Last month, SBCAG staff brought a summary report of land use data (submitted by each local

agency according to the requirements of SBCAG’s Congestion Management Program) to TPAC

and received a number of comments. Staff has revised the report to address the various

comments from TPAC members, as detailed below:

up-to-date analysis.

INTRODUCTION 

Major decisions to approve new development made by the County Board of Supervisors or the City Councils directly impact the transportation system. The state CMP legislation enacted in 1991 attempted to reduce future congestion by addressing directly the issue of land use and transportation. It required Congestion Management Agencies (such as SBCAG) to develop a mechanism to determine and mitigate impacts from new land uses to the regional road network.

SBCAG’s Congestion Management Program (CMP) established a Land Use Element that was designed to address transportation impacts associated with land use development decisions and to promote regional information sharing, while at the same time, acknowledging that land use decisions are the purview of local jurisdictions. A critical component of the land use analysis program is the regional information sharing of development activity. The CMP requires local agency planning staff to submit development activity information (i.e. approved projects, building permits issued) annually to SBCAG and neighboring jurisdictions. This process ensures that regional impacts are being considered through the CEQA review process and that bordering cities and unincorporated areas are not adversely affected by larger development projects. The data submitted by the local agencies is then summarized in the annual CMP report. The CMP report typically only includes individual development projects with 5 or more residential dwelling units or 1,000 or more non-residential building square feet. This criteria ensures that the project will have some new trip generation and thus some potential for traffic impacts according to the CMP project-specific impact thresholds.

Periodically, staff will summarize the CMP land use information to outline prevailing regional development trends. This summary takes a long view back and compares new development activity for the first and last five years of the last decade, January 2000 through December 2009. This summary also contains an up-to-date description of development projects that are currently approved, but not yet built, for each jurisdiction.

TEN‐YEAR HISTORICAL DEVELOPMENT TRENDS 

This section compares development project approvals made in the first half of the decade (January 2000 through December 2004) with approvals made in the second half of the decade (January 2005 through December 2009). The analysis builds off of a prior analysis completed in staff reports for SBCAG’s Technical Planning Advisory Committee back in November 2005 and January 2006. As noted previously, the information was developed based on submittals of development project activity for the CMP. Development projects were included in the year in which they were approved by the local City Council or County Board of Supervisors.

Oftentimes, the development activity can vary by jurisdiction and most projects are approved and built over multiple years. Staff did its best to ensure common definitions for land use types (such as “mixed use” and “multi family”) and to avoid duplicate entries and double counting. The analysis also accounts for the City of Goleta’s incorporation in 2002 by only including projects that were approved by the Goleta City Council after 2003.

RESIDENTIAL  DEVELOPMENT

In order to represent projects under common definitions across jurisdictional boundaries, staff classified the various residential land use types into the following categories:

Single-Family

Multi-Family (would include apartments, condominiums, and townhomes)

Mixed Use Commercial (would include residential units constructed adjacent to or within buildings that also include commercial land uses such as retail or office)

Other (examples in this category would include senior/retirement dwelling units and mobile homes)

As mentioned previously, the development projects were accounted for within the year in which they were approved.

Table 1 shows the total number of residential units approved by jurisdiction for each of the two five-year periods. For the five-year period between January 2000 and December 2004, a total of 10,712 residential units were approved in Santa Barbara County. For the five year period between January 2005 and December 2009, there were 5,484 residential units approved in Santa Barbara County. Exhibit 1 shows the residential development history for each jurisdiction for the five year periods between January 2000 and December 2009. Exhibits 2 and 3 show is a pie charts for that shows the total percent share of residential development by jurisdiction for each of the two five-year periodsthe entire 10-year period, January 2000 through December 2009. Exhibit 4 3 shows total residential development countywide for each of the two five-year periods, with subdivisions for the north and south county. Exhibits 5 4 and 6 5 compare the percentage countywide share of residential unit types for each of the two five-year periods.

In summary:

The City of Santa Maria has developed approved the most new residential dwelling units over the last ten years. However, as shown in Exhibit 1, 76% of the new dwelling units were approved prior to December 2004. Recent economic conditions have had a major impact on new residential development in Santa Maria.

As shown in Exhibits 2 and 3Exhibit 1, the Cities of Buellton and Lompoc approved a higher proportion of new residential development between 2005 and 2009 than they did during the previous five-year period 2000-2004. For the five year period between 2005 and 2009, 28% of the County’s new residential units were approved in the City of Lompoc and 17% of the County’s new residential units were approved in the City of Buellton.

As shown in Exhibit 43, the total number of new residential units approved Countywide decreased by 49% between 2005 and 2009 when compared with the five year period between 2000 and 2004. Consistently over the ten-year period, approximately 80% of new residential units were approved in North County.

As shown in Exhibits 5 4 and 65, the total percentage share of single-family residential development countywide was much higher for the five year period between 2000 and 2004 than from 2005 through 2009. The exhibits also show an increasing share of multi-family and mixed-use commercial dwelling units.

NON‐RESIDENTIAL DEVELOPMENT 

For the five-year period between January 2000 and December 2004, a total of approximately 8.34 million square feet of new non-residential buildings were approved in Santa Barbara County. For the five year period between January 2005 and December 2009, there was approximately 4.76 million square feet of new non-residential buildings approved in Santa Barbara County. Exhibit 7 6 shows the non-residential development history for each jurisdiction for each of the two five-year periods between January 2000 and December 2009. Exhibits 87 and 9 showis a pie charts for that shows the total percent share of non-residential development by jurisdiction for each of the two five-year periodsthe entire 10-year period, January 2000 through December 2009. In summary:

Over the last ten years, approximately 55% of the County’s new non-residential building square footage has been approved within the City of Santa Maria. As shown in Exhibit 76, almost 5.5 million square feet of non-residential uses were approved between 2000 and 2005. The economic downturn has had a major impact on non-residential development in Santa Maria.

As shown in Exhibits 8 and 9 6, the City of Goleta significantly increased its percentage share of new non-residential development during the five year period between 2005 and 2009. This can largely be attributed to approval of the Cabrillo Business Park in 2007, which will add over 700,000 square feet of office/R & D uses west of the Santa Barbara Airport. Exhibit 7 shows that the City of Goleta has the second highest share of approved non-residential building square footage for the ten year period between 2000 and 2009.

Overall, new non-residential development approvals has have decreased. However, new non-residential development approvals increased in the unincorporated Orcutt area from 56,128 square feet approved during the five year period between 2000 and 2004 to 611,322 square feet for the five year period between 2005 and 2009.

SUMMARY OF CURRENT RESIDENTIAL PROJECTS IN DEVELOPMENT

This next section contains a summary of development projects in the pipeline slated for construction for each City and the County as of December 2009. For the purposes of this reportOnly development projects that have been approved and are not yet built are reported here classified as “in the pipeline”. Note that the CMP land use reporting criteria does not include pending projects (i.e. projects that are currently under environmental review and not yet approved by the local City Council or Board of Supervisors). Note, the difference between the ten-year analysis, identified in the previous section, and this “up-to-date” analysis is that the ten-year analysis includes projects that were approved and built within the ten year period (January 2000 through December 2009), whereas this section includes any development project that is approved but not built as of December 2009.

The results reflect what each of the local governments’ planning departments submitted for this past year’s CMP monitoring program.

In summary:

There are currently over 2,000 residential dwelling units approved and in the development pipeline in the City of Santa Maria.

The chart alsoExhibit 10 shows that most jurisdictions are developing a high percentage of multi-family and mixed use residential projects, specifically Santa Maria, Lompoc, Santa Barbara, Goleta, Buellton, and Carpinteria.

The second highest amount of residential development is occurring within the unincorporated County areas, 91% of which are single-family type dwelling units. Approximately 57% of the unincorporated residential units are being developed in the Orcutt area.

There are a total of 6,951 residential dwelling units that are currently approved and not yet built countywide. As shown in Exhibit 10, approximately 41% of the currently approved residential units are single-family dwelling units. Approximately 29% of currently approved residential projects are multi-family dwellings (such as condos or apartments) and 22% are attached to some form of commercial development.

This next section contains a summary of non-residential development projects in the pipeline for each City and the County as of December 2009. Only development projects that have been approved and are not yet built are reported here. The results reflect what each of the local governments’ planning departments submitted for this year’s CMP monitoring program.

In order to represent projects under common definitions across jurisdictional boundaries, staff classified the various residential land use types into the following categories:

Industrial (land use types classified under this category include warehouses, manufacturing, and storage facilities)

Lodging (includes hotels and motels)

Recreational (includes parks, theaters, zoos, and athletic clubs)

Institutional (includes schools, churches, prisons, and libraries)

Medical (includes hospitals, clinics, nursing homes, and veterinarians’ offices)

Office

Retail (includes any establishment that sells commercial goods, such as a supermarket, shopping center, hardware store, department store, or pharmacy)

Services (includes banks, salons, restaurants, auto care facilities)

Mixed Use (includes square footage from any of the above categories combined with residential dwelling units)

It should be noted that these categories generally follow those used in the Institute of Transportation Engineers Trip Generation Manual (8th Edition, 2010), with the exception of the mixed use category. As mentioned previously, the development projects were accounted for within the year in which they were approved.

In summary:

The City of Santa Maria is developing the most non-residential square footage. Over 1.7 million square feet is currently approved and in the pipeline slated for development.

With the recent approval of the Cabrillo Business Park, the City of Goleta has the second highest amount of non-residential square footage slated for development.

Approximately 82% of the non-residential development in the unincorporated areas is occurring in Orcutt.

The Appendix contains a summary of the most recent information submitted by each of the local jurisdictions. It includes tables for each City and the County listing information for each of the projects, charts indicating the percentage distribution of residential and non-residential land use types, and a map illustrating where the projects are located.
