1. Tender Objectives

The Township of Chatsworth, with this tender, seeks to attain or exceed the following outcome(s):

• The supply of One (1) New 2018 or 2019 Model Year Tandem Drive Motor

Grader complete w/ snow plow package and dozer blade that meets or exceeds the specifications outlined in Schedule B to be used by the Township of Chatsworth Operations Department.

2. Preparation and Submission of Tenders

Each Tenderer must ensure that its Tender includes the following information:

• All information requested by this Request for Tender • Request for Tender Number • Date of Tender • Supplier Information • Schedule of Specifications for each vehicle being bid on. • Price

The Township will not accept any responsibility for any misunderstanding arising from failure of a Tenderer to comply with the requirements of the Request for Tender.

3. Pricing

Tenderers must include a proposed Schedule of Prices in their Tender as set out in Schedule A. Tenders must separate included HST and all charges related to the complete supply of the truck(s).

4. Selection Criteria

The objective of the evaluation is to select a Tender that satisfies the Township’s requirement while representing value for money. The evaluation will include:

• Meeting or exceeding the specifications detailed in Schedule B. • Price

5. Evaluation Process

Following the Tender Closing Time, a Tender Evaluation will take place. This Tender evaluation may, at the absolute discretion of the Township, involve presentations by some, or all Tenderers, visits to Tenderers’ sites, discussions with Tenderers, and requests to Tenderers to provide written or oral clarification of various aspects of their Tenders.

As a consequence and as part of the selection process, one or more Tenderers may be included in post-Tender negotiations. Such negotiations will be undertaken at the absolute discretion of the Township.

Neither the lowest-priced Tender, nor any Tender, will necessarily be accepted by the Township. The Township unconditionally reserves the right to accept or reject any Tender regardless of compliance or non-compliance with this Request for Tender. Acceptance of the preferred Tender will be subject to the execution of a Contract between the Township and the preferred Tenderer.

In determining best value for money, the Township is obliged to satisfy itself that prices offered are reasonable. The Tenderer agrees to provide access to such information as is determined by the Township to be necessary in order to evaluate the reasonableness of their Tendered prices.

In the event that the Township in its absolute discretion concludes that during final negotiations the preferred Tenderer has retracted, or attempts to retract, agreements that were resolved during the negotiation phase, the Township in its absolute discretion reserves the right to disqualify the preferred Tenderer’s Tender and enter into negotiations with one or more other Tenderer.

7. Rights of the Township

The Township reserves the right in its absolute discretion at any time to:

• Cease to proceed with the process outlined in this RFT; • Change the structure and timing of the RFT process; • Vary or extend any time or date in this RFT as deemed necessary by the

Township; • Terminate further participation or negotiations in the RFT process by any

Tenderer regardless of conformance with the RFT; • Call for new tenders; • Reject any Tender for any of the following:

i. Received after the Tender Closing Time; ii. Received in a format other than on the Tender forms supplied; iii. Not completed in ink; iv. Incomplete documents;
