1. Introduction
There is increasing recognition that the individual in an organization is a key resource
and should not be simply looked upon as a cost. There is always need to improve
competency in terms of Skills, Knowledge and Attitude/Behavior of the employees
through appropriate training and development programs from time to time. To manage
their work efficiently and effectively, there is need to develop their technical abilities,
human capacities as well as conceptual capabilities. Their education prepare them
mostly with the technical work skills, however, it is on the job management training
that lays a foundation of human and conceptual capacities. There is necessity to
develop competency framework and the fundamental principle of it is that each job
should be performed by a person who has the required competencies for that job.
Continued technical and managerial development through periodic training is necessary
to sharpen the saw from time to time to excel at the cutting edge of performance. An
employee becomes more efficient and productive if he/she is trained well as per
training needs and competency gaps which is fruitful to both the employer and the
employees of the organization. In order to strengthen and facilitate training and
capacity building of all categories of ICAR employees, the HRM Unit was created at ICAR
Head-quarters in September, 2014 which is headed by Assistant Director General
(Human Resource Management) i.e. Training Manager of ICAR.
2. Login

2.1 Login Process
- Access the portal through URL https://hrm.icar.gov.in/
- Enter User ID
- Enter the password
- Now click on Submit.
3. Page after Login for User
3.1 Training Needs for Individuals Users can submit requests online for training areas in which they want to do training. A report
will be generated from these applications and Nodal Officer can prepare ATP on basis of this
report.
To submit request Click on Training Needs by Individuals.
Fill required fields.
Click Save
3.2 Apply For Training
Fill the required details.
Click Save/Back/Cancel as required.
On Save Click Training Application Submitted For Reporting Officer Approval.
3.3 View Application Status
Click on View Application Status
For Detailed Information Click on View Details
3.4 File Feedback
Fill The Details
On Save Click Feedback Submitted for Approval
3.5 Impact Assessment Performa
Fill the required details.
Click Save/Back/Cancel as required.
On Save Click Training Application Submitted For Reporting Officer Approval.

4.1 Review Training Application
Go to View Details Fill Budget and other fields
Click Approve/Reject
4.2 Trainings Feedback Review
Go to View Details.
Fill Ratings and Remarks.
Click Save/Back
4.3 Training Impact Assessment
Click on Impact Assessment and fill the fields.
Click Save/Back/Cancel.
5. Page after Login for Nodal Officer:
After successfully login, page will appear.
5.1 User Profile User can see their profile
5.2 Add budget Estimate Select year and enter budget.
Click Save.
5.3 Create Annual Training Plan Select Category, Level and year.
Select Employee
Assign Trainings to Employees
From list of Employees, select personnel for assigning training.
5.4 Add Training Area User can Validate and add new training areas.
5.5 Personnel’s Attended Training
Nodal officer can see the trainings attended by any employee.
5.6 Allot Expenditure & Annual Training Plan Enter tentative expenditure and click SAVE.
Now, the training will be the part of Annual Training Plan.
5.7 ATP Review by Director Director of any Institute can review the final ATP.

6.1Review Training Application Go to View Details.
Fill Ratings and Remarks.
Click Save/Back
