The TRACERCO F-Tag series is a range of unique, sophisticated,
organic molecular markers that are added to consumer fuels, such as
gasoline, diesel and biofuels (such as biodiesel and bioethanol) at ultra
trace levels. These molecular markers, also known as tracers, have
been designed and engineered in such a way that they have no impact
on fuel quality itself or its performance in the vehicle engine, whilst still
providing the customer with the level of security they require.
The range of available TRACERCO F-Tag molecular markers allows
the customer to choose their preferred analytical platform: either
laboratory based analysis; mobile (vehicle) based analysis or;
portable (handheld) analysis.
All of the molecular markers within the TRACERCO F-Tag range
have virtually identical chemical and physical properties to the fuels
to which they are added are environmentally friendly, safe to handle
and provide no additional toxicity to the fuel. The molecular markers
are highly stable and secure within the fuel, which means that they
cannot be removed by any treatment including: chemical (acid and /
or alkali washing); thermal (freezing or boiling without destroying the
fuel) and; physical (molecular sieve and carbon filters).
The TRACERCO F-Tag solutions are utilised by our customers in

typically offering a superior product within a particular consumer
market, suspects that the fuels they are supplying are being

significant difference between the price of fuels and the price of
industrial solvents such as benzene, toluene, kerosene and hexane.
This difference in price between the fuels and the industrial solvents
can lead to a form of adulteration, where the volume of fuel is
stretched by the addition of the solvents. This form of adulteration,
as well as having a significant negative impact on vehicle
performance, can also lead to a substantial amount of lost taxation
revenue to governments, which in turn leads to a significant decrease
in their ability to fund social programmes..
Tagging the fuel with a TRACERCO F-Tag enables the presence and
extent of adulteration to be accurately determined.
Blend Protection
A number of fuel suppliers are now producing and retailing both
standard and premium grade fuels for its customers. These premium
grade fuels provide the consumer with additional benefits, including
better vehicle performance and emissions, and are therefore priced
accordingly.
In some regions, suppliers of premium and standard fuels have
suspected that rogue distributors and retailers have been
substituting the premium grade with standard grade fuel, thus
carrying out a fraud against both the consumer and the producer.
By utilising a series of TRACERCO F-Tag molecular markers for each
blend, the presence and extent of blend switching can easily be
established and confirmed.
Tracerco has also developed a unique range of molecular markers,
called the TRACERCO S-Tag series that are able to be added at
ultra trace levels to industrial solvents such as benzene, kerosene,
toluene and hexane without having any impact on their legitimate
use in industry.
The TRACERCO S-Tag molecular markers have been designed so
that they can be detected at extremely low levels within fuels such
as gasoline and diesel, using either laboratory, mobile or portable

Background
Tracerco was approached by the ANP, the Brazilian government
agency responsible for the quality of fuels within the consumer
market, to develop and implement a national scale marker
programme as part of its wider fuel anti-adulteration programme.
Like most industrialised nations, the Brazilian government has a
taxation income from consumer fuels, which causes the price of the
gasoline and diesel to be higher than the price of other industrial
hydrocarbons, such as solvents. This price differential led to a significant
level of adulteration within the Brazilian fuel market, in particular the
addition of solvents to gasoline to stretch the fuel volume.
The adulteration of the gasoline led to a number of issues for the
Brazilian authorities, including:
A detrimental effect on automotive vehicle performance, both
short and long term;
A poorer urban air quality causing serious health issues;
Reduced consumer confidence in the overall fuel market.
However the biggest issue for the ANP was the significant loss in
taxation revenue, which was estimated by the government, to be
between $450 million and $750 million per annum.
Technology Implemented
Initially, the ANP had considered tagging the entire fuel inventory of
Brazil and determining the presence and extent of adulteration in the
fuel by measuring the decrease in the marker concentration. After a
thorough review with Tracerco, it became apparent that the ideal
solution was to tag the adulterant itself, the industrial solvents, as the
volume of solvent was approximately 20 times smaller than national
fuel inventory. Therefore, tagging the solvents was not only more cost
effective, it was far easier to implement and continue to support.
This approach also facilitated the ability to trace the origins of
adulterants within the supply chain.
TRACERCO Taggants Case Study 1Programme Details
Tracerco developed a laboratory-based solution from its TRACERCO
S-Tag series, which was able to utilise existing analytical equipment
within the ANP appointed laboratories in Brazil. By developing a
solution that used existing equipment, the need for capital
expenditure was eliminated. The TRACERCO S-Tag solution
developed, also allowed the origin of the solvent to be identified,
allowing the authorities to investigate the supply chain further.
Over 120 million litres of industrial solvents are tagged by Tracerco
each month. Analysis of the fuel samples taken is carried out by 8
laboratories across the whole of Brazil.
Outcome
There has been a large number of prosecutions carried out by the
Brazilian authorities across the whole of Brazil, where the presence
of the TRACERCO S-Tag has been used as forensic evidence to
confirm adulteration has occurred.
Within Brazil the authorities have witnessed a large decrease in the
extent of adulteration occurring in the consumer fuel market, which
has been underlined by a significant increase in the volume gasoline
sold and a decrease in solvent sales.

Outcome
There has been a large number of prosecutions carried out by the
Brazilian authorities across the whole of Brazil, where the presence
of the TRACERCO S-Tag has been used as forensic evidence to
confirm adulteration has occurred.
Within Brazil the authorities have witnessed a large decrease in the
extent of adulteration occurring in the consumer fuel market, which
has been underlined by a significant increase in the volume gasoline
sold and a decrease in solvent sales.

A government had developed an aggressive biofuels and in
particular, biodiesel implementation strategy to enable it to reduce
its long-term dependency on petroleum and also create jobs and
wealth in the rural community.
Technology Implemented
The strategy, coordinated with the fuel and motor vehicle industry,
involved setting an initial upper limit of 2% on the amount of biodiesel
to be blended with petroleum diesel. This upper limit would then be
replaced by a mandatory 2% of biodiesel in diesel by 2008, rising to
5% by 2013. This allows both the fuel and motor vehicle industry to
successfully adapt to the new biodiesel fuel entering into the market,
whilst promoting biodiesel production.
Alongside this blend strategy, the government implemented taxation
and subsidies to enable biodiesel producers to compete with
petroleum based diesel, including differentiated taxation regimes for
oilseed type, location of production and the organisation producing
the biodiesel.

One key aspect of the implementation strategy was for the
government to test diesel in the consumer supply chain to ensure
that it didnt go above the 2% limit initially (and allow it to ensure it
was at the 2% level by 2008).
The government also wanted the ability to track the biodiesel in the
supply chain back to the producer, thus ensuring quality control and
subsidies were being adopted correctly.
Programme Details
This required Tracerco to develop a range of unique TRACERCO
Taggants so that each designated source had its own discrete tracer.
These TRACERCO Taggants are highly stable both in biodiesel and
petroleum diesel and have no impact on the fuels legitimate use.
Outcome
The scale of the biodiesel programme is huge with estimates
currently running at upto 2.4 billion litres per annum of biodiesel
requiring tagging by 2010.
