Jan. 21 - Perception of Danger: Threat Identification & Response - No Fee This course provides insight into an individual’s recognition and perception of situations that can impact his or her safety. We identify a process that takes us from our sensations to perception to decision-making. Participants are provided a closer look at human sensations and their role in forming perceptions. Various scenarios are presented to assist the student in identifying the concepts of sensation and perception for the public safety professional. During the course, we present a decision-making model designed to enhance our ability to effectively progress through the various stages of threat identification and response. Finally, we take an in-depth look at the physiological response to a critical incident in an effort to minimize its impact on our capability to formulate a response. For Course Topics, Course # and Registration, CLICK HERE. Jan. 22 - Tactical Communications: The Art of De-Escalation - No Fee Law enforcement officers are frequently tasked with dealing with a variety of personalities when encountering the public. Some of these encounters can be characterized as negative. Most violent encounters begin with a breakdown in communication between law enforcement and the individual. Many times, these incidents begin with non-verbal cues indicating an attack is about to occur. What is said and done during these critical moments can determine whether the outcome is a positive one or the situation erodes into a physical encounter and, possibly, a civil liability concern. This course delves into the communication model, taking a detailed look at what communication is while examining each step in the process. We look at verbal skills, non-verbal behaviors, and effective intervention techniques that are instrumental in defusing conflict situations. When trained in communications and de-escalation techniques, the environment that we work in improves and the threat of conflict, violence, and civil litigation is greatly reduced. For Course Topics and Registration, CLICK HERE. Jan. 23 - Report Writing & Case Prep for Law Enforcement - No Fee This course provides law enforcement professionals with the necessary tools for composing a proper police narrative as it pertains to the DUI arrest. We will examine the case preparation process and look at specific aspects of presenting a DUI case at trial. Successful prosecution of these cases hinges not only on proper note taking and report preparation but also on preparedness and proper presentation at trial. Topics covered include: vital elements of a professional police report, proper grammar and punctuation, and common report writing mistakes. Although this course is geared toward successful DUI prosecution, the instruction provided is applicable across a wide range of investigatory narratives.

March 2 - Marijuana 2020:The Physiology & Psychology of Cannabis Use - Fee: $25 Marijuana legalization is being rushed into realization even more rapidly than its proponents expected. More than one-half of the states have some form of“medical marijuana” laws on their books, and increasing numbers have “legalized” “recreational” marijuana. The major media extols the benefits of “decriminalization” and taxing of the drug. There are bills to change cannabis to a Schedule II or lower drug, making it available to all by a prescription. There are many questions as to the movement toward enlarged medical and recreational use of cannabis on DUI and other drug/alcohol impairment and offenses. This workshop surveys the current trends and future impacts of the growing marijuana industry. It surveys the broad areas of production, marketing, pricing, distribution and use of marijuana – both medical and non-medical. For Topics and Registration, CLICK HERE. March 3 - Methamphetamine - Drug of Aggression - Fee: $25 Methamphetamine, in any form, is a stimulant drug within the amphetamine class of drugs. It is the second most popular class of illicit drugs after marijuana in the world, and is growing in PA. Methamphetamine and other stimulants were used recreationally in the 1960s, but it’s popularity waned until the 1980s. It gained popularity after a smokable form "crystal meth", became available. Depending on the type of test, meth can be detected in the body for up to 3 months. A very long-lasting drug, if taken intravenously, its elimination half-life is about 12 hours. When abused in large dosages, meth can cause agitation, inattention, restlessness, inability to focus attention on divided attention tasks, motor excitation, increased reaction time, time distortion, depressed reflexes, poor balance and coordination, and inability to follow directions. This workshop will explore the various forms of methamphetamine hydrochloride L and d-methamphetamine; its detection, abuse, and dangers to the user and those who encounter the user. Topics will include lab testing, physical and mental impairment, drug interactions, symptoms of use and addiction, common paraphernalia, long term health effects, overdose issues, and handling the meth abuser in interview situations. For Topics and Registration, CLICK HERE. March 9 - Interviewing I - Strategies & Techniques for Improving Street Interviews - 0800 - 1145 hrs. - No Fee Covers the step-by-step approach to the field interview, as well as the formal interrogation. Starting with an overview of the benefits of separating “interview” techniques from “interrogation” techniques, this workshop discusses the overall preparation and tactics of conducting a successful interview, including pre-interview assessment, proper attire, avoiding the “traditional” law enforcement interview approach, building rapport, note-taking and terminating an interview. Contents include pre-planning of the interview, selecting an appropriate strategic style, adjusting tactics as the interview progresses, tactical phases of an interview, negativity management, assisting victims and witnesses to remember and articulate details from memory, the comparison of interviewing and interrogation, and elements of oral and written statements. For Registration Information Click Here March 9 - Interviewing II - Questioning Techniques - 1300 - 1445 hrs. - No Fee Course begins with principles and suggested practices of facility enhancement – general interview, victim interview, witness report, or arrested suspect’s statement. Where you interview, and under what conditions you interview, affects the outcome. It makes specific suggestions for improvement of any facility used to conduct interviews, with an emphasis on selecting the best available location and working to enhance its contribution to a successful interview. Next, participants learn how to make the initial assessment of each subject, and how to determine the approach that will maximize the quantity and quality of information obtained. The types and uses of various questioning techniques are discussed, along with the types of denials expected from suspects and non-suspects alike. Various common and more progressive questioning techniques are covered including avoiding the formation of a premature mental set, verbal probing techniques, and conversation management. For Further Course Information and Registration - Click Here March 10 - Interviewing III - Body Language - No Fee Body Language in Vehicle Stops, Street Interviews, and Formal Interrogations is dedicated to the proposition that body language is a potential second language to be used by the trained interviewer. It is two-way communication. Course focuses not only on the proper observation of a subject’s body movements and chosen spatial relationships, but also discusses the use of this modality by the interviewer to enhance the interview results. This workshop places the pre-planning covered in the first session and the questioning techniques covered in the second session into perspective. By understanding the concepts & use of behavior symptom analysis, participants learn to recognize leakage, incongruence and deceptive behavior. Workshop focuses on decoding posture, breathing gestures, eye movement and spatial relationships, as well as physical signs of stress as both tools to gain additional information and methods to assess the truthfulness of that information. For Further Course Information and Registration - Click Here March 11 - Interviewing IV - Handling Deception - No Fee Handling Deception is the last of the interviewing series, and covers an in-depth analysis of the various forms of deception. Participants learn the major causes of deception and the five basic kinds of deception in interviews. They discuss five stages of an interrogation of a guilty suspect, as well as factors that affect the selection of the proper approach to an interrogation. The James-Lange Theory of Emotion is presented as a model to be applied to interviews of all types to detect deception. Participants learn to apply the stress reaction of “fight – flight – freeze” to deception detection, and

Topics include deception indicators such as those seen in oral statements, oral responses to questions, “non-responses”, posture, attitude, specific body movements, and other indirect indicators. Participants become able to assess the diminished responses inherent in certain types of suspects, and learn how to question them. The traits, attitudes, and defenses of the untruthful suspect are explored and recommendations made for improving communications with them. Dec. 1 - What's Trending in Drugs - 0800 - 1700 hrs - No Fee Course Number: CR-556 Course Length: 1 Day (7.5 Hours) Law enforcement officers, encounter illegal drugs, abused legal drugs, drug paraphernalia and concealed drugs frequently during routine enforcement. Few challenges to law enforcement are as varied as attempting to keep up with the innovations of the drug user & seller. Unless one is actively engaged in drug work, in a drug task force or assigned drug duties, it is difficult at best to be alert for the changing trends, substances, abuses, and tools with the drug culture. This workshop focuses on the new and the different as encountered throughout the world, nation, and particularly the Commonwealth of Pennsylvania. Topics include a review of the schedules of drugs as they relate to current trends, pharmacology, and methods of use such as vaping. Discussions will focus on legal and illegal drugs used and abused, recognition of various illegal substances and changes in the paraphernalia used with various drugs. This is not a drug enforcement class, but rather it is a drug recognition and familiarization session. For Registration, CLICK HERE. Dec. 2 - Interviewing Victims & Witnesses - 0800 - 1630 hrs - No Fee Course Number: CR-540 Course Length: 1 Day (7.5 Hours) Law enforcement officers regularly question victims and witness, who are willing, but unable to supply complete and accurate information. From traffic accidents to armed robberies, citizens usually furnish far less information than they possess. Perhaps additional questioning or the modification of questioning techniques is needed. Perhaps rapport is missing, or the location is improper. This course assesses the psychological environment within which officers normally operate when interviewing victims and witnesses. Why do many potential witnesses to a serious traffic accident, a hit-and-run, or a fleeing felon fail to provide helpful information when questioned? Why do victims walk away from an interview feeling that the officer doesn’t care about solving the crime, since the interview went so badly? This course discusses the causes, elements, manifestations, patterns and other issues involved in successfully interviewing those who are willing to furnish information to authorities. It presents strategies and techniques for gathering additional useful information during interviews, while leaving the interviewee with a positive impression of the interviewer. Topics include selecting and controlling the interview environment, developing an analysis of each victim/witness so as to employ the proper tactics for the interview, how different people view and remember an incident, why anger may be present and appropriate in the truthful person, recognizing the normal victim response, employing an effective approach and interaction technique, personalizing the interview to maximize recall, and using a variety of techniques to better enable a person to relate accurate information, while being better able to translate this information into actual useful details.
