The Pyramid of

Precedence

There is a precedence or an order in which motions are entertained by the assembly. Think about this precedence as taking steps up a pyramid. To get into the pyramid a main motion must be made. Once a main motion has been made you can now step to any other higher ranking motion. Remember that as you move up the pyramid you must move down the same way. Use the pyramid to familiarize yourself with the precedence of order.



ACTIVITY #1

Main Motion The Main Motion brings a specific topic to the table. There must be a main motion on the floor before ANY discussion begins. The main motion always starts with “I move…” The main motion provides the assembly with a specific topic to focus on

Second Before the floor or the assembly can discuss any motion it must be seconded. By seconding a motion you are not showing that you are in favor or opposed to the motion. The second merely signifies that you find the motion worthy of discussion.

Amendment Making an amendment means that you desire to change the motion on the floor by adding to or subtracting something from the motion. The amendment gives the members of the board something specific to talk about

After an amendment has been made the members of the board have the power to change the amendment. Remember this is only the portion of the motion that was added to or subtracted from…NO OTHER AREA OF THE MOTION CAN BE CHANGED AT THIS TIME

Small Group ActivityIn this section we are going to be breaking the group up into trios. Each trio will have two members and one chair. Using the script below each participant will use the designated script to start speaking the language of Parliamentary Procedure

9. Is there a second to the amendment which is to strike out SPDA and insert CROSS (call on member C)

4. I second the motion.

8. I move to amend the motion by striking out the SPDA and inserting CROSS the Community Resource of Saintly Service. So if the Amendment passes the motion would be…“To donate $2,500 to CROSS.

2. I move to donate $2,500 to the SPDA, Society for the Promotion of the Dramatic Arts.

6. I made this motion because the Society for the Promotion of the Dramatic Arts is a great organization that I think we should support with our donation of $2500. So I encourage you to vote in favor of the main motion.
