    The relevance to these sustainable themes is inrelation to Low Carbon Economy

    20% - 6% target is proposed to be applied at levelof allocation to TO/relevant IPs;

    Modeling of current intensity will be provided inJune based on interim Council outcome on TO/IPsand target %;

    NB: Climate tracking (100%-40%-0% weighting of different categories) is adifferent issue measured at the level of "categories" or "intervention fields"in OP priority axis.

    How does it work ?Ex-ante conditionalities improving the framework conditions

    Are linked to investment priorities and only need to be fulfilled if aMember State invests in a given area

    If not in place at agreement of OP, to be fulfilled within two years ofthe approval of the Partnership Contract or by end 2016

    Non-fulfilment of conditionalities (at the time of the adoption of theprogrammes or by the deadline set) may lead to the suspension of all orpart of interim payments

    Issues linked to quality of programmes / strategies

    Ex-ante provisions do not prevent Commission from discussing otherimportant issues related to quality of strategies, partnership, priorities inparallel to ex ante conditionalitiesbefore and during and programming but no automatic link to payment flows.
