Trans Nzoia County Manifesto | 2017 - 2022

August 2017, the people of Kenya will head to the polls with the same belief and hope that energized our freedom

fighters over half a century ago. Our forefathers bequeathed us the dream that one day our land will rid herself of

poverty, disease and ignorance.

But more than half a century since independence, we are yet to redeem the promised inheritance. We still hold on

to the hope that one day, we will be a proud and prosperous people living in abundance, peace and unity.

Guided by this very desire, and inspired by the resilience and industry of the people of Trans Nzoia, I offered myself

and you voted for me to carry the mantle on this journey, since the onset of devolution four years ago. Together,

we have built a solid foundation that has set our county up for a more prosperous future.

My able deputy, Dr. Stanley Kenei and I, remain committed to this cause and undertake to uphold the vision that

we set forth in 2013 when we took office; that we will endeavor to deliver real development for the people. Our

agenda is premised on a simple, yet powerful philosophy of Kazi Kwa Mpango, a Swahili expression that means

‘Service with forethought, for a noble purpose’.

We are proud of our achievements to date and are confident that we have laid a solid foundation for Trans Nzoia

County development and growth.

Construction of a 350 - bed capacity Teaching and Referral Hospital is nearing completion, sub-county hospitals at Endebess, Matunda, Kapsara, Saboti and Kwanza have been expanded and renovated. We have renovated the Kitale County Hospital and Mt. Elgon Hospital and installed new facilities. We have increased allocations for purchase of drugs year on year, procured 6 ambulances and hired more than 1,000 new medical personnel.

We have extended more than 300 kilometers of water pipelines under the gravity water supply schemes. We bought two (2) borehole drilling rigs and sunk more than 33 boreholes. We have sunk over 60 hand-dug wells and protected over 100 springs. This has led to an increase in access to clean and safe water from 18% to 35% of the county population in just four (4) years.

The construction of the Kitale Public Transport Terminus is now complete and will soon open to decongest our town. We have procured road construction equipment which have so far graded and opened more than 1,700 kilometers of county roads. We have lit up Kitale town and other market centers with street lights and high mast lights and improved back alleys in the central business district.

We have invested more than KES 225 million toward a fertilizer subsidy programme and rolled out a crop diversification program for coffee, tea, and bananas. We have also recruited farmers across the county to champion the program. In Agricultural mechanization, we have built capacity by acquiring modern agricultural machinery and made them available to all farmers. In livestock production, we have improved Artificial Insemination (AI) services, rehabilitated cattle dips, and rolled out an ambitious poultry farming project that has seen more than 30,000 chicks of improved indigenous chicken issued out to farmers.

We have constructed more than 120 Early Childhood Development Education (ECDE) centres and employed a total of 766 caregivers. This has led to an increase in enrollment by over 100%. On vocational training, we have constructed and equipped 25 Vocational Training Centers (VTCs). Additionally, we have supported more than 36,000 students through the proprietary Elimu Bursary Fund to the tune of 375 million shillings.

My administration remains guided by the noble principles enshrined in our Constitution to ensure diversity, mutual respect, fairness, transparency and public participation in all its dealings. As testimony to our success, there has been an indisputable harmony sustained over the period we have been in office.

This document presents a summary of our achievements, in all key sectors of the devolved functions, over the last four years and sets out our agenda for the next five years. We shall continue to invest in Healthcare, Agriculture, Infrastructure, Environment, Education, and Water sectors of our economy. Further, we shall continue to invest in social cohesion – in line with our County motto of ‘Unity in Diversity’, and we shall continue to equip our

youth to face the future with confidence.

I verily believe that cooperation is better than conflict, unity is better than division, empowerment is better than resentment, and bridges are better than walls. I am confident that together, we stand a greater chance of actualizing the promised inheritance that has eluded us for over five decades and cannot be deferred any longer.

It is therefore my honest desire and prayer that you continue to stand with us, so that together we can deliver more. It is possible to have a Trans Nzoia that is peaceful, prosperous, inclusive and proud.

In delivering on our development agenda, we have anchored our values and beliefs in servant leadership, honesty, social justice and zero tolerance to corruption. We will be led not by the coming elections, but by principle, not by calculation and treachery, but by conviction, not by tribal mobilization, but by a higher purpose. Collectively, we will implement timeless ideas that will transform our county, build resilience, cohesion and guarantee sustainable prosperity.

With the benefit of foresight, and drawing from my immense experience in public service, I will continue to implement strategies that deliver long term value. My core team remains on the forefront in championing futuristic ideas in healthcare, education, agriculture and infrastructure. All our initiatives and projects are designed to empower our people, make our county more competitive and restore the pride of our land. We will provide an enabling environment for every citizen to reach their full potential in a fair, caring and prosperous environment.

Kazi Kwa Mpango is a Swahili phrase that connotes ‘Service with forethought, for a noble goal’. It essentially embodies the overarching principle of far-sightedness, profound vision, proper planning and working to the plan.

Over the four years, we have rallied our teams to share in the principle of forethought as a critical component for achieving set goals and objectives. We believe that for any meaningful development to be realized, there’s need for adequate planning, right from conceptualization, design through to implementation.

Contextually, Trans Nzoia County is a creation of the Constitution of Kenya 2010, which prescribed devolution of certain crucial services from the National to the County governments. Kenya’s adoption of devolution was drastic and came with huge expectations from the citizens - and this presented an enormous challenge in transitioning from a centralized government to devolved units. At the beginning of devolution in 2013, my administration, like many other counties inherited moribund local authorities that had been severely mismanaged over the years and their resources plundered to chronic levels.

The situation was so dire and this meant that our immediate challenge was to first develop and deploy an infrastructure that would allow us to provide services to the residents of Trans Nzoia county without delay. It was at this point that we developed a comprehensive County Integrated Development Plan (CIDP) to outline our development agenda and guarantee long-term positive results. This was complemented by development of the guiding philosophy of Kazi Kwa Mpango (‘Service with forethought, for a noble goal’), to engender the spirit of forethought and intense vision among all the stakeholders.

To facilitate transformative development, service delivery and good governance for sustainable socio-economic development in Trans Nzoia County.

This philosophy is founded on three key pillars, in line with Kenya’s vision 2030 and the United Nations’ Sustainable Development Goals, which guide the strategic implementation of our activities and projects:

Economic

We focus on building a strong, responsive and competitive economy that supports growth and innovation. Through careful planning, we identify and coordinate development requirements, including the provision of infrastructure and a policy environment to support trade, agriculture, transport and investment.

Environmental

We believe in protecting and enhancing our natural, built and historic environment; and, as part of this, we are helping to improve biodiversity, prudent use of natural resources and minimizing waste and pollution. We are harnessing water (responsibly) from the Elgon and Cheranganyi ecosystems, harvesting ground water in remote areas and implementing a holistic solid waste management framework. We are also keen to mitigate and adapt to climate change including moving to a low carbon economy.

Social

We invest in building vibrant and cohesive communities by providing services required to meet the needs of present and generations. We are continuously giving directions towards creating a quality environment, with accessible local services that reflect the communities’ needs and support their health, education, social and cultural well-being.

During the County’s foundation years, we have done the following:

• Built a three hundred and fifty (350) bed capacity Trans Nzoia Teaching and Referral Hospital (90% complete).

• Renovated 5 Sub-County hospitals (Endebess, Matunda, Kapsara, Saboti and Kwanza).

• Renovated Kitale County Hospital and Mt. Elgon Hospital.

• Constructed and operationalized a twin ward at the Kitale County Hospital

• Installed an Oxygen plant at Kitale County Hospital

• Acquired a transport truck for distributing drugs across the county

• Renovated fourteen (14) health facilities; Chepchoina, Bidii, Kapkoi, Namanjalala, Bikeke, Weonia, Lukhome, Kiminini, Mutambo and Kaplamai Health Centres and Benon, Kimondo, Kimuri and Cheptobot dispensaries

• Established two renal units at Kitale County Hospital and Endebess Sub-County Hospital

• Employed an additional four hundred and sixty-six (466) health personnel

It is against the foregoing background and vision that we seek your support in the coming elections – with utmost humility - to continue the work we started four years ago to transform and develop Trans Nzoia County as follows:

My administration will do the following among other projects over the next five years:

• Operationalize the Trans Nzoia Teaching and Referral Hospital

• Construct at least two new dispensaries in each of the wards in the county and enhance existing ones.

• Increase annual investment in the procurement of pharmaceuticals and non-pharmaceuticals to KES300 million annually to ensure adequate supplies and fully eliminate pilferage and wastage.

• Develop and avail a medical insurance programme that will provide medical cover to vulnerable groups and aim at universal coverage over the next 5 years.

• Establish a county-owned medical training school to offer opportunities for training for the youth from Trans Nzoia County, especially doctors, nurses, clinical officers, lab technicians, biomedical engineers and other health professionals.

• Rehabilitate and upgrade all sub-county hospitals i.e. Matunda, Saboti, Kwanza, Endebess and Kachibora; to incorporate two theatres, OPD, laboratory and maternity each manned by 5 qualified doctors at any point.

• Enhance Preventive Healthcare including malaria control through distribution of mosquito nets and provision of clean and safe drinking water

• Enhance Health Workers Volunteer Program at local levels to create a pool of professional medical workers with special arrangements with the county government to ensure uninterrupted health service delivery.

• Enhance the Medical Facilities’ management committees and have them report directly to the Governor’s office.

• Automate health management systems including time management for health workers, drug dispensing and revenue collection.

• Establish a health fund where revenues from the health sector will be retained and used strictly in accordance with budgetary allocations.

• Hire more healthcare personnel to address shortages

• Procured and installed a 450 kVA back up power generator at Kitale County Hospital

• Constructed Out Patient Department (OPD) blocks at Bikeke Health Centre and Tarakwa, Naisambu, Kiminini, Nabiswa, Birunda and Bondeni dispensaries.

• Renovated and expanded Kitale Campus of the Kenya Medical Training College (KMTC)

• Purchased and deployed 6 modern ambulances equipped with essentials and trained paramedics

• Increased allocation for the purchase of drugs from KES20 million in 2013 to KES 190 million in 2017

• Installed an incinerator constructed at Kitale County Hospital

During the County’s foundation years, we have done the following:

• Doubled access to clean and safe water from 18% in 2013 to 35% in 2017

• Laid 304 kilometers of pipelines of gravity water supply schemes; such as Mt. Elgon - Khalwenge, Mt. Elgon - Kisawai, Sibanga – Surungai, Kiungani-Birunda, Kiminini, Amagoro - Kimoson, Toro pipeline extension, Chepkaitit - Kiptenden, 6 Tee connections namely Kapsara SDA Tee, Chepkoiyo Tee, Kabolet tee, Munyaka Tee, Arba Tee and Kerita Tee among others.

• Purchased 2 drilling rigs and drilled 33 boreholes; Kitale School, Maridadi Secondary School, St. Thomas Amuka Secondary School, Mwireri Farm, Twiga Centre, Mubere-Kapkatet, Wabuge farm, Kobos, Marinda, Suwerwa, Kapomboi, Sikhendu, Mandizini, Kapkoi and Bikeke among others.

• Constructed 9 water storage tanks at Kiminini, Machewa, Khalwenge, Amagoro among others

• Sunk 60 hand dug wells Muungano and Nyamira primary Schools, Little home in Birunda and Kiptuimet among others

• Protected 100 natural springs; Mtoni Mungu, Marambach, Pombo, Big Tree, Meso, Motosiet, Miti moja and Nduma among others

• Rehabilitated 5 dams; Marinda, Asega, Kapsitwet, Naminit and Weonia

• Constructed 39 water kiosks; in Kiminini, Kerita, Sitatunga, Masaba, Villa, Tuwan, Machewa among others.

• Completed feasibility studies and designs for the Kiptogot – Kologolo and Sosio –Teldet Gravity Schemes

My administration will do the following among other projects over the next five years:

• Double access to safe drinking water from the current 35% to over 70%

• Increase pipeline extensions by a further 250km, under the gravity water schemes.

• Complete construction of the Kiptogot – Kologolo Gravity Scheme to serve an estimated population of 70,000 in Endebess and Kwanza. The project will be done in conjunction with the African Development Bank (AfDB) at an estimated cost of KES1.3 Billion.

• Complete construction of the Sosio –Teldet Gravity Scheme to serve Saboti and Kiminini and parts of Bungoma County with an estimated population of more than 120,000 at a cost of KES1.73 billion.

• Augment the Kabolet gravity line under the Kitale Water and Sanitation Project to improve the line’s capacity from the current 10,000,000 litres to 20,000,000 litres per day and allow for the expansion of the sewerage system to cover 70% of the urban population at a cost of about KES.10 billion in collaboration with the Kenyan and German governments.

• Sink a minimum of 100 boreholes per year

• Support the sinking and installation of manual water pumps on 1,000 new hand dug wells.

• De-silt and restore all the 62 water dams within the next 2 years.

• Enhance tree planting to a minimum of one million trees every year

• To procure two skip loaders and 2 side-loaders and refuse containers for efficient solid waste management.

• Establish a new Solid Waste Management Site in Bidii in Kitale town

• Construct 169 exhaustible public toilets to cover all market centres.

3. The County will claim its rightful place as the bread basket of Kenya. Farm productivity will increase, access to markets will improve and the diversity of farm activities will be enhanced. Significantly, the agricultural sector’s employment potential will be harnessed.

During the County’s foundation years, we have done the following:

• Invested more than KES 225 million invested in subsidizing Mavuno fertilizer (bags of planting and of top dressing). This has seen yields increase from an average 15 to 25 bags per acre.

• Diversified agriculture from maize to coffee where we distributed 420,000 seedlings of Batian and Ruiru 11 at 60% subsidy and covered 1500 acres. 150,000 tea seedlings have been distributed to farmers, more than 60,000 plant-lets of tissue-culture bananas have also been distributed to 3,000 farmers.

• Constructed three (3) grain storage warehouses at Saboti, Kwanza and Kiminini

• Bought farm machinery to support adoption of conservation agriculture including new tractors, tillers, a hay baler, a hay cutter, rotavator, hay rake, conservation planter, and boom sprayer among others

• Purchased a mobile cereal drier to help farmers dry their farm produce after harvest.

• We have spent KES 45 million on combating army worms in all the wards. We have rehabilitated 60 cattle dips across the county

• Provided 25 Artificial Insemination (AI) kits in all the wards in the county.

• Purchased and distributed 10 milk coolers to farmers. Constructed three (3) livestock auction yards at Kipsaina, Kwanza and Sikhendu

• Established 25 demonstration farms.

• Purchased and distributed 30,000 improved indigenous chicks to farmers

• Purchased a drag-line for desilting dams

• Established 18 green houses in all the sub-counties as demonstration units

• Constructed 22 fresh produce markets at Sikhendu, Kwanza, Kachibora, Endebess, Gitwamba, Sibanga, Kinyoro, Sitatunga, Bikeke, Kesogon, Big Tree, Kapkoi, Chepchoina among others.

My administration will do the following among other projects over the next five years:

• Create two (2) model/demonstration farms in each ward to showcase new ideas, technologies and best practices to farmers. We will also increase model farmers to at least 4 per ward to further encourage knowledge sharing and increase adoption of best practices.

• Increase the supply of subsidized non-acidifying fertilizer per year from 60,000 bags per year to an annual average of 200,000 bags

• Entrench the adoption of conservation agriculture techniques by increasing the relevant equipment in every ward.

• Expand the capacity of the current nurseries to produce high-quality seedlings for coffee; tissue-culture banana, passion fruits, chilli and avocado to cover an average of 10,000 acres for each crop across the county.

• Enhance markets and marketing channels to ensure ready markets are available for agricultural produce.

• Promote value addition through strategic support for acquisition of milling plants for coffee and maize

• Expand the Artificial Insemination (AI) programme to accommodate all small-holder farmers.

• Increase the number of milk coolers from the current 10 to a minimum of 50 distributed across all the wards

• Rehabilitate all the remaining cattle dips and build at least two new ones in every ward.

• Provide 150,000 chicks of breeding stocks of indigenous chicken and providing initial chicken feeds to selected small holder farmers.

• Improve post-harvest management, support to farmers through subsidies on storage materials such as ematic bags.

• Organize joint vaccination exercises with neighboring counties so that we step up efforts towards disease control.

During the County’s foundation years, we have done the following:

• Purchased assorted road construction equipment comprising 10 graders, 5 rollers, 5 tipper trucks, shovels, backhoes, bulldozer, excavator, 2 water bowsers, 2 concrete mixers among others worth over KES 600 million

• Opened and graded 1,700 kilometers of county roads in all the 25 wards

• Constructed an ultra-modern public transport terminus with capacity to host 210 matatus and 8 buses. Provision has been made for 42 SACCO offices, public toilets, police post and management offices. The terminus also has backup generator, borehole and 12,000 litres water tower.

• Lit up of Kitale town (367 street lights installed on 21 streets) and erected over 100 high mast lights in market centers including Sikhendu, Kiungani, Kiminini, Lukhome, Saboti, Gituamba, Kinyoro, Maili Saba, Bikeke, Shimo la Tewa, Rajani, Shanti, Lions, Kimondo, Endebess, Chepchoina, Kapkoi, Kolongolo, Kwanza, Kesogon, Namanjalala, Lessos, Kachibora, Sibanga, Kapsara and Sinoko trading among others

• Opened up back streets in Kitale town including the Alakara Hotel – Co-op Bank loop and the Lulu and Bongo Hotel lanes

• Installed and constructed bridges and culverts including at Mr. Obungui, Misanga

• Constructed 100 Boda boda sheds across the county including in Kitale town, Maili Saba, Kiminini, Sibanga, Burbuton, Sikhendu, Saboti among others

• Purchased two 2 modern fire engines and fire station constructed.

4. Trans Nzoia residents and investors in the county will enjoy a reliable road and transport infrastructure

My administration will do the following among other projects over the next five years:

• Open up all the backstreets in Kitale town and tarmac all critical alleys.

• Grade, murram and compact all roads in the county to provide smooth surfaces for all forms of transport.

• Establish an Infrastructure Management System (IMS) that will take care of the road equipment and other specialized machines and vehicles owned by the County.

• Transform the fire station into a fully-fledged center of excellence offering integrated emergency response services and specialized training to first responders for the region.

• Light up all the remaining streets in Kitale, Kiminini, Sibanga urban areas and install additional high mast lights to cover all the 169 markets across the county.

5. Empower our youth and assist them to get employment

My administration will do the following among other projects over the next five years:

• Fully operationalize Youth Empowerment Center (Elgon Hub) for business incubation, tech acceleration, talent development, among others.

• Ensure that youth and women owned enterprises deliver at least 30% of the tender opportunities in the county.

• Ensure that at least 60% of all new job opportunities in the county are reserved for the youth.

• Establish a high-altitude training center.

• Organize, train and provide startup grants to SACCOs for youth and special groups.

• Develop a model ECDE classroom that will be replicated across the whole county.

• Construct 3 ECDE classes in every primary school in the County

• Equip the ECDEs and recruit 1,000 additional caregivers and teachers

During the County’s foundation years, we have done the following:

• Constructed a total of 120 ECDE classrooms in all the wards

• Hired and deployed a total of 766 caregivers to all the ECDE Centers in the county

• Established a total of 25 Vocational Training Centers (VTCs) in all the wards.

• Hired 107 accredited instructors to serve at the VTCs

• Disbursed KES 370 million shillings from the Elimu Bursary Fund to over 36,000 beneficiaries

• Established the Youth and Women Development Fund with a revolving kitty of KES 60 million and disbursed KES125 million from the fund disbursed to 1,322 registered and active groups

• Rehabilitated 41 wards sports fields

• Purchased and distributed equipment worth SHs 24 million to 39 sports teams including football, boxing, athletics, karate, tae kwo do among others and KES 10 million disbursed to 28 teams.

During the County’s foundation years, we have done the following:

• 5,000 land title deeds have been processed and issued to the owners.

• 88,000 land title deeds have been processed awaiting issuance by the national government

• Acquired land for the expansion and construction of markets, establishment of dispensaries and opening of new roads; Kapomboi – 15 Acres, Kiminini – 2 Acres, Nabiswa – 1 Acre, Birunda – 1 Acre with a house, Tuwan – 50 by 100 feet Plot, Keiyo – 4 Acres, Waitaluk – 2 Acres, Nabiswa – 1 Acre, Sinendet (Kaptien) – ½ an Acre, Sikhendu (Sikhendu) – ½ an Acre, Sikhendu (Chalicha) – 2 Acres, Kiptumet Dispensary – 2 Acres, among others.

7. Assist owners to get titles to their land and acquire land for public use

• Increase enrollment at the ECDE Centers from the current 40, 000 to 100,000.

• Establish the Trans Nzoia Education Trust to bring on board other stakeholders

• Expand all the existing 25 Vocational Training Centers (VTCs)

• Establish a specialized global standard technical institution that will offer professional training and special skills.

• Establish a special purpose entity to support the provision of startup capital, equipment; and tailored training for industry-specific needs and source for markets for VTCs graduates.

• Triple allocations to the Youth and Women development Fund to enhance the revolving kitty and introduce grant and credit lines to be extended to individuals and to support innovations

• Organize sports tournaments across the county to encourage talent discovery and empower young people to participate in national leagues

• Build a 20,000-seater capacity stadium in Kitale town.

During the County’s foundation years, we have done the following:

• Supported 13 communities’ cultural festivals

• Constructed Bahati Children rescue Center completed.

• Ranked among the best 10 counties in complying with the ethnic and diversity requirements in county public service by the National Cohesion and Integration and Commission.

• Ensured peaceful coexistence among all the diverse ethnicities that call Trans Nzoia home.

• Invested over KES 40 million to support more than 100,000 families affected by different calamities including drought and famine.

My administration will do the following among other projects over the next five years:

• Sponsor community cultural activities and offer monetary support to respective community Councils of Elders.

• Operationalize the Bahati Children Rescue Centre

• Extend targeted support to existing private children’s homes, hospices and homes for the elderly and sickly persons within the County.

• Establish a drug and substance abuse rehabilitation center to cater for drug dependent persons in the county.

My administration will do the following among other projects over the next five years:

• Repossess all illegally acquired parcels of land.

• Fully operationalize the Kitale Public Transport Terminus and Business Center to accomodate; 210 matatus, 8 buses, 42 SACCO offices, public toilets, police post, management offices, backup generator, borehole and 12,000 litres water tower, 500 shops, 5000 pax open market for small traders, CCTV, access control, space for 100 boda boda, 10 taxis, 10 tuk tuks and 10 private vehicles

• Construct additional Boda Boda shades across the county (100 every year)

• Implement elaborate Integrated Urban Development and spatial plans in Kitale, Kiminini, Sibanga, Saboti, Suam, Endebess, Kwanza, Sikhendu, Kachibora and all other urban centres in Trans Nzoia.

My administration will do the following among other projects over the next five years:

• Ensure all farms in Trans Nzoia are fully titled in the next five years

• Develop and implement a Land Owners’ Incentive Program to protect large scale tracks of land from sub division into uneconomical units.

• Acquire 400 acres from Kenya Forestry Service (KFS) for expansion of Kitale town, 50 acres from Kenya Railways Corporation for a major retail and wholesale center, 150 acres from Kenya Prisons for the expansion of Kitale town, 200 acres from Agricultural Development Corporation (ADC) for the establishment of an industrial park and university, 30 acres from African Inland Church (AIC) for the expansion of Kitale Airstrip.

• Obtain title deeds for all public land.
