PLEASE TAKE NOTICE that the regularly scheduled meeting for July 21, 2020 has been changed. A special meeting starting with an Executive Session at 6:30 p.m. will be held via a conference call. At 7:30 the public meeting will be held, by remote audio connection only, using Zoom. • Ordinance No. 006-2020 - An Ordinance Amending Chapter 87 Entitled “Animals” of The Township of Byram Code to Add a New Section 87.20 Entitled “Up to Five (5) Chickens on Single Family Residential Lots” To Allow And Regulate The Keeping of Up to Five (5) Female Chickens on any Single Family Residential Lot
Purpose Statement: This ordinance amends Chapter 87 entitled “Animals” by adding Section 87.20 entitled “Up to Five Chickens on Residential Lots” to allow and regulate the keeping of up to five (5) female chickens on any residential lots in Byram Township.
• Ordinance No. 007-2020 - Ordinance Authorizing the Conveyance of a Bridge Easement to the County of Sussex of Part of Block 331, Tax Lot 2 and Part of Block 331, Tax Lot 6 for the Replacement and Maintenance of County Bridge C-09 Located in the Township of Byram, County of Sussex and State of New Jersey Located on North Shore Road
Purpose Statement: The purpose of this Ordinance is to convey a bridge easement of part of Block 331, Lot 2 and part of Block 331, Lot 6 to the County of Sussex for the replacement and maintenance of County Bridge C-09.

TOWNSHIP OF BYRAM SUSSEX COUNTY, NEW JERSEY RESOLUTION NO. 121 – 2020
APPOINTMENT OF BYRAM TOWNSHIP POLICE OFFICER – DEREK J. KUNCKEN
WHEREAS, the Township of Byram has deemed it necessary to hire a new police officer; and
WHEREAS, Derek J. Kuncken is seeking appointment as a police officer in accordance with New Jersey Civil Service regulations; and
WHEREAS, Section 48-2(D) of the Byram Township code indicates that all applicants for appointment to the Police Department shall be qualified for appointment as required by law, ordinance and civil service rules and regulations. All applicants for appointment shall be residents of the Township of Byram and must maintain continuous residency within the Township of Byram from the announced closing date of the Department of Personnel examination up to and including the date of appointment; and
WHEREAS, the Chief of Police of the Township of Byram has ascertained and certified that Derek J. Kuncken meets the eligibility and qualifications for appointment as a Police Officer; and
WHEREAS, in accordance with Title 40 Section 69A-95 of NJ State Statute, the municipal
manager is responsible for appointments and shall report all appointments at the next meeting thereafter of the municipal council; and
WHEREAS, at the recommendation of the Chief of Police, the Township Manager has offered
Derek J. Kuncken appointment to the position of Police Officer subject to and conditioned upon the regulations of the New Jersey Civil Service Commission and his successful completion of the Morris County Basic Police Course; and
WHEREAS, Derek J. Kuncken’ s start date shall be the first day of the Morris County Basic Police
Course that is presently scheduled to start on July 27, 2020; and WHEREAS, a copy of the candidate’s hiring resolution must be forwarded to the Academy on or
before the first day of class; and NOW, THEREFORE BE IT RESOLVED that the Mayor and Council of the Township of Byram

INTEROFFICE MEMORANDUM

SUBJECT: REVIEW OF THE CHICKEN ORDINANCE
DATE: JULY 17, 2020
At the July 16, 2020 Planning Board meeting the proposed chicken ordinance was discussed. Below is a summary of that discussion.
Frank Gonzalez believes that the ordinance conflicts with Byram’s Master Plan which focuses on the preservation of natural resources, and he believes this ordinance does not control or protect Byram’s Lakes, streams or ponds.
Mr. Gleitz provided the Board with ordinances from surrounding towns and most towns have a greater setback or require more acreage for keeping chickens. He also recommended that these ordinances are reviewed because there are conflicts within the code and some information is vague.
Four members of the public provided comment, two are in favor of the ordinance, and two are opposed to the ordinance. In short, those opposed had concerns about emanating odors, attracting wildlife, and the cleanliness of coops. Lastly, most of the Board would like the Council to consider a greater setback value, or more acreage be required, or a greater distance to the neighboring home. Two Board members support the ordinance as drafted.

BYRAM MUNICIPAL REDESIGN FOR DD – PHASE 1B THE NADER GROUP-ASA, LLC
1 OVERVIEW Based on the meeting with Joseph Sabatini, Chief Ken Burke and Phil Crosson, changes were made to the municipal building program as follows and incorporated into the attached plans. This modified program resulted in an overall reduction in gross square footage of approximately 1,595 square feet (see plans). Another change was that the sally port at the Police Station will be open; however, we highly recommend building a foundation at the sally port which will allow it to be enclosed should that ever be desired in the future.
Below is an updated summary of spaces as compared to the Phase IA iteration. Room and area sizes are net (not including walls).

4 OTHER INFORMATION & NEXT STEPS Please note that the attached plans show a furniture layout to help you understand the general space; however, these furniture layouts will be modified as we continue the process and are not considered final. We are looking for the Township to approve this size building and general layout so we can proceed with the Design Development documents(DD). Some areas may be modified during the DD process in order to meet code compliance, mechanical or structural needs. Interior walls are anticipated to be mostly non-load bearing and therefore can be modified if spaces need to be changed in the future.
