tonight First we are going to have John Gallagher rake 23

a very short presentation about the proposed plan and the 24

feasibility study because we did to into a lot of detail 25

MR GALLAGHER EPAs proposed plan for the clean up | 19 ii I of the lagoons is first to stop the discharge to the

20

lagoons next to treat any contaminated soils and sludges 21

by bio-remediation And then finally to decontaminate any 22

of the pipes and pumps that vere used for the lagoon 23

system 24

vie expect that the discharge to the lagoons will be 25

Stopped in accordance with an order thats in place right

now from DSOE And that calls for the discharge do the

lagoons to be stopped by the end of the year

The bioremediation is a treatment process that uses

naturally occurring mdcro-organisms to break down the

6 contaminants in the waste and these are primarily petroleum

7 hydrocarbons The natural action of the microbes is

ij enhanced by adding water nutrients and oxygen And the8 il

j

I process is very similar to comiposting vhich people may be 9 i

a little more familiar vith1 0

11 At Iron Horse Park what weve proposed to do is to

2 I clear a five acre area and place a liner on it and then

onto the liner put the contaminaced soils and sludces from1 3 i j

the lagoons and pile it to a depth of about three feet1 4 I

I The bioremediation is effective in only the top layer15 I

16 of the soil or more effective in only the top layer of the

soil where tilling can introduce oxygen So to achieve^ i the clean up what we propose to do is each spring is to

18 i

19 till the top layer of soil six to nine inches to

20 introduce oxygen and there to get the bioremieidiation

21 going And also to add nutrients and water

We would treat the waste each year remove the top22

layer that had been bioremediated and then treat the23

subsequent layer belov it the following year This will be24

done each vear for five years until all the wastes were 25

2 The bioremediation process permanently reduces the

3 contaminants that are in the vaste and also results in a

protective clean up In addition to the bioremediation4

for the soils and sludges we also considered six other

alternatives in our feasibility study6

Those six other alternatives included doing nothing7

at the site no action closing the lagoons with a permeable8

soil cap closing the lagoons with an impermeable plastic9 I

lined cap stabilizing the waste prior to closing it I

10 j siting an on-site incinerator and burning the waste 1 1

materials and finally disposing of all of the vaste in an 12 II

r off-side hazardous waste landfill 13 II

So in addition to the bioremediation our preferred

14 alternative we also encourage you to comjnent on any of the

2 problem I saw is that I didnt see any requirement for i

3 i bonding in there should the proponent there decide to do

4 I the work himself And I fell that full bonding should be

5 j provided by that person and at no tim^e until comipletion

of the project should more than 50 percent of that bonding

7 i be reduced the requirement for more than 50 percent of I

g j the bonding be reduced

9 i That I feel vill allow us to be able to continue i

any operation that they had started but were unable to 10

( complete and would not delay the overall process 11

Tuesday of this week TTe walked in from the street 22

Admittedly the gate was closed but theres a path around 23

the side of the gate We did not meet anyone in there 24

although this is a working day 25

1 The place is sort of a playground for horses riders

2 off road vehicles of various kinds I have myself seen

3 people riding over the asbestos landfill with off road

4 vehicles Im questioning whats going to happen to a five

acre site that is sort of a compost heap if there is no

6 more security than there is at the moment

7 Im afraid that fences are not going to be the answer

8 i to this thing I think someone has to require some personne

9 to be on the site to protect this It seems to me that this

10 will be a complete vaste of time ef for t and money if

11 vehicles are riding all ove i the place and spraying this

M everywhere and treating it the same vay they seem to be

13 treating other things

14 So I do think this is a question that needs to be

15 seriously addressed KOVT will the site be maintained

i 16 If were talking about five years I am afraid the companies

il 17 involved Flight have to be forced to have sore kind of

18 personnel on site It should not be the responsibility of

19 the town to provide the people to protect that since we

did not ourselves create this situation And I believe 20

this is for the protection of both the land and the 21

citizens 22

detail

One is how are you going to dispose and maneuver or i il

manipulate the bottom^ layer when you come to it without 8 II I

i the risk of puncturing the impervious memibrane which 9 i

I I you are going to have at the bottom from the practical

1 0 I I standpoint Are you going to roll the thing back like you

1 1 ii

i do the wax paper in bread dough or something like that

12 What are you going to do you know 1 3 i

Also its been our experience that the incident A

rainfall isnt alvays at the same times vhen the evaporation 15

is such that you would have a balance In a years timie 16

we about balance it out but theres usually some run off 17

Now in this site I dont knov whether youre going to try 18

and capture it at the bottom of the impervious membrane anc 19

treat it or just how that is going to be handled 20

Im not familiar enough on the site to say that I 21

would caution you that while youre working on this site 22

youre aoing to be disturbing some other site and that 23

ought to be given some thought Again Im not sure vhat

you are prepared to use for roadways and how much it is 25

1 going to impact on the rest of the site And I have a

I 2 I perennial problem with the entire site in that you have

I 3 j artificially elevated the groundwater in that site and

now from DSOE And that calls for the discharge do the

lagoons to be stopped by the end of the year

The bioremediation is a treatment process that uses

naturally occurring mdcro-organisms to break down the

6 contaminants in the waste and these are primarily petroleum

7 hydrocarbons The natural action of the microbes is

ij enhanced by adding water nutrients and oxygen And the8 il

I process is very similar to comiposting vhich people may be 9 i

a little more familiar vith1 0

11 At Iron Horse Park what weve proposed to do is to

2 I clear a five acre area and place a liner on it and then

onto the liner put the contaminaced soils and sludces from1 3 i j

the lagoons and pile it to a depth of about three feet1 4 I

I The bioremediation is effective in only the top layer15 I

16 of the soil or more effective in only the top layer of the

soil where tilling can introduce oxygen So to achieve^ i the clean up what we propose to do is each spring is to

19 till the top layer of soil six to nine inches to

20 introduce oxygen and there to get the bioremieidiation

21 going And also to add nutrients and water

We would treat the waste each year remove the top22

layer that had been bioremediated and then treat the23

subsequent layer belov it the following year This will be24

done each vear for five years until all the wastes were 25

3 contaminants that are in the vaste and also results in a

soil cap closing the lagoons with an impermeable plastic9 I

2 off road vehicles of various kinds I have myself seen

3 people riding over the asbestos landfill with off road

4 vehicles Im questioning whats going to happen to a five

acre site that is sort of a compost heap if there is no

7 Im afraid that fences are not going to be the answer

8 i to this thing I think someone has to require some personne

9 to be on the site to protect this It seems to me that this

10 will be a complete vaste of time ef for t and money if

11 vehicles are riding all ove i the place and spraying this

alternatives in our feasibility study6

soil cap closing the lagoons with an impermeable plastic9 I

lined cap stabilizing the waste prior to closing it I
