to be sent out. These are to include:

• Trainer Person Specification

All applicants must write in for an application pack. Those who phone in before the closing dare are asked to write in. When requests for application packs com in, these must be posted out the same day - First Class. INDUCTION Induction of trainer If trainer applicant is suitable, a one to one introduction session is organised.

A Training Handbook and associated equipment (a flipchart pad, a pack of marker pens, a pack blue tack, a pad of post its, a copy of Safe and Secure, a copy of the National Care Standards and a photographic ID badge) must be requested from SS Assistant, giving a realistic timescale prior to One to One Induction Session.

ONE TO ONE INDUCTION SESSION

1. Meeting arranged with new trainer to introduce the Training Handbook. Talk through the contents

and answer any questions. 2. Discuss and agree consultancy agreement. 3. Trainers will be issued with a photographic ID badge which is to be worn when delivering training on

behalf of SCMA. 4. Discuss accountability for own tax and self-assessment. Trainers are required to send an invoice into

Head Office. 5. Discuss evaluation procedures and expected return dates. The participants’ evaluation forms should be

returned to the relevant member of staff. The summary evaluation report should be returned to Marketing Services at Head Office.

6. Discuss the Attendance Register and stress the importance of keeping the records up-to-date on a

weekly basis. The register should be returned to Marketing Services at the end of each course. In the case of Scheme of Excellence at the end of each session.

7. SCMA will endeavour to ensure that all venues used for training can provide refreshments; however,

where this is not possible, the trainer may be asked to provide tea/coffee, bottled water and biscuits. Any provisions purchased should be shown on the invoice to be sent to Head Office along with ALL receipts. If receipts are not provided, SCMA will not reimburse these costs.

8. Discuss training packs and explore the trainer’s understanding of the session plan and trainer notes.

Discuss the need to familiarise themselves with the handouts. Discuss training programme guidance sheets. Talk through the training course and answer any questions.

9. Discuss monitoring and evaluation of training delivery. The observer will carry out at least one

observation visit during the trainer’s first training course. Thereafter, any observation/assessment visit will occur bi-annually or as necessary.

10. An appropriate person will continue to support the trainer as necessary. This includes:

• Ordering training materials for trainers.

• Ensuring that trainers receive up to date information about amendments to training packs.

National Training Plan Bookings Procedure

Induction: Potential childminders who have received a becoming pack in the last three months or from first of month previous to last Induction that took place. Also use waiting/interest list for catch-ups or for potential childminders who would not be captured within report from database e.g. have bought an Introductory Information Pack therefore their status on the database has changed from ‘Recruitment Pack’ to ‘Intro Pack’.

Invite Letter A work request form will be produced at the time of creating the new training proforma and will include all relevant information included on the new training proforma. The letter will be formatted to SCMA’s Corporate Image. Marketing Services should check that the information on the work request form is the same as the NTP. Any discrepancies should be highlighted by email to CSA and MSA. Letter can be produced once clarification from either CSA or MSA is received.

Once the letter has been produced, a pdf copy should be emailed to the Communications Co-ordinator for checking before being circulated to the candidates. Once the letter is confirmed approved, they should be emailed where possible and posted out first class to the rest of the recipients.

Dealing with bookings via telephone. Before you take a booking the Head Office staff member should check what the opening date is (7 working days after letter is posted). No bookings should be taken before this date. Bookings will be accepted via telephone. We will not accept bookings for friends or family. Staff member to check the database to identify if the childminder has attended this workshop previously. If so, staff member to advise childminder. It is still the childminder’s decision whether to attend again.

Minimum and Maximum numbers. The minimum number of participants on training should be six and the maximum is 20. Two places will be available for candidates needing to catch up on Induction Training.

Interest Lists. The Interest list will only be used if training is full and someone cancels their space, childminders will not be guaranteed a space on the next available workshop if they are on the interest list, although it will assist NTP team in recognising need/demand for a particular CPD workshop in a particular local authority area.

Dealing with last minute bookings. If a candidate contacts Training Services for a last minute booking and there are places left, they can be booked onto the training. The attendance register should be updated and emailed to the field staff/trainer.

Last 2 working days before training takes place.

Confirmation Letter. Auto-generated by the database to be sent by email where possible. Any participants who do not have an email address registered on the contacts database will have a letter auto-created which will be posted next working day by the person sending out the membership/insurance

renewals/orders (the batch). Training Materials. A work request form will be produced by MSA at time of sending new

training proforma to CSA. The materials will be sent to the appropriate CDO/ trainer; along with an attendance register which states the confirmed candidates’ details. Order the following:

• Trainer Pack as required

• Handouts for all sessions: The total amount of copies to be sent should be the total number of bookings plus five, up to a maximum of 20 sets of materials. E.g. if there are 11 bookings, then 16 sets of candidate materials should be sent. If CDO/trainer have any left over’s, these should be returned to Head Office along with appropriate registers/evaluations. In the case of Induction catch-ups, they may keep the handouts for the catch-up attendees e.g. keep session two handouts if potential childminder missed session two. If they are not used at the next Induction, they can be returned to Head Office.

Once the training has taken place the attendance registers, staff/tutor and candidate evaluation forms should be posted into Marketing Services for adding the information to the training database. Marketing Services will collate the candidate evaluations and email the results to the field staff. All evaluations and attendance registers should be filed at Head Office and kept for a minimum of two years.

Certificates Once evaluations and attendance registers have been received by Head Office, an AA (Fiona Small) will check that all required returns have been received and will either pass the paperwork onto the CSA or contact CDO/trainer with regards to the missing paperwork. The CSA will update the training database (and the interest to note any Induction catch-ups). The CSA will then pass the attendance register and evaluations to the MSA will produce a certificate request form for completion by an AA.

Participants to be asked to check that the information on the register is correct and to correct or complete wrong or missing information. Participants must sign the attendance register at each session they have attended. It is not acceptable for the trainer to tick the register as this will not meet the criteria for claiming the ILA payment from ILA Scotland. Candidates to complete evaluation form at the end of the last session. Staff/trainer monitoring/evaluating form to be completed by trainer at the end of the session as appropriate. All evaluation forms are to be returned to Marketing Services with the signed attendance register. The evaluations will be collated by Marketing Services at the time of producing the certificates. A copy of the evaluation will be emailed to the CDO/area manager for information.

Missing Information. If Marketing Services do not receive all of the information, they will initiate an email asking for what is missing to be returned to them within one week. This information and the dates will be recorded by Marketing Services on the training database.

National Training Plan Cancellation Procedures

In the event that any training has to be cancelled, for any reason, then the person who initiated the training should inform the Corporate Services Administrator (CSA) who will use this information to update the National Training Plan. This is important as the information will be used to inform others when compiling reports and for putting together future proposals.

SCMA TRAINING EVALUATION POLICIES AND PROCEDURES POLICY It is an indicator of good practice to carry out appropriate monitoring and evaluation procedures in relation to training delivered by SCMA staff and external trainers. From a strategic perspective it is essential to have evidence of the effectiveness of all training. All training offered should have clearly defined aims and objectives. These should be in line with the overall aims and objectives of the Association. The evaluation report should reflect the extent to which identified learning outcomes have been achieved.

PROCEDURE

• Evaluation sheets to be given out at all SCMA training programmes.

• The trainer to distribute the evaluation sheets with clear instructions for completion and return.

• Within 14 days of the training event the named person will return the following items to Marketing Services:

• Evaluation of Contents

• Staff/Trainer Feedback Evaluation

• Participant Evaluation Report

• Attendance Register

• If these items have not been received 14 days after the training, Marketing Services will contact the staff member/trainer.

• Certificates will only be issued when all relevant paperwork has been returned to Marketing Services.

• A summary report should be prepared annually for inclusion with relevant stakeholder reports.

PROCESS FOR COMPLETING EVALUATION REPORT

• Ensure details of event are noted on report: include date, venue, title/topic.

• Enter number of participants.

• Enter number of completed/returned evaluations.

• Collate responses to each individual question; like responses can be grouped and indicated numerically.

• All responses should be included in collation, negative and positive.

• No named person should be recorded on the report: comments only.

• Evaluation report and evaluation sheets to be completed and returned to Marketing Services within 14 days of the completion of the training event.

• The report should be concise, but detailed enough to be effective. Marketing Services will email out reflective evaluation questionnaires to all participants who have attended CPD workshops to be completed and returned within 4 weeks of the training event.

INTRODUCTION

The Code of Practice is a list of statements that describe the standards of professional conduct and practice required of staff and trainers delivering training on behalf of Scottish Childminding Association. THE VALUE OF TRAINING

SCMA is a Branded Learning Centre which means that all our courses are accessable by participants using an ILA200 Account as a means of funding. SCMA has Investors in People (IiP) status and a fundamental part of the ethos of both IiP and our Centre is that all who deliver our training have the opportunity to participate in Continuing Professional Development. When new SCMA training materials are developed all staff and trainers involved will be advised. Those delivering training on behalf of SCMA may have the opportunity to attend training, receive coaching or shadow another delivering the training. All new material will be piloted and reviewed prior to launch to ensure that the materials are fit for purpose and achieve the set aims and objectives. SCMA’s RESPONSIBILITIES

SCMA have a commitment to everyone delivering training on their behalf to ensure the following:

• That the materials meet the needs of the participants.

• That the requirements of those providing funding are met.

• That they work with training materials which are of a good quality.

• That the delivery is of a high standard.

• That the materials are standardised across the association.

• That the service is quality assured. STAFF / TRAINER RESPONSIBILITIES

Staff/trainers delivering training on behalf of SCMA have a commitment to ensure that:

• They follow the procedure guidelines set out by SCMA.

• They are familiar with the materials they are going to deliver.

• They have an underpinning knowledge of childcare issues.

• They follow the dress code guidelines.

• They follow the code of conduct guidelines.

• If a problem arises they refer to the Training Handbook. If necessary, they should take appropriate steps to ensure that it is brought to the attention of their line manager, or in the case of a trainer, the appropriate named person and then Head of Childminding Services.

• If a complaint arises they will follow SCMA’s complaints procedure.

• If an accident occurs when training is taking place in an external venue then the venues insurance will be liable. A report of the accident and any actions taken must be written up and signed by relevant people as soon as possible after the event. A copy of this report should be sent to the venue and also to Strategic Services in Head Office.

ADDITIONAL EXTERNAL TRAINER RESPONSIBILITIES Trainers are required to deliver specific pieces of work on behalf of SCMA. They have the following additional responsibilities:

• Trainers need to register with HMRC.

• Trainers pay their own tax and national insurance.

• Trainers are required to submit an invoice to Head Office in accordance with the timescales discussed at the onset of the consultancy agreement.

• Trainers should include a statement on each of their invoices stating that they are registered with HMRC and that they are aware of their responsibilities in relation to payment of tax and national insurance.

• Trainers must hold current SCMA Membership or Associate Membership and have their own Public Liability Insurance.

LEGISLATION

Under the Data Protection Act 1998 it is stated that any information which is of a confidential nature will be stored appropriately and SCMA work hard to ensure that this criteria is met. The Freedom of Information Act 2000 states that everyone has the right to see information which pertains to them. INFORMATION GATHERED SCMA have undertaken a quality assurance programme which will require staff and trainers to be observed and monitored on a bi-annual basis, where practical. The information gathered at these observations will be shared with the person being observed and they will be asked to sign the Observation Record Form. A copy of the Observation Record Form will also be held by the line manager or the named person responsible for their area and by the Head of Childminding Services who will use it to keep track of what is happening across the Association. SCMA will take all steps to ensure that the information gathered will be treated in accordance with current legislation.

STAFF / TRAINER CONDUCT Staff/trainers should conduct themselves at all times in a professional manner, having regard for SCMA’s policies on equal opportunities and health and safety. When delivering training in the evenings, staff/trainers are responsible for their personal safety and should take all necessary steps to ensure that they do not put themselves at risk. When working at night you might like to consider taking the following actions:

• Carry a personal alarm

• Ask the janitor to escort you to your car

• Leave the building with participants and not on your own

SCMA ELECTED MEMBERS Please note that Elected Members are NOT eligible to operate as SCMA trainers as this could be deemed to be a conflict of interest. PHOTOGRAPHIC ID BADGES

All SCMA Staff must wear their photographic ID Badges when they are delivering training. Trainers who are delivering training on behalf of SCMA will be issued with a photographic ID Badge which must be worn at these sessions. When a SCMA needs to use the services of a trainer they must ensure that they are issued with a photographic ID Badge in advance of the course starting. A digital photograph should be emailed to the Strategic Services Assistant where they will produce an ID badge and send it out to the appropriate person. The cost of these badges will be charged to the project budget. Once a person is no longer acting as a trainer for SCMA they will be required to return their ID Badge to SCMA. In the event either a staff member or a trainer loses their ID Badge a nominal charge will be made for a replacement one being produced at head office. QUALITY ASSURANCE Everyone delivering training on behalf of SCMA should be committed to both the ethos and the training materials of the association. All staff members delivering training have terms and conditions in relation to their employment with the Association. All trainers are required to sign a Consultancy Agreement prior to delivering training on behalf of the association. There are procedures in place for the organising and delivery of training for the following programmes:

• Induction

• Continuing Professional Development Workshops

• Scheme of Excellence SCMA training materials are designed to be generic; whereby, everyone delivering a training programme will be given the same materials. Within each of the regions there could be some differences pertaining to locally available grants. These differences must be taken into account; however, SCMA require all trainers to consult with the Head of Childminding Services before adding or subtracting any information to the core training materials. SCMA have a commitment to quality assurance and good practice requires that everyone delivering training on behalf of SCMA should be observed and monitored on a bi-annual basis. This task will be undertaken by a competent person with knowledge of delivering the training being observed who will also be part of the quality assurance programme. They will be observed and monitored by another competent person with knowledge of delivering the training being observed. FEEDBACK IN RELATION TO OBSERVATIONS All feedback should always be given in a positive and constructive manner. There will be an opportunity for the trainer being observed to respond to the comments made by the observer. These responses will be written into the observation record sheet and the person being observed will be required to sign the sheet. In the event that the trainer being observed feels that they have been treated unfairly or that the comments recorded are incorrect and agreement cannot be achieved, then they should follow SCMA’s complaints procedure. Should observers require best practice guidance in relation to aspects of observing/monitoring, training performance, clarification regarding feedback, etc., they should contact the Head of Childminding Services. CODE OF CONDUCT - WHEN DELIVERING TRAINING The following Code of Conduct has been developed to ensure standardisation in relation to training delivery:

• Familiarise yourself with Training Delivery Procedures for SCMA Staff and Trainers.

• Staff/trainers should not be adding or subtracting information to the core training materials without it first being agreed by the Head of Childminding Services.

• Ensure everyone is informed of sessions, venue and times in advance.

• Ensure any equipment needed will be available.

• Ensure any guests know where and when they have to attend.

• Follow the dress code.

• Arrive on time to set up the room and be ready to start the session on time.

• Bring everything to the session which will be required.

• Know and understand the material being delivered.

• Know who is coming and use the attendance register.

• Deliver the materials appropriately in accordance with SCMA guidelines.

• Ask participants to complete an evaluation form at the end of the last session.

• Using the guidelines in the Training Delivery Procedures for SCMA Staff and Trainers, collate the information from the evaluation forms into a report.

• Staff should return the candidate evaluation forms and the staff/trainer evaluation forms to Marketing Services.

• Raise any issues/problems/concerns with the Head of Childminding Services.

COMPLAINTS PROCEDURE In the event of a member of staff having a complaint, SCMA has a complaints procedure which should be followed. Although trainers are not employed by SCMA, they are required to sign a Consultancy Agreement before they start delivering training on behalf of the Association and they should also follow SCMA’s complaints procedure.

SCMA Trainers

As a trainer for SCMA you will deliver specific training programmes which range from one-off sessions to those which run over several sessions. You will ideally have worked either in Early Years/Childcare or have a minimum of two years experience as a Childminder, have a recognised training qualification, have your own transport and are looking for a new challenge. You will enter into a Consultancy Agreement with SCMA. In-house training will be provided. You will receive a copy of the Training Handbook and you will come under SCMA’s Quality Assurance programme.

ONE TO ONE INDUCTION SESSION

1. Meeting arranged with new trainer to introduce the Training Handbook. Talk through the contents

and answer any questions.

2. Discuss and agree Consultancy Agreement. 3. Trainers will be issued with a photographic ID badge which is to be worn when delivering training

on behalf of SCMA.

4. Discuss accountability for own tax and self-assessment. Trainers required to send an invoice into Head Office.

5. Discuss evaluation procedures and expected return dates. The participants’ evaluation forms should

be returned to the relevant staff member. The summary evaluation report should be returned to Marketing Services at Head Office.

6. Discuss the Attendance Register, stress importance of keeping the records up-to-date on a weekly

basis. The register should be returned to Marketing Services at the end of the course.

7. SCMA will endeavour to ensure that all venues used for training can provide refreshments; however, where this is not possible, the trainer may be asked to provide tea/coffee, bottled water and biscuits. Any provisions purchased should be shown on the invoice to be sent to Head Office along with ALL receipts. If receipts are not provided, SCMA will not reimburse these costs.

8. Discuss training packs and explore the trainer’s understanding of the session plan and trainer notes.

Discuss the need to familiarise themselves with the handouts. Discuss training programme guidance sheets. Talk through the training course and answer any questions.

9. Discuss monitoring and evaluation of training delivery. The Area Manager or Childminding

Development Officer will carry out at least one observation visit during the trainer’s first training course. Thereafter, any observation/assessment visit will occur annually or as necessary.

10. The Area Manager or Childminding Development Officer will continue to support the trainer as

necessary. This includes:

• Ordering training materials for trainers.

• Ensuring that trainers receive up-to-date information about amendments to training packs.

Health and Safety Statement

In accordance with the Health and Safety at Work etc., Act 1974, the Scottish Childminding Association will endeavour to provide a healthy and safe working environment for its staff. The Scottish Childminding Association also advises all computer users to have an eye test at least once a year. The Scottish Childminding Association will also endeavour to provide training where necessary and appropriate in health and safety, including training in the proper use of electrical equipment and any necessary safety devices.

It is the general duty of every employee to take reasonable care for the health and safety of him/herself and others. This includes the use of necessary safety devices and protective clothing and co-operate with the Team leader/Line manager in meeting his/her responsibilities under the Health and Safety at Work etc., Act 1974. The Scottish Childminding Association, in promoting health and safety at work, wishes to ensure that staff are aware of any potential hazards in the work place. Suggestions or problems regarding potential hazards may be raised with the Team leader/Line manager or at Staff Meetings. Health and Safety arrangements, together with this statement, will be reviewed on a regular basis. SCMA’s Health and Safety Policy document is available from Head Office.

Complaints Policy and Procedures

The Policy

Providing a high quality service to both members and others is considered a priority at Scottish Childminding Association. We have a duty to provide a prompt and trouble free service. Staff at our Head Office and our Field Staff in the regions know that the service we provide is to benefit all those who are interested in childminding. We also realise there may be occasions when we do not meet our expectations. When this happens it is important that we try to resolve your complaint as quickly as possible and to your satisfaction. If, for any reason you are unhappy with the service you have received, we have three distinct stages in our complaints procedure to deal with this. It is an important part of our service to investigate all complaints that are brought to our attention as thoroughly as possible. The three stages which should take the matter forward within the Association are outlined below.

The Procedure

STAGE ONE: Please make your complaint either by telephone or by letter to the person concerned with your problem. They are best placed to resolve your complaint quickly. If you are not happy with the response which you are given, you should proceed to Stage Two.

STAGE TWO: Please telephone or write to the Director of Scottish Childminding Association at Head Office, 7 Melville Terrace, Stirling, FK8 2ND Tel: 01786 445377. After this stage has been reached and you are still unhappy then you should proceed to Stage Three.

STAGE THREE: Please write to the Convener of the Scottish Executive Board at the Head Office address above and state your complaint. Hopefully at this level you should receive a satisfactory response.

SCMA is continuously evaluating, updating and improving the content and delivery methods of its training services in

line with legislative changes, identified user needs, and staff developmental activities.

The framework provides childminders with the opportunity to become actively involved in their own development, at

a pace that meets their needs and has benefited thousands of newly registered and established childminders, enabling

them to provide quality childminding services for Scotland’s children.

The Role of Scottish Local Authorities

The Government’s Childcare Strategy for Scotland and other initiatives such as the Social Inclusion Policy, New Deal,

the Tax Credit system and Sure Start Scotland have accelerated the development of childcare in Scotland.

Childminding forms a key strand in the success of these initiatives and is still the most widely used form of paid day

care.

To develop and provide quality support, information and advice for childminders in Scotland, SCMA can negotiate

individually tailored agreements with the Scottish Local Authorities to support the development of childminding

services in that area.

Childminders will be better equipped to progress towards formal qualification by following SCMA’s framework which

in turn provides the Local Authority with a better qualified workforce.

SCMA currently operates training agreements within more than 70% of the Local Authority areas, providing

integrated childminding services for Scotland’s childminding sector.

The system provides maximum benefit for minimum cost since the training is provided through a strong, local

network with national linkage and support services. All training projects are supported by a dedicated team of

national staff based at our Head Office in Stirling. This ensures that project staff have access to information, advice

and support throughout the provision of training.
