Report of the Fire Department To our fellow residents of Orland, Greetings.
This year was looking to be one with the fewest incidents recorded in re-
cent memory, until the ice storm. The most numerous type of incident
calls we responded to were weather related, most of them right around
Christmas. Motor vehicle accidents with injuries came in next then build-
ing fires.
Through the Hancock County Mutual Aid Pact, we traveled as far as
Sedgwick and Brooksville to assist at fires, as well as received help from
many others at some of our own incidents. This pact makes equipment and
manpower available when an incident requires additional help beyond
what the local department can provide at that time, such as large structure
fires or complicated motor vehicle accidents to name a few. We have
forged a great working relationship with our mutual aid departments and
have trained together on various occasions to increase our combined effi-
ciency.
Our firefighters put in 1100 documented volunteer hours responding to
emergencies throughout the past year. Many more hours were given to
training, equipment and station maintenance. What makes this significant
is that we are one of the last departments in the county that are truly all-
volunteer. This means none of our firefighters receive a stipend for the
services they provide or calls they respond to.
We had two members successfully complete a basic firefighter course,
which taught them the minimum required skills of structural firefighting.
One of our members is currently enrolled in the Hancock County Fire
Academy.
We were fortunate to receive private grant funding to replace 15 sets of
structural firefighting turn out gear. This gear helps protect our fire fight-
ers at fires and accidents, and has a 10 year service life, sometimes much
when heavily used or damaged. Our grant to replace the gear saved the
town approximately $20,000.
In March we took delivery of a Ford F-550 Mini-Pumper/Rescue truck
built in Island Falls, Maine. The new truck has been very well received by
both the department and our neighboring departments in its capabilities.
The 1996 truck it replaced was purchased by the Sedgwick Fire Depart-
ment and was placed in service there recently. The new truck has been
designated Rescue 581 and so far has exceeded expectation.
Burn permits are currently being issued on Monday and Friday evenings at
the fire station from 6pm to 7pm. On occasion there may be personnel at
the fire station that are authorized to issue permits at other times, you can
call or stop in to check. We ask for your patience and request you plan
ahead for any open burning you may wish to perform.
We strongly urge everyone to ensure they have working smoke and carbon
monoxide detectors in their homes, and test them regularly. We recom-
mend replacing the batteries twice a year or whenever you change your
clocks for daylight savings time.

Report of the Road Commissioner
Selectmen and Citizens of Orland:
This year was a busy year with lots of complaints. I
handled 50 complaints this year. The complaints ranged
from barking dogs to animal trespass. The State does not
have a law against barking dogs under animal welfare
regulations; therefore a town ordinance is necessary to
pursue barking dog problems. Orland does have a
provision for barking dogs in their ordinance. Enforcement
of this ordinance will have to be accompanied by a written
complaint and the person making a complaint must be
willing to testify in court.
A change to the animal trespass law allows a summons
to be issued on the first complaint now; not waiting or
giving an owner 12 hours to remove trespassing animals
anymore. Animal trespass only applies to livestock and
does not apply to dogs or cats.
Please make sure to get your pets vaccinated against
rabies and make sure your dogs are licensed with the Town
Clerk’s office.

Orland Planning Board
Planning Board activity for the fiscal year reflected the
low level of economic activity in the area.
The Board reviewed and granted only three Site Plan Review
permits, and one of those was for the change in use of the
Orland school building.
We also authorized the CEO to issue two Shoreland Zoning
permits for structures to be relocated to new foundations.
And, we approved a minor revision to a subdivision on the
Hatchery Rd.
During the year we worked on revising the Site Plan Review
Ordinance. The current ordinance dates to 1978 with some
revisions in 1996. Work on this continues.
The Board members, and indeed the entire community, were
deeply saddened by the death in December of Millard
Clement who had been Chairman of the Planning Board for
many years.

PLUMBING PERMIT: This permit must be obtained by anyone
who is going to do any type of plumbing either on the interior or
exterior of a new or existing building. The permit must be
obtained from the Plumbing Inspector. A permit fee is charged
and the amount depends on the number of fixtures, which will be
installed. Once the permit has been obtained and the work com-
pleted, the Inspector must be notified so that he can inspect the
work done. Plumbing permits are valid for twenty-four months
after issuance. If a plumbing permit is being requested for the pur-
poses of installing a subsurface disposal system, the applicant will
be required to obtain the services of a certified soils scientist to
design the system prior to seeking the permit. The Plumbing
Inspector can be contacted for suggested names of certified soils
scientists who serve the Orland area.
HIGHWAY ENTRANCE PERMIT: This permit must be
obtained by anyone who is proposing to construct any driveway
entrance or approach within the right of way of any town road.
This is also true if the grade or location of any existing driveway
entrance will be changed. Applications are obtained from the
Road Commissioner. A similar permit has to be obtained from the
Department of Transportation if the new entrance is proposed
within a state owned right of way.
ELECTRICAL SERVICE FORM: Anyone who is planning to
install a new electrical service will be required by the utility
company to obtain a signed form from the Code Enforcement
Officer indicating that the property on which the improvements
are to be made is not in violation of subdivision requirements and
a shoreland zoning permit has been obtained if required. There is
no fee for this permit. Application forms may be obtained from
the utility company.
WIRELESS TELECOMMUNICATIONS FACILITIES PERMIT:
This permit is required for the location, construction and
expansion of wireless telecommunication facilities. Permit
approval must be obtained from the Planning Board.

To the Citizens of the Town of Orland;
Due to the changeover to fiscal year, there was no Town
Report for 6 month period of 2012. All of the items from
this changeover are working out well.
In review:
Congratulations to our Tax Assessor Betty Chavaree on
her retirement this year after 41 years on the Board. She
will be missed. Rhonda Clement was elected as the new
Assessor.
We accepted the resignation of Judy Jenkins as Code
Enforcement Officer and hired Mike Falvey as CEO.
We have one monthly rental of a unit at the Community
Center and the conference room and gym are being fre-
quently rented.
The Historical Society continues to expand and promote
Orland’s heritage. We are proud of their hard work.
Some of our next year’s projects are:
The secondary sewer treatment upgrade with Bucksport
Committee involvement to market the rental units and
commercial kitchen at the Community Center
Grant applications for improvement of sewer flowage
around the town.
Seeking more volunteers to join in the events for the
Orland River Day.

Application Procedures
In order to provide information to anyone who is planning a
project (new or old) in Orland, outlined is a brief description of
those permits, which may be required. Unless otherwise noted,
applications are available at the Town Office. A $5.00 fee is
charged for copies of any of the ordinances.
SITE PLAN REVIEW PERMIT: This permit is required for all
development proposals for establishment, alterations, or
substantial enlargements of commercial, retail, industrial,
institutional buildings and multiple family dwellings consisting of
three or more units. Permit approval must be obtained from the
Planning Board. A fee is charged.
SUBDIVISION REVIEW PERMIT: Subdivision review is
required whenever three or more units are developed or any one
lot is divided three or more times in any five-year period.
Approval for a subdivision must be obtained from the Planning
Board. The application fee is dependent upon the number of units
or lots.
SHORELAND ZONING PERMIT: This permit must be obtained
by anyone who proposes to construct, modify, enlarge, or change
the use of any building located within 250’ of the shoreline or any
other area as designated on the official shoreland zoning map,
which is located at the Town Office. This permit must also be
obtained by anyone who proposes any changes to the land, such as
clearing, erosion control, etc. within those designated areas. Per-
mits are issued either by the Code Enforcement Officer or the
Planning Board. The Code Enforcement Officer makes the
determination as to who issues the permit. Whenever a shoreland
zoning permit is requested for a new or expanded building, a copy
of a plumbing permit must be attached to the application.
FLOOD HAZARD AREA PERMIT: This permit must be
obtained by anyone who plans to construct, relocate, replace,
enlarge, or modify any building which is located in the Special
Flood Hazard area as designated by the National Flood Insurance
Act of 1968, such map being located at the Town Office. The
Code Enforcement Officer issues this permit. Page 39
A very warm, but rainy spring got the alewife season off
to a slow start. The Orland fish way was removed for repairs
by Wardwell Construction & Trucking on April 11th. The
baffles in the small fish way were welded by Larry Dakin.
Wardwell Construction returned the fish way to the river on
April 19th. Fish were seen below the dam during this time
period, but they were unable to get up into the river. We
tried to open the large gate on the Orland dam an hour before
high tide and kept it open for a couple of hours. Few fish
were able to get over the dam due to the pressure of the
water going over the dam.
April 23rd the rains started. We had 11 1/2 inches of rain in
six days. The gates at Toddy, Alamoosook and the Orland
River were all open several feet. Jake Sutherland had trouble
with the hedge due to the high water. Wildlife always
benefit from a stalled run. Seals, Osprey and eagles were
spotted below the dam.
The middle of May proved to be better for the alewife
harvest. A total of 3,455 bushels were caught. Nineteen
hundred and thirty-four bushels were sold for $18.00 each
and fifteen hundred and twenty-one bushels were sold for
$20.00 each. The Town’s share of the proceeds was
$7,570.00.
After the run, the Fish Committee met with the Town’s
Selectmen and Jake Sutherland to discuss replacing the fish
shack. The work was done in the spring of 2013. Repairs
were also made to the Orland dam in the fall of 2012,
including new cement and gravel.
Once again, thanks to Wes Shute of Verso Paper Company
who maintains the water levels for both Toddy and
Alamoosook Dams.

Report of the
General Assistance Administrator
The Selectmen adopted the General Assistance
Ordinance (prepared by Maine Municipal Association,
August 2005) on the 12th day of October 2006. They also
adopt the Appendices (A-C) on a yearly basis to keep up
with the State mandates. The Ordinance helps the needy to
be responsible by living within their means. Applicants must
show that they are attempting to improve the present
situation which has caused them to seek assistance.
For fiscal year 2012, we had an appropriation of
$12,800.00, expenses of $6,304.72, reimbursement of
$6,193.81, and payroll expense of $1,050.00; leaving a
balance of $11,639.09. The balance was carried forward to
the fiscal year 2013. The reason for a large refund was due
to a client receiving back pay for Social Security and we
were refunded the amount he received for assistance during
that time. The payroll expenditure was for $25.00/week
($1050.00) to have an individual process the applications.

As in past years, I wish to thank the citizens of the Town
of Orland for their support. Being your Town Clerk is very
special to me and I am amazed at how fast the years have
gone by! Being the first contact most citizens have with the
Town, the Clerk’s office strives to give the best service
possible. We can not always answer a person’s question;
however, we usually can refer the person to the appropriate
department.
In the clerk’s office, we licensed 258 dogs in 2012-13.
Please remember that a state-mandated $25.00 late fee
applies to re-registrations of dogs after January 31st of
any given year.
We are still working with the MOSES program for
hunting/fishing licensing and recreational vehicle
registrations. The licenses are completed and the State
knows instantly that a customer has their license and/or
registration. In 2012-13, we registered 86 snowmobiles, 139
ATVs, and 345 boats. We also processed 528 recreational
licenses. In 2012-13, we processed over 3000 motor vehicle
transactions.
On the tax collection side, we have moved from a
calendar year to a fiscal year. We have changed from a
single payment cycle to a semi-annual payment cycle.
Therefore, the first payment is due by September 30th and
the second payment is due by March 31st.
With times becoming more difficult, we understand that
finding the money to pay property taxes is not always easy.
Please be aware that taxes can be paid on a monthly basis
instead of coming up with the lump sum in September and
March. If you have fallen behind in your taxes, please
consider making a payment arrangement with the Board of
Selectmen. These arrangements call for a mutually agreed
upon amount to be paid monthly. Call the office if you are
interested.

The Orland Dam Committee is planning to do additional
bathymetric survey work downstream from State Route 175
to the Orland Dam, including subsurface conditions to
determine whether channel bed material is bedrock or
potentially mobile cobble/boulder fill material. The purpose
of this study is to predict what the water level in the village
area would be at low tide if the dam were removed. The
Dam Committee is also planning several educational
presentations on the results from the Alternative Feasibility
Study. Future decisions on the various alternatives will
ultimately be decided by the selectmen and towns people.

Installing the repaired fish way 2012
During the past three years a committee formed by the
Town’s Selectmen in November 2010 has been overseeing a
Feasibility Study of the Orland Dam. The Head of Tide
Dam located just below the Rt. 175 Bridge in the Orland
Village forms the fresh water impoundment in the center of
Orland Village extending approximately 2.6 miles upstream
to the Upper Falls Road. The project is being funded by the
Habitat Restoration Grants Program, a partnership between
the Gulf of Maine Council on the Marine Environment and
the National Oceanic and Atmospheric Administration
(NOAA); the US Fish and Wildlife Service (USFWS); The
Town of Orland; Verso Paper Company; the Davis
Conservation Foundation; and the Maine Corporate
Wetlands Restoration Partnership. The project work was
performed by Stantec Consultant Group in coordination with
Plisga & Day Land Surveyors of Bangor, Maine. Additional
components of the study are being performed by the Dam
Committee.
A Report was submitted by Stantec on May 24th, 2013. The
report examines five alternatives:

Included in the study are the hydrology, hydraulics and
physical processes, ecological resources,
infrastructure, cultural resources and socio economic

Report of the Assessors The Town’s total valuation went up from $197,075,460.00
in 2012/2013 to $198,102,200.00, in 2013/2014, without ex-
emptions. New listings include 4 new homes, 1 mobile home, 3
seasonal properties and 8 business expansions and 1 new com-
mercial property.
The Assessors processed 103 real estate transfers from April 1,
2012 to March 31, 2013. Your tax bill showed that due to State
Municipal Revenue Sharing and State Aid to Education, each
bill has been reduced by 25%.
The Maine Revenue Service issued an update pertaining to
Property Tax Abatement and Appeals Procedures, in August of
1993. If a taxpayer believes that the valuation of his or her
property is too high, the taxpayer’s only remedy is to submit a
written application to the Assessors for an abatement within
185 days of the commitment date of the tax in question, stating
the grounds for abatement.
Homestead Exemption Applications are available at the Town
Office for the 2014 tax year. If you did not qualify last year,
you may reapply. If you did qualify last year, you do not need
to apply again. We granted 583 Homestead Exemptions for the
year 2012/2013. Due to Legislative Changes, the Homestead
Exemption is now $10,000.00 before adjustment to the State
Certified Ratio, however, the state only reimburses 50% of that
amount.
The mil rate for the 2012/2013 tax year increased from .014
to .0142.
The Assessors will be in session on or around April 1st each
year to provide Declaration of Estate Forms. Declaration of Es-
tate Forms are for the purpose of providing the Assessors with
any changes made to your property during the year. The exact
dates of these sessions will appear in local newspapers and will
be posted at the Town Office.

The society had a successful year in our new home on
School House Road. We held monthly meetings at the
museum at 7PM on the 4th Wednesday of the month from
April through October. At several meeting, we enjoyed a pot
luck dinner before our business meeting.
The museum was open to the public in July and August
on Wednesday and Saturday afternoon from 2 to 4 PM.
The society held a great open house in late August 2013
that was very well attended. In conjunction with the Open
House in August, we held a yard sale and an antique car,
truck and tractor show. The open house and antique vehicle
show was so successful we are planning another similar
event for Saturday August 23, 2014.
We continue to make improvements to the museum and
perform minor maintenance to maintain the facility for the
long term. This past year we had the North side wood trim
scraped and painted.
We continue to accept additional donated or loaned
historical artifacts for display in the museum to preserve the
history of our town. As we expand our collections, we plan
to rotate items so all artifacts will be available for public
viewing.
The society welcomes groups to schedule tours of the
museum if they wish to view our collections. This past year
we hosted a group tour for the Senior College folks from the
Ellsworth area. We recently had the local Orland/ Bucksport
girl scout troop come in for a visit to learn more about the
town history and view our collections.
Orland Historical Society continues to encourage folks to
join the society and participate at our monthly meetings and
volunteer activities. We want to thank the town of Orland for
its continuing support of OHS to preserve our past for future
generations to enjoy.
