This Training and Assessment Strategy for the CHC33015 - Certificate III in Individual Support (Home and Community), contains vital information about the delivery of the course and must be read. Trainers must also use this document and regard it as a “live” document, revising and updating it as needed for each specific Candidate group. Your input is vital and will be used during the update. If you find issues with the delivery of this qualification, you must bring it to the attention of the CEO, or their delegate.

Packaging This qualification consists of (13) units (7) core units and (6) elective units. Units have been selected in accordance with CHC Community Services Training Package release 2.0 (released 8 December 2015) and meets the requirements of the 2012 Standards for Training Packages. This version incorporates change to packaging rules and significant change to core units, and includes minimum work Placement requirement of 120 hours. Core and elective units support the overall integrity of the Australian Qualifications framework (AQF) level of this qualification and contribute to a valid, industry-supported vocational outcome.

6 elective units, consisting of:

at least 4 units from the electives listed below, at least 2 units must be from those units listed under Groups A, B or C

up to 2 units from the electives listed below, any endorsed Training Package or accredited course – these units must be relevant to the work outcome

Any combination of electives that meets the rules above can be selected for the award of the Certificate III in Individual Support. Where appropriate, electives may be packaged to provide a qualification with a specialisation.

Packaging for each specialisation:

All Group A electives must be selected for award of the Certificate III in Individual Support (Ageing).

All Group B electives must be selected for award of the Certificate III in Individual Support (Disability).

At least four units from Group C electives must be selected for award of the Certificate III in Individual Support (Home and Community).

Where two specialisations are completed award of the qualification would read Certificate III in Individual Support (Ageing, Home and Community).

All electives chosen must contribute to a valid, industry-supported vocational outcome.

Qualification Description

CHC33015 - Certificate III in Individual Support (Home and Community) qualification reflects the role of workers in the community and/or residential setting who follow an individualised plan to provide person-centred support to people who may require support due to ageing, disability or some other reason. Work involves using discretion and judgement in relation to individual support as well as taking responsibility for own outputs. Workers have a range of factual, technical and procedural knowledge, as well as some theoretical knowledge of the concepts and practices required to provide person-centred support. To achieve this qualification, the candidate must have completed at least 120 hours of work as detailed in the Assessment Requirements of the units of competency. No licensing, legislative, regulatory or certification requirements apply to this qualification at the time of publication.

Requirements

Target clients for the CHC33015 - Certificate III in Individual Support (Home and Community) are persons wanting to gain this qualification to enter employment in a range of Community care services, either in residential setting, home or community-based environments, who will follow an individualised plan to provide person-centred support to people who may require support due to ageing, disability or some other reason. Also to provide training and support in a manner that empowers people in the community to achieve greater levels of independence, self-reliance, community participation and wellbeing.

Clients could also include people who are already volunteering in the Community Care industry as carers or Community Care assistants, and who are interested to gain this qualification to pursue this career.

To achieve this qualification, the Candidate must have completed at least 120 hours of work placement as detailed in the Assessment Requirements of the Units of Competency.

This training product will meet Candidate needs by equipping them to use discretion and judgement in relation to individual support, as well as taking responsibility for own outputs.

There are no formal entry requirements stipulated in the training package for this qualification However, there are various state and federal guidelines and laws that need to be followed. Candidates must also be at least 18 years of age at the time of enrolment.

Candidates must also have a demonstrated capacity in learning, reading, writing, oral and numeracy

competencies to Level 3 of the Australian Core Skills Framework (ACSF).This will be tested prior to

enrolment in the course. Candidates will be required to attend INSTITUTE OF WESTERN AUSTRALIA’s

office to complete the Enrolment Agreement and the Language, Literacy and Numeracy (LLN) Indicator task.

Applicants must satisfactorily complete the Enrolment Agreement and the Language, Literacy and Numeracy (LLN) Indicator task before being accepted into our course.

The LLN Indicator task will need to be witness by the Trainer, the CEO or our administration staff. This witnessing is necessary to confirm the authenticity of the response, thus the LLN task cannot be taken away to be completed.

Participants who do not perform well in the LLN Task will be:

Offered a section of the text book to review and to advise on tits content, if the participant cannot understand the contents of the text book they will be treated as having not yet met the requirements of the LLN task and will be not allowed to undertake the course.

Referred to a TAFE or other English Language service convenient to their home.

Only participants who have completed the LLN task will be accepted into our course.

Candidates who may struggle or do struggle with English can be supported where possible by our staff to complete the course. This assistance will be limited to additional time to complete assessments, help with word definitions and explanations of assessment tasks.

Where this level of English language support is still not sufficient to assist the applicant to complete the course, the applicant will be referred to a local English Language school or suitable TAFE near your work or home.

Classroom-based and work placement.

Volume of learning

The volume of learning for this qualification is 854 hours over four terms in one year. This will allow Candidates the opportunity to fully absorb the required knowledge, as well as develop skills over time. The volume of learning consists of 266 supervised hours (7) hours classroom one day per a week training and assessment, (plus 120 hours of work placement during the College term breaks) and 468 hours of self-paced learning/home study which equates 13 hours per a week.

Delivery Methods will be (W) Workplace, (SP) Self-paced, (Cl) Classroom, (OL) Online, Assessment Methods - Written Questioned, case studies and Projects.

Supervised study is face to face training in the classroom within INSTITUTE OF WESTERN AUSTRALIA at, 16 Cobbler Pl MIRRABOOKA WA or at the workplace in an appropriate classroom space. Where the training space is not within the INSTITUTE OF WESTERN AUSTRALIA, then the training space must be assessed by the Trainer/Assessor using the Workplace Suitability Checklist to confirm all delivery resources are available and that the training area is suitable. Supervised study hours includes assessments that are conducted in the classroom.

Unsupervised study Additional time must be spent by the Candidate, this is Unsupervised training. This includes self-paced learning/home study and may also include formative assessments that are undertaken by the Candidate to facilitate assimilation of knowledge.

Simulated workplace environment

The classroom is set up to closely reflect the normal operational requirements that might be found in the normal Home and Community workplace. Candidates are not required to work on real clients but the organisation is able to provide manikins and other training aids that will allow the Candidates to undertake and then to demonstrate that they have the skills to complete the day to day tasks expected in this industry.

The simulated environment will allow the artificial application of time frames and client expectations without the client being in a position to cause the Candidate any stress.

Work placement

The program will be supported by mandatory Work placement at negotiated and allocated workplaces. Satisfactory completion of at least 120 hours of work placement is mandatory for the successful completion of the course. INSTITUTE OF WESTERN AUSTRALIA is also equipped with the necessary resources to complete the required training and/or assessment.

Work placements involve the appropriate supervision and guidance from individuals in the workplace and Trainers and Assessors from INSTITUTE OF WESTERN AUSTRALIA. In sourcing an appropriate workplace, attention is paid to the availability of opportunities for the learner to observe, develop and practice required skills; and the availability of appropriately qualified workplace supervisors.

Evidence of work placement is collected as part of the performance evidence in the units in which the requirement appears. Evidence may include timesheets, log books, meeting minutes or other forms of workplace documentation.

Candidates will be allocated workplaces at the end of Term 1. Details for a Candidates work placement are specified in the Work Placement Agreement.

The CHC training package is the culmination of significant research into the Community and Health industry. Part of this research has identified that competency in various core skills and knowledge can only be attained after a significant period of study and practice.

Nominal hours

The CHCCCS023 - Support independence and well being unit is mandatory work placement, thus, when undertaking this unit, the Candidate will need to spend at least 120 hours at the work placement.

Where possible, the work placement will be designed in such a way that Candidates will be able to complete all or a majority of their 120 hours during the college term breaks. Candidates will continue to work in reduced hours to complete their remaining hours during the terms as well until they complete the majority of their required 120 hours of work experience. The work placement will be unpaid and the daily working hours will be negotiated between Candidates and the Supervisor at the Work placement.

Candidates who are not willing to commit to these specified durations, or consider that these durations are unwarranted should seriously consider their commitment to this qualification. These hours will be adhered to, and will be monitored through the use of a logbook.

INSTITUTE OF WESTERN AUSTRALIA Trainers/Assessors will visit each Home and Community Care Facility on a regular basis during the work placement to assess Candidate performance/progress as part of assessment of the practical components of the course. INSTITUTE OF WESTERN AUSTRALIA work placement logbook will be used to record the Candidate progress. INSTITUTE OF WESTERN AUSTRALIA Work placement logbook has a separate section for each competency where both the work placement supervisor and the INSTITUTE OF WESTERN AUSTRALIA Trainer/Assessor are to record their comments about Candidate’s performance progress at the work placement.

Candidates must use INSTITUTE OF WESTERN AUSTRALIA’s work placement attendance sheet and get initials from his/her work placement supervisor every day. Candidates must obtain Police Check and Working with Children Check before or at the time of enrolment into this course. (http://www.kids.nsw.gov.au/Working-withchildren/New-Working-With-Children-Check/NewWorking-with-Children-Check) and Australian Federal Police (AFP) Clearance (http://www.afp.gov.au/what-wedo/policechecks/national-police-checks.aspx) before delivery of the practical component.

Pathways

Candidates who have successfully completed INSTITUTE OF WESTERN AUSTRALIA, CHC33015 - Certificate III in Individual Support (Home and Community) may progress to a Certificate IV in Ageing Support or any certificate IV from the Community Services Training Package.

Industry consultation

Industry consultation has been undertaken prior to facilitating this Training and assessment Strategy of this course.

Consultation included discussions with a range of Community Services Agencies Staff, (RSL Menora Aged Care, and

Italian Aged Care / Community Care. And the above-mentioned Trainer/Assessor, who has worked extensively in the

relevant industry, and continues to do so, has provided substantial advice for the development of this Training and

Assessment Strategy. And chosen these electives as being most appropriate for Candidates seeking a role in Home and

Community Care Services. Any alternative unit selection will need to be approved by the CEO and will be suitably

documented with alternative Training and Assessment Strategy depicting the alternative units.

Assessment

Reasonable Adjustment

Reasonable adjustment is the process of adjusting our intended methods of learning and assessment to accommodate the unique requirements of our clients, yet remaining within the constraints of the training package.

We are committed to assisting all of our clients where within our capacity to complete the course, Candidates will have been asked to volunteer any issues that should be considered as part of their enrolment process, they are also asked to advice on requirements in the course information (flyer).

Reasonable adjustment refers to measures or actions taken to provide a Candidate with the same educational opportunities as everyone else. To be reasonable, adjustments must be appropriate for that person, must not create undue hardship for an INSTITUTE OF WESTERN AUSTRALIA and must be allowable within rules defined by the training package.

While adjustments can be made to assessment procedures, the integrity of the Unit of Competency and/or qualification must be upheld. Candidates still need to achieve the standards that employers and training providers expect. A Candidate with a disability can have training and assessment that is fair depending on the INSTITUTE OF WESTERN AUSTRALIA’s

attitude, preparation and application of adjustments. This may include:

allowing additional time or the use of a computer in a written test to complete responses for a candidate who is physically impaired, and that impairment contributes to the time to compete the test

asking a Candidate to record responses on a video or audio tape where they have difficult writing

using an Auslan interpreter during assessment tasks

varying an assessment task to produce the same outcomes, but via different methods.

Assessment Arrangements

Assessment is based on the ability to demonstrate specific skills mandated within the training package over three

phases of assessment. Each Unit of Competency is co-assessed to provide at least three forms of evidence. Each

assessment must be deemed “Satisfactory” and once all assessments are satisfactory, the Candidate is deemed

“Competent”.

Each phase of assessment must be Satisfactory before the Candidate moves to the next phase of assessment.

Assessment of theoretical and where possible, practical knowledge, is conducted as a theory assessment. These are

open book assessments conducted in the classroom under “Exam Conditions”. Candidate must sign their Candidate

declaration that they have not committee any academic dishonesty. These assessments are each completed within a

defined period. All assessments are marked by the Assessor according to the marking schema that is made available

only to the Assessor: Candidates are not issued with the marking schema.

The Candidate answers are scanned to exclude any plagiarism or any other evidence of cheating.

Candidates caught cheating will have their papers cancelled and must resit the assessment.

The Candidate is required to demonstrate their skills in a simulated workplace. This facility is set up in consultation with the workplaces to which Candidates must be sent but in the short term, the Candidate must demonstrate their skills in a controlled environment, without real clients. The final phase of the assessment occurs in the workplace in which the Candidate is assessed holistically against the Units of Competency in the course. These assessments are monitored day to day by the selected workplace Supervisor but are assessed by the Assessor according to the predetermined time table. And is undertaken through a combination which may consist of classroom observation, discussion, case studies, role plays & written assignments and the work place assessment. Assessment conditions ensure a simulated workplace environment.

The definitions of each term are outlined in the Assessor Marking Guide for each unit. To ensure these principles and rules are followed:

INSTITUTE OF WESTERN AUSTRALIA requires all Candidates to submit written assessment tasks with a signed Assessment Task Cover Sheet where Candidates are required to declare the work is their own – ensuring Authenticity.

Assessment tasks are designed so that all Unit of Competency requirements are covered, a number of times where possible, (demonstrated through mapping) and a number of forms of evidence are used to form

Evidence is Current as it relies on evidence collected during the course and includes third party reports and observations of current work performance.

Reliability is ensured by conducting regular validation and quality reviews of our assessment processes.

Flexibility is ensured by providing options in the tasks based on their individual situation, drawing on a range of assessment methods suitable to the Candidate’s current situation and allowing recognition of existing competencies through a formal RPL process.

Fairness is provided by supporting individual needs and making reasonable adjustments as required. Clear instructions are provided to the Candidate about their assessment requirements in the Assessment Task Booklets. Candidates may appeal an assessment decision following our Complaints and Appeals Policy and they are informed of this in the front of every task booklet. Candidates are asked to agree to the assessment arrangements in the Assessment Plan provided in each task booklet.

Re-assessment

Each assessment task will be given an outcome of either Satisfactory (S) or Not Satisfactory (NS). Candidates must complete all tasks for a unit satisfactorily to achieve an overall outcome of Competent (C) for the unit. If one or more of the tasks are assessed as Not Satisfactory, they will be given an outcome for the unit of Not Yet Competent (NYC). The Candidate can have a total of 3 attempts to complete each task and achieve a ‘Satisfactory’ outcome. The Candidate will be advised of the timeframe for resubmission (usually within one month) and advised what they must include in their re-submission (usually the whole task again).

If, after the third attempt, the Candidate is still assessed as Not Satisfactory for a task, they will need to complete additional training and assessment to support them in achieving a competent outcome. This will incur an additional fee of $200 per unit.

Assessment appeals

Candidates can make an appeal against an assessment decision by following the Complaints and Appeals Policy outlined in the Participant Handbook. Appeals will be dealt with following the Complaints and Appeals Procedure.

INSTITUTE OF WESTERN AUSTRALIA has a plan for, and implements, systematic validation of assessment practices and judgments. INSTITUTE OF WESTERN AUSTRALIA’s validation plan will ensure that the requirements of the Standards for INSTITUTE OF WESTERN AUSTRALIA’s 2015 are met as follows.

• Each training qualification on INSTITUTE OF WESTERN AUSTRALIA’s scope of registration is validated at least

once every five years.

• At least half of the training qualifications are validated in the first three years.

Each course assessments are reviewed during and after completion of the assessment by the class group.

The validation committee consists of the following members.

Compliance Officer as convenor and involved trainer

Independent Trainer

Two industry representatives

Phoenix Compliance Management as the VET representative

Validation is undertaken through a ‘team’ approach where, collectively, team members hold the required qualifications, skills and knowledge. Trainers and Assessors can be involved in validation activities, as long as they were not directly involved in the particular instance of delivery and assessment of the training product being validated.

Validation outcomes are documented and results of validation acted upon to bring about improvements to INSTITUTE OF

WESTERN AUSTRALIA’s training and assessment systems and practices are implemented as soon as possible but definitely before the assessment tool is used for the next cohort of Candidates.

Recognition of Prior Learning (RPL)

Candidates can apply for Recognition of Prior Learning for this qualification, and all Candidates will be offered this option upon enrolment into the course. Allowing such Candidates to complete the course in a shorter timeframe.

RPL Tools

An RPL guide and application package is available upon request. Candidates will also be offered the option of applying credit transfer upon enrolment into the course. Information on credit transfer is available in the Participant Handbook.

Credit Transfer

The Candidates may hold a Certificate that contains one or more of the units of this qualifications. The Candidates may apply for credit based upon the qualification held. The Candidate credit allows the Candidate time off from the course and credit for the assessment.

Continuous Improvement Approaches

This Training and Assessment Strategy will be reviewed and updated in accordance with the continuous improvement

processes used by INSTITUTE OF WESTERN AUSTRALIA as described in the Quality Assurance Policy and Training

and Assessment Policies. Each new cohort of Candidates will require a new Training and Assessment Strategy to be

developed in consultation with our industry advisors.

These are situations relating to emergency or unplanned procedures where assessment in these circumstances would be unsafe, impractical or threatens the dignity of the person. The following conditions must be met for this unit:

relevant organisation policies and procedures

Overall, assessment must involve workplace interactions with people in their home, colleagues, families/carers and working with the person’s individualised plan.

AED training device

placebo bronchodilator and spacer device

roller bandages

triangular bandages

workplace First Aid kit

workplace injury, trauma and/or illness record, or other appropriate workplace incident report form for written reports

wound dressings

Simulated assessment environments must simulate the real-life working environment where these skills and knowledge would be performed, with all the relevant equipment and resources of that working environment.
