Professional Rail/Transit Services, Miami-Dade Transit (MDT), Florida. Atkins has been providing professional rail/transit planning, engineering, program management, and construction services to MDT for nearly 30 years by serving as an extension of agency staff and by performing specific task assignments and studies. Tasks have ranged from conducting final design reviews for most of the system and resolving construction issues to providing program management services of the People’s Transportation Plan.

In the December 2011 State of Good Repair Initiative Report to Congress, the Federal Transit Administration (FTA) emphasizes the growing concern that a significant portion of the nation’s public transportation assets is in need of capital reinvestment. The FTA’s Rail Modernization Study Report to Congress in April 2009 found that more than one-third of agencies’ assets were either in marginal or poor condition, indicating that these assets were near or had already exceeded their expected useful life.

Safe, reliable, and efficient infrastructure is vital for socioeconomic development. Infrastructure assets represent a large capital investment and need to be preserved for the benefit of current and future generations. Therefore, a long-term and sustainable approach for their management is necessary. The whole-life cost of ownership

is influenced by planning, design, construction, and continuous operation and maintenance. The approach to managing such assets needs to be risk-based and optimized, recognizing this life cycle and the changing state of the assets and their operating environment.

2. Arlandabanen Express (Airport Rail Link) On-Call Technical Services, Confidential Lender, Stockholm, Sweden. Reviewed all civil infrastructure, both track and stations; electrification; and railway systems for this 24.2-mile rail line.

3. Track and Systems, Metropolitan Atlanta Rapid Transit Authority, Georgia. Administrative, program controls, electrical design, signals and communications design, and track work design services for the heavy rail system.

4. Program Management Consulting Services for Systemwide Bus and Rail Improvements, Miami-Dade Transit, Florida. As part of the consultant team for this major, ongoing system expansion program, activities have included project management and oversight of three corridor extensions: MIC-EH, 2.5 miles; North, 9.5 miles; and East-West, 10 miles.

5. Central Phoenix/East Valley Light Rail Transit Construction Management, Valley Metro Rail, Arizona. As a joint-venture partner, served as the overall construction manager responsible for overseeing and coordinating all construction activities among the five line section contracts, including the Tempe Town Center Bridge, operations and maintenance facility, park-and-ride lots, passenger stations, and systems.

6. Light Rail Transit Program Management/Construction Management, Hampton Roads Transit, Virginia. Program management/construction management services for this 7.4-mile light rail transit system.

7. Construction Management Services, Union Pacific Railroad (UPRR) Company. Construction management and construction administration services to the UPRR company in a four-state region for projects funded and let by the UPRR.

8. Cambridgeshire Guided Busway System, United Kingdom. Provided a range of transportation services to Cambridgeshire County Council, supporting the client in progressing this innovative proposal to transform a disused railway line into a guided busway system.

9. Tri-County Commuter Rail Authority, Double Track Improvement Program, Pompano Beach, Florida. Served as an integral part of the program management consultant team as well as general engineering consultant and general planning consultant.

Redondo Beach, California. Design of 2,700-sf transit center building with transit customer and operator amenities, including ticket sales, information window, and restrooms; a park-and-ride lot of up to 330 car parking spaces; and an interim bus maintenance and parking area.

2. Newport Station, Network Rail, United Kingdom. Regeneration and enhancement of station facilities around an intensely operated four-track, mixed-traffic railroad.

3. Boca Raton Intermodal Transit Center Station, South Florida Regional Transportation Authority, Florida. Various project development services for the Boca Raton Tri-Rail Intermodal Transit Center included adjustments to the station design, station access, canal relocation and enclosure, bus terminal area, park-and-ride lots, access roadways, and utility adjustments.

4. Birmingham New Street Station, Network Rail, United Kingdom. Regeneration, capacity enhancement, and retailing development at the busiest intercity rail interchange outside London.

5. Dubai Metro, Japanese-Turkish Joint Venture, and the Dubai Rapid Link Consortium, United Arab Emirates. Iconic station design on the world’s longest automated metro system.

1. High-Speed Train, Bombardier Transportation, United Kingdom. Engineering and safety approvals for 125-mph tilting diesel trains operating networkwide; ongoing safety and technical support services to fleet.

As part of the consultant team tasked with preparing technical engineering, planning, and environmental studies for the Central Valley segment of the system (Sacramento to Bakersfield), provided transportation planning, station siting, environmental technical studies, and agency consultations.

2. Major Investment Study/Draft Environmental Impact Statement/Final Design (Multiple Corridors), Charlotte Area Transit System, North Carolina. Planning and engineering services for this expansive program, serving under multiple contracts in support of planning and design tasks in four of the five designated transit corridors.

3. East Corridor Environmental Impact Statement and Preliminary Engineering, Denver Regional Transportation District, Colorado. Alternatives analysis and draft and final environmental impact statements for the 23 miles of double-track electric multiple unit commuter rail service.

4. US 11, US 65, and US 280 Transit Studies, Regional Planning Commission of Greater Birmingham, Alabama. Multifaceted analyses of potential transit alternatives in all three corridors.

5. High-Speed Rail Program Project Development and Environment Study, Florida High-Speed Rail Authority. Part of the consultant team selected to conduct a project development and environment study for the initial high-speed rail segment between downtown Tampa and Orlando International Airport in Orange County.

2. IC4 Train Technical Assessment, National Transport Authority, Denmark. Technical assessment of IC4 train project as part of the strategic review of future intercity rail traffic in Denmark.

3. Rolling Stock Testing and Commissioning Oversight, Makkah Metro Railway, China Railway Construction Company, Saudi Arabia. Oversaw testing and commissioning of the rolling stock and associated systems on this fully automated system.

4. 125-mph Inter City Express Program Fleet, Hitachi/Agility Trains, United Kingdom. Bid technical management for Hitachi from prequalification and bid to contract award; safety, approvals, and environmental support on this multibillion-dollar, 25-year train service provision contract.

5. Portland Streetcar Loop Oversight Consultant, Federal Transit Administration, Oregon. On behalf of the FTA, interfaced with Oregon Iron Works on the design and manufacturing of a new fleet of streetcar vehicles.

1. Taiwan High Speed Rail, TSC Consortium. Multidisciplinary engineering services for this 220-mile line that runs between Taipei and Kaohsiung with the potential to achieve a 90-minute travel time compared with a travel time of over 4 hours using conventional routes.

2. ITC/Vopak Rail Upgrade, Vopak Industrial Services USA, Inc., Texas. Rail design details, construction documents, and contractor procurement services for enhancing the main railroad crossing to meet Union Pacific and Port Terminal Rail Association standards.

3. Copenhagen Metro, Copenhagen Metroselskabet, Denmark. Systems specification and design to selection of main suppliers and through-implementation engineering services to client.

4. Gautrain Rapid Express, Bombela Civil Joint Venture, South Africa. Civil engineering, tunneling, geotechnical, and signaling testing and commissioning engineering services.

1. Eagle P3 Design-Build, Denver Regional Transportation District, Colorado. Major subconsultant on this commuter rail project being completed under a public-private partnership; providing overall project management of the East Corridor, as well as final engineering design for various disciplines and segments.

2. Evergreen 3 Design-Build Commuter Rail Upgrade, Chiltern Trains, United Kingdom. Over 50 miles of track will be upgraded to 100 mph, with new track constructed for the Oxford connection, linking existing lines at Bicester. The Evergreen 3 infrastructure upgrade will be supported by new trains designed for faster acceleration, the introduction of new rolling stock for the Birmingham route, the opening of additional platforms at Birmingham Moor Street Station, and new ticketing technology.
