarepta Substation to connect the 345kv line near the substation to the existing 115kv substation. Entergy owns a considerable amount of property around the Sarepta Substation therefore no additional property acquisitions will be necessary. A new line bay will be installed at Sarepta 115kV. Additional relay upgrades are required at El Dorado and Longwood (SWEPCO) substations due to the installation of the new 345kV substation. These costs are included in the total cost of this project.

• Site: o Compact approximately 20,000 cubic yards of fill. o Excavate and grade 25,000 cubic yards. o Install 12,000 tons of limestone. o Install 3,220 ft. of roadway. o Install 2200 ft. of 7’ high fence. o Install 20 catch basins and 3500 ft. of 18” culvert.

• Foundations: o 1 each 345/115kv three phase autotransformer foundation with oil containment. o 3 each 345kV Breaker foundations. o 10 each 345kv Switch foundations. o 1 each 115kv AX2E deadend structure foundation. o 1 each 115kV ‘C’ tower foundation. o 81 each 345kV bus support foundations. o 9 each 345kV CCVT/CT foundations. o 9 each arrester support foundations.

• Relay Settings: Settings will be revised as necessary upon completion of the new 345kV substation.

• Metering: A set of extended range high accuracy metering CT’s will be installed. The CT’s are

0.15% accurate from 0.5A to 4000A.

B. Install a 21.6MVar capacitor bank at Emerson 115kV

• General: A 32.4 MVAR capacitor bank (fuseless, ungrounded wye) will be installed at Emersion Substation in EAI. The capacitor bank will be installed on the Sarepta/Hayesville line side of breaker B0634.

• Site: The capacitor bank will be situated on the SE corner of the substation. The existing east fence will have to be relocated to the east. This will require removal of approximately 180 ft. of fence and the subsequent addition of approximately 350 ft. of fence.

• Foundations: o Install two “CE” tower drilled-pier foundations (for circuit switcher and disconnect switch). o Install one 21.6MVAR capacitor bank drilled-pier foundation. o Install six lally (bus support) column drilled-pier foundations. o Install three CVT pedestal drilled-pier foundations. o Install perimeter ground around fence (725’ of 4/o copper conductor). o Install 200 ft. of 4/o copper conductor to connect new construction to existing ground grid

as per Entergy grounding standard. o Install 1,500 ft. of 2” conduit.

• Electrical: o Install one 21.6MVAR capacitor bank, fuseless, 115kV, ungrounded wye with one line trap

on A phase. Provide racks for possible future expansion to 32MVAR. o Install two “CE” towers 16 ft.

C. Install a 32.4MVar capacitor bank at Lucky 115kV

• General: A 32.4 MVAR capacitor bank (fuse-less, ungrounded wye) will be installed at Lucky Substation in ELI. The capacitor bank will be installed on the 115 kV bus on the west side of the Transformer #X141 bay.

• Site: o Compact approximately 3500 cubic yards of fill (+/- 30% estimate to be firmed up with site

survey). o Install 150 tons of limestone throughout the new addition o Remove 217 ft. of existing fence o Install 250 ft of new 7’ fence.

• Foundations: o One 32.4 MVAR Capacitor Bank drilled pier foundation o Four equipment pedestal drilled pier foundation (one for Capacitor Bank neutral PT) o One 115 kV/ 1200A CapSwitcher drilled pier foundation o One ‘C’ tower drilled pier foundation o Two 115 kV 3-phase bus support drilled pier foundations o One 75’ static mast foundation o Approximately 30’ of pre-cast cable trough o 800’ of buried 2” PVC conduit o 650’ of 4/0 copper conductor (Copper-clad conductor may be substituted)

operating bus at Vienna Substation in ELI. • Site: None. • Foundations:

o One 32.4 MVAR Capacitor Bank drilled pier foundation o One equipment pedestal drilled pier foundation (for Capacitor Bank neutral PT) o One 115 kV/ 1200A CapSwitcher drilled pier foundation o One 75’ static mast foundation o 500’ of buried 2” PVC conduit

• Electrical: o One 115kV/32.4 MVAR ungrounded, fuse-less capacitor bank with Line Trap o One 69 kV PT (Capacitor Bank neutral) o One 121 kV / 1200A CapSwitcher (w/modified cabinet height) o One 115 kV / 1200A vertical break disconnect switch o One 75’ static mast o 100’ of 2½” aluminum pipe bus

The ICT has reviewed and determined that each required upgrade will be considered a Supplemental Upgrade. For more information on cost responsibility for Base Plan and Supplemental Upgrades, see Attachment T to Entergy’s OATT. The costs shown in the table include overheads and AFUDC, but do not include tax gross up. Entergy incurs a tax liability proportional to the amount of customer contributions. In addition to proposed project costs, the customer may be charged a “Tax gross-up” at applicable rates. Rates are subject to change. Current rate for EAI is 32.693% and is not included in any of the estimates.

6. SCHEDULE

A detailed schedule will be prepared subsequent to customer approval to proceed with the project. Based on the Work Order duration schedules listed below, the overall project in-service date is projected to be 2/17/2011. The following are rough durations:

Notes to Duration Schedules: • All construction work requiring outages will be performed during off-peak load season. Line

outages will be discussed with the SOC and TOC and the assumption is made that line outages will be executed as planned. However, last minute denial of outages by the SOC/TOC along with resulting schedule delay is possible.
