2.0 STATEMENT OF INTENT
Wakefield is committed to playing a leadership role in protecting the environment. Whenever
feasible, they will eliminate, or reduce the use and releases of zinc in compliance with Federal
and Provincial regulations. Wakefield intends to implement a toxic substance reduction
initiative that will, if successful, reduce the amount of zinc used at the plant (per unit of output).
With reference to the Ontario Toxics Reduction Act, the reduction objectives for zinc are
outlined in Section 4 of this Plan.
3.0 SUBSTANCES REQUIRING PLANS
The following substance requires a plan – zinc – based on 2011 Toxics Reduction Act
accounting information. Zinc is contained in additives used in blending activities.
4.0 OBJECTIVES OF THE PLAN & ANY TARGETS
Wakefield is committed to providing high quality products in an environmentally responsible
manner. The formulations of many of Wakefield’s oil, lubricants and automotive fluid products
are mandated by their customers to meet strict standards. Consequently, Wakefield focuses on
the efficient use of zinc compounds to minimize waste and releases and maximize production
yield. This plan documents the options available to Wakefield to optimize the use of zinc at the
facility.
Currently, at the end of a product run, zinc containing products are flushed from transfer lines as
a means of preventing cross-contamination of products. The flush ends up in secondary products
and residuals end up as waste. To optimize the use of zinc, process modifications will be
implemented that will maximize the amount of zinc that ends up in primary products. Process
modifications include the installation of dedicated transfer lines, re-plumbing of existing lines,
installation of meters, and staff will be provide with additional training.
If successful, these changes will decrease the volume of Type A and Type B oil output by 10 to
15% and reduce the use of zinc by 0.05 tonnes.
On an ongoing basis Wakefield will continue to meet with staff to explore ways of maximizing
the yield of zinc and reduce waste.
5.0 OPTIONS TO BE IMPLEMENTED
Wakefield is committed to acting in an environmentally responsible manner and where it is
deemed technically and financially feasible, they will consider implementing Toxic Reduction
Act initiatives that may reduce their use of toxics. Wakefield is proud to report that three toxic
reduction initiatives will be implemented.

By the end of 2013, dedicated material transfer lines and associated hardware will be installed
that will allow more line flushes to be captured as primary oil product. This initiative will
reduce the amount of zinc used at the plant on a per unit of primary oil product output.
(1) By the end of 2012, spring loaded spigot valves will be installed on product tanks.
This initiative will reduce leaks and reduce the amount of zinc used at the plant on a
per unit of primary oil product output.
(2) By the end of 2012, level sensors will be installed on the below grade pit. This
initiative will alert staff before the pit overflows. This initiative will prevent spills
that could result in on-site or off-site transfers/releases.
6.0 CONTENTS OF THIS PLAN SUMMARY REFLECTS PLAN
This Plan Summary accurately reflects the Toxic Substance Reduction Plans dated December 17,
2012, prepared for the substances listed in Section 1.0 of this Summary.
