Technical Petroleum Training Institute
The Department of Mineral Fuels in association with Petroleum concessionaires and various service companies in the petroleum business in Thailand have established the Technical Petroleum Training Institute (TPTI), an independent non-profit organization, in year 2000. The purpose of TPTI is to provide training services focusing on health, safety, environment, technology and related fields for personnel working in the petroleum exploration and production industry.
I, on behalf of TPTI, am delighted to introduce you to our programme of training solutions to be offered throughout the year 2010 The range of courses we provide, as well as our intention to provide services the requirements of your companies, has created our confident and success.

IntroIntroductionduction
The Technical Petroleum Training Institute (TPTI)’s Training Course Guidebook is issued by the Technical Department of TPTI. Its objective is to provide TPTI’s customers with a guide to, all the courses organized by TPTI throughout the year. As a result of the Department of Mineral Fuels (DMF)’s requirement for all sectors to encourage the employment of domestic personnel in the Petroleum Exploration and Production business, specifically through the development of competencies, TPTI has initiated this “strategic movement”, i.e. the issue of the TPTI Training Guide Book. To ensure an orderly progression for competency, the DMF is currently setting up the National Standard Framework (NSF) which will result in a Competence Framework for all personnel who work in the E & P industry. All courses presented in this guidebook will support the National Standard Framework. In other words, TPTI is one of the training arms of the Government.
Some courses are designed as either workshops or seminars that are structured to meet the needs of industry professionals. However, courses can be nominated. The details of this are covered in the guidebook. TPTI retains the goal of delivering courses that meet the needs of industry and providing value-added benefits to the industry.
This guidebook has been issued to assist in the development of both operational and management personnel and to meet the criterion for implementing a competency development plan. The courses will cover a broad range spanning from operational levels through to senior management (hard skills and soft skills). Customers can select the most appropriate courses for their employees and set their own company competency training path. Should any training need to be conducted to meet any customer’s specific requirements i.e. specialized training, etc., TPTI will make every effort to accommodate such courses.
TPTI’s learning content has been developed from the needs of TPTI customers (concessionaires and contractors in Thailand E&P Business). To ensure continuous improvement in both structure and content, all customer course evaluations or comments forwarded during the course will be taken into consideration for the creation of further learning contents.

The courses can be conduced in Thai or English. In some courses, TPTI may choose to run the class in Thai or English only. If any customers require a class to be conducted in other languages, please contact the TPTI Administration Department to make arrangements.
For courses geared towards advanced or management levels, TPTI employs other tools such as workshops and case-study approaches, which make up approximately 30% of the total course length. It aims to encourage contribution from participants through sharing valuable high-level management working experiences within the E & P business.
Quality of content and delivery is one of TPTI’s primary concerns. TPTI has issued a document entitled “TPTI-Q01 Course Quality Control” to manage the quality of all courses run by TPTI. The document states that TPTI will control both the quality and prices of the courses through a committee of TPTI personnel and experts from the E&P business. Moreover, a standard Course Evaluation format will also be implemented to ensure that all courses meet the highest standards.
TPTI’s courses throughout 2010 have been presented here to allow customers to preview and to select the most suitable schedule for their personnel. The provision of courses outside this schedule can be discussed directly with TPTI.

Any candidate who wishes to apply for study in any of the courses offered in this guidebook should submit a completed application form found in Appendix B (duplication is accepted). Candidates may submit the application form by post, via electronic mail or facsimile. Course allocation is on a first come – first served basis. As the TPTI-AD receives application forms for each course, candidates will be informed of availability or otherwise of seats. In some instances where there are no available seats or where there has been a change in the course timing, the TPTI-AD will notify each candidate and advise them of alternative available course dates.

In some cases, intending candidates may not entirely understand the content, the level of competency or other involved disciplines. They are welcome to ask for an explanation from the TPTI-AD at the address listed above. For technical issues or higher level details in this guidebook, TPTI will provide a technical team leaded by the TPTI technical directors to answer questions. For more information, please contact the TPTI-AD directly.
The courses conducted by TPTI are run on a non-profit basis as governed by the obligations of the Institute to the DMF. Therefore all course fees are structured to cover cost and expenditure only. Accordingly, this concept of non-profit basis training can also be applied to specific courses requested by any company. For some packages or in the case of a long term contract with TPTI (i.e. 2 or 3 courses in succession, a training agreement with customers, etc.) discount from TPTI may be available which will be beneficial to both parties.
The fees detailed in this guidebook do not include 7% VAT, accommodation nor transportation, however coffee breaks and meals during each session are already included.

Should there be any problem or inconvenience with the method of payment, please contact the TPTI-AD to arrange alternate solutions to deal with such problems.
TPTI will send participants the course joining instructions within 1 – 2 weeks before the course starts. Course joining instructions will normally be sent directly to the participant. In some cases, where a company has contracted to send their staff on an exclusive basis, the company should contact the TPTI-AD to outline its requirements. For some courses there will be pre-reading materials attached to the course materials. The participant should finish all pre-course assignments mentioned in the course material before the course begins. This is intended to facilitate the participant completing the course successfully and enhancing both the contribution to, and benefits of, the course itself.

All course materials used in the class, in general, can be kept by the participant. Where additional course materials are requested, the participant can contact the instructor of any given course directly. Should all such requested documents be available for distribution, the TPTI-AD will prepare the requested documents for the participant. However, the cost incurred to meet the additional requirement will remain the responsibility of the participant.
Any participant who wishes to complete a learning package should be aware of the details in the learning template or contact the TPTI-AD to arrange the best and most appropriate timing for each consequent course. By applying this method, the participant will be flagged as high priority in allocating attendance for each learning course in the package. In some packages, there will be some discount applied to the overall course fee. Thus, please contact the TPTI-AD for the discount scheme for any particular course.

The course fee is set under TPTI’s non-profit criteria and is detailed in the appropriate course sheet included in the learning content part. For any requested course set for a particular company, the fee will be set by negotiation, and will be confirmed within 1 – 2 weeks before the course starts. Should there be any questions on course fees, please contact the TPTI-AD.
For learning courses with TPTI, accommodation will not be provided to the participant except during excursion periods. However, any participant who wishes to book the accommodation, please contact the TPTI-AD at least 2 weeks before the course starts. TPTI will inform the participant as soon as possible when the accommodation has been confirmed. The participant will be charged for the costs incurred in making bookings including the cost of the accommodation.
If TPTI has already notified the participant of confirmation of a seat on the course, the participant may cancel the seat any time up to 10 days before the course starts. A half of the registration fee will be charged for those registrants who cancel less than 10 days before the course commences.
Some Field Engineering courses will be joined instruction with Petroleum and Petrochemical College, Chulalongkorn University. Some HSE course can be optionally provided at customer location in order to meet with the standard and actual facilities for the trainees.
For transportation from the participant’s accommodation to the training center or vice versa, it can normally be requested from the hotel. If not available, TPTI will endeavor to provide transportation, however any extra charges for such services will be paid by the participant. Should the participant require any other assistance or arrangements to be handled by TPTI, please contact the administration staff at the training center.
