The Municipal Association of Victoria The Municipal Association of Victoria (MAV) is the peak representative body for local government in Victoria. The MAV has a legislated responsibility to represent the interests of councils through policy formulation, advocacy work and insurance services.Formed in 1879 and incorporated by an act of Victorian Parliament in 1907, the MAV enjoys the support of all 79 Victorian councils, who are our financial members.To increase the capability and effectiveness of the sector, we conduct a wide range of activities. These include lobbying, campaign and issues management, procurement, research, councillor and professional development, event management and more. The MAV has been long-recognised as an influential and respected representative body by both local and state government.

MAV Technology MAV Technology was established by the MAV in 2004. It is an independently funded group that supports the effective delivery of council and community services by demonstrating leadership in business modernisation and digital transformation. MAV Technology provides member councils with:• Channels to share ideas, resources and knowledge;• Collaborative procurement opportunities to reduce costs and increase efficiency;• Conference, forums and workshop events to promote digital maturity;• Multi-council collaboration projects of strategic value to the sector;• Awards for Excellence to encourage and recognise innovation;• Advocacy for digital access and equity;• A platform to engage with other levels of government;• Membership of LOLA international local government digital society.MAV Technology membership is available to all Victorian councils. National Conference 2020 "Champions of Change"The MAV Technology National Conference is a 3-day event that explores the role of local government in a digital world. The event is targeted to a diverse government audience that includes directors, general managers, CEOs, Customer Experience and Business Transformation leaders, Information and Communications Technology leaders and elected officials.We anticipate that the 2020 event will attract approximately 300 people from across Australia and around the world. The plenary and social program is strengthened every year to increase and broaden the executive audience, in order to create a better understanding of ICT developments and opportunities, and to facilitate better business results for councils.

Location & venuesThe venue for the 2020 MAV Technology National Conference and Trade Exhibition is Marvel Stadium, Docklands, Melbourne. This premier facility is easy to get to by foot, car or public transport. The Trade Exhibition will be held in the Victory Room, where all delegate catering will be served, providing your organisation with great networking opportunities.The National Awards for Excellence Formal Dinner will be held in the Medallion Room at Marvel Stadium, with pre-dinner drinks served upon arrival.The Welcome Reception will be held at Level 46, 55 Collins Place, Melbourne on Tuesday 24 March.The Melbourne Aquarium Networking Evening will be held in The Fish Bowl at Melbourne Aquarium.

Event marketingThe "Champions of Change" conference will be promoted to local and state government networks in Victoria, interstate, and overseas from October 2019. Channels will include MAV Bulletin (circ. 14,000), MAV and MAV Technology websites, MAV social media channels, printed collateral distributed at LG events in Australia and New Zealand, direct email, conference app, and selected press advertising.Registrations will open in October 2019.Promotional packs will be made available to exhibitors and sponsors in November 2019 to enable cross promotion of the event. Direct invitations will be extended to Local Government ICT associations from other Australian states and other countries in MAV Technology’s LOLA network (USA, UK, New Zealand, Canada, Netherlands, Sweden, Belgium). It is anticipated that the audience in 2020 will include a higher proportion of executive and elected official delegates.

2020 Conference themeThemed “Champions of Change”, this year’s program will explore how councils are transforming local government to serve communities in the digital era. Topics will include emerging technologies, data ethics, data governance, customer experience, smart cities, collaborative ways of working, access, equity and diversity – and navigating the massive cultural change that all this will bring. The first day of plenary programming will focus on leadership and will include metro and regional Council CEO panels and expert speakers from government and business. The second day of plenary programming will focus on operational excellence and will include case studies from Victorian, interstate and international councils.The 2020 program will include international, national and local high profile speakers, exhibitors and networking activities, details of which will be made available as they are confirmed.

New and improved trade exhibitionThe Trade Exhibition is a highlight of the conference for vendor and delegates alike and is usually a sell-out. About MAV Technology

STRUCTUREMAV Technology is an advisory group of the Municipal Association of Victoria (MAV). The MAV is a membership association and the legislated peak body for local government in Victoria, incorporated by an Act of State Parliament. Membership of the MAV is voluntary and all 79 Victorian councils are currently members.

MEMBERSHIP MAV Technology membership is available to all Victorian Councils by annual subscription. Membership entitles ALL council employees and Councillors to access MAV Technology resources, events and communication networks. In 2019-20, 75 Victorian Councils are current members of MAV Technology. Associate membership is available to interstate members of LGITSA, LGTAS, LGAQ, WALGA, LGNT, LGNSW.

GOVERNANCE MAV Technology is governed by an annually elected Executive Committee of representatives from member councils and the MAV. It operates under an MOU with the MAV, working towards a common goal of providing technology and digital advice, capability, services, resources and events to member councils.The MAV Technology Executive Committee direct and determine the activities of MAV Technology and report them to the MAV Board and CEO through their appointed Executive Officer. Activities are guided by the MAV Strategic Plan and the MAV Technology Charter, and are developed by sub-committees who focus areas of strategic importance to the sector. Full committee meetings are held quarterly. Sub-committee meetings are held monthly, except when a full Committee meeting is scheduled.All MAV Technology member councils are eligible to nominate representatives to participate on the MAV Technology Executive Committee for a term of two years. Successive terms are permissible. The call for nominations for available positions occurs annually in July/August. One Chair and five Sub-Committee Chairs are then elected by the Executive Committee. Up to three representatives per council can be included in the Executive Committee, but only one vote per council can be accepted in any Committee decision.

CHARTERThe MAV Charter is to advocate for local government interests; build the capacity of councils; protect and support the viability of councils and promote the role of local government.The MAV Technology Charter is to support and inform the MAV Charter by providing digital and technical expertise, advice and activities, guided by our Local Government Digital Declaration which commits us to: • design services that best meet the needs of our citizens• challenge the technology market to offer the flexible tools and services we need• protect citizens’ privacy and security• deliver better value for money

OUR ROLEThe MAV Technology Executive Committee has five key roles to enable cultural and technology shift in Victorian local government: We motivate, convene, enable, govern and co-design. In all areas of focus, we seek to leverage and influence our networks within councils, the MAV, other Victorian local government associations, interstate and overseas local government associations, private sector providers and partners, academia, not-for-profits and other levels of government.

MAV TECHNOLOGY EXECUTIVE COMMITTEE 2019-20The MAV Technology Executive Committee is currently comprised of 37 Members with a broad range of skills, experience, expertise and interest areas, from 28 regional, rural and metropolitan councils. The five Sub-Committees focus on different aspects of local government business and digital transformation enabled by technology. They meet monthly and inform the quarterly full MAV Tech Executive Committee meetings. 2019-20 MAV Technology Chair is Michael Smyth, Manager Information Management, City of Greater Bendigo. 1. Definitionsa. ‘The Event’ is "Champions of Change" - MAV Technology National Conference which will take place from 25-28 March 2020 at

Marvel Stadium, Melbourne, Victoria.b. ‘Application’ means an application to be a sponsor or exhibitor.c. ‘Sponsor’ means any person, firm, body corporate, unincorporated association or authority allocated space by the organiser

of the event and includes all employees, agents and representatives of such person, firm, body corporate, unincorporated association or authority.

d. ‘Organiser’ means the Municipal Association of Victoria, its employees, agents and contractors.e. ‘Venue’ means Marvel Stadium.2. Application for Participation and Acceptancea. A binding contract comes into existence in accordance with the Application and Terms and Conditions upon the Organiser’s

acceptance of the Application.b. The Organiser has the right to reject or accept any Application.3. Sponsor Obligationsa. The Sponsor will provide all necessary information and material required for the Organiser to carry out its obligations to the

Sponsor, by the dates stipulated by the Organiser.b. The Sponsor will make good and compensate Venue for damage caused by any act or omission of the Sponsor or other persons

arising from or in connection with the use of the exhibition venue by the Sponsor.c. The Sponsor must have the display space ready with all exhibits completed and available for display by the time specified by the

Organiser before the opening of the Exhibition.d. Sponsors are responsible for any damage or loss of own goods and equipment left in the Hotel or function area prior to or after

the function and must secure all goods and equipment during the Event.e. All Sponsor deliveries to the Venue must be prior advised to the Venue and must be marked with the name and date of the

Event and Sponsor.4. Exhibition Space: Standard Fittings, Design and Signsa. The Organiser agrees to provide the Exhibition booth and fittings, as detailed in this application, whereby applicable to the

sponsorship level selected.b. The Organiser will ensure that booth positions will be allocated according to sponsorship value and on a first served basis

should value be equivalent.5. AssignmentThe Sponsor may not assign its rights under the agreement without the Organiser’s prior written consent.6. Terms of PaymentThe agreement will be terminated if the Sponsor does not pay the required fee prior to the event. In the event of termination by the Organisers, the Sponsor will not be entitled to any form of compensation.7. WithdrawalsThe Sponsor will not withdraw, cancel, alter or reduce in any way their Application.In the event the Sponsor withdraws after receipt of signed application and confirmation of acceptance, the following terms shall apply:• Withdrawal, cancellation or reduction of agreement 60 days before event 50% of sponsorship value will be charged.• Withdrawal, cancellation or reduction of agreement 30 days before event 75% of sponsorship value will be charged.• Withdrawal, cancellation or reduction of agreement <30 days before event 100% of sponsorship will be charged.8. Insurance and Indemnitya. The Sponsor shall take out and maintain a policy of public liability insurance for an amount of not less than $5,000,000 during

the Event.b. The Sponsor will indemnify the Organisers against any cost, claim, liability and expense to which the organisers are in any way

subject arising from or in connection with any act or omission of the Sponsor.9. ComplianceThe Sponsor will comply with all applicable laws and regulations and all reasonable directions from the Organiser and the owner of the exhibition venue.
