Executive Summary This training program is part of a comprehensive approach to reduce the ODS (Ozone Depletion Substances) consumption in the refrigeration / air-conditioning servicing sector. Such approach has been set out in the Refrigerant Management Plan (RMP) that has been developed for Kazakhstan and has become operational in 2002. The aim of this project is to implement a comprehensive training programme for refrigeration technicians in good servicing practices and recovery and recycling of refrigerants in the refrigeration and air-conditioning sectors. It has been agreed between the country, UNEP and UNDP that synergies should be created in implementing this project with a view to optimise the use of the resources. The training programme on good practices in refrigeration and the institutional strengthening were by approved by the Global Environment Facility Council in 2001 for implementation by UNEP. UNEP co-ordinates the implementation of programmes together with the Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan and Climate Change Co-ordination Centre. As part of this training program four four-day workshops for training the trainers were organised in Almaty, Taraz and Shimkent from 26th August to 19th September 2002. Rainer Koltermann and Berthold Schneider, UNEP international consultants in Recovery, Recycling of Refrigerants and Good Practices from the “Bundesfachschule for Refrigeration & Air-Conditioning, Maintal, Germany”, served as lead instructors and co-ordinators of the 4 workshops. On the last day of the workshops Mr. Ole R. Nielsen, a UNDP representative, introduced the equipment to the participants and explained the practical usage. Additional technicians from different companies and institutes were also trained by Mr. Nielsen to use the distributed equipment and tools on the proper way. The participants of the extra workshop received a certificate of participation. At the 4 workshops, 100 professionals from Kazakhstan were trained. They received the necessary knowledge in order to train another approximately 2000 technicians working with them at their respective workshops in the use of Good Practices and how to Recover and Recycle used Refrigerants. Names and details of the participants are included on the list of participants (Annex 10.2). Additional workshops are planned by the local trainers to train further trainers and technicians in the major cities of Kazakhstan. At the end of the workshop time was allocated for discussions between the participants, the international consultants and the members of the National Ozone Office. 1. Background According to the Country Programme of Kazakhstan the total ODS consumption in Kazakhstan was 663,76 ODP tons in 1998, primarily in the refrigeration and air-conditioning sector. The project was approved by the Global Environment Facility Council in 2001 and is being implemented by UNEP in co-operation with the Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan. The training program is designed for Kazakhstan technicians to improve their working practices while performing service and maintenance in the refrigeration and air-conditioning sector. The Government of Kazakhstan has defined a comprehensive approach to reduce the ODS consumption in refrigeration / air-conditioning sector. This approach has been defined in the Refrigerant Management Plan (RMP) developed for Kazakhstan which has become operational in the second half of 2002. This training program on good practices is a part of this RMP.

It has been agreed between the country and UNEP that synergies should be created in implementing this project with a view to optimise the use of the resources.

It was agreed that more training centres would be set up for subsequent training in Phase II, and that these training centres would be equipped with the necessary training equipment by pooling the resources of UNEP and UNDP. The training program will also provide recovery and recycling equipment and will establish a recycling network operated by the Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan to collect polluted refrigerants and lubricants for reuse and for final disposal. A monitoring system (as part of the operations of the national Ozone Office) will report the quantities of refrigerants recycled and would be established by the national Ozone Office. The national Ozone Office will issue recommendations on further national requirements for recovery and recycling. The Technical University of Kazakhstan, Techn. Colleges and the Vocational Training Centres have to include a refrigerant recovery / recycling and good practice course in their regular curriculum. 2. Objectives The main objective of this project is to assist to comply with the phase-out schedule as set in the Country Programme approved by the Global Environment Facility Council. The project will also help the refrigeration / air-conditioning sector industries of Kazakhstan reduce their consumption of CFCs as part of this effort. The project aims to train approximately 2000 refrigeration- and air-conditioning technicians employed by different refrigeration and air-conditioning companies in Kazakhstan. The trainers under Phase I will then train the remaining technicians in the country. The trainers will also perform the role of foremen and quality assurance experts for their employees ensuring that good maintenance standards and practices will be followed. These efforts will also promote the introduction of non-CFC equipment and technology. 3. Expected Results The long term expected result of the training program is to enhance good service and technical practices in the refrigeration sector assisting the switch over to non-CFC refrigerants and equipment by the year 2005 without causing an unnecessary burden to the Kazakhstan consumers. The main expected results are the following:

• Minimisation and elimination of uncontrolled emissions of Ozone Depleting Refrigerants through better maintenance practices and ODS recovery and recycling by training refrigeration service technicians.

• Increased usage of non-CFC equipment and technology and non-ODS refrigerants

(coolants).

• Reduction of the annual consumption of CFC 11, 12, 502 etc.

• Incorporation of a Montreal Protocol related refrigerant recovery, recycling and good practices training module in the curricula of the Technical University of Kazakhstan

and other training centres to ensure that newly qualified technicians know about the Montreal Protocol and that training becomes sustainable.

• Ensure follow-up and strengthening of joint initiatives between the Government of

Kazakhstan and the refrigeration / air-conditioning industry concerning training programmes in recovery and recycling and good practices in refrigeration.

• Creating synergies with the recycling network to be run by the Kazakhstan refrigeration

sector companies under the approved Recovery and Recycling project being implemented by UNEP / UNDP.

• A monitoring system (being a part of the operation of the National Ozone Office)

covering the quantities of refrigerants recycled will be established by the Government of Kazakhstan (Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan) which also will issue recommendations on recovery and recycling of refrigerants.

• Immediate availability of 100 trained technicians to train the remaining technicians in

the country. Dissemination of general information of the harmful effects of ODS has been enhanced through the project, since its implementation is closely related to the Institutional Strengthening Project. 4. Participants At the end of the 4 workshops, 100 professionals of the planned 2000 professionals of the refrigeration sector were trained as trainers. An action plan to train the remaining technicians in the next 12 months has been prepared to organise additional workshops. The participants to the workshop came from the following institutions:

• Technical Universities of Kazakhstan

• Different Institutes, private refrigeration and air-conditioning companies in Kazakhstan. A detailed list of the participants is included in annex 10.2. 5. Methodology As part of this training program, four three - day workshops to “train the trainers” were organized at different places in Almaty, Taraz and Shimkent, from 26th August to 19th September 2002. Berthold Schneider and Rainer Koltermann, UNEP international consultants in recovery and recycling and good practices served as lead instructors and co-ordinators of the workshops. They were assisted by Mrs. Valentina Kryukova, Mrs. Svetlana and Mr. Sergey Inyutin (National Ozone Office) to manage and organise the sessions. For the first time the seminars where split into a theoretical and a practical part. Mr. Ole Nielsen from UNDP introduced the equipment and trained the participants of the seminars on the 4th day. He explained the practical function of recovery – and recycling units, refrigerant identifier as well as necessary accessories , spare parts etc. At day one and two of the seminars Mr. Nielsen trained additional technicians from different companies how to maintenance and how to use the equipment on the proper way. Mr. Nielsen was also responsible for the distribution of the purchased recovery / recycling equipment to the selected institutes, companies.

During the workshop, UNEP training manual on “Good Practices in Refrigeration” as well as different publications and slides were used as resource documents. The workshop consisted of both theoretical and practical “hands-on” demonstrations. 6. Content The workshop agenda included lectures on the harmful effects of Ozone Layer Depletion, related international agreements, as well as lectures on CFC-refrigerants, basics of refrigeration, car air-conditioning, different kind of equipment, good maintenance practices, recovery and recycling of refrigerants and handling of used (polluted) compressor oils. Lectures on non-CFC refrigerants, retrofitting possibilities and envisioned future technological development on refrigeration / air-conditioning sector were also included. Hands-on demonstrations with recovery and recycling equipment were conducted during the training sessions using actual refrigeration units in need of recover, repair, evacuate, charge and set into operation. The use of dried Nitrogen (N2) as a protective gas during soldering of copper tubes was demonstrated to prevent built up copper oxides inside the tubes. Correct handling of tools especially for the use in the field of refrigeration and air-conditioning was an important part of the lectures. An examination of the participants was conducted at the end of the workshop to test the level of dissemination of key Montreal Protocol and good practices issues during the workshop. All the 100 participants passed the examination and received an official “Certificate of Participation” which certifies them to train other technicians and to work with ODS or ODS-containing equipment. 7. Results, Conclusions, Recommendations and Lessons learned. The 100 trainers received the necessary knowledge in order to train the technicians working with them at their respective workshops in the use of good servicing practices and on how to recover and recycle refrigerants. The Training centres and recovery centres will receive a set of the necessary equipment to recover and recycle refrigerants within the framework of the project. Recommendations:

• Additional workshops should be organised by the National Ozone Office (NOO) in order to train additional trainers soon.

• Efforts should be made for the establishment of an import / export licensing system and of a certification system for technicians of the refrigeration / air-conditioning sector.

• The NOO should try to establish some collecting points for polluted (mixed) refrigerants and for used compressor oils to store them until there will be a final solution for their disposal the future.

• All recycling and recovering cylinders must be pressure tested according to the manufacturers label. (Every five years)

• UNEP DTIE / UNDP should provide a new list with equipment, tools and spare parts for at least one year of operation of the equipment incl. correct translation of all operating manuals.

Lessons learnt Discussion with the participants showed that more practical exercises are required. To split the training session into a theoretical and a practical part was a good way to fulfil the objectives of the implementation of RMP. 8. Follow-up Action Plan

• These workshops are part of the RMP approved for Kazakhstan. As such it will be followed by other activities under Phase II defined within the RMP to be implemented by the NOO that will ensure the sustainability of the training in good servicing in refrigeration and the follow-up and strengthening of the phase-out process of ODS.

• Additional workshops shall be organised by the NOO in order to train further trainers,

technicians and custom officers. The 100 trained trainers from this workshop will initiate further training under the Phase II.

• Following the workshops the Ministry of Environment is planning to establish a

certification system for technicians in the field of refrigeration and air-conditioning and an import / export-licensing system for ODS and ODS containing equipment.

• The Government of Kazakhstan shall report by June 2003 on the results of the training

program in good servicing practices and recovery and recycling of refrigerants under the monitoring systems that will be established.

9. Evaluation by Participants In general the evaluation of the training made by the participants on almost all points ranged from good to very good. For more details see annex 10.4 Evaluation by Participants (Overall evaluation). 10. Annexes

Annex 10.6 Brief report of Mr. Sulkhan Suladze:

(Kazakhstan workshops Almaty, 26-29 August and 2-5 September, 2002) The main objectives of my participation in the workshops were assistance of the lead trainer and interpreters with specifics of technical terminology, presentation of technicians training in Georgia and giving advise to the National Consultant of Kazakhstan in organization of phase II of the training, the better means for establishment of training centers, criteria for choosing the local trainers, testing and certification, possible links with ODS licensing system. Arrived in Almaty on Sunday and met the representatives of NOU Kazakhstan and the trainer, Mr. Reiner Kolterman, on the same day. We discussed some details of the first workshop and future joint actions. From 26 to 29 August and from 2 to 5 September I was occupied in the workshops. I made a speech concerning our experience in training of refrigeration technicians every second day of each workshop. Information about activities of Georgian Refrigeration Association and about Georgian system of certification of refrigeration technicians as well as codes of good practice and the necessary legal basis for its enforcement were also covered in the speech. In conclusion I advised establishing of Kazakhstan Refrigeration Association as non-governmental organization which would promote inculcation of Ozone safe service in refrigeration sector. The subject arouses big interest of audience and discussions were continued during the coffee breaks. For the rest of the time at the workshops I assisted participants to gain a better understanding of topics and technical terminology which have appeared in refrigeration field not so long ago and are not easily comprehensible after translation from English into Russian. Among such topics there were principles of drop-in process, retrofit, recycling and reclaiming. I also explained in details designs and principles of operation of scroll compressor, Stirling machine and compressor for car air-conditioning system. It is necessary to note following distinction between carrying out of the training trainers workshops in Kazakhstan and Georgia. In Kazakhstan:

• The T&T workshops were held simultaneously with Recovery&Recycling workshops and the local trainers also were trained by R&R program. After that refrigerant recovery equipment was passed to them. In the present state of affairs many participants confused objectives of one workshop with objectives of another workshop. At the same time the local trainers had good opportunity to familiarize themselves with recovery/recycling equipment and take part in the national refrigerant recovery program.

• Unlike Georgian case where we had sequential interpretation during these workshops there was

simultaneous translation. In that way more time was found for topics of the training program but in spite of professionalism of the interpreters it was often necessary to reiterate some questions for better understanding.

• There were only two participants from technical school at the first workshop and only one at the second

workshop. All other participants were representatives of industrial and service sectors. Most of them had broad experience of working in the refrigeration field but they had never taught refrigeration techniques. So I suggest them to consider their potential as teachers before they agree to train technicians.

We can judge real advantages or disadvantages of Kazakhstan experience only after the T&T project will be fully completed. After that all positive decisions would be recommended for other countries.

In conclusion I would like to note that both training trainer workshops held in Almaty passed on a high level and caused great interest of the cooling technique specialists. I also want to emphasis high qualification of the lead trainer and a good work done by the staff of NOU Kazakhstan. We discussed a lot of issues during the days between workshops and after completion of the second workshop on 6-7 September. I consider my visit as a good opportunity for exchange of experience with my foreign colleges. ANNEX 10.7 About the UNEP DTIE OzonAction Programme Under the Montreal Protocol on Substances that Deplete the Ozone Layer, countries worldwide are taking specific, time-targeted actions to reduce and eliminate the production and consumption of man-made chemicals that destroy the stratospheric ozone layer, Earth’s protective shield. Over 180 governments have joined this multilateral environmental agreement and are taking actions to phase out ozone depleting substances (ODS), which include CFCs, halons, methyl bromide, carbon tetrachloride, methyl chloroform, and HCFCs. The Parties to this agreement established a Multilateral Fund that provides developing countries with the technical and financial assistance needed to comply with the Protocol. UNEP, UNDP, UNIDO and the World Bank are the Fund’s Implementing Agencies. The objective of UNEP’s OzonAction Programme is to assist developing countries and Countries with Economies in Transition to achieve compliance with the control measures of the Montreal Protocol. Since 1991, the Programme has met this goal by strengthening National Ozone Units (NOUS) and facilitating regional and international responses to the ozone depletion challenge by providing the following need-based services: § Information Clearinghouse, which provides need-based information services that help decision-makers

take informed decisions on policies and technologies required to phase out ODS. The clearinghouse has provided over 100 publications and other information aids, including guidelines, videos, CD-ROMs, public awareness materials, a newsletter, sector-specific publications, and a web site.

§ National and Regional Training, which builds the capacity of policy-makers, customs officers and local

industry to implement national ODS phase-out activities. UNEP promotes the involvement of local experts from industry and academia in training workshops and brings together local stakeholders with experts from the global ozone protection community. To date, OzonAction has conducted 70 training programmes for customs officers and 62 for refrigeration technicians.

§ Regional Networking of ODS Officers, which provides a regular forum for those officers to exchange

experiences, develop skills, and share ideas with counterparts from both developing and developed countries. Networking helps ensure that NOUs have the information, skills and contacts required to successfully manage their national ODS phase-out strategies. UNEP currently operates 8 regional/sub-regional Networks involving 115 developing and 9 developed countries.

§ Refrigerant Management Plans, which provide countries with integrated, cost-effective strategies for

ODS phase out in the refrigeration and air conditioning sectors. RMPs assist developing with overcoming the numerous obstacles to phase out ODS in the critical refrigeration sector. UNEP currently provides specific expertise, information and guidance to support the development of RMPs in 67 countries.

§ Country Programmes and Institutional Strengthening, which support the development and

implementation of national ODS phase-out strategies, especially for low-volume ODS-consuming countries. The Programme has assisted about 100 countries to develop their CPs and 96 countries to implement their IS projects.

In 2002, UNEP restructured OzonAction to better respond to the evolving needs of developing countries during the compliance period. Its overall vision and work strategy was reoriented into the Compliance Assistance Programme (CAP). A major feature of the CAP strategy is to move away from a disparate project management approach towards integrated and direct implementation of the programme using a team of professionals with appropriate skills and expertise. UNEP has now regionalised the delivery of the programme and services by placing its Regional Offices at the forefront to assist the countries in the region. Primarily funded by the Multilateral Fund, the OzonAction Programme also receives support from the Global Environment Facility, the Government of Sweden, the Government of Finland, and other bilateral sources.

About the UNEP Division of Technology, Industry and Economics

The mission of the UNEP Division of Technology, Industry and Economics is to help decision-makers in government, local authorities, and industry develop and adopt policies and practices that: q are cleaner and safer; q make efficient use of natural resources; q ensure adequate management of chemicals; q incorporate environmental costs; q reduce pollution and risks for humans and the environment.
